About us: The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

Northern oblasts

Kyiv

Yesterday, the Ukrainian community in the Netherlands, with the assistance of the Minister for Reintegration of the Temporarily Occupied Territories of Ukraine, Iryna Vereshchuk, donated the necessary medical equipment for the Kyiv Oblast Perinatal Center. Later, the Ukrainian community in the Netherlands will provide wheelchairs and dialysis chairs, electric and conventional couches, and hospital bedside cabinets for the medical institutions of the Kyiv Oblast.

Today marks 81 years of the beginning of mass executions of civilians in the Babyn Yar tract during the occupation of Kyiv in 1941-1943. About 100,000 civilians and prisoners of war were killed at this place. Solemn events will be held in the Babyn Yar tract.

Kyiv Oblast

The family of Eduard Senyk, a soldier from Irpin, who lost their home during the hostilities, received from patrons and the Irpin Restoration Fund a modular house manufactured by the Ternopil company “Budmall”.

The Security Service of Ukraine identified the russian riot police who were shooting at evacuation convoys during the occupation of Hostomel. According to the investigation, the crime was committed by the units of the combined detachment of the russian guard from Kemerovo and Novokuznetsk, as well as the riot police forces of the Krasnoyarsk Territory. As a result of the investigation, their identification data and contacts were obtained. Also identified were two subordinates who shot motorcades with their own hands.

In Irpin, they began to demolish an apartment building on Hostomelske Shose (Hostomel Highway) Street, which was the first in the city to be destroyed by the russian aircraft bombing.

Zhytomyr Oblast

On September 29, the Zhytomyr Oblast Council reported the deaths of two defenders of Ukraine. Serhiy Lepei from the city of Olevsk and Ihor Tymoshenko from the city of Andrushivka fell in the battle for our Motherland in the Donetsk Oblast.

On September 14, Zhytomyr hosted the premiere screening of the short film “Alarm”. The film talks about the surrounding reality of all Ukrainians living in a state of war. The director and screenwriter of the film is Artem Tsivko from Zhytomyr. He spoke about how to make a movie with a zero budget, and also about plans to develop cinema in Zhytomyr.

More than one ton of humanitarian aid for the residents of Balaklia, Kharkiv Oblast, was collected by students and teachers of the Scientific Lyceum of the Zhytomyr Polytechnic. The collection of aid lasted for two days. They learned about the action initiated by the Zhytomyr Charitable Foundation “Bank Dobra” (Bank of Good) from social networks and decided to join by collecting warm clothes, fast food, non-perishable products, and toys. The team handed over all this to the initiators of the collection.

Zhytomyr volunteer Lyudmyla Yanushevych sewed more than 70 Ukrainian flags in ten days. A woman sews blue and yellow flags in her own kitchen. She hands over ready-made flags to the military. According to Lyudmyla, she sews flags to prove that everyone’s contribution is important for victory.

Chernihiv Oblast

During September 28, Russian troops continued to shell the border area communities of the oblast. The Semenivka and Horodnia communities came under fire. Around 7 p.m., russian strike drones dropped two explosive devices on the Semenivka community. And after 8 p.m., russian troops fired mortars at the Horodnia community. Border guards recorded 10 explosions.

In the Chernihiv Oblast, they said goodbye to five servicemen who defended our country from the russian invaders.

Yesterday, Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, and President of the National Assembly of France, Yaël Braun-Pivet, visited Chernihiv. They visited a modular town in Novoselivka and the cardiac center destroyed by russian aircraft. According to the president of the National Assembly of France, Yaël Braun-Pivet, a ship with humanitarian aid is due to leave the port of Marseille today. Among other things, it is loaded with construction materials needed to rebuild damaged homes and infrastructure.

Viktoria Andrusha, a teacher from the Chernihiv Oblast, was released from russian captivity today. She was abducted by the russian military on March 25 in the village of Staryi Bykiv. Victoria had a message in her phone to chatbots, where she reported about the movement of occupation troops. And allegedly for this she was taken prisoner. Subsequently, she was taken to Russia and held in the Kursk pre-trial detention facility.

Sumy Oblast

Yesterday, the russian military shelled the territory of the Krasnopillia community. A high-voltage power line was partially damaged due to mortar shelling. Russian soldiers also damaged 2 houses in one of the villages. Fragments of the shells hit vegetable gardens, yards and roads in the village.

Today, the Ukrainian fighters shot down a russian drone in the Sumy Oblast with small arms. This is Orlan-10, which crossed the border of Ukraine.

Eastern oblasts

Kharkiv Oblast

In the Kupiansk Raion, the russians shelled the villages of Dvorichna, Hrushivka, Senkove, and Kolodiazne. They also shelled the villages of Strilecha and Krasne In the Kharkiv Raion and Sosnivka in the Bohodukhiv Raion. Private houses and outbuildings were damaged, and several fires broke out.

During the day, 7 people were hospitalized with wounds in the Kupiansk Raion. A 26-year-old man was wounded hitting a mine in the Izium Raion.

Demining continues in the de-occupied territories. During the day, the pyrotechnicians of the State Emergency Service deactivated 586 explosive items.

The Ministry of Internal Affairs showed the torture chamber-prison in de-occupied Vovchansk, Kharkiv Oblast. The occupiers mercilessly beat illegally detained prisoners, tortured them with electric shocks, pulled out their nails and broke fingers.

Donetsk Oblast

Russians continue shelling along the entire front line between the Maryinka and Sviatohirsk communities. The enemy also fired from tanks, mortars, tube and rocket artillery in the Kramatorsk sector: in the areas of the settlements of Novoselivka, Staryi Karavan, Shchurove, Zakitne, Dibrova, Ozerne, and Verkhniokamianske.

In the Horlivka sector, shelling thundered in Odradivka and at the Maiorsk station of the Svitlodarsk community, as well as in the vicinity of Soledar, Yakovlivka and Rozdolivka in the Soledar community. There were no casualties.

In the Liman sector, russians shelled Bohorodychne near Sviatohirsk, killing one person.

On September 28, the russians killed 6 civilians of the Donetsk Oblast: 2 in Toretsk, 1 in Bakhmut, 1 in Pivnichne, 1 in Blahodatne, 1 in Mykolaivka. 4 more people were wounded.

Since February 24, the russians have killed 901 civilians of the Donetsk Oblast, and wounded another 2,271. The number of casualties in Mariupol and Volnovakha is currently unknown.

Kramatorsk

In the middle of the day, Kramatorsk shuddered due to powerful explosions. Four missiles that hit different parts of the city injured 11 residents; one person is in serious condition. Infrastructure and residential buildings were damaged. 

In Mykolaivka, residents are collecting aid, through social networks, for the recently destroyed school No. 1.

A branch of the Oschadbank (Saving Bank) was opened in Sloviansk. It is also planned to load cash into the ATM.

From now on, it will be more convenient for the residents of the community to receive payments, pensions, and salaries. Until now, the local residents had to go to Kramatorsk.

The situation remains extremely alarming. Kramatorsk has been under fire for several days in a row. Now the enemy strikes during the day targeting the central areas of the city, which are usually crowded. No one can feel safe.

Pokrovsk and Pokrovsk Raion

At night, the enemy fired intensively in Mariinka, Ocheretyne and Avdiivka communities in the east of Pokrovsk Raion.

In the Mariinka community, the settlements of Mariinka, Krasnohorivka, Novomykhailivka, Maksimilianivka and Oleksandropil came under fire. In Maksimilianivka, 3 private houses were damaged. In Oleksandropil, 1 person was injured, 2 houses were damaged.

In the Ocheretyne community, 1 person was injured in Netaylovo.

There were separate airstrikes in Avdiivka, and in the morning there was massive artillery shelling of the city center.

The past day in Pokrovsk community passed relatively calmly, no facts regarding victims and destruction have been recorded.

The Security Service of Ukraine detained a russian agent in Pokrovsk. It scouted combat positions, locations and routes of movement of the Armed Forces of Ukraine units, transmitted information to the enemy about geolocations and engineering features of fortifications in the front-line areas of Donetsk and Zaporizhzhia oblasts. For this purpose, she visited the territories of both oblasts and secretly observed the objects of the Armed Forces of Ukraine. Currently, the russian agent has been notified of suspicion of treason. A preventive measure in the form of detention has been chosen.

Pokrovsk librarians collected over 4,500 UAH for Ukrainian soldiers by selling Ukrainian books.

The Pokrovsk community received 21 tons of drinking water from the French CO “ACTED”.

From September 30 to October 3, for the International Day of the Elderly, food kits will be distributed to residents aged 80 and older who are registered and live in the Novogrodivka community, Pokrovsk Raion.

The coordinator of the AUI “Active Community” met with the mayor of Khmilnyk and the head of the Department of education, youth and sports on the issue of holding regional youth debates.

Bakhmut

In the Bakhmut direction, the enemy shelled the settlements of Soledar, Bakhmut, Bakhmutske, Odradivka, Zaytseve, Vesela Dolyna, Toretsk, Opytne, Ivanivske, Yakovlivka, Bilohorivka and Vesele from tanks, mortars, tube and jet artillery.

Lilia Dudnyk, the regional coordinator of the AUI “Active Community” from Bakhmut, organized an excursion for IDPs to the Cherkasy Oblast Museum of Local History as part of the project “Integration of IDPs into Cherkasy City Community”.

Mariupol 

A meeting of the Mariupol occupation “administration” was held yesterday. As a result, all educators, doctors and “budget workers” are required to obtain russian passports between October 1 and January 1. They were obliged to hand over passports of citizens of Ukraine.

From October 1, special commissions will start patrolling high-rise and private buildings to identify closed and uninhabited housing. All closed housing will be forcibly opened and allocated for resettlement of Mariupol residents. In fact, this is the start of the official appropriation of housing by the occupiers.

Residents of Livoberezhny district began to complain about the flooding of the streets with sewage effluents. Residents made a request to the municipal services, but did not receive any response. No one came to the scene.

The occupation authorities have published an updated list of high-rise buildings that are going to be demolished. In total, there are 68 such high-rise buildings in the city.

The occupiers open a “museum of modern Nazism” in Mariupol. As exhibits will be everything they appropriated and stole in Mariupol. 

Southern Oblasts

Zaporizhzhia Oblast 

During the past 24 hours, the russian military shelled more than 20 settlements in the Zaporizhzhia direction. Among them, the occupiers fired three S-300 missiles into the center of Hulyaipole. A building that had the status of a historical monument was destroyed, and the road surface was damaged. Information about the wounded is being clarified.

Also, as a result of shelling, about three dozen houses were destroyed in the Vasylivka and Polohy raions. One person was injured.

According to Melitopol Mayor Ivan Fedorov, only 0.5% of Melitopol residents took part in the russian pseudo-referendum.

Meanwhile, in occupied Energodar, the russian military threatens to mobilize local residents who refuse to vote “yes” for joining russia. Weapons are also often used for psychological pressure.

Today, information about the fire at the second power unit of the Zaporizhzhia NPP began to spread on social networks. The National Atomic Energy Generating Company “Energoatom” reports that this information is not true. As of 3:40 p.m., no fires were recorded at the power units of the Zaporizhzhia NPP.

Kherson Oblast

The russian army shelled the villages of Myrolyubivka, Petrivka, Bilousove, Novopetrivka and Sukhy Stavok in the Kherson Oblast. As result, houses in the villages were damaged and destroyed, and there were injured people. Some settlements were left without water and electricity. The police opened criminal proceedings.

Two thousand people mobilized in the russian army from Crimea were sent from Sevastopol to the Kherson Oblast.

The Ukrainian defenders continue to entrench themselves in the liberated territories of the southern oblasts, and conduct tactical battles.

The Armed Forces of Ukraine struck an accumulation of weapons and equipment in Kherson and an ammunition depot of russian troops in the Novooleksandrivka community of the Kherson Oblast.

The unmanned reconnaissance vehicle “Orlan-10” was shot down by the Armed Forces of Ukraine in the Kherson Oblast. Missile and artillery units attacked a checkpoint and an ammunition depot of the russian troops in Beryslav Raion. This was reported by the Operational Command “South”.

There have been no “green corridors” for the evacuation in the Kherson Oblast since the beginning of the full-scale russian invasion of Ukraine. Local residents go to the controlled by Ukraine territory on their own or with the help of carriers. Volunteers also take out Kherson citizen for free. Last week, the russian military blocked the exit through Vasylivka.

On September 27 and September 28, people were let through, says Roman Holovnya, Kherson’s mayor’s advisor. But only passenger cars passed by, buses were turned around.

The Kherson oblast prosecutor’s office has announced suspicion of collaboration against seven organizers of the pseudo-referendum in the Kherson Oblast: the fake leader of the Kherson military and civil administration, his deputy, the head of the political department, and the “heads of election committees” of four кфшщті. Investigators of the Office of the Security Service of Ukraine are establishing the identities of others involved in the organization of fake voting.

Kherson residents do not accept the results of the pseudo-referendum, do not take russian passports, and do not watch propaganda media. The Movement of Civil Resistance members pasted and tied the symbol of resistance – a yellow ribbon. Kherson is waiting for the Armed Forces of Ukraine!

In Skadovsk, air alert sirens are constantly sounding, explosions are heard. Almost no shops are open in the city, it is impossible to deliver humanitarian aid.

The regional coordinator of the AUI “Active Community” joined the charity sale, collected several packages for the elderly living in Skadovsk.

Mykolaiv Oblast 

At night, Mykolaiv was hit by the S-300 enemy missile. It is known about hitting in an open area. As a result, civilian objects, including a museum and an educational institution, were damaged.

The Berezneguvate community remains under constant russian fire. Yesterday, the enemy shelled the village of Chervony Yar, at 10:47 p.m. explosions rang out on the outskirts of Lepetiha village. At night, Berezneguvate was shelled by the russians. As a result, a warehouse building was destroyed. Private houses, trade facilities and private enterprises were also damaged.

Enemy shelling of the Shyroke community continues. The russians shelled the village of Shyroke yesterday. There were hits outside the settlement – in agricultural enterprises, gardens and roads. There were no injuries or damage.

Central oblasts

Dnipropetrovsk Oblast

At 1.00 a.m., three Kh-22 missiles flew over the city of Dnipro. They aimed at a car company and residential buildings. Five people were injured. The family consisting of two adults and two children aged eight and nine died. Three private houses were completely destroyed. 61 private houses, a multi-storey building, dozens of cars and buses, a market, a bus station building and a power line were damaged. As a result 220 subscribers were left without electricity.

In the afternoon, the russians hit the Zelenodol community with prohibited cluster munitions from the multiple rocket launcher «Uragan». They targeted the industrial infrastructure. 19 people are injured, six are in serious condition. The village of Velyka Kostromka was shelled and the power line was cut.

The Nikopol Raion was shelled with the multiple rocket launcher «Hrad” and heavy artillery. Industrial infrastructure in Nikopol was damaged. 10 private houses, six farm buildings and cars were damaged in the Chervonohrihorivka community.

Yesterday evening two rockets were shot down near the city of Sinelnikovo. Another one was shot down near the city of Kryvyi Rih, one rocket destroyed a grain processing enterprise.

The Liubymivka community near the city of Dnipro took in 370 immigrants from Kharkiv, Donetsk, Nikopol and Marhanets regions. 71 of them are children. Locals weave camouflage nets and send humanitarian aid.

In the city of Dnipro the “We are together” support center for migrants from the Kramatorsk Raion has started its work. In the center people will be provided with not only humanitarian, but also legal assistance. There is a space for small visitors.

Kirovohrad Oblast

There was a threat of a missile attack in the Oblast and an air alarm went off.

On September 29, a soldier Daniil Savchenko and a chief sergeant Dmytro Kozhokar were buried in the city of Kropyvnytskyi. A 21-year-old marksman-medic died near Lysychansk of the Luhansk Oblast, and a 29-year-old commander of a special purpose group died on August 5 in the village of Shevchenko in the Donetsk Oblast. Ukrainian Soldiers received extremely serious, life-threatening injuries while performing combat missions.

The Day of Remembrance of the Babyn Yar Tragedy was commemorated in Kropyvnytskyi.

A charity fair was held in the village of Gruzke of the Katerynivka community in the Kropyvnytskyi Raion to help the army. The initiator of the event was the team of the Gruzkiv educational complex in the Katerynivka community. During the fair 18,300 UAH were collected for the Armed Forces of Ukraine.

Poltava Oblast

A fighter pilot from the Poltava Oblast Andriy Gerus was included into the 30 famous figures of today according to the Forbes rating. Since February 24, the warrior has been defending the sky over the Kyiv Oblast. In the first days of the full-scale war, he shot down a russian Il-76 over Kropyvnytskyi and prevented the landing of enemy troops. As a part of the “30 to 30” project of the Forbes magazine, the defender was recognized as the one who protects the country today and will build a new Ukraine after our Victory.

The Poltava State Bureau of Investigation exposed a collaborator who was previously the deputy chief of one of the police departments of the Kharkiv Oblast. After the temporary occupation of Kupiansk, the man voluntarily agreed to work in the so-called “people’s militia”. The traitor could not hide from the law enforcement officers.

The Oblast puppet theater gives children happy moments. Since the beginning of the full-scale war in the communities of the Poltava Oblast, actors have performed 240 performances. About 15,000 children watched them.

Western oblasts

Ivano-Frankivsk Oblast

Yesterday, the police received a report from unknown persons about the bombing of the Ivano-Frankivsk Oblast hospital, as well as the infectious disease hospital. Medical personnel and patients were evacuated. The fact of mining has not been confirmed.

The first social atelier was opened in the city of Ivano-Frankivsk, which will repair and sew things for military personnel, for displaced persons and low-income citizens. This was reported by the press service of the city mayor Ruslan Martsinkiv. It is noted that the new atelier currently has 10 professional production sewing machines, it is possible to repair clothes and sew items of any complexity. The first order in the social atelier has already been fulfilled: these are 69 warm winter sleeping bags for the military. The sleeping bags will be sent to the front.

Rivne Oblast

There were no air alarms during the day.

Residents of the Horodok community bought a car for the defenders. The crossover has already been handed over for the needs of the anti-tank artillery division of the Armed Forces of Ukraine. Funds were collected during the charitable creative marathon “EVERYTHING WILL BE UKRAINE!”. It was held in the community during August-September. During this time, it was possible to collect more than 190 thousand hryvnias. In addition, the defenders were given flags of Ukraine with wishes from the residents of the community, patriotic charms and goodies. Residents of the community are also already working on the purchase of another car for the subdivisions

Humanitarian aid went from the city of Dubno to the east of Ukraine. Humanitarian cargo was sent to the cities Kramatorsk and Izyum. The collection of this aid was organized by the Orlov family of IDP volunteers who lived in Kramatorsk. When a full-scale war broke out, the family found temporary shelter in Dubno. Here they began to actively engage in volunteering, helping military personnel, displaced persons, victims of the war. Food, hygiene products, blankets and blankets were handed over from the logistics hub of the Dubno City Council.

Khmelnytska Oblast

Kamianets-Podilskyi

For reliable communication and successful operations there were purchased 20 portable radio stations and one stationary repeater with all the necessary components for our defenders from the city budget for almost 332 thousand UAH. The community leadership is constantly working to find international organizations, institutions, and foundations that could support our community in this difficult time. One of them was the “Rokada” charitable foundation- an executive partner of the Office of the United Nations High Commissioner for Refugees. After several weeks of negotiations, internally displaced persons living in kindergartens have already received the first humanitarian aid. These are namely mattresses, a set of dishes, blankets, thermoses.

The City Mayor Mykhailo Positko held an outing reception in Ostrivchany. Thanks to the cooperation with the World Central Kitchen Foundation, displaced persons, who settled there, received food packages.

IDPs received food kits from the local Evangelical Faith Church “Evangelsky Golos”.

Regional coordinator of the AUI «Active Community” Slavko Polyatynchuk donated blankets, bed linen, warm socks to the “Turbota” Territorial Center on the occasion of the Day of the Elderly. The acting manager asked for help. Elderly people from among IDPs are staying in the territorial center. They are the ones who need these things. The provision of assistance became possible thanks to joint work with the public organization “NTC Podilskyi Bioregion” and the organization “Sohnut” (Israel).

Chernivtsi Oblast

Bukovyna led the last journey of the Hero who died in battle, defending his native land from the russian invaders: they said goodbye to the soldier Vyacheslav Osypenko in the town of Zastavna.

Ukrainian defender, poet Serhii Balamutovsky (Skald), who died during the defense of Azovstal, and grenade launcher Pavlina Nikolaievich were awarded the title of Honorary Citizen of Bukovyna.

A psychoneurological boarding school from the Luhansk Oblast moved to Bukovyna. 124 wards together with employees settled in institutions of communal ownership of communities of the Oblast.

The Chernivtsi Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine together with district branches collected 74,485 thousand hryvnias for individual tactical first-aid kits for defenders, which are equipped with hemostatic agents, tourniquets, bandages, antiseptics, etc. Later, they will be sent to the soldiers of the Armed Forces of Ukraine in the Kherson direction.

Zakarpattia Oblast

8 million 600 thousand hryvnias were allocated today at the session of the Uzhhorod City Council for the purchase of winter clothing for the territorial defense units, which are currently defending Ukraine.
