Northern Oblasts
Kyiv
On the streets of Kyiv, the townspeople found a shell and a grenade. One of the cases happened in the Sviatoshynskyi district – there a man found a grenade under the fence. The other is in the Holosiivskiy district. There, residents of the capital noticed a shell in a letter.
Kyiv and Brussels became sister cities. The relevant agreement was concluded by the mayor of Kyiv Klitschko and the head of the capital of Belgium Klose during the Kyiv Investment Forum, which takes place in Brussels.
The Kyiv City Military Administration together with the Educational and Training Center of Tactical Medicine KOLESO initiates the creation of a training program for schoolchildren on paramedic care. The other day, the first test lesson for 8th-grade students of one of the capital’s schools was held in this center.
Instead of the dismantled Pushkin, a monument to the legendary dog Patron is proposed to be erected in Kyiv. The Chernihiv dog helped defuse many explosive objects.

The World Food Program of the United Nations will allocate money for the organization of meals in the 81st school of the Kyiv Oblast. The organization will cover a third of the costs of daily lunches for students in grades 1-4, a total of 21,000 children.
On November 19, at 9:00 a.m., the first liturgy in Ukrainian will be held in the Holy Trinity Church of Irpin, Kyiv Oblast. In October, the central church of the Irpin community was transferred to the Orthodox Church of Ukraine.
Zhytomyr Oblast
At night, the anti-aircraft defense forces destroyed “Shakhed” over Zhytomyr Oblast.
Another evacuation train with displaced persons arrived in Berdychiv. 14 residents from eastern Ukraine came to Zhytomyr Oblast, including four children and two people with disabilities.
There is an enterprise in Zhytomyr Oblast that develops unmanned attack systems and manufactures batteries for FPV drones. They can produce up to 30 unmanned attack systems per month.
In the village of Slavenshchyna of the Narodic community in the north of the Zhytomyr Oblast, the bridge over the Noryn River, which was destroyed during the hostilities, was restored.
The Police Training Center at the Zhytomyr Police Academy received seven sheepdogs from the American Howard Buffett Foundation. These dogs will receive specialization and, together with canine experts, will be involved in the work during the search for explosives, conducting investigative work and detecting drugs.
Chernihiv Oblast
On November 16, the military recorded 15 explosions in the territories of Snovske and Semenivka communities in the border Chernihiv Oblast. The russians fired from mortars.
21 communities of Chernihiv Oblast will receive aid from the UN World Food Program for feeding elementary school students.
Sumy Oblast
During the day, the russian military made 70 strikes on Sumy Oblast. 5 border communities of the region were shelled.
At night, the russian army launched a mortar shelling of the Yunakive community. 3 explosions were recorded.
Nine servicemen were posthumously awarded the title of “Honorary Citizen of the City of Sumy”. The deputies voted for this decision at the session of the Sumy City Council on November 17.
Eastern Oblasts
Kharkiv Oblast
On the night of November 17, russia shelled Kupyansk-Vuzlovy: a shell hit the yard of a residential building. There was a fire, no one was injured.
As a result of the impact of the “Smerch” anti-aircraft missile on Borova of the Izyum raion, the building and equipment of the fire and rescue department, six buildings were damaged.
In Kupyansk, three private houses and two commercial buildings were damaged as a result of shelling.
279 children were evacuated from Kupyansk raion of Kharkiv Oblast. 15 more children remained to be taken out.
The defense forces repelled four russian attacks in the Kupyansk direction in the Sinkivka and Petropavlivka areas.
Donetsk Oblast
The russian army fired 12 times on 8 settlements of Donetsk Oblast on November 16.
Three people were injured in Donetsk Oblast last day.
Since February 24, 2022, the russians have killed 1,775 civilians of Donetsk Oblast, wounded another 4,312 people. The number of victims in Mariupol and Volnovakha is currently unknown.
On November 16, Ukrainian soldiers repelled 17 Rrssian attacks on the Avdiyivka, 18th on the Bakhmut, and 19th on the Maryinka directions. Also, the army of russia unsuccessfully stormed near Staromayorske, Donetsk Oblast.
Kramatorsk and Kramatorsk raion
In the Lysychansk direction, a house was damaged in Serebryanka of the Siversk community. Torske, Zarichne and Yampil were fired upon in the Lyman community.
Pokrovsk and Pokrovsk raion
The russian army massively shelled the territory of the Avdiyivka community 32 times and carried out 16 aerial bombardments during November 16. There was no information about the dead or injured
Netaylovye of the Ocheretyn community, Kurakhove and Selidove, Antonivka of the Maryinka community were fired upon. Ivanivka, Hrodove community, was hit by two rockets without casualties.
Bakhmut and Bakhmut raion
In the Horlivka direction, a house in Toretsk was damaged as a result of shelling by the russian military.
The “White Angels” evacuated five children together with their parents from Shcherbynivka, Donetsk Oblast — two-month-old Mykola, 3-year-old Hanna, 6-year-old Denys, 9-year-old Maryna, and 11-year-old Kateryna. Mandatory evacuation has been announced in the Toretsk community. Currently, the family with children lives in Pokrovsk, Donetsk Oblast.
Luhansk Oblast
11 organizers of the illegal referendum in Luhansk Oblast will be tried, in particular, the head of the so-called “LPR” people’s council and two “deputies”. They all face up to 10 years in prison.
Southern Oblasts
Mykolayiv Oblast
On the night of November 17, the forces and means of air defense destroyed the Shahed-136/131 type attack drone in the Mykolayiv Oblast.
During November 16, the russian army shelled the open territories of two villages in the Kutsurub community, as well as the town of Ochakiv. There are no injuries or deaths.
Zaporizhzhia Oblast
In Zaporizhzhia, air defense forces shot down a russian UAV “Shahed”.
118 blows were inflicted by military personnel on 21 settlements of the Zaporizhzhia Oblast. 24 reports were received about the destruction of residential buildings and infrastructure facilities. Civilians were not injured.
As a result of russian missile strikes the day before yesterday, four residents of the Komyshuvaha community were injured. One woman is in serious but stable condition. More than 400 apartments in multi-apartment buildings were damaged, private houses and the almost completely destroyed school building.
In the Zaporizhzhia Oblast, the russian army conducted unsuccessful assaults in the areas of Robotyne and west of Verbove, where the Ukrainian military repulsed six attacks.
At the temporarily occupied ZNPP, the russian military does not comply with a number of technological requirements that guarantee the safe and correct operation of the equipment. In particular, this applies to power units No. 2, 4 and 6.
Kherson Oblast
Russian troops shelled the Kherson Oblast 58 times during the day. Shells hit the administration building and a store in the Kherson raion, a medical facility, a store, gas stations and a car wash in Kherson. Six people died, ten, including a child, were injured.
As a result of massive shelling by the russian army in Kherson in the late evening of November 16, four people died and five were injured. High-rise and private buildings were damaged in the Central and Dniprovskyi raions.
Russian troops attacked Kherson on the night of November 16-17. One of the projectiles hit a residential building, starting a fire. Also, as a result of the evening shelling of the Oblast center, a warehouse, two cars and two farm buildings burned. All fires were extinguished.
Today, the russian army shelled the village of Veletenske in the Kherson Oblast, hitting a house. A 60-year-old man died.
In the afternoon, the russian army once again shelled the Daryivka community in the Kherson Oblast. Two people were injured, they were hospitalized – the prosecutor’s office.
Four children were evacuated from the temporarily occupied territory of the Kherson Oblast to the territory controlled by Ukraine. Currently, they and their families are in Kyiv, they are being helped by doctors and psychologists. In total, during 2023, it was possible to return 156 children of the Kherson Oblast.
In the Kherson Oblast, the sale of alcoholic beverages was banned in 160 settlements and measures were intensified against curfew violators and military service evaders.
The command of the marines reported that the Armed Forces of Ukraine have established themselves on three bridgeheads on the left bank of the Dnipro in the Kherson Oblast.
Central Oblasts
Dnipropetrovsk Oblast
On the night of November 17, the russian army attacked the Nikopol raion of the Dnipropetrovsk Oblast. They hit Nikopol and the Marganets community. There are no casualties or injuries.
Kirovohrad Oblast
On November 17, deputies of the Kropyvnytskyi City Council allocated 11.7 million hryvnias to support the military.
Military serviceman Yevhen from the Hayvoron area received the “Golden Cross” badge of honor from the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhnyi for his exceptional contribution to the struggle for peace and security.
The mother of Danylo Berezhnyi, a fallen soldier from Svitlovodsk, Oleksandriya raion, presented the Order “For Courage” III degree (posthumously).
The Museum of Local History in Kropyvnytskyi opened a new section of the exhibition “Ukraine: Flames of War”. Museum workers collect information about russia’s armed aggression, find military artifacts and evidence of civilian killings.
Cherkasy Oblast
The Cherkasy Regional Council has increased funding for the terrorism defense program by another UAH 9 million. The decision was made at a session on November 17. These funds will be spent on the purchase of logistics.
In Cherkasy, fighters of the “Rage” brigade have completed their initial professional training. These are the future assault troopers of a new model paramilitary police unit. The recruits were taught how to use weapons, shoot, and provide first aid.
Vinnytsia Oblast
In Vinnytsia, the children of fallen defenders will receive a one-time financial assistance of three thousand hryvnias. This will be done on the occasion of St. Nicholas Day, which will be celebrated on December 6.

Khmelnytsky Oblast
Last night, air defense was operating in Khmelnytskyi Oblast. Enemy drones were spotted in the sky over the region.
Today, 30 residents of Khmelnytskyi took part in the action “Bring the Heroes Home”. The rally brought together families of prisoners of war and missing persons.
Chernivtsi Oblast
Mykhailo Yazhuk from the village of Novooleksiyivka, Sokyriany Raion, was posthumously awarded the Order “For Courage” of the III degree.
Mykola Musurivskyi from Zarohany received the Presidential Award “For Defense of Ukraine”. Yaroslav Nevirianskyi from Rososhany was posthumously awarded the Order “For Courage” of the III degree.
The personnel of the Security Police Department in Chernivtsi Oblast acquired 6 FPV kamikaze drones. They are designed to destroy enemy vehicles. These devices were handed over to the company of attack UAVs of the 107th separate brigade of the Bukovyna Territorial Defense Forces.
German Chancellor Olaf Scholz and Teltow Mayor Thomas Schmidt handed over 8 vehicles to Khotyn – fire, medical, special and municipal vehicles. They did this during a meeting with the mayor of Khotyn in Germany.
School furniture and personal hygiene products were received by the Sokyriany community from benefactors from Germany – the “Hilfe Korbach” charity organization (Humanitäre Hilfe Korbach). They will be transferred to local educational institutions.
108 powerful generators were installed at critical infrastructure facilities of the housing and utilities sector and the fuel and energy complex in Chernivtsi Oblast before the start of the heating season.
A new large TV and fifteen outdoor benches have been installed in the Chernivtsi geriatric nursing home. This became possible thanks to the Inclusive Humanitarian Response in Chernivtsi Oblast project, implemented by the Chernivtsi Regional Organization of People with Disabilities “Leader” with the financial support of the Japanese organization “AAR Japan.”
Ivano-Frankivsk Oblast
In Ivano-Frankivsk, memorial plaques to fallen soldiers Mykola Kalynych and Andriy Pylyponiuk were unveiled on the facade of Higher Art Vocational School No. 3. The heroes learned their profession in these institutions.
Ternopil Oblast
For the first time in Ternopil, doctors restored the lost functions of the hand to two soldiers who had sustained mine-blast injuries. The soldiers were injured eight months ago. During this time, the soldiers underwent ten surgeries.
Zakarpattia Oblast
Deputies of the Zakarpattia Regional Council today supported a draft decision to establish a municipal institution of the Zakarpattia Regional Council, “Veteran Space VDOMA.” It will become the only center in the region that will deal with social protection and social services for combatants, persons with disabilities as a result of war, their families and family members of the deceased, and others.
