The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Northern oblasts

Kyiv

In Kyiv, over the past three weeks, russian missiles and Iranian drones have killed 12 people and injured 60 others. Residential buildings, critical infrastructure facilities were destroyed, and about 100 cars were either damaged or completely destroyed.

Kyiv Oblast

During the capture of the Kyiv Oblast, the russians illegally deported 147 Ukrainians.

In the forest near the village of Klavdievo-Tarasove, local residents found the body of a 48-year-old resident of the village of Dibrova, the Irpin community, shot by the occupiers. The man got several bullet wounds to the heart and leg. Documents were found in the clothes of the deceased; his relatives recognized his clothes. Since the end of March, the man had been on the missing persons list. According to the relatives of the deceased, during the occupation, he rode a bike to his sister and disappeared. His way ran through the enemy checkpoints and combat positions of the occupiers.

Irpin Mayor Oleksandr Markushyn and Chairman of the Irpin Investment Council Volodymyr Karplyuk held the first working meetings with the “Irpin Reconstruction Summit” project teams to analyze in detail their proposals for the restoration of destroyed and damaged social infrastructure of the city.

Scheduled demining works continue in the Kyiv Oblast. Today, explosive items were destroyed in the Bucha and Vyshhorod raions.

Bohuslav

The final game of the Cup of the Bohuslav Community tournament for the prize of the newspaper “Visti Bohuslavshchyny” (Bohuslav Raion News) took place yesterday. “Zoria” from Myronivka and “Chaika” from Mysailivka competed for the victory. The team from Mysailivka won with a score of 4:2. The players decided to donate the prize fund in the amount of 4 thousand hryvnias to the Armed Forces of Ukraine. In particular, to Kyrylo Blazhko, a volunteer from Bohuslav, who makes components for portable power stations.

Preparation for a debate tournament in a shelter, a live information hour, organization and rehearsal of a documentary play. This is how the working days of the “Active Community” in Bohuslav pass. In particular, the coordinator Anastasia Rashchenko discussed with the participants of the debate tournament the rules of successful performance and its topics. She informed the community about what this All-Ukrainian Initiative is doing in Bohuslav, what upcoming events are planned and how they can get involved in them. A documentary performance is planned for the beginning of November, so the work on the concept and script, acting and stage speech skills of its participants continues.

Zhytomyr Oblast

The wreckage of a missile, which got there as a result of enemy shelling, were found in a community of the Zhytomyr Oblast. An investigative team worked at the scene. Law enforcement officers collected the necessary information and evidence of russia’s war crimes.  

450,000 hryvnias were allocated to replenish the material reserve of Zhytomyr, and 400,000 hryvnias were allocated for the medical examination of the volunteers of the Territorial Defense Forces. This decision was made by the deputies at the extraordinary session of the Zhytomyr City Council on October 24. To date, the necessary materials have already been provided from the material reserve for victims who lost their homes or needed partial repairs.

Chernihiv Oblast

Today, russian troops shelled the border areas of the Semenivka community with a 120 mm mortar. Border guards recorded one explosion.

Yesterday, in the Chernihiv Oblast, three servicemen – junior sergeant Yevhen Kovalchuk, and soldiers Oleksandr Anikiyenko and Artem Spuskan – were escorted on their final journey.

Today, in Chernihiv, they said goodbye to sergeant Volodymyr Suslo, who was killed in action near Bakhmut.

Sumy Oblast

The night in the Sumy Oblast passed without shelling from russia. In the morning, the russians opened fire in the area of Rozhkovychi, 7 explosions were recorded. There were also 10 hits from tube artillery in the area of Sosnivka.

Eastern oblasts

Kharkiv Oblast

Over the last day the enemy shelled the settlements of the Kupiansk, Chuhuiv, Izium and Bohodukhiv raions of the Kharkiv Oblast, located near the line of contact and the border with the russian federation.

No civilian casualties were reported over the last day. In Kharkiv and the Kupiansk Raion 3 men, who were wounded the day before, sought medical assistance.

Mine clearance continues in the liberated territories of the Oblast. During the day, pyrotechnicians of the State Emergency Service neutralized another 418 explosive items.

Donetsk Oblast

On October 23 it became known about 6 civilians killed by Russians in Donetsk region. Three were killed in Kurdiumivka, two in Velyka Novosilka, and one in Bakhmut. Also, 5 more people were wounded yesterday.

Since the start of the full-scale war, the russians have killed 1,085 civilians in the Donetsk Oblast, and wounded another 2,465. The number of victims in Mariupol and Volnovakha is currently unknown.

In the Horlivka sector, the village of Shcherbynivka of the Toretsk community suffered the most: a missile destroyed a local canteen. Also, during the night, the outskirts of the Svitlodarsk and Soledar communities were bombarded. There were no casualties.

Residents of the de-occupied settlements of three communities of the Donetsk Oblast receive 1,200 hryvnias in cash from the Red Cross Society in Ukraine. The money is paid to people from the Sviatohirsk, Lyman, and Yampil territorial communities.

Kramatorsk

The villages of Torske and Zarichne came under fire of the russian military in the Donetsk Oblast. One person was killed in Zarichne. At night, the russian army fired at the frontline areas from the Maryinka to Lyman communities. 

The team of the AUI “Active Community” in Kramatorsk started a creative week. Today, in TatoHub, young Kramatorsk residents together with entertainers were making homemade sweets. The organizers also conducted fairy tale therapy for them.  

Pokrovsk and Pokrovsk Raion

In the Donetsk sector, missile hits were recorded in Krasnohorivka, Kostiantynivka and Yelizavetivka of the Maryinka community. There were no casualties or destruction.

The NGO “SHTUKA” provided humanitarian aid to the Pokrovsk community. Representatives of the vulnerable population groups received medicines.

Bakhmut

In the Bakhmut sector, the enemy fired tanks, mortars, tube and rocket artillery at the areas of the settlements of Bakhmutske, Bakhmut, Bilohorivka, Vesele, Zelenopillia, Klishchiivka, Kurdiumivka, New York, Ozarianivka, Opytne, Soledar, Spirne, and Yakovlivka.

More than 15 thousand people remain in Bakhmut for the second half of autumn and winter. The military administration insists on the departure of residents from the city and offers them evacuation.

The coordinator of the AUI “Active Community” in Bakhmut, Lilia Dudnyk, who is currently in Cherkasy, conducted a training for IDP women. It was devoted to the topic of overcoming stress. The participants were taught to recognize the symptoms of depressed states, to look for inner support, and help themselves and their relatives relieve emotional tension.

Mariupol

An animated series “Mariupol. Military Chronicles of a Civilian” about the survival of Mariupol residents during the occupation was released. It was created by volunteers of the public organization “Zemlyachki” [“Compatriots”] together with talented Ukrainian artists, directors, animators and musicians.

Southern Oblasts

Zaporizhzhia Oblast 

Over the weekend, the russians continued shelling the Zaporizhzhia Oblast with artillery, tanks, multiple launch rocket system, and mortars. Hulyaipole, Orihiv, Stepnohirsk, Prymorske, Stepove, Zarichne, Mali Shcherbaky, Temyrivka, Shcherbaky, Dorozhyanka, Novodanylivka, Olgivske, Bilogirya, Novoandriivka, Charivne, Malynivka, Poltavka, Mala Tokmachka, and Zatyshshya came under enemy fire. The shelling significantly damaged kindergartens, schools, shops, high-rise buildings and private houses. Unfortunately, in the city of Orihiv, the 56-year-old owner of the destroyed house died under the rubble. In the village of Zaliznychne, a 64-year-old local resident was fatally wounded.

Employees of the Security Service of Ukraine detained Vyacheslav Boguslaev, the president of JSC “Motor Sich” (located in Zaporizhzhia), and the head of the Department of foreign economic activities of this enterprise. The offenders acted in collusion with representatives of the russian corporation “Rostec”, which is one of the main producers of weapons for the russian armed forces, close to the kremlin. They established transnational channels for the illegal supply of wholesale batches of Ukrainian aircraft engines to the aggressor country.

The occupiers used the obtained products for the production and repair of Russian attack helicopters Mi-8AMTSh-VN “Sapsan”, KA-52 “Alligator” and Mi-28N “Night Hunter”. To circumvent established restrictions on trade with russia, the organizers of the scheme used controlled commercial structures in three countries of the Middle East, Europe and East Asia. In addition, the Security Service of Ukraine published audio recordings of telephone conversations of the president of JSC “Motor Sich”, which confirm his cooperation with the enemy.

Even after the full-scale russian invasion of Ukraine, Vyacheslav Boguslaev, who had previously been elected as a deputy several times, continued to supply engines and other spare parts for enemy attack helicopters.  

In the Zaporizhzhia oblast, a thousand air alarms sounded since the beginning of the full-scale war. At this moment, the residents of the oblast spent more than 33 days in a state of declared air alert. Zaporizhzhia Oblast is the fifth in the number and duration of air alarms after Luhansk, Kharkiv, Mykolaiv and Donetsk oblasts.

Evacuation buses will run from Hulyaipole to Zaporizhzhia this week. Bus flights will take place three times a week: on Monday, Wednesday and Friday. From next week, evacuation will be carried out only at the request of local residents.

Kherson Oblast 

In order to replenish current losses, the russian occupying forces continue to actively recruit prisoners both on the territory of russia and on the temporarily occupied territories. Thus, most of the criminals were released from correctional colony №90 in the city of Kherson after so-called talks with the russian federal security service. At the same time, the occupiers continue to evacuate the wounded to the temporarily occupied territory of the Autonomous Republic of Crimea.

Mykolaiv Oblast

Yesterday, the enemy fired mortars along the coastal strip of the Ochakiv community. There were no casualties.

In the morning, the Shevchenkove community was shelled, as a result a car and a non-residential building were damaged. There were also no casualties.

Enemy shelling of the Bashtanka community was recorded today, as a result a power line, three private houses, and an educational institution were damaged. Fortunately, no one was hurt.

Shelling of the territory and nearby settlements of the Berezneguvate community continues. 

Yesterday, the Shyroke community was hit by enemy shelling. One house was destroyed and three were damaged.

Also in the morning, the Ingulka community was under enemy fire.

Central Oblasts

Dnipropetrovsk Oblast

Yesterday, the russians shelled the city of Nikopol. 6 people were injured, 1 person is in serious condition. Ten houses, kindergartens, several private enterprises and a power line were damaged. Trucks and cars were also affected. People were driving in one of the cars when the shelling happened. Rescuers also neutralized 4 projectiles from multiple launch rocket systems, which were found at the site of the attack.

Rivne Oblast handed over five buses to the Dnipro to replenish the fleet destroyed by the russian army. These cars will help the city to overcome the shortage of buses that arose after the russian rocket hit the local transport company.

During the war, residents of the Dnipro Oblast sheltered almost 46,000 internally displaced persons for free. After the full-scale russian invasion of Ukraine, almost 3,000 IDPs passed through the Magdalinivka community. A little less than half of them settled there. These are mainly people from the industrial regions – Donetsk and Luhansk oblasts.

Educators and representatives of the cultural industry made more than 2,000 cans of preservation. They also prepare pies and dumplings. Food is handed over to military personnel and internally displaced persons.

Coordinators of the AUI “Active Community” in Dnipro Dmytro Chernyshov and Maksym Krasikov together with the regional coordinatof of the AUI “Active Community” in Kramatorsk Oleksandr Ivanov held an online regional debate tournament on political reforms. It was attended by representatives of the University of Customs and Finance, the Dnipro Humanitarian University and the West Ukrainian National University. According to the results, Taisiya Vivdych and Oleksandr Tsivkovsky from the team “The barn burned down, let the house burn too!” [Ukrainian folk proverb] won. By the way, the debate took place despite the difficulties – during the tournament, the electricity in Dnipro was turned off for 6 hours. 

Kirovohrad Oblast

The Onufriivka community of the Kirovohrad Oblast allocates 2 million hryvnias to compensate for the damage caused by the missile hit. Five out of 50 buildings were seriously damaged. As well as the premises of the village council, school, children’s and youth center and the building of the sports hall. 

During the full-scale russian military invasion of Ukraine, the Kirovohrad Oblast received 32 evacuation trains from the Donetsk Oblast. These communities sheltered 3,714 people, including 849 children.

In the village of Pantaziivka of the Oleksandriiske Raion, local residents are reconstructing an apartment building for displaced people with their own hands. All the empty houses were given to the people who fled from the demarcation line to Pantaziivka. Because there was a lack of housing, the locals took up the reconstruction of the apartment building. A family of 7 people from Kramatorsk has already moved into the newly renovated three-room apartment.

Poltava Oblast

Three fallen soldiers from the Poltava Oblast were awarded the Orders for Courage. Junior Sergeant Oleksandr Lastovin was posthumously awarded the Order for Courage of the 2nd class. Senior soldiers Oleh Kostyrenko and Ivan Shvedun were awarded the Order of Courage of the 3rd class .

In the village of Velyka Krucha of the Pyriatyn community, a memorial plaque was installed to the Hero of Ukraine, Colonel Oleksandr Oksanchenko. The Ukrainian pilot lived here during 1998-2004. During the sunset, a fighter jet flew several times in the sky over Velika Krucha. In this way, the colonel’s students honored his memory.

Ukrainian defenders received four more cars today. In particular, cars were given to the Poltava paratroopers, one to the All-Ukrainian Union of War Veterans. This car is equipped with a lift, it can be used by veterans with disabilities.

Oleksii Kozin, an 8th-grade student at Lyceum No. 13, created the “Explosions” telegram channel in the summer to raise money. The boy bought military body armor, tourniquets, sweets and coffee. Currently, Oleksii continues fundraising for a quadcopter. More than 33 thousand hryvnias have been transferred to him as of today. However, the action on his channel continues. The student self-government of the lyceum supported the volunteer. Funds that will be raised at other actions will be transferred to him to complete the goal.

The Poltava Oblast received another humanitarian aid from UNICEF. These are infusion and aspiration pumps, ECG recorders and portable ultrasound machines. Also, 30 pallets of hygiene products like powder, soap, antiseptics, detergents, containers for collecting water. All this is distributed among medical institutions of the Poltava Oblast.

“Caritas Poltava” charity foundation will provide cash assistance to displaced people to compensate for the costs of paying housing rent for 6 months and paying for communal services for the heating period of 2022/2023. It can be received by displaced people who arrived after February 24 and live in collective centers. 

The AUI “Active Community” team is recording video interviews with internally displaced persons who were forced to move to the Poltava Oblast. Their life stories will soon be published for the general public.

Western oblasts

Rivne Oblast

Today in Rivne they said goodbye to the defender Andrii Tymoshenko. A 54-year-old sergeant died on October 15 near the village of Trifonivka of the Kherson Oblast. Bright memory to the Hero.

The Security Service of Ukraine detained a russian henchman who was directing enemy missiles at Rivne. He was exposed during the study of the border oblasts in the north-west of Ukraine. He transmitted information to the enemy about the locations and movements of units of the Defense Forces in the Oblast. In addition, the attacker also collected data on the location of critical infrastructure facilities in the oblast’s center and called on the russian federation to launch a missile attack on the city.

Khmelnytskyi Oblast

Over the weekend, an attack was made on energy facilities in the Khmelnytskyi and Shepetivka raions of the Khmelnytskyi Oblast. There were large-scale fires and significant destruction. 74 paramedics of the garrison and 18 units of special and fire-fighting equipment were involved in extinguishing fires and clearing debris. Fortunately, there were no casualties or injuries.

After the russian missile strikes in the Khmelnytskyi Oblast, work continues to restore electricity supply. Netishyn, a city where everything ran on electricity, found itself in a particularly difficult situation. 40 thousand residents of Netishyn have nothing to cook food or heat tea. In the courtyards, the townspeople set up small pots for cooking. Volunteers, who the day before stuck two thousand dumplings for the military in the war zone, cook and distribute them to people.

Queues lined up for boiling water in the city. Local residents collect hot water in thermoses. The field kitchen is working. People charge mobile phones from generators. There are several locations like that in Netishyn. Video: Suspilne Khmelnytskyi.

The Khmelnytskyi Oblast handed over two cars, intelligence equipment and other property to units that perform tasks to ensure national security and territorial integrity of Ukraine.

1,261 internally displaced persons in the Khmelnytskyi Oblast were provided with solid fuel.

Kamianets- Podilskyi

The Ukrainian Bodybuilding and Fitness Championship organized by the Ukrainian Bodybuilding and Fitness Federation “UFBF” took place in Kamianets-Podilskyi. During the competition, Ivan Nykun from the city of Tulchyn squatted with a barbell (80 kg) 534 times and thus set a Guinness world record.

Chernivtsi Oblast

Bukovyna said goodbye to its Heroes. Soldier Yury Stanitsky was laid to rest in the village of Tarashany, soldier Andrii Vlaik – in the village of Maly Kuchuriv, sailor Serhiy Melsitov was buried on the Alley of Glory of the Central Cemetery of Chernivtsi.

Andriy Anosov, a doctor from Bukovyna, was awarded the honorary badge of the Commander-in-Chief of the Armed Forces of Ukraine “For saving life”. Andriy Anosov is an anesthesiologist at the Chernivtsi Oblast Clinical Hospital. Since the beginning of the large-scale russian invasion, he has been in the hottest spots where hostilities take place, saving the lives of Ukrainian defenders.

In Chernivtsi, the “I am Ukrainian” camp was launched. Its participants were 30 forced migrants aged 14 to 20, who will be able to learn the basics of controlling unmanned aerial vehicles; study the intricacies of robotics; feel like masters of artistic ceramics, etc. Experts will also conduct safety lessons and a number of interesting activities for young people.

Not only the educational process continues in Lyceum No. 20 of Chernivtsi, but also the volunteer movement. Teachers, immigrants and townspeople are involved in it. Since February 24, here and in many other schools of the city, camouflage nets and kikimora suits have been woven. The need for this protective equipment remains relevant.

Zakarpattia Oblast

In Mukachevo, the trident mounted on the Palanok will be inaugurated. The event will take place on the territory of the Mukachevo Historical Museum. The decision to install a small State Coat of Arms of Ukraine on the Palanok castle was approved by the executive committee of the city council.

The performance “A fairy tale that we created together” was presented in Uzhhorod. Immigrant children took part in it. This opportunity was provided by the coordinators of the “Value” (“Tsinnist”) space. A wide variety of leisure activities are organized here for boys and girls. In particular, they provide an opportunity to test themselves in a performance they created themselves.
