About us:

The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

The enemy is trying to hold the temporarily captured territories, concentrates efforts on restraining the actions of the Defense Forces in certain directions, at the same time, does not stop trying to conduct offensive actions in the Bakhmut and Avdiivka directions.

The enemy is shelling the positions of our troops along the contact line, carrying out engineering equipment of defensive positions and lines in separate directions and conducting aerial reconnaissance. Violating the norms of International Humanitarian Law, the laws and customs of war, it continues to strike critical infrastructure and the homes of the civilian population.

During the current day, the enemy launched 3 missile and 20 air strikes, carried out up to 10 MLRS attacks.

Up to 20 settlements were hit by the enemy. In particular, Terny, Bakhmut, Vuhledar and Komyshuvakha of the Donetsk oblast.

The enemy has once again launched a massive attack using iranian attack UAVs on the civilian infrastructure of Ukraine. Out of 20 UAVs, 15 were successfully shot down by the Defense Forces of Ukraine.

The situation in the Volyn and Polissya directions has not changed significantly. The republic of belarus continues to support the armed aggression of the russian federation against Ukraine. The threat of missile strikes and the use of attack UAVs on the territory of Ukraine remains.

The enemy shelled in other directions:

in the Siversky direction – from mortars and barrel artillery, within the Mykolaivka and Kostobrody settlements of the Chernihiv oblast. Also, the enemy used unmanned aerial vehicles with a combat load;

in the Slobozhanskyi direction – from mortars, barrel and rocket artillery, in the areas of the settlements of Dvorichne, Krasne, and Strilecha. The activity of UAVs with a combat load was also recorded;

on the Kupyansk and Lymansk directions – from mortars, barrel and rocket artillery, in the areas of Zarichne, Bilohorivka, Torske, Terny and Yampolivka settlements;

in the Bakhmut and Avdiivka directions, the enemy fired from tanks, mortars, barrel and rocket artillery in the areas of the settlements of Bakhmut, Soledar, Zelenopillya and Yakovlivka.

The occupiers did not conduct active offensive actions in the Novopavlivsk and Zaporizhzhia directions. Fire damage was inflicted on the positions of the Defense Forces and civilian infrastructure in the areas of more than 35 settlements along the entire line of contact.

In the South Buh direction, more than 30 settlements along the contact line suffered fire damage. To conduct aerial reconnaissance, the enemy made up to 40 sorties of UAVs of various types.

The military-political leadership of the russian federation is officially ending partial mobilization. At the same time, the forced delivery of subpoenas to certain categories of russian citizens does not stop. In the Mosrentgen settlement of the moscow region, the mobilized were placed at the deployment point of the 27th separate motorized rifle brigade for their medical examination and further referral to the combat zone. In the course of already conducted mobilization measures, significant problems arise.

The occupation leadership continues the forced mobilization of the male population in the temporarily occupied territories. At the same time, the evacuation of the civilian population began in separate directions.

During the current day, the aviation of the Defense Forces made 6 strikes. It was confirmed that 2 areas of concentration of weapons and military equipment, 2 strongholds, as well as 2 positions of the enemy’s anti-aircraft missile systems were hit. Air defense units shot down 15 “Shahed-136” UAVs.

Soldiers of missile troops and artillery hit the command post, two areas of concentration of manpower, weapons and military equipment and two ammunition warehouses of the enemy.

Northern Oblasts

Kyiv

The heating season starts in Kyiv on October 20. Buildings will be connected to the heat supply system according to the technological schedule. In particular, the heating season was launched to prevent Kyiv residents from turning on electric heaters and air conditioners and overloading the power supply system.

In the capital, buses started running instead of electric transport on most trolleybus routes. This will save electricity in the city. In particular, buses replaced trolleybuses on 21 out of 38 routes.

An alley in honor of Roman Ratushny was created on Protasiv Yar street. 7 oaks, 15 spruces, and 15 birches were planted near the mural dedicated to the Hero. Recall that Roman Ratushny was killed in June in the battles near Izyum. He was 24 years old. 

This year, permanent residents and more than 200 animals, rescued from the affected regions of Ukraine, will be in Kyiv Zoo during the winter.

Kyiv Oblast

The power outages have been introduced to avoid accidents in Kyiv oblast. It will last for each customer no more than 4 hours. However, it can be repeated during the day after 4 hours, if Ukrenergo does not cancel the use of stabilization outages. Also, Ukrainians are urged to minimize the use of electrical appliances in the period from 7:00 to 23:00.   

After rolling blackouts, the level of Internet connection has significantly decreased in Kyiv oblast. Connection to the network dropped to 81% of the usual level, to 62-63% in Bucha and Brovary, 69% was recorded in Irpin.

On October 20, scheduled works on the elimination of explosive objects were carried out in Bucha raion. Therefore, residents could hear explosions. 

Chernihiv Oblast

Russian troops attacked two border communities of Chernihiv oblast with mortars and unmanned aerial systems on October 19. On the border of the Novgorod-Siverska community, the enemy fired mortars from the village of Pogar. The observers counted 10 explosions. The enemy’s unmanned aerial systems dropped three detonating devices on the territory of the Semenivska community. On October 20, the russian military pepper away in the area of Mykolaivka. Details have not been reported yet.  

The work of trolleybuses is limited from today in Chernihiv. The decision was taken during a meeting of the regional defense council according to the energy situation in the country. They decided to reduce the use of passenger electric transport by at least 50%. Trolleybuses will be working in the city until 19:30.

Olena Kostevych, a resident of Chernihiv, together with Pavlo Korostylov won the team bronze medal at the World Shooting Championship. First, Pavlo Korostylov won the “gold”, and the team of Daria Tykhova and Serhii Kulish brought the “silver”. As a result, Ukraine won the sixth award in the World Shooting Championship, which is held in Cairo, Egypt.  

Sumy Oblast 

The emergency search operations continue for the third day at the site of a missile strike in Romny raion. The rescuers are conducting emergency search operations at the damaged civilian infrastructure facility. On October 19, 67 rescuers and 10 units of equipment were working at the site. The destroyed building structures are being actively dismantled. 

This autumn the state forestries of Sumy oblast will plant about a million new trees, as reported by Sumy Regional Forestry and Hunting Range Administration. The forest planting is already underway at the Konotop forestry enterprise. 

Eastern Oblasts 

Kharkiv Oblast

At least 9 villages of Kharkiv oblast came under occupants’ attack in Slobozhanskie and Kupyansk directions yesterday. Russia shelled with artillery the territory of Kharkiv oblast.

On October 20, russian military struck the village of Ivashky in the Zolochiv community. As a result of the shelling, a man born in 1991 was wounded. He was taken to the regional hospital. 

In Kharkiv oblast, sappers Oleksiy Yemanov and Serhiy Trotsenko were killed when they hit an anti-tank mine that detonated under the wheels of a car. Four more pyrotechnics were seriously injured.

As of today, 544 inhabited localities have been liberated in Kharkiv oblast.

Since the beginning of the full-scale war, about 1.5 thousand civilians, including 76 children, have been killed in Kharkiv oblast as a result of the aggression of russian federation, and 951 people are missing in action.

In Kharkiv oblast, 17 criminal proceedings are being investigated on the facts of the export of grain and equipment by the occupiers. Almost 800 proceedings are related to high treason and collaboration.

Kharkiv subway increased the intervals of trains to save electricity. These changes in traffic schedules are temporary, the date of return to the previous schedule is still unknown.

Donetsk Oblast

Russian troops attacked with artillery, MLRS ‘Grad’, and mortars Avdiivka, Bakhmut, Siversk, Chasiv Yar, Velyka Novosilka, Berdychi, Karlivka, Khromove, Ivanhrad. In total, seven residential buildings, a music school, an agricultural enterprise, agricultural machinery, garages, and cars were destroyed or damaged by shelling.

Russians killed 1 civilian in Zarichne, Donetsk oblast on October 19. In addition, law enforcement officers found the bodies of 12 civilians killed by russians during the occupation: 8 in Lyman, 2 in Novoselivka, and 2 in Sosnovne. Another 5 people were wounded yesterday.

In total, since the beginning of the full-scale invasion of russia in Ukraine, 1059 residents of Donetsk oblast died, and 2440 were injured. The number of victims in Mariupol and Volnovakha is currently unknown.

The Security Service of Ukraine detained Federal Security Service agents who were collecting data on the positions of Ukrainian military in Donetsk oblast. Both detainees have been notified of being suspected. The court imposed custody on them as a measure of restraint. 

Kramatorsk

Law enforcement officers discovered the bodies of 12 civilians who died during the occupation of settlements by the russian occupiers: eight in Lyman, two in Novoselivka, and two in Sosnove.

From October 21, in Kramatorsk during the day, sirens for warning about the air raid alert will sound according to a new scheme. During the day, sirens will sound for five minutes when the “Air Raid Alert” is announced and at the beginning of every half hour for as long as the danger lasts.

 

Pokrovsk and Pokrovsk raion

During the day, the enemy hit the city of Avdiivka, the villages of Berdychi, Karlivka.

During the day, units of the Defense Forces repulsed the attacks of the occupiers in the areas of Krasnohorivka, Novomykhailivka, Nevelske, Opytne and Maryinka settlements of the Donetsk Oblast.

For immigrant children in the Pokrovsk children’s library named after Olena Teliga arranges a puppet theater. They are also given a tour of the library, treated to goodies and given gifts – coloring pages. According to the organizers, such events help relieve emotional tension in children and improve their mood.

Bakhmut

In the direction of Bakhmut, the enemy fired from tanks and artillery in the areas of Andriivka, Bakhmut, Bakhmutske, Bilogorivka, Zelenopillya, Klishchiivka, Kurdyumivka, Pivnichne, Mayorsk, New York, Soledar and Yakovlivka settlements of the Donetsk Oblast.

The russian army continues to attack in the Bakhmut and Avdiivka areas. The Armed Forces of Ukraine repulsed attacks near Bilogorivka, Bakhmut, Bakhmutske, Klishchiivka, Krasnohorivka, Novomykhailivka, Nevelske, Opytne, and Maryinka.

Mariupol 

Mariupol residents are trying to leave the city after putin declared martial law. A long queue lined up at the Novoazovsky checkpoint. Ukrainians are leaving the temporarily occupied territories massively, fearing the start of mobilization. Using the introduction of “martial law”, the occupiers plan to launch a large-scale mobilization. According to preliminary estimates, up to 10,000 men may be sent to the front. Property and cars can be taken from citizens. 

The first housing for the residents of Mariupol is being built in the Dnipro. The pilot project, which was preceded by several months of work, is already in operation. The four-story building is being converted into a modern dormitory with all the conditions for a comfortable stay. Dismantling works are currently underway. It is planned to prepare 18 one-room and 17 two-room premises. The settlement of the first people is expected to begin before the end of the year. 

Luhansk Oblast

The occupiers were again repulsed from Bilogorivka.

The russians do not pass collaborators beyond Stanytsia Luhanska. They are looking for housing in empty houses.

Mark Levanzov, a weightlifter from Luhansk Oblast, won the bronze award at the European competition. In his weight category, he entered the top five with a total of 292 kg and won a bronze award in the push (166 kg). Video – 

Southern Oblasts 

Zaporizhzhia Oblast

The russian occupiers continue to shell settlements and civilian infrastructure. This morning, the enemy attacked the village of Komyshuvakha. S-300 missiles were used. In particular, a missile strike was carried out on the territory of a children’s specialized school. A two-story apartment building was also destroyed as a result of the impact. There are no casualties.

Hulyaipole and other populated areas were shelled. A substation hit was recorded near Zaporizhzhia, which led to a fire. Also, the russian military continues to bombard the city of Orihiv with various types of weapons. Local residents survive without electricity and gas supply.

Russian invaders continue to shell Energodar, Zaporizhzhya NPP and the surrounding industrial zone, suburbs and Dnipro coast near the city.

If possible, the State Emergency Service is evacuating the population: yesterday they helped five elderly and disabled people leave for Zaporizhzhia. The rescuers also delivered pet food to Orihiv for animals suffering from the consequences of enemy aggression. However, local residents are urged to evacuate to safer settlements. In general, during the past day, 212 people managed to leave the temporarily occupied territory, of which 45 were children.

Part of the russian invaders escapes from Energodar and robs the city. Local Telegram channels report a mass robbery of the Skifsky hotel. The russians took TVs, refrigerators, furniture, kettles and other household items from there and packed them into buses and trucks.

In the Zaporizhzhia Oblast, damage to the enemy’s personnel and equipment has been confirmed: during the past day, up to 150 russian servicemen were wounded and about 15 units of weapons and military equipment were destroyed.

Kherson Oblast

The russian military continues the covert deportation of Kherson residents.

The occupation authorities increased the number of roadblocks and tightened control over existing ones. It also plans to use the housing of evacuated residents of Kherson Oblast for its own purposes.

Under the onslaught of Ukrainian units, the russian military is defending itself and looking for ways to engineer the fortification of its borders. For this, building materials are taken from the residents of the occupied territories and reinforced concrete pillars are dismantled in the settlements.

Russia is preparing informational conditions for retreating from Kherson Oblast and for attacking the Kakhovka HPP under a foreign flag. The Kremlin can use the detonation of the dam to blame this on the Armed Forces.

In the Kherson Oblast, the russian military is blocking communications for covert movement of equipment.

The Armed Forces of Ukraine destroyed two ammunition depots of the russian army in the Berislav raion. Also, during the day of October 19, the russian army decreased by 43 soldiers, six tanks, nine pieces of equipment, two howitzers, a command and staff vehicle and a reconnaissance drone.

In the Kherson Oblast, power supply was restored in the liberated villages of Nova Kaluga, Chervona Lyudmylivka, Butsivske, and partly in Novopavlivka.

Mykolayiv Oblast 

Russian armed forces continue to hit the territory of the Mykolaiv Oblast. During the day of October 19, the inhabitants of the Bashtanka raion came under the fire of the occupiers – the destruction and damage of residential buildings was recorded.

During the day of October 19, the armed forces of the russian federation partially damaged or completely destroyed four electricity supply facilities in the Mykolaiv Oblast. And in general, since the beginning of the full-scale war, the russian army has damaged and destroyed 720 electricity supply facilities in the Mykolayiv Oblast.

An explosion rang out in Mykolaiv on the evening of the 19th of October. As a result, the monument to police officers who died during the Second World War and the Civil Wars was destroyed. 

On the night of the 20th of October, russian troops once again struck Mykolaiv with kamikaze drones. Four of them aimed at the building of one of the city’s educational institutions. Another drone fell on closed private territory.

Odesa Oblast

Central Oblasts

Kirovohrad Oblast

In three communities of Kirovohrad Oblast, they said goodbye to the soldiers who died in the war with the russian: Yevhen Tkach from the village of Sozonivka of the Velyka Severynka community, Dmytro Kanevskyi from the village of Zavalya of the Golovanivsk Raion, and Oleksandr Shchur from the Golovanivsk Raion. From today, the Public Works Inspectorate started patrolling Poltava together with the police. Entrepreneurs who do not turn off the external lighting and do not respond to the instructions and recommendations will be disconnected from the electricity supply.

Poltava Oblast received another humanitarian aid from UNICEF. This equipment is infusion and aspiration pumps, ECG recorders and portable ultrasound machines. 

An artist from Poltava opened a charity auction of paintings in Krakow – the proceeds from the sale will be used for the needs of the Armed Forces of Ukraine. The auction was organized by Karina Minasyan and her newly created fund UA WORLD ART FUND.

In the Pyryatyn community, garbage sites have been abandoned and the approach to waste management is changing. This is the first case in the region where the strategy was practically implemented. Residents were forbidden to throw plant remains into garbage containers. Instead, you can take them to the city landfill for free or order a service from utility companies. Observance of landscaping standards in the community is monitored with the help of surveillance cameras, and violators are identified and fined.

Vinnytsia Oblast

On the 19th of October, russian troops launched a missile attack on the Vinnytsia Oblast. The missile hit an energy facility. Rescue services are on site.

Defender of Ukraine, resident of Pavlivka, Yaroslav Vdovichenko, died of serious injuries in the hospital. The Kaliniv community of the Khmilnyk Raion is again in mourning.

Roman Yacentyuk, the Hero from Samhorodka, died on his birthday. His life was cut short by the war in 1932. He is survived by his parents, wife and young son.

Western Oblasts

Lviv Oblast

Yesterday, the length of the curfew was changed in the Lviv Oblast. Now it starts at midnight and will last until 05:00. During this time, it is forbidden to be outside without a special pass and an identity document.

Another 164 people arrived in Lviv Oblast by two evacuation trains, 25 migrants by one bus. 544 people traveled from Lviv Oblast to Przemyśl by four trains. At all crossings in the Lviv Oblast, 28 thousand 133 people registered for exit per day. 15,699 Ukrainians entered.

Funding of the Priority Infrastructure Projects Implementation Program continues in Lviv Oblast. From the Oblast budget, more than 169 million hryvnias of the planned 279 million hryvnias have already been allocated for its implementation. This amount is more than 60% of the determined volume for the implementation of 54 projects. To date, within the framework of this Program, 942 places for the residence of internally displaced persons have already been equipped. In particular, by the 1st of November of this year, work on 6 more institutions is expected to be completed, which will allow for additional accommodation of more than 940 internally displaced persons.

Another modern emergency car, fully equipped with the necessary equipment for providing high-quality medical care, is now in use by the Lviv Regional Center of Emergency Medical Care. It was handed over from the parish of St. Volodymyr from the German city of Hanover.

Rivne Oblast

The Rivne Oblast Defense Council approved a list of measures to reduce electricity consumption in the region. Electricity consumption reduction schedules are implemented at enterprises, and street and outdoor lighting are limited in the Oblast. Medical and social institutions are obliged to provide generators and fuel for them. In the city itself, the use of electric transport will be limited by 50%. For the public, the lights will not be turned off at this time.

Kamianets-Podilskyi 

The Dunayivtsi community will say goodbye to its Hero. 22-year-old Maksym Maryshchak fought in the 95th Airborne Assault Brigade of the 2nd Airborne Assault Battalion. Died in March in the village of Kamianka in the Izyum direction.

The regional coordinator of AUI “Active Community” in Kamianets-Podilskyi, Slavko Polyatynchuk, as part of the initiative group, which was created to help internally displaced persons, visited the psychoneurological dispensary relocated to Kamianets-Podilskyi from the city of Oskil, Izyum Raion, Kharkiv Oblast. He was placed in the former Dunayevets Tuberculosis Dispensary. Activists took away $3,000 worth of humanitarian aid. This is equipment for hygiene rooms (toilets, washbasins, boilers). They were able to provide assistance through cooperation with the “Nova Ukraine” Foundation, whose office is located in Chicago.

Chernivtsi Oblast

In the oblast, they said goodbye to their sons who gave their lives defending Ukraine from the russian invaders: senior soldier Ilya Komaritsa was taken to the village of Kamianka, sergeant Oleksandr Balan was buried on the Alley of Glory of the Central Cemetery of Chernivtsi.

Communal institutions in Bukovyna can accommodate about 2,000 forced migrants. Today, there are 5,258 people in communal institutions of the education, health care, and social protection system.

A shelter for displaced people was set up in the Mamayivtsi community. It was opened thanks to the support of American benefactors. The premises were repaired and equipped with the necessary equipment in two months. Currently, internally displaced persons already live in the St. Olga’s shelter in Luzhany. The shelter is designed for 80 people. The kitchen, rooms, and bathrooms were renovated and equipped here. A social worker and a psychologist work at the shelter, provide services to children, promote employment and access to medical services. 

In the Chernivtsi, Mamayivtsi and Khotyn territorial communities, with the support of the International Renaissance Fund, a project is operating, which provides for the provision of psychosocial, informational, cultural and educational support to adults and children who suffered as a result of russia’s armed aggression. 

Zakarpattia Oblast

“Ya Mariupol” (“I am Mariupol”) was opened in Uzhhorod. This is the 15th such center for the residents of Mariupol, where comprehensive assistance awaits them. This opportunity appeared thanks to the support of the local community of Uzhhorod. The center is staffed by specialists who are ready to provide help of various profiles – from social to humanitarian, from psychological to legal.
