About us: The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

Northern oblasts

Kyiv

In Kyiv, today they called for the release of captured Ukrainian defenders. The action was organized by the families of prisoners of war of the military unit 3057 of the National Guard of Ukraine, which was permanently stationed in Mariupol.

A unique Combat Simulation Center has been created in the capital city: it is designed for training of combat pilots, and also for rehabilitation and retraining of wounded soldiers.

The Multiplex cinema will host a charity screening of Ukrainian films for 1 hryvnia. A new film is shown every day.

Kyiv Oblast

In the Kyiv Oblast, pyrotechnicians of the State Emergency Service neutralized more than 69 thousand explosive devices. During the day, pyrotechnic units found and defused 149 explosive devices in 16 settlements of the Buch, Vyshhorod, and Brovary raions.

In Hostomel, the dismantling of a part of the building, where a shell hit and destroyed two upper floors, is being completed.

Also, by the end of this year, the local “Veselka” (Rainbow) kindergarten for 240 children should be operational in Hostomel. The institution was damaged by russian shelling. Currently, its roof has been repaired, and the heating and water supply systems are being replaced. The kindergarten will have a modern reliable shelter equipped according to all standards.

During the hostilities in the village of Buzova on Tsentralna Street, russian tanks fired at residential buildings. One high-rise building will be dismantled. In the other two, which were not so badly damaged, the windows are being replaced. Major repairs continue in the local school, which was shelled by russians with artillery, tanks, and mortars. Despite all this, the school survived. The roof and walls have already been repaired there. The replacement of windows, interior repairs and arrangement of the shelter are underway. By the end of the year, the school will start working. 

Three more high-rise buildings in the village of Myla will be repaired. 118 million hryvnias have been allocated for this purpose.

Makariv in the Kyiv Oblast suffered losses in the amount of 133.5 million dollars during the full-scale russian invasion of Ukraine. Damage was caused to 2,305 buildings, which is almost 30% of the total number of buildings in the settlement. 481 buildings were completely destroyed.

Zhytomyr Oblast

In Zhytomyr, the head of a charitable organization and his accomplice are accused of selling military equipment from humanitarian aid. Law enforcement officers have documented several such facts for a total amount of over 900 thousand hryvnias. Some of the unsold goods (a quadcopter, tactical backpacks, etc.) were found and seized during a search of the warehouse. In addition, the investigation established that the head of the charitable organization facilitated the illegal crossing of the state border of Ukraine by a 36-year-old local resident for a “reward” in the amount of USD 1,000. In particular, he made official documents on behalf of his organization, stating that this person was a driver of a car used for the transportation of humanitarian aid from abroad.

For more than ten years in a row, Zhytomyr has traditionally hosted the cross-country race “Polissia Autumn” in early October. Unlike previous ones, this year’s event is held for a charitable purpose. For participation in the 5- and 10-kilometer races, the athletes contributed a feasible amount to the box. The collected 20 thousand hryvnias will be used to buy warm clothes for the Ukrainian soldiers who are currently defending the country on the front lines.

Chernihiv Oblast

In the Chernihiv Oblast, on the territory of one of the industrial zones of the Pryluky community, servicemen together with representatives of other law enforcement agencies discovered a russian cache with armored vehicles and ammunition. In particular, F-1 grenades, TM-62 mines and 7.62 caliber cartridges were found in the cache. There were also several units of armored vehicles on the territory: BTR-82, BTR-80, and a partially armored Ural vehicle.

Russian pilot Aleksandr Krasnoyartsev, who bombed the residential quarters of Chernihiv and was captured in spring, was exchanged for five Ukrainian pilots, held by russia as prisoners of war.

Sumy Oblast

During yesterday, the russian military twice shelled the territory of Velykopysarivka community with Grad MLRS and mortars. There were no casualties or destructions.

Around midnight, the russians shelled the Esman community with artillery. 6 explosions were recorded. There were no casualties or destructions.

A 25-meter bridge, previously destroyed by Russians, was restored in the Okhtyrka Raion.

Eastern oblasts

Kharkiv Oblast

Over the past day, the enemy shelled the areas of the settlements of Strilecha, Ridkodub, Kuchkivka, Okhrymivka, Vilkhuvatka, Dvorichna, and others. As a result of shelling, fires broke out at an agro-industrial facility and in an apartment building.

Over the past day, 2 people were hospitalized with wounds: a 53-year-old woman was wounded in the Izium Raion, and a 39-year-old man hit a tripwire in the Kharkiv Raion.

At the end of September, the russians completely destroyed an evacuation convoy of seven vehicles in the Kupiansk Raion. 24 people were killed, including a pregnant woman and 13 children. The occupiers fired at civilians with small arms at close range. According to the acting head of the Security Service of Ukraine, Vasyl Maliuk, this happened in the so-called gray zone between occupied Svatove in the Luhansk Oblast and liberated Kupiansk in the Kharkiv Oblast.

Currently, the identities of the citizens killed by the russians are being established, comprehensive documentation and collection of evidence of this crime for the International Criminal Court is ongoing.

Mine clearance continues, the pyrotechnic units of the State Emergency Service neutralized 816 explosive devices during the day.

Donetsk Oblast

On September 30, the russians killed 4 civilians of the Donetsk Oblast: two in Maksymilianivka, one in Bakhmut, and one in Sviatohirsk. Another 6 people were wounded. In total, since February 24, russian aggressors have killed 913 civilians in the Donetsk Oblast, and wounded another 2,294. It is still impossible to count the number of victims in Mariupol and Volnovakha.

Kramatorsk

Over the last day the russian aggressor was shelling the areas of the settlements of Hryhorivka, Bilohorivka, Ivan-Daryivka, Zakitne, Rozdolivka, and Spirne.

Also, the enemy shelled Kostiantynivka the night before: a private house was destroyed, but fortunately, without any casualties.

Pokrovsk and Pokrovsk Raion

In the Avdiivka sector, the settlements of Maryinka, Vodiane and Oleksandropil came under enemy fire. As a result, Krasnohorivka in the Maryinka community, Berdychi in the Ocheretyne community, and Avdiivka were affected. One person was wounded in Berdychi.

On September 25, the Austrian capital hosted the Vienna Judo Championship, which was attended by 270 athletes aged 10 to 18. Ukraine and the Donetsk Oblast were worthily represented by Anastasia Artyukh, an athlete of the “Bars” sports club, and the “Olympiyskyi” sports complex from the city of Pokrovsk. The girl won three victories in the age group of 16-17 years (weight category up to 70 kg) and became the champion of the city of Vienna.

Bakhmut and Bakhmut Raion

In the Bakhmut sector, the enemy shelled the areas of the settlements of Bakhmut, Zaitseve, Mykolaivka Druga, and Paraskoviivka.

Thus, the villages of Bakhmutske and Paraskoviivka of the Soledar community and the village of Ivanivske of the Bakhmut community came under enemy fire. In the latter, 1 person was wounded.

Volnovakha and Volnovakha Raion 

That night, the russians fired at different areas of the front from Vugledar to Soledar.

In the Volnovakha direction, Ugledar came under fire. One person is known to be injured. The russians also shelled on the outskirts of Pavlivka, Vodyane and Bogoyavlenka. There were no victims.

Mariupol 

Despite strong promises, the occupation administration was unable to replace the gas network and boiler houses that they had damaged. Understanding this, the occupiers decided to calm down the residents somehow. So they brought four so-called mobile boiler houses, to which schools and kindergartens are promised to be connected.

The occupiers tell the residents of Mariupol that they will be recognized as collaborators if they receive humanitarian aid and work on rubble removal or construction, and therefore face up to 15 years in prison. This is a manipulation to intimidate the people of Mariupol and to prevent them from going to the controlled territories of Ukraine.

Southern Oblasts

Zaporizhzhia Oblast

According to detailed information, as a result of a rocket attack on a humanitarian convoy in Zaporizhzhia on September 30, the number of dead is 30 people, 92 people were injured.

The day before, in the temporarily occupied Berdyansk, the russian occupiers kidnapped 16-year-old Tigran Ohannisyan, who lives with his grandmother. The russians arrived in several cars and broke into the house. They beat and strangled the teenager, accusing him of being an adjuster of the Armed Forces of Ukraine. After that, the boy was taken to an unknown direction, his whereabouts are currently unknown.

In the temporarily occupied Energodar, the russians demand that Zaporizhzhia NPP workers sign contracts with Rosatom in order to save their jobs. In addition, on September 30, the occupiers detained Ihor Murashov, the general director of the Zaporizhzhia NPP, and took him to an unknown destination. This poses a danger to the operation of a nuclear power plant. The IAEA appealed to the russian authorities and demanded an explanation of the incident.

In the temporarily occupied territories of the Zaporizhzhia Oblast, the occupiers are trying to mobilize three thousand “volunteers” by October 10. To avoid forced mobilization, a person should bring one or two “volunteers” in his place. The Mayor of Melitopol, Ivan Fedorov, announced this.

Kherson Oblast 

At night, the russian military shelled Vysokopillya, Myrolyubivka, Zarichne, Osokorivka and Novovoznesensk. As a result of the shelling, local residents were injured, houses, commercial buildings, transport and roads were damaged.

In Kakhovka, Kherson Oblast, armed russian soldiers abducted the married couple Vladyslav and Anna Sybirsky for refusing to vote. They were taken from their own home in the presence of women carrying ballot boxes and lists.

In Kherson, cases of local men of conscription age being detained by the russian military have increased. After a cursory determination of suitability for military service, Kherson citizens are sent to equip units that the russians plan to use in the combat zones.

The russian military warned residents of the village of Tokarivka, Kherson Oblast, that if they do not get russian passports by October 1, they will be evicted and taken outside the occupied territories.

In Kherson, residents of several hostels were evicted to house russian servicemen who arrived to reinforce military units.

Anti-aircraft defense of the Armed Forces of Ukraine shot down a “Ka-52” attack helicopter in the Beryslav Raion. Also, the “Orlan-10” unmanned aerial reconnaissance aircraft was destroyed in the sky over the Kherson Oblast.

There are many russian military patrols in the temporarily occupied Kherson, but the members of the “Yellow Ribbon” (pro-Ukrainian partisan movement) are not afraid. They carry out civil resistance to the aggressor state. Flyers continue to appear in the city with calls not to take a russian passport and reminding the occupation authorities that Kherson is Ukraine.  

Today, a charity exhibition was held in Lviv from the occupied territories: Kherson, Luhansk, Donetsk, Kharkiv oblasts and the Autonomous Republic of Crimea. Kherson watermelon was sold there, which managed to get past the russian checkpoints. The Mayor of Skadovsk, Oleksandr Yakovlev, took part in preparing pilaf for visitors. All collected funds will go to the needs of the Armed Forces of Ukraine.

Mykolaiv Oblast 

During the night, Mykolaiv came under enemy fire twice. After midnight, the enemy attacked with Shahed-136 kamikaze drones. 

Around 04:03, the russians shelled the city with S-300 missiles. There is destruction of residential buildings. One of the rockets hit a five-story residential building in the city center. Apartments on the 5th and 4th floors were completely destroyed, others were significantly damaged.

Cars parked in the yard were damaged. The windows of the surrounding houses were blown out. In another part of the city, a private house and a two-story residential building suffered extensive damage. Also, as a result of enemy shelling, a warehouse and buildings on the territory of the motor vehicle enterprise were damaged. According to preliminary data, as a result of shelling, five people were injured, including a three-month-old baby. The child is provided with medical care together with the mother. Currently, the condition of all the wounded is stable.

During the past day, the Pervomaiske community was subjected to enemy fire. As a result of rocket and artillery shelling by the russians, private houses and homesteads were damaged in the settlement of Pervomaiske.

Also, the villages of Zalissya and Kyselivka were under enemy shelling from multiple launcher rocket systems and artillery. The hits were mainly in open areas. 

Yesterday, enemy artillery shelling of the village of Kotlyareve, Shevchenkove community, was recorded. Residential buildings and a garage were damaged. 

Enemy fire attacks on the Berezneguvate community continue. During the past day, shelling of the adjacent territories of the villages of Lepetikha and Kavkaz was recorded.

Yesterday, the russians shelled the outskirts of the village of Novooleksandrivka, Ingul community.

The Shyroke community also came under fire. The enemy shelled the outskirts of the village of Stepove. Backyards were hit, agricultural structures were damaged by ammunition fragments.

Central oblasts

Dnipropenrovsk Oblast

The occupiers hit the Zelenodol community, 8 private houses and an outbuilding were damaged. The russians have shelled Nikopol twice. A hotel building, a cafe, 3 private houses and an outbuilding were affected there. About 1,000 families were left without electricity. Chervonohrihorivka, Marganets, Velykomykhailivka communities were also shelled.

2 more people died from the russian attack on the depot in Dnipro, in total three people are dead and five are wounded.

During the missile attack on the city of Dnipro, the only evacuation hospital buses in Europe that can transport up to 50 wounded were damaged. Such ambulances rescue and evacuate the wounded and the elderly from the sites of hostilities and from shelling zones.

As a result of a missile attack on the center of Dnipro, the Blue Note jazz club was mutilated. The institution suffered for the second time from the actions of the occupiers. After the first impact a few weeks ago, the windows of the jazz club were blown out, and some of the musical instruments were damaged by debris. For the first time, institutions were restored with the financial help of people.

In total, the enemy killed 7 people, wounded 50, and damaged more than 400 buildings in the Dnipropetrovsk Oblast in a week.

The Mayor of the city Boris Filatov asked for buses to be provided to Dnipro to replace nearly 200 buses used in the city destroyed by a russian missile attack.

The city government of Dnipro, in coordination with the charitable fund “TAPS-Ukraine” and the Coordination Headquarters of volunteers of the city, continues to help the defenders. The people from the territorial defense received gas bottles, batteries, nets, hygiene products, energy bars and other products. And the medics on the hotline of the front were given cots.

In Dnipro, on the Festival pier, an action was held for the liberation of Ukrainians from russian captivity.

In the city of Kryvyi Rih, residents will be given another 40,000 free food kits. Families who have lost a breadwinner and families with children, pensioners and heads of self-organization bodies will be able to receive aid. Also almost 36,000 residents who especially need help will receive food kits for the second time.

Zlata Ivashkova, a native of Dnipro, published a book in Japan about her hometown and the war. It is interesting that it is written in Japanese and will be sold only in Japan.

Kirovohrad Oblast

The defender of Ukraine from the Petrivka community, Leonid Petrar, died. He was drafted into the ranks of the Armed Forces of Ukraine in the spring. On September 28, he received a non-life-threatening wound in battles in the Donetsk Oblast. Eternal glory to the Hero.

Another evacuation train from the Donetsk Oblast was met in Novoukrainka on October 1. More than a hundred immigrants arrived. 28 of them are children. Government representatives, volunteers, doctors, rescuers and psychologists provided them with the necessary conditions for processing documents, social benefits, rest and psycho-emotional relief. Everybody was sheltered by the Dobrovelychkivka community.

On the occasion of the Education Workers Day, a charitable educational marathon “Together to Victory!” was held in Kropyvnytskyi. Almost half a hundred of them received certificates and thanks. Five teachers who serve in the ranks of the Armed Forces of Ukraine received the Vasyl Sukhomlynskyi traditional annual city pedagogic prize. For teachers who serve in the Armed Forces, it was organized a charity fundraiser for a drone from educators.

Poltava Oblast

Four more Heroes who died in the russian-Ukrainian war were buried in the Poltava Oblast. Thus, Yuriy Gubanev from the Myrhorod community, Oleksiy Bilanenko from the Kozelshchyna community, Igor Mykilchenko from the Komyshnia community and Oleksandr Ovchinnikov were taken on the last journey.

Poltava law enforcement officers found a warehouse with ammunition and propaganda leaflets in the city of Izium. It was arranged on the territory of the forest farm, where the 1st tank division of the russian army was based during the occupation. All the waste paper was brought from the territory of the russian federation. The occupiers distributed leaflets in the occupied territories with the help of aviation. Also, during the escape, the russians left a considerable arsenal of ammunition in the warehouse. What was found was handed over to the units of the Armed Forces.

Celebrations were held in the Territorial Defense Brigade on the occasion of the Day of Territorial Defense of Ukraine. The mayor of the city of Poltava presented a certificate for obtaining a three-room apartment, the owner of which will be determined by the command of the brigade. After the ceremonial awarding and greetings, the military thanked the representatives of the city authorities for active assistance and material support.

The Poltava community sent another humanitarian aid to the residents of the de-occupied territories of the Kharkiv Oblast. The trucks will transport 40 tons of water.

The police exposed a resident of the Lubny community in recruiting a person for labor exploitation. The operatives established that for more than two years, the suspect forced the 23-year-old man to do hard work without pay every day. Having appropriated the victim’s passport, the perpetrator kept him on the territory of the household, depriving him of the opportunity to move freely and communicate with other people.

Volunteers from the Poltava Oblast became the heroes of cover versions of the song “Warriors of Light”. The famous hit was sung by the sisters Sofia and Avelina Miroshnichenko. And volunteers who are undergoing training in the voluntary formation of the territorial community starred in the clip of the girls

Western oblasts

Ivano-Frankivsk Oblast

Mykola Dzidza, a resident of Ivano-Frankivsk, died during the hostilities in the Donetsk Oblast. Two minor children left without a father. Eternal memory of the Hero.

Rivne Oblast

Relatives and friends of Ukrainian defenders who were prisoners of the war gathered on October 1 in the city of Rivne for an action in order to support them. Almost half a hundred people came to the event. They demand that every effort must be made to return the prisoners of war defenders of Mariupol and other captured fighters home.

Volunteers of the “Responsible Ukrainians” community handed over the fifth car to the frontline. Every month, community members from different parts of Ukraine and the world donate $50 or more to a joint account to buy a car for the Armed Forces of Ukraine. The jeep was handed over to the 53rd brigade, which performs combat tasks on the front line. It was previously inspected and the chassis was repaired, belts, oil, etc. were replaced.

Chernivtsi Oblast

Internally displaced persons are actively employed in Bukovina. So far, 2,375 migrants have contacted employment specialists: 1,312 had the status of unemployed, 1,250 received unemployment benefits; 408 people were employed.

43 children from Odesa orphanages were evacuated to Chernivtsi. These are children with disabilities who were left without a family and need special conditions. They will live in the City of Goodness (Misto Dobra), where children from Mykolaiv orphanages have already found shelter. A total of 102 children should come to Chernivtsi.

The teacher of the Vyzhnytsia school Petro Kovalyuk with the call sign “Yavir”, who serves in the national defense and participated in the de-occupation of the village of Velyka Komyshuvakha in the Kharkiv Oblast, received the title of “Honored Teacher of Ukraine”.

In Chernivtsi, a charity exhibition of products by modern ceramic artists was opened. Craftsmen from different parts of Ukraine, as well as Poland and Moldova, are collecting funds for the military unit of their colleague and friend, the potter Vitaly Vladkovsky. He has been defending Ukraine on the eastern front for several months as part of the 72nd separate mechanized brigade of the Black Zaporozhians.
