Kyiv

Kyiv Oblast

Chernihiv Oblast

On February 17, russians shelled the Novhorod-Siversk community in the Chernihiv Oblast. The military reported about 12 hits, probably from self-propelled artillery systems, near the village of Kolos.

Yesterday, russians shelled the border areas of the Snovsk community with a mortar. Border guards recorded six hits from 120 mm mortars.

Today, several explosive devices were eliminated by detonation near the village of Shestovytsia.

A russian soldier who mocked a resident of Yahidne and shot over his head will be tried in the Chernihiv Oblast.

Eastern oblasts

Kharkiv Oblast

After 11 p.m. the occupiers attacked Kharkiv with S-300 anti-aircraft missiles. Hits were recorded in the Osnovianskyi and Kyivskyi districts of the city. There were no casualties. The blast wave damaged the workshops of one of the enterprises.

The areas of at least 12 settlements came under hostile fire. In particular, Vovchansk, Novomlynsk, Dvorichna, Kupiansk, Hrianykivka and others.

In Vovchansk, the enemy used both combat aircraft and artillery. In Kupiansk, the shelling damaged private households, garages, and a car. Several fires broke out.

In the village of Velykyi Burluk, a 44-year-old woman was wounded by shelling and later hospitalized in a state of moderate severity.

Over the past day, units of the Defense Forces repelled the attacks by russian invaders near the settlements of Hrianykivka and Synkivka.

Mine clearance in the oblast continues. Pyrotechnic units of the State Emergency Service removed and neutralized 17 pieces of explosive ordnance over the day.

Donetsk Oblast

On February 16, the russian occupation forces conducted 30 attacks in the Donetsk Oblast. The russian military shelled more than ten settlements in the oblast.

The enemy is focusing its main efforts on conducting offensive operations at the Kupiansk, Lyman, Bakhmut, Avdiivka, and Shakhtarsk sectors.

Over the past day, units of the Defense Forces of Ukraine repelled attacks by russian invaders in the areas of the settlements of Rozdolivka, Fedorivka, Paraskoviivka, Bakhmut, Ivanivske, Severne, Vodiane, Maryinka, Novomykhailivka, and Vuhledar in the Donetsk Oblast.

On February 16, five people were killed and another ten residents of the oblast were wounded by of the russian army shelling in the Donetsk Oblast.

In total, since the beginning of the full-scale russian invasion of Ukraine in the Donetsk Oblast, 1,372 people have been killed, and 3,062 people have been wounded. It is still impossible to establish the exact number of the dead and wounded in Volnovakha and Mariupol.

Pokrovsk and Pokrovsk Raion

In the east of the Pokrovsk Raion, the Maryinka community suffered the most: Maryinka, Krasnohorivka, and Katerynivka came under fire.

During the night, sporadic shelling of Avdiivka was recorded.

At dawn, russians shelled Pervomaiske of the Ocheretyne community; there were no casualties.

A resident of Myrnohrad with pro-russian views sent, via messenger, screenshots of maps with markings, coordinates, as well as videos of the movement of military equipment and personnel of the Armed Forces of Ukraine, their deployment sites on the territory of Myrnohrad, Pokrovsk and the Pokrovsk Raion. The supporter of the “Russian world” was detained and arrested without bail. The maximum penalty under the respective article is 15 years in prison.

Bakhmut and Bakhmut Raion

In the Bakhmut direction, Spirne, Vyimka, Bilohorivka, Vesele, Rozdolivka, Fedorivka, Vasiukivka, Paraskoviivka, Bakhmut, Ivanovske, Stupochki, Predtechyne, Oleksandro-Shultyne, Kurdiumivka and Ozarianivka were affected by fire.

Bakhmut has been hit 12 times. The enemy struck the city with Grad multiple rocket launchers and artillery. Ten apartment buildings and two private houses, the city council, and non-residential premises were destroyed. During the day, russian troops killed five local residents and injured nine more. 

In the Soledar community, Fedorivka and Rozdolivka were under fire, and there was a lot of noise in the Chasiv Yar and Toretsk communities.

As a result of the military aggression of the russian federation against Ukraine, as of February 17, 2023, 4,354 residential buildings were damaged in the Bakhmut City territorial community.

The Kostiantynivka-Bakhmut highway, the Ivanivka and Stupochki raions near Bakhmut are controlled by the Ukrainian military. The russian army did not cut this section of the road.

Kramatorsk and Kramatorsk Raion

Two houses in Lyman were damaged in the Lysychansk direction. Several private houses were damaged in Siversk, one house was destroyed in Serebrianka. The Sviatohirsk community came under fire: people and infrastructure were not injured.

Volnovakha Raion

On the Volnovakha direction, Vuhledar, Novoukrainka and Prechystivka came under fire. There are no casualties.

Southern oblasts

Zaporizhzhia Oblast

During the two days, on February 15 and 16, the russians have shelled the territory of the Zaporizhzhia Oblast 142 times. Residential buildings and objects of civil infrastructure are damaged and destroyed. There are no injuries or dead.

In the temporarily occupied Melitopol, the occupiers installed an additional mobile phone tower for listening in on telephone conversations.

Mykolaiv Oblast

Yesterday, the enemy carried out a mortar attack on the water area of the ​​Ochakiv community. There are no casualties.

In Mykolaiv, the Pervomaisk, Voznesensk and Bashtanska raions, the day and night passed relatively calmly.

Odessa Oblast

In Chornomorsk of the Odesa Oblast, they said goodbye to Liubomir Tkachuk, a soldier of the 35th Marine Brigade. The 47-year-old defender died on February 9 in the Donetsk Oblast while performing a combat mission.

Odesa and the Odesa Raion received 30 additional MW of electricity thanks to powerful generators that were connected to critical infrastructure. This volume is enough to provide light for about 6,000 households.

Kherson Oblast

During the day, russian troops shelled Kherson, its suburbs and more than 25 settlements, including Havrylivka, Dudchany, Beryslav, Vesele, Kozatske, Ivanivka, Inzhenerne, Dniprovske, Berehove, and Veletenske.

As of the evening of February 17, the russian army has shelled the Korabel and Zhytloselyshche microdistricts of Kherson and the settlement of Sadove 10 times. One resident of Sadove was killed. The buildings of the Kherson faculty of the Odessa University of the Ministry of Internal Affairs, the visa center, and private houses were damaged. 

The occupation authorities continue to take equipment from the hospitals of the left-bank Kherson Raion to Novotroitsk. This will limit local residents’ access to medical services and worsen the humanitarian situation.

During the week, two cars and four people were blown up by landmines in the Beryslav Raion. Two people died, two were injured. A total of nine people died and eight were injured in the Kherson Oblast due to non-compliance with safety rules in places where mines were suspected.

Central oblasts

Kirovohrad Oblast

Among the 101 soldiers who were released from captivity, two residents of Kirovohrad Oblast – Ilya Mironov and Yevhenii Polishchuk returned home.

The Kropyvnytskyi Raion received 19 Starlink modems for “Points of Invincibility”. Nine of them will be given to the city of Kropyvnytskyi, the rest will go to rural communities. This equipment will provide citizens with the Internet in case of a complete blackout.

Cherkasy Oblast

More than 26,000 hectares of agricultural lands were demined in the Cherkasy Oblast. It is about the consequences of russian shelling of the Oblast.

To date, 102,000 immigrants from “hot” oblasts have remained in the Cherkasy Oblast for permanent residence. In total, as of February 16, 146,000 were registered.

Three generators were handed over from the German organization “Help to the Children of Chernobyl” for the needs of social institutions of the Cherkasy Raion. So they want to help improve living and working conditions in institutions during power outages.

144 thousand hryvnias were raised during the charity fair and auction at the Cherkasy sanatorium school. The money will be transferred to the Defense Forces of Ukraine.

Khmelnytskyi Oblast

In Khmelnytskyi, another action “Bring the Heroes Home” was held. To support the families of Ukrainian prisoners of war and to speed up the return of defenders home, residents of Khmelnytskyi go out every Friday since August 19 last year.

The Kamianets-Podilskyi community handed over a load of boilers, heat convectors and oil heaters for the military.

A “dental battalion” was created in Khmelnytskyi Oblast. This is dentistry on wheels, dentists are involved in providing assistance to the military. Here, defenders will be able to have an X-ray and have their teeth treated.

Volunteers of the “Little Dreams” Charitable Foundation from the Lviv Oblast, having enlisted the support of Italian, Estonian and British partners, brought 7 pallets with shoes, warm clothes, hygiene products, baby food, stationery and educational games for the children of Kamianets-Podilskyi. This humanitarian aid was received by 48 young internally displaced persons living in the community, children from local large families and those who lost their parents in the war.

Western Oblasts

Lviv Oblast

A soldier of the National Guard and two border guards from the Lviv Oblast were released from russian captivity. National Guardsman Maksym Sturmak, a defender of Mariupol, stopped communicating after May 6. Border guards Vitalii Kohut and Stepan Matviiv from the Lviv Raion also returned to Ukraine.

A busts of the President of Ukraine, Volodymyr Zelenskyi, are being sold for 1,000 hryvnias at the Vernissage market in Lviv. According to the representative of the market, the money is handed over to volunteers who take aid to the military in the Bakhmut direction every week.

Rivne Oblast

Rivne Oblast held a solemn farewell to seven defenders. In the Sarny Raion, two soldiers, Yurii Zhuk from Rokytne community and Oleksandr Hrytskevich from Klesov, were sent to their last journey. Four defenders of Ukraine were buried in the Rivne Raion: Vitalii Kostiuk from the Kornyn community, Valentyn Opanasiuk from Derazhne community, Andrii Hryb from Babyn and Vitalii Tkachuk from Ostroh communities. In the Dubno Raion, the last respect was paid to Mykola Ostapchuk from Smyha. Eternal glory to the Heroes.

The Rivne Oblast formed the “Rifle Battalion” of the Armed Forces of Ukraine, which is needed to respond to threats to the state’s national security. Soldiers are already undergoing training and combat coordination. Currently, the place of accommodation for the battalion has been reconstructed and equipped. They were provided with food and hygiene products.

As part of the cooperation of the Rivne Oblast Military Administration with the UN Development Program and the Government of Japan, 140 charging stations will arrive in the oblast. The devices will be shared among communities of the oblast.

On the basis of the Ostroh Academy, training will begin for specialists in the social sphere who will work with veterans. This is a pilot project in which 30 community representatives from Rivne, Lviv, and Khmelnytskyi oblasts will participate. The goal is to train potential veteran case managers in modern approaches to serving veterans, implementing a support system and providing for their needs at the community level. The program is financed by the USAID Project “Economic Support of Ukraine” and the Initiative Center to Support Social Action and Develop Civic Initiative “Ednannia” [“Unity”].

Chernivtsi Oblast

Bukovyna held a farewell to Ukrainian Heroes. Junior sergeant Vasyl Karliichuk was ceremonially buried in the village of Staryi Vovchynets, sergeant Oleksandr Lizyn – on the Alley of Glory of the Central Cemetery of Chernivtsi, senior soldier Valentyn Tarnovetskyi – in the village of Kadubivtsi, soldiers Yaroslav Horbashevskyi – in the village of Stavchany, Viktor Atamaniuk – in the village of Ivanivtsi, Volodymyr Babchuk – in village of Zveniachyn. Dmytro Shevchuk, a resident of the Kamiana community, bought a four-wheel drive car, a carriage and two semi-trailers for the needs of the Armed Forces of Ukraine. The equipment was sent to the 63rd separate mechanized brigade of the 89th anti-tank artillery division.
The medical institutions of Bukovyna received another large humanitarian cargo. We are talking about 20 generators with a capacity of 5 kW, as well as sets of bed linen, blankets and sheets. The aid was provided by the organization “Blau-Gelbes-Kreuz e.V.” with the assistance of the CBG entrepreneurs’ club and in cooperation with the Chernivtsi Oblast Military Administration.
Bukovyna received humanitarian aid from the field Office of the United Nations High Commissioner for Refugees to set up the “Points of Invincibility”: 24 boilers, 42 ten-liter plastic canisters and 1,470 hygiene kits.

Zakarpattia Oblast

Residents of Zakarpattia Oblast can take advantage of preferential lending within the framework of the “Own Home” program. The amount of a one-time payment has increased to 600 thousand hryvnias, while last year the maximum loan amount was 300 thousand hryvnias. The money can be spent on the arrangement of communications, home repairs or even the purchase of housing. Military families and low-income families are given priority. The loan is granted to them at 0%, for other borrowers the rate is determined at the level of 3%.
First aid in emergency situations was taught in Mukachevo. The residents of Mukachevo developed skills in how to stop bleeding, apply tourniquets and perform cardiopulmonary resuscitation.
