About us: The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. Northern oblasts

Kyiv

Today russian propaganda tried to misinform Ukrainians with the next fake. Hackers attacked the networks of Ukrainian radio stations TAVR Media. Cybercriminals spread information that the President of Ukraine, Volodymyr Zelensky, is allegedly in intensive care, and his duties are performed by the Chairman of the Verkhovna Rada, Ruslan Stefanchuk. However, the information broadcast by radio stations does not correspond to reality. Currently, the relevant services are working on solving the problem.

The work of kindergartens is gradually being restored in the capital, 38 are already working today.

Kyiv Oblast

Yesterday, an official delegation led by the Deputy Minister for Foreign Affairs and Trade in Hungary, Levente Magyar, visited the Kyiv oblast. The Hungarian delegation visited the Buchan district of the Kyiv oblast. In the villages of Zahaltsi and Sinyak of this oblast, it is planned to rebuild a school and a kindergarten, as well as build a modern complex, which will house a center for the provision of administrative services, a dispensary, and a post office.

In Bucha has begun the dismantling of the building, which was hit by the russian army in March.

The “Brave” association has started the restoration of the “Burgundia-1” residential complex, which was damaged by military operations in Irpen.

Enemy artillery has damaged several load-bearing structures of buildings, windows are destroyed, and roofs also need repair.

Zhytomyr Oblast

Representatives of the Armed Forces of Ukraine continue the cooperation of defense headquarters at all levels. Representatives of the local territorial defense took part in the strengthening of security and protection of the state border.

Zhytomyr district is again in mourning. According to the Zhytomyr District State Administration, Serhiy Kanavskyi, a resident of Vilshanka, tragically died as a result of a rocket fire in the territory of Kakhovsky district of Kherson oblast on July 13.

During the official meeting in the Zhytomyr City Council, the preparedness for possible chemical threats and the work done were discussed. The algorithms of security measures, the division of responsibilities of the authorities, emergency workers, and direct employees of chemically hazardous facilities were reminded. 

At the “Caritas-Zhytomyr” charity fund, newly arrived migrants can receive humanitarian aid. Since the beginning of the war, the “Caritas-Zhytomyr” charity fund has been helping internally displaced persons in the territory of the Zhytomyr oblast. Thus, twice a week, humanitarian aid is given to war victims.

The coordinator of the Ukrainian Initiative “Active Community” conducted art therapy for internally displaced people on the theme “My home is my fortress.” They cut out, glued, and painted their houses. During the workshop, there were very emotional conversations about how people survived during hostilities in their native homes and how they fled from the occupied territories.

Chernihiv Oblast

This morning, the russians shelled the territory of the Novgorod-Siversky district with mortars and artillery. 4 explosions were recorded, but there were no casualties or damage.

From 11:40, russian troops began shelling the outskirts of the village of Mykolaivka, where 20 explosions were recorded.

The Mayor of Chernihiv, Vladyslav Atroshenko, announced the repair of multi-apartment buildings that were damaged by enemy shelling will begin next week in Chernihiv.

In the oblast center, they want to involve the unemployed in public works during martial law.

Sumy Oblast

In Sumy oblast, the repairing of the bridge over the Psel, which was destroyed at the beginning of the war, started. The bridge will establish transport connections between the settlements of the Konotop area and between several districts of the oblast.

From 2 p.m. to 3:30 p.m., the enemy fired mortar and self-propelled artillery at the Bilopol community. Residential quarters of Shostkyn region were also shelled and there are wounded people.

Eastern Oblasts

Kharkiv Oblast

At night, the russian occupiers attacked the civilian population of the Chuhuiv Raion. Among the destroyed is a part of the building of the utility enterprise.

During the day, the enemy conducted a massive shelling of the settlements in Chuhuiv, Bogoduhiv, Izium Raions and the city of Kharkiv. Residential and commercial buildings were damaged, fires broke out.

The occupiers are deliberately shelling fields with ripe wheat, as a result fires break out and the crops in the fields are destroyed. Fields have burned in the Chuhuiv and Bogoduhiv Raions. In the Zolochiv community, 2 fields on an area of 60 hectares caught fire at once from shelling. Thanks to the work of rescuers and farmers, the fire did not spread to another 66 hectares of wheat. In total, the enemy has already destroyed more than 130 hectares of grain crops in Kharkiv Oblast.

During the day, as a result of shelling by the occupiers, 4 civilians were killed in Kharkiv Oblast. 11 people were injured.

In the morning, the russians opened fire on the residents of Kharkiv again. Currently, it is known that 21 people were injured, 2 died. Doctors of the Kharkiv Oblast Emergency Medical Center successfully resuscitated a 49-year-old man after clinical death. As a result of shelling by the russian occupiers, the man received an explosive injury (complex shrapnel wounds). Thanks to the professional actions of medics directly at the scene, the victim was saved. Only civilians were affected, and only peaceful infrastructure was affected: cars, public transport, trade pavilions, a residential building where a dental clinic is located on the first floor.

Active hostilities continue on the front line. The russian army shelled with barrel and rocket artillery the settlements of Kharkiv Oblast: Mospanove, Petrivka, Ruski Tyshki, Bazaliivka, Pechenigi, Tsyrkuny, Pytomnyk, Dementiivka, Korobochkine, Prudianka and others.

Donetsk Oblast

In Toretsk, an enemy missile landed in the yard of a private house. Luckily, it didn’t break.

In addition, the rashists shelled Ivanivka (Cherkaske community) with cluster munitions and damaged a private house. There is currently no information on the injured and the dead.

In the Slaviansk direction, shelling was recorded near Dibrovne, Krasnopillya, Chepil, Adamivka, Hrushuvaha and others.

In the Kramatorsk direction, the enemy shelled the areas of Kramatorsk, Siversk, Hryhorivka, Zvanivka, and Spirne with artillery. The enemy is conducting assault operations near Ivano-Dariivka, the fighting continues.

In the Avdiivka, Novopavlivske and Zaporizhzhia directions, the enemy carried out systematic shelling of civilian and military infrastructure in the areas of Vesele, Umanske, Kurakhove, Novomykhailivka, Mykilske, Vugledar, Zolota Nyva, Novopil, Novomayorske, Poltavka, Chervone, Mala Tokmachka, Novoandriivka and others. The russians carried out airstrikes near Krasnohorivka and Solodke. In some areas, the enemy is improving the engineering equipment of defensive positions.

Over the past day, the russians killed 1 civilian in Donetsk Oblast – in Kostyantynivka. 5 more people were injured.

Since the beginning of the russian invasion of Ukraine, as a result of shelling and bombing in Donetsk Oblast, 632 civilians have been killed, and another 1,631 have been injured.

Kramatorsk

Russian occupiers destroyed two schools today – in Kramatorsk and Kostiantynivka.

In addition, the industrial part of Kramatorsk (the enterprises of Starokramatorsk Machine-Building Plant and Novokramatorsk Machine-Building Plant) was shelled at night.

Sloviansk was also fired from multiple rocket systems with cluster munitions. Two residents of the village of Bylbasivka were injured.

The authorities are working on liquidation of the consequences of the night shelling. Power supply and Internet lines are being restored.

Discussion of the decision of the Verkhovna Rada of Ukraine to transfer the property of the Novokramatorsk Machine-Building Plant to state ownership continues. Today, the company’s statement about these events was published on the plant’s Facebook page.

Tomorrow, July 22, the international organization “Team Humanity” plans to evacuate residents of the Donetsk Oblast (women, children, men aged 60+) from Kramatorsk to Germany.

Pokrovsk and Pokrovsk Raion

In the Avdiivka direction, the enemy carried out systematic shelling of civilian and military infrastructure in the areas of Avdiivka, Umanske, Kurakhove and Novomykhailivka settlements.

The past day in the Pokrovsk community was relatively calm. No facts regarding casualties and destruction were recorded during the day. Repair crews are working to restore roofs and cover with oriented strand boards windows of private houses that were damaged by shelling on July 16.

In the city of Rodynske (Pokrovsk community) provides humanitarian aid from the international organization World Central Kitchen.

The Social Security Administration provides assistance not only to internally displaced persons, but also to everyone who needs it. In particular, the youngest residents of the community receive monthly support.

Bakhmut

In the city of Bakhmut, the enemy once again shelled the central part of the city. 

The russians carried out shelling of military and civilian infrastructure in the areas of the settlements of Rozdolivka, Bilohorivka, Pokrovske, Nova Kamianka, Bakhmut, Vershyna, Novoluhanske, Zaitseve, Toretsk, and others. They launched airstrikes on the villages of Vershyna and Bilohorivka. 

The enemy conducted assault operations with the aim of taking over the territory of the Vuhlehirsk TPP. Unsuccessful attempt. Ukrainian soldiers forced the invaders to flee. Hostilities continue in the Novoluhanske area. In order to expose the firing positions of the Defense Forces of Ukraine in certain sectors, the enemy engaged sabotage and reconnaissance groups. 

Luhansk Oblast

The shelling of free settlements is very dense. On July 20, they were subjected to two powerful missile strikes, four prolonged artillery attacks, five mortar attacks, and are experiencing the consequences of a tank offensive. the occupiers are trying to develop an offensive against Bakhmut. In every settlement, the russians met with worthy resistance. The enemy forces resort to their usual tactics of massive artillery fire and bombing, using all available types of weapons to advance.

The russians organized several assault attempts from different sides from the Lysychansk area and surrounding villages. The scope of destruction in Verkhniokamianske has increased. Bilohorivka was again shelled from the air.

In the markets and shops of the Luhansk Oblast, the occupiers double or triple the prices of basic necessities. In the recently occupied Lysychansk and Severodonetsk, the seller determines the prices of products on spontaneous markets at his own discretion, his reason being “they will buy anyway, so as not to die.”

Some use barter exchange, making concessions to those who have no money left. Thus, three packs of cigarettes can be exchanged for an almost new plasma TV.

The average consumer prices for food for June 2022 in the territorial communities of the Luhansk Oblast, which are under the temporary occupation by the Russian Federation, are significantly higher than in the territory controlled by the Government of Ukraine. In particular, the following products are significantly more expensive: potatoes by 154.66%, poultry (chicken carcasses) by 85.92%, granulated sugar by 59.39%, rye-wheat bread by 59.04%, chicken eggs by 58.89% , pork by 46.89%, carrots by 40.12%, sour cream by 35.51%, and pasta by 32.34%.

Southern oblasts

Zaporizhzhia Oblast

The Russians continue to commit illegal actions at Europe’s largest nuclear facility. The invaders dragged at least 14 pieces of heavy military equipment with ammunition, weapons and explosives to the engine room of the 1st power unit of the Zaporizhzhia NPP.

Meanwhile, it became known that in the temporarily occupied Enerhodar, only 0.05% of the population received russian passports. This was announced by the city mayor Dmytro Orlov.

Yesterday, on July 20, russian troops shelled the urban-type settlements of Komyshuvakha and Ternuvate, the village of Zarichne, the villages of Mahdalynivka, Mala Tokmachka, Dobropillia, and the city of Huliaipole. As a result of the shelling, one person was killed and three others wounded. 28 reports were received about the destruction of civil infrastructure projects.

Around midnight, explosions were heard in Melitopol. A fire broke out east of the city, near the village of Voznesenka.

Kherson Oblast

Skadovsk

At night, explosions and shooting could be heard in and outside the city. At night, the russian occupiers turned on the alarm siren three times. Civilians are not allowed to leave the oblast. Checkpoints are closed today.

The Armed Forces of Ukraine continue to liberate the Kherson Oblast. Ammunition warehouses are being destroyed. A small warehouse was destroyed outside Skadovsk, explosions were heard and a fire broke out.

The day before, at a checkpoint, the occupiers fired at a car in which there was a family – a father, a mother and two children aged 5 and 7. The family was returning from the market back home to Pokrovka, Kherson Oblast. The rashists mistook them for deserters, thinking that they were carrying weapons. The mother, who was sitting in the front seat, died on the spot.

Enemies import a lot of their military equipment and weapons. Grain theft and pressure on farmers continue.

People stand together, they feel exhausted, very few people are left in the city. Almost all of them are of retirement age. People try to earn a living by trading in the market. The streets of the city are deserted. There is only one pharmacy that does not even have simple necessary medicines. Drug exchange works. There are no banks, ATMs or executive offices in the city.

The situation is critical due to missile attacks. When the air raid siren goes off and the air defense works, people go en masse to the bomb and other kinds of shelters.

The coordinator of the AUI “Active Community” is engaged in volunteering, helping today with the delivery of medicines to people who do not have the means and are unable to go out.

Odesa Oblast

The day in the community passed quietly.

Mr. Tobias Ellwood, Chair of the Defense Committee of the House of Commons of the Parliament of Great Britain, and Mr. Peter Waidling, Political Advisor of Her Majesty’s Government, visited the historic center of the city as part of their visit to Odesa. The guests highly appreciated the architectural heritage of Odessa, in the creation of which famous European architects took part. According to the mayor of Odesa, Hennadiy Trukhanov, the city authorities are currently taking all necessary measures to protect this heritage from the aggressor’s missile attacks.

He thanked Great Britain for its support, in particular, in the preservation of the city’s architectural heritage. The guests also visited the City Humanitarian Center for Assistance to Refugees. Every day, the Center serves more than a thousand people; since the beginning of the war, more than 48 thousand families have received relief supplies. They noted the high level of work organization and thanked everyone involved. “Here we see the other side of the war – the people who suffered from it. This is a very important “message” for the international community that Ukraine should be supported, including providing humanitarian aid,” Mr. Ellwood said. The center is a joint project of the city authorities and volunteer organizations. Assistance is provided both by international foundations and organizations, and by caring citizens of Ukraine.

The situation is tense due to the threat of missile attacks.

Central Regions

Kirovohrad Oblast

Kropyvnytskyi

The day passed calmly in the Oblast, there were no air-raid warnings. In general, the situation in the communities is calm and controlled.

Today, the head of the Kirovohrad Oblast Military Administration Andriy Raikovych appealed to the residents of Kirovohrad Oblast with a proposal to participate in a survey on internally displaced persons conducted with the support of the United Nations Children’s Fund (UNICEF), with the assistance of the Kirovohrad Oblast Military Administration and the initiative of the Office of the President of Ukraine. By August 1, the Humanitarian Center, which worked in Kropyvnytskyi on the basis of teaching and educational association No.34, will move so that the school can prepare for the academic year. Therefore, the city council invited volunteers to move to the canteen of the Central Ukrainian National Technical University, which is not used for its intended purpose. The university is ready for such a format of cooperation with volunteers, but needs support from the authorities in documenting, there are issues that will be solved with the involvement of not only the city council, but also the regional military administration. For now, the rector asked to pay for utilities: electricity and water supply.

Children from 22 hromadas of Kirovohrad Oblast took part in the competition of floristry and phytodesign as part of the “Summer 2022: Together to Victory” campaign. Oleg Parkuyan, director of the regional center for environmental and naturalistic creativity of students, noted that such a competition was organized to distract children from the war at least for a while, and to turn their attention to something positive. More than 200 works were received. Participants sent photos of floral arrangements: bouquets, collages, panel pictures, sculptures and carpets. Children of different ages joined the competition. Children from families of internally displaced persons living in Kirovohrad Oblast also took part.

The coordinator of the All-Ukrainian Initiative “Active Community” in cooperation with the Kirovohrad Regional Library for Youth named after Yevhen Malanyuk held an interactive event on art therapy “In the Sea of Emotions”, which was attended by children and adults from among internally displaced persons and local residents. Children were invited to take part in active games by puppets – the monkey “Chita-Brita” and the rabbit “Judy”. The event attendees received tons of fun.

Poltava Oblast

Olha Taran (Ryazhko) from the Kotelva hromada died defending Ukraine. Last respects for Olga dead took place today, July 21. The deceased was taken on her last journey through the “live” corridor in Kotelva.

Members of the Executive Committee approved the local designated program “Poltava Resistance” in 2022-2024, in a new edition. In addition, video surveillance systems (cameras, batteries, chargers, cable, video recorders, quadcopters, etc.), that are already needed by our military on the front line, were added to the procurement during the meeting. By a separate decision, sleeping bags were handed over to our military. Beyond that, the local integrated target program “Counteracting the Crime and Prevention of Offenses for 2022” was approved in a new edition, and the integrated target program “Development of Civil Defense of the Poltava City Territorial Community for 2020-2022” was approved in a new wording.

The meeting of the Executive Committee was held under the chairmanship of the Head of Poltava Community Oleksandr Mamai. 10 young scientists of higher education institutions of the I-IV levels of accreditation and scientific institutions of Poltava will receive a personal scholarship of the Poltava City Council on a monthly basis during 2022. The relevant decision was taken today by the members of the Executive Committee.  

A two-day course on tactical medicine was held in Poltava, in particular, UNDP instructors talked about bleeding control, both in military and civilian settings. The project aims to teach bleeding control as many people as possible. The programme is supported by UNDP and financed by the European Union. 

Fundraising continues in Poltava for a car for the defenders of the 53rd separate mechanized brigade named after V. Monomakh, who are fighting in the Donetsk region. The “Active Community” team in Poltava Oblast did its part and joined the collection, transferring funds for the purchase of the car. The car is already reserved in Latvia. It remains to collect another 2 thousand dollars, that is, about 70 thousand hryvnias, to buy it. 

Vinnitsa Oblast

Khmilnyk and Khmilnyk Raion

The past 24 hours in Khmilnyk community have been peaceful. Air defense signals were heard from time to time throughout the day.

A farewell ceremony was held in Khmilnyk for Oleksandr Vinnytchenko, a hero who gave his life for Ukraine.

Social institutions of Kalyniv community are making stocks for the winter: vegetables are being fermented, berries and fruits frozen and herbs are dried. Each school and kindergarten have gardens of up to 40 one hundred square meters. Every product is checked by State Production and Consumer Service before it is served to children.

The coordinator of the Active Community of Khmilnyk and Khmilnyk Raion met with internally displaced citizens. In particular, he informed that information about traitors of Ukraine is collected by the National Agency for the Prevention of Corruption (NACP) and passed on to the Security Service of Ukraine.

Western Oblasts

Lviv Oblast

There were no air alert notifications during the day.

Employees of the State Service for Emergency Situations eliminated 17 dead-wood fires. The fire destroyed more than 1 hectare of land. Arsonists face administrative and criminal liability for what they have committed.

229 more people arrived in Lviv by two evacuation trains. 787 people were sent to Przemyśl by four trains. 17 thousand 187 people crossed the exit checkpoints in the Lviv Oblast.

“Warrior’s House” will be opened in Yavoriv – a space for defenders, veterans, volunteers, their families and loved ones. Arrangements are being completed and preparations are underway for the opening. This is an institution where one can communicate, share experiences, hold events, and get psychological or legal help.

Another 12 cars within the framework of the #1000_freedom_cars initiative were handed over to Ukrainian defenders. The vehicles, 3 ambulances among them, will be delivered to military units and brigades in important areas – in Kramatorsk, Kharkiv, Dnipro, and Mykolaiv. The vehicles are equipped with food kits and first-aid kits, 500 body armor from the Lviv Defense Cluster, tourniquets and blood-stopping drugs from friends from Luxembourg.

On July 20, more than 200 children took part in the campaign “Summer without worries”. The participants of the event were children who came to Lviv Oblast from Luhansk, Kharkiv, Kherson, Sumy, Donetsk, Chernihiv, Zaporizhzhia oblasts and the Murovan united territorial community. The regional military administration, together with its partners, is doing everything possible to ensure that children who temporarily moved to Lviv Oblast from the zone of active hostilities feel comfortable and safe and exercise their right to a carefree childhood.

Drohobych

In the war with the russian invaders Drohobych Raion lost another defender of Ukraine – 27-year-old hero Oleg Dyakiv.

The psychological service, which was created on the basis of Drohobych City Center of Social Services, conducted a series of events with the involvement of city psychologists for internally displaced persons in need of assistance.

A consultation and coordination center for displaced persons will be operating in Drohobych Raion as soon as possible. It will be placed in Drohobych cultural and arts center “Kamenjar”, located in Drohobych on 22 January street. It will provide legal and psychological assistance to displaced persons, as well as coordinate the efforts of public organizations with the involvement of state authorities. It will work according to the analogy of all counseling and psychological centers of the region supervised by the Lviv Regional State Administration.

Yesterday Andrii Shevchuk, the head of the public council of Drohobych Raion military administration brought military backpacks, NATO-style first-aid kits, elbow pads, knee pads, gloves, as well as a gasoline generator. This is not the first time Kyril Kimakovych from Warszawski Front has provided assistance. That’s all for the Ukrainian defenders, so two pieces of ammunition received were given to the soldier, who goes back to the front in a few days. The international organization British-Ukrainian Aid provided first-aid kits.

Thanks to established international partnership relations and the logistics of receiving aid to Ukraine from abroad, an ambulance was sent from Drohobych to Zaporizhzhia Military Hospital.

Ivano-Frankivsk

The situation in the region is stable and under control. As of 5:30 p.m., no negative incidents related to military actions were detected.

Residents of the village of Tysmenichany, Ivano-Frankivsk Oblast, bake more than a thousand cakes and cookies for the Ukrainian military every week. The women give all the baked goods to volunteers, who take them to the defenders at the front.

 

Rivne Oblast

Rivne

The general situation is relatively calm, as of 17:30 there were no air alarms.

The Armed Forces of Ukraine patrol the border with belarus. Representatives of the security forces patrol and are on duty at checkpoints.

Khmelnytska Oblast

Kamianets-Podilskyi

In Kamianets-Podilskyi an information campaign to overcome undeclared work “Come out into the light” is underway. Officials of the State Labor Department in Khmelnytskyi oblast visit employers and employees and inform them about the advantages of official employment.

Today The Kamianets National Historical Reserve organized a free tour of the Old Castle for internally displaced persons, as well as a tour of the New Castle and a viewing of Mykola Malyshev’s photo exhibition “Glorious City, Ancient City”.

The coordinator of the All-Ukrainian Initiative “Active Community” agreed to hold an art therapy session for students of the relocated educational institution.

Chernivets’ka Oblast

The situation in the Chernivtsi oblast is calm and under control, traffic is safe.

Employers of Chernivtsi oblast will receive almost two million hryvnias in compensation for employing internally displaced persons. 161 IDPs were hired in the region.

A series of postcards with dedications to the fighters from Azovstal, who defended Mariupol, were presented in Chernivtsi.

Roman Zamozhny, a forced in-displaced person, opened a coffee shop in Chernivtsi. He creates business in a new city for the third time. In 2015 he left his own business in Donetsk, this year – in Kyiv.

Internally displaced persons living in Novoseletsky community received assistance from the Bukovyna Community Development Agency. They handed over refrigerators and freezers to the IDPs’ compact living quarters. 

Zakarpattia Oblast

6,000 students will take the national multi-subject test in Zakarpattia oblast. This year it is being conducted as an alternative to external independent evaluation. It has already started and will continue until August 10.

Uzhgorod School No. 3 will take part in the pilot project “Informatics NewG”. The initiative is aimed at improving computer science lessons in educational centers. Schoolchildren will acquire up-to-date knowledge under the new program and will be able to better reveal their potential in the field of IT technologies. In Uzhhorod the Transcarpathian Regional Museum of Folk Architecture and Ethnography hosted a lecture by Dana Brezhneva, an independent curator, a member of the “DeNeDe” art initiative of the “Museum is open for renovation” project. On July 19 the first lecture was held on the study of four stud farms of Luhansk Oblast with a focus on the museums attached to them, as well as a Ukrainian-German project in the local history museum of the city of Bakhmut, dedicated to the occupation of the city by Nazi troops in 1941-1943.
