About us: The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

There are no significant changes in the activities of the armed forces of the republic of belarus in the Volyn and Polissya directions. The rotation of units involved in covering the section of the belarusian-Ukrainian border is coming to an end.
On the Siversky direction, the enemy shelled Mykolaivka in the Chernihiv oblast and Zarutske, Zhuravka, Bilopylla, Iskryskivshchyna, Myropillya, Esman, and Vovkivka in the Sumys oblast from the territory of the russian federation with barrel artillery and rocket salvo systems.
In the Kharkiv direction, the enemy continued to attack settlements with artillery fire in the areas to the north, east and south-east of the city of Kharkiv.
It made unsuccessful attempts to conduct offensive actions in the directions of the villages of Udy and Husarivka. He launched an airstrike near the Husarivka.
In the Slovyansk direction, the enemy shelled the areas of the settlements of Dibrovne, Novomykolaivka, Velyka Komyshuvakha, Dolyna, Chepil, Semylanne, Hrushuvaha, Adamivka, Barvinkove, Bohorodychne, Arkhanhelivka, and Nova Dmytrivka with barrel, jet artillery, and tanks.
The enemy’s attempt to conduct combat reconnaissance in the direction of Dmytrivka ended unsuccessfully. The occupiers withdrew with losses.
In the Donetsk direction, the enemy is concentrating its main efforts on attempts to advance in the directions of Siversk and Bakhmut.
The enemy carried out artillery fire in the vicinity of Kramatorsk, Raihorodok, Donetsk, Verkhnokamyanske, Spirne, Starodubivka, Siversk, Dronivka, and Ivano-Daryivka. He carried out an airstrike near Verkhnokamyanske.
Ukrainian soldiers inflicted significant losses on the occupiers when they tried to advance in the direction of Hryhorivka, Spirne, and Ivano-Daryivka. The enemy retreated in disorder.
In the direction of Bakhmut, the invaders shelled the areas of the settlements of Bakhmut, Novoluhanske, Pokrovske, Vershyna, Vesela Dolyna, Yakovlivka, Berestov and Zaitseve. Airstrikes were carried out near the Vugleghirskaya TPP, Pokrovsky, Maiorsk, Toretsk, Berestove and Vershyna.
The enemy carried out assaults in the direction of Pokrovske, was partially successful, and was entrenched on the southern outskirts of the settlement.
The enemy’s attempts to advance in the direction of Berestove, Bilohorivka, Vershyna and the territory of the Vuglehirskaya TPP were unsuccessful.
The enemy did not conduct active operations in the Avdiyivka, Novopavlivla, and Zaporizhzhya directions. Fired tanks, barrel and jet artillery in the areas of Volodymyrivka, Avdiivka, Prechistivka, Novomykhailivka, Pavlivka, Vugledar, Maryinka, Tonenke, Velyka Mykhailivka, Yanvarske, Kamianske, Charivne, Mali Shcherbaky, Novoandriivka and Novopil settlements. It conducted an airstrike near Kamyianka.
The situation in the South Buh direction has not undergone any significant changes. Mutual shelling from barrel and rocket artillery and tanks continues along the entire line of contact.
In the waters of the Black and Azov Seas, the enemy’s naval group continues to perform tasks of supporting the actions of ground forces and blocking the northwestern part of the Black Sea.
Three carriers of high-precision weapons are in readiness for missile strikes on objects on the territory of Ukraine.
The enemy continues to suffer losses in manpower and equipment. The enemy’s ammunition depots are being blown up. An increase in cases of desertion of Russian occupiers who are trying to get to the territory of the russian federation in any way is recorded.
Northern oblasts
Kyiv Oblast
Since the liberation of the Kyiv Oblast from the russian invaders, representatives of the governments of Great Britain, Canada, Croatia, Portugal, Slovakia, Latvia, Lithuania, Estonia, Norway, the Netherlands, North Macedonia, France, the Vatican, Romania, Indonesia, Luxembourg, Albania, Italy have, Montenegro, North Korea, and other countries visited the oblast.
To date, special services have examined all populated areas of the oblast that were under occupation for the presence of explosive items. Those are 270 villages and towns within the Bucha, Brovary and Vyshhorod districts of the Kyiv Oblast. About 8,462 square kilometers remain unexplored, of which 2,600 square kilometers are in the Exclusion Zone. The head of the Kyiv Oblast military administration emphasized that it would take years to complete this work in the oblast.
Almost all schools in Irpin were destroyed during the offensive of the enemy army. Repair work is currently underway in several educational institutions, one of which is the Irpin Specialized Secondary School No. 1. In this school, 4,704 square meters of the roof, heating and power supply systems were damaged.
Zhytomyr Oblast
Representatives of the Armed Forces of Ukraine continue the interaction of defense headquarters at all levels.
The local Territorial Defense units participated in strengthening the security and protection of the state border.
The Zhytomyr Oblast has already received 23.6 million hryvnias from the humanitarian account of the Ministry of Social Policy allocated to help residents of the oblast.

Two defenders from the Zhytomyr Oblast were killed in action during the battle with the russian invaders in the Kherson Oblast.

Chernihiv Oblast
Over the past day, on July 18, the russians shelled the Semenivka community three times. They fired from the russian village of Lomakivka. In all,29 explosions were recorded.
In the morning, russian troops resumed shelling the Semenivka community. As of 10 a.m., shelling continued.
Around 6 in the morning, one of the villages of the Snovsk community was bombarded. According to preliminary data, four residential buildings were damaged.
Two citizens of Chernihiv – police officer Oleksandr Havrylenko and National Guard veteran Vladyslav Shatilo, as well as Oleksandr Dudarev, a native of Korop and a veteran of the Armed Forces of Ukraine, will represent Ukraine at this year’s Warrior Games, which will be held in August in the United States.
Sumy Oblast
Yesterday evening and on the night of July 19, the russian military fired mortars at the Bilopillia and Krasnopillia communities. On July 18, at 9:30 p.m., mortar shelling of the Bilopillia community began, 5 shots were recorded, one person was injured. From 1:30 a.m. to 3:00 a.m. they used mortars to shell the Krasnopillia community, 16 shots were heard. There were no casualties.
Over the past day, the Russian military fired more than 150 mines and shells in the Sumy Oblast. In Bilopillia, as a result of shelling, two people were injured, and 16 houses were destroyed.
By presidential decree, a new head of the Department of the Security Service of Ukraine in the Sumy Oblast was appointed. This office is now occupied by SSU Colonel Eduard Fedorov, who previously worked in the SSU department in the Luhansk and Donetsk oblasts.
Eastern oblasts
Kharkiv Oblast
This morning, the enemy shelled the village of Mospanove, two people were injured and hospitalized. A woman was injured as a result of the morning shelling in Tsyrkuny.
At 3 o’clock in the morning, the russians shelled the village of Korobochkyne, and after 4 o’clock they launched a missile attack on the village of Kluhyno-Bashkyrivka, Chuhuiv District. Private houses were damaged, fires broke out.
Over the past day, the enemy shelled the settlements of the Kharkiv, Bohodukhiv, Chuhuiv and Izium districts. As a result of the shelling, residential houses and outbuildings were damaged, and two fires broke out in the wheat fields.
In the Kharkiv District, as a result of shelling, a severe fire broke out in a medical institution. Due to constant shelling, firefighters had to return twice from the scene of the fire, and managed to put it out only on the third attempt.
In the Kharkiv sector, the russians tried to conduct reconnaissance in force in the area of the settlement of Udy, but this attempt completely failed. The invaders suffered losses and retreated.
In the Izium area, the enemy shelled the areas near Velyka Komyshuvakha, Chepil, Dibrovne and Novomykolaivka from tanks, tube and rocket artillery. The russians tried to go on the offensive in the direction of Husarivka, but failed and retreated.
Donetsk Oblast
During the day, 26 enemy shelling attacks were recorded in Donetsk Oblast. The occupiers opened heavy fire on nine settlements, killing and wounding a number of civilians. The russians hit the residential quarters using aircraft, rocket launchers, artillery, the Grad and Uragan MLRS. The enemy hit the cities of Bakhmut, Avdiivka, Kramatorsk, Kostyantynivka, Soledar, Selydove, the town of New York, the villages of Ivanivske and Pokrovske.
22 civilian objects were destroyed: 15 private houses, two factories, a dairy farm, and a technical school.
In the Sloviansk sector, the enemy is trying to create conditions for resuming the offensive in the direction of Sloviansk. The russians fired from tanks, tube and rocket artillery near Velyka Komyshuvakha, Dolyna, Chepil, Dibrovne, Novomykolaivka and others.
After an airstrike near Husarivka, the occupiers tried to attack this settlement. Ukrainian soldiers met the enemy with heavy fire and pushed the invaders back.
In the Kramatorsk sector, the enemy fired from tube and rocket artillery in the areas of Bilohorivka, Bohorodychne, Kramatorsk, Raihorodok, Donetske, Verkhniokamianske, Spirne, Starodubivka, Siversk, Dronivka, and Ivano-Daryivka settlements. They launched an airstrike near Verkhniokamianske.
The enemy carried out assaults near Spirne, had no success, and retreated. Attempts are being made by the enemy to advance in the direction of Hryhorivka, hostilities continue.
The enemy did not conduct active operations in the Avdiivka, Novopavlivka, and Zaporizhzhia sectors. They launched an airstrike near Kamianka.
Ukrainian soldiers successfully repelled all enemy’s attempts of assaults in the direction of the settlements of Semyhiria, Vershyna, Pokrovske and the territory of the Vuhlehirsk TPP.
On July 18, russians killed 1 civilian of the Donetsk Oblast — in Avdiivka. 2 more people were wounded.
Since the beginning of the russian invasion of Ukraine, 626 civilians have been killed and another 1,610 wounded as a result of shelling and bombing in the Donetsk Oblast.
Kramatorsk
In the morning, a rocket-bomb attack was carried out on an industrial zone in Kramatorsk. According to preliminary information, there were no casualties.
In the afternoon, the russians struck the central part of the city. As of 5:40 p.m., one person was killed and six were injured. According to the conclusions of the bomb technicians, the enemy used the R-37 air cruise missile. Ten high-rise buildings in the central part of the city were damaged.
Sloviansk was also under attack.
The city authorities are urging residents to evacuate. Accommodation is possible in communities of other regions. For example, the Mykolaivka community offers residents places in the Boryspil Raion.
People are asking for help to close windows blown out by shelling. One resident, who made such a request, left her home on Sunday.
In general, the situation is extremely alarming. Residents understand that there are no safe places.

Pokrovsk and Pokrovsk Raion
The past day in the Pokrovsk community was relatively calm. No facts regarding casualties and destruction were recorded during the day.
Another batch of aid from the public organization “New Ukraine” was issued in the Pokrovsk community.
In Pokrovsk, representatives of the executive committee and starostas attended a pre-medical training.
A teenage girl told about the horrors of Mariupol. She and her mother escaped from Mariupol and settled in the city of Myrnograd (Pokrovsk Raion). Her memories will be evidence in the International Court.
Bakhmut
In the Bakhmut direction, the enemy shelled the areas of the settlements of Bakhmut, Novoluhanske, Pokrovske, Vuglehirsk TPP, Vershyna, Vesela Dolyna, Yakovlivka, Berestove and Zaitseve. Airstrikes were recorded in the vicinity of the Vuglehirsk TPP, Mayorsk, Toretsk, Berestove, Soledar, Vershyna, Shumy and Pokrovske.

Luhansk Oblast
Fighting continues on the outskirts of Luhansk Oblast, in two settlements the Armed Forces of Ukraine continue to hold on.
Forced mobilization in the occupied territories of Luhansk Oblast continues.
The situation with humanitarian aid is very complicated. Almost all critical infrastructure is destroyed.
The russians carried out 4 missile strikes and 2 airstrikes on populated areas on the border of two oblasts.
Verkhnokamyanske was attacked both from the side of the oil refinery and from the Zolotarivka area. From there, the russians wanted to advance towards Donetsk Oblast. The invaders tried to improve their position near Belohorivka. In many places, the offensive was stopped. In some places, hostilities continue. The enemy also carried out an airstrike on Verkhnyokamyanske.
Southern Oblasts
Zaporizhzhia Oblast
At the Zaporizhzhia NPP, the russian invaders violated safety rules and put the personnel at risk of radiation contamination. The russian military took the passes from the station employees and illegally entered the radiation zone. The russians were without special clothing and did not follow any safety rules. They probably scattered radioactive particles on the territory of the station. In addition, it is currently unknown what actions they took in the restricted area. This can pose a significant danger to the nuclear facility.
In the occupied Energodar, 9 russian servicemen were taken to the city hospital with injuries of varying severity. There are also casualties. The reasons and details of the incident are currently unknown.
The russian occupiers appointed a new head of the pseudo-government of the Zaporizhzhia Oblast. He became the former first deputy governor of the Vologda region (russian federation), Anton Koltsov.
Yesterday, July 18, russian troops shelled the villages of Tavriyske, Yurkivka, Vozdvyzhivka and Kamianske. 15 reports were received about the destruction of civil infrastructure objects as a result of shelling. Rescue services extinguished three fires: in Komyshuvaha, the villages of Tavriyske and Yurkivka. Including, a wheat field with an area of 1 hectare was on fire.
In general, during the active phase of the war, air warning signals were sounded in the Zaporizhzhia Oblast 503 times. The total duration of alarms is 19 days 13 hours 48 minutes.
Kherson Oblast
In Kherson, from the side of the Antonivsky Bridge, local residents noticed smoke. Yuriy Sobolevsky, First Deputy Head of the Kherson Oblast Council, reported that Antonivskyi Bridge was damaged, but is still serviceable.

Yesterday, July 18, at about 23:50, the Shyroke community came under shelling. The shell hits were outside the settlements.

Shelling of villages along the demarcation line in the Berezneguvate community continues. There are damaged residential buildings, infrastructure and commercial facilities.
Odesa Oblast
The day in the community had gone calmly.

Dnipropetrovsk Oblast
Yesterday afternoon, the enemy struck the Velyka Mykhailivka and Pokrovske hromadas in the Synelnykove Raion. One warehouse was completely destroyed. Three warehouses with 3 tons of grain, one and a half tons of millet and 800 tons of sunflower were partially damaged. In one of the villages, as a result of a missile hit next to the lyceum building, the roof and facade of the educational institution were damaged and about fifty windows were broken.
In Dnipro, during the dismantling of the rubble, the body of another 1 deceased was found.
Up to 40 bombardment missiles were fired at Nikopol at night. There is destruction at two industrial enterprises. The explosions caused fires there. Several detached houses and electricity grids are damaged in the city.
Later, the russian military shelled two districts of the Dnipropetrovsk Oblast. In Nikopol, they hit a recreation center with “Grad” multiple rocket launchers, in the Zelenodolsk hromada they shelled a tractor station.
The military of the Armed Forces of Ukraine shot down a russian Orlan-10 drone over the Kryvyi Rih region.
In Dnipro, houses damaged as a result of a missile attack are being restored. As a result of a missile attack on July 15, 25 buildings were damaged in Dnipro, 18 of them are owned by the city. According to Oleksandr Stepanenko, the chief engineer of the utility company “Zhilservice-5”, these consequences will be eliminated at the expense of the local budget.

An air alert was announced in the region as there was a threat of a missile strike. In general, the situation in the communities is calm and controlled. The head of the Kirovohrad regional military administration, Andrii Raykovych, said that the labor front holds the line in harvesting, communal sector and social facilities repairs. The most important thing is to prepare for winter. The workload has increased significantly due to more than 90.000 internally displaced persons being in the region.
In Kropyvnytskyi, experts are currently working on the reconstruction of another space in the dormitory, where it will be possible to settle displaced people in the future. According to the city council, Kropyvnytskyi has already hosted more than 20.000 displaced people. Most of them live in private housing, but many people were accommodated in the city’s communal institutions such as kindergartens and schools. These institutions are now being prepared for the new academic year, and the displaced people have settled in a social dormitory and a kindergarten in the Novomu village.

Khmilnyk and Khmelnytskyi region

The coordinator of Khmilnyk and the Khmelnytskyi region active community told IDPs about the possibility to receive financial assistance from international funds within the agreements concluded with the Ministry of Social Policy of Ukraine. In particular, from the Office of the United Nations High Commissioner for Refugees, the International Rescue Committee of UNICEF and the financial aid program jointly with UNICEF.
Zhmerynka
In general, the situation in the community is stable, there is no shelling.

Lviv
A temporary camp for internally displaced persons was open in the Yavoriv district. It was built by volunteers of Remar S.O.S, the Swiss organization. The camp is designed for 100 places. There are sleeping places with beds, mattresses and pillows. There is also a canteen, where the displaced people will receive three free meals, and use showers and toilets.
The mother and child center “Unbreakable Mothers” was built in Lviv for pregnant displaced women. The houses were built from wooden structures assembled on site. The necessary conditions have been arranged in the houses for comfortable temporary accommodation of pregnant women who have the status of IDPs. Namely, bedrooms, laundry rooms, showers, toilets, restrooms, children’s areas, kitchens, dining rooms, and boiler rooms.
Rivne
The general situation is relatively calm. There were no air alarms as of 16:30. Soldiers of the Armed Forces of Ukraine patrol the border with Belarus. Representatives of the security forces patrol and guard checkpoints.
The “Right to Protection” charitable foundation, together with the Czech international organization “People in Need” and the social protection authorities of the region, began to register internally displaced persons to provide them with financial assistance.
One of the Rivne region communities’ schoolchildren will hand over 31.000 hryvnias to the Armed Forces of Ukraine. They earned these funds during the charity fair.
Voluntary formations of territorial communities in the Rivne Region practice their actions during a maneuvering battle in the conditions of the city.
In Rivne, the six-year-old Irynka collects funds for the Armed Forces after her father died in the war. The girl makes handmade jewelry and sells it.
Zdovbytsa
The general situation in the region is calm. There were no air alarms. More than 300 internally displaced persons currently live in the community.
The head of the village council and local deputies made working visits to Germany and Poland regarding humanitarian aid for the defenders of Ukraine. They returned with a loaded car of products and medicines.
Local volunteers weave nets at the Zdovbytsky Lyceum.
Volunteers sent humanitarian delivery to the city of Bakhmut. These were sleeping bags, mattresses, power banks, tents, backpacks, sweets, energy drinks, etc.

Khmelnytska Oblast
The situation in the community and Khmelnytskyi region is under control.
The regional military administration discussed the state of preparation of protective shelters in educational institutions and near critical infrastructure facilities. According to available information, the percentage of readiness of shelters in educational institutions before the start of studies in Khmelnytska Oblast is 20%. According to representatives of the Khmelnytskyi City Council, in the regional center, where there are 39 schools and 43 preschool education institutions, the relevant work has been underway since June. 12.7 million hryvnias were allocated from the city budget on the basis of calculations based on the results of surveys. So far, those works that did not require separate financing have been completed, in particular, cleaning of basements, cleaning, etc. Next, more expensive works will be carried out – floor screed, arrangement of ventilation, emergency exits, installation of lighting. The main works are planned to be completed by the beginning of the third decade of August.
Volunteers of the “Defense” joint group will send an ambulance to the front line. The car itself was donated by benefactors from Ireland. Volunteers of the “Breath of Freedom” charitable organization helped to find the necessary equipment, in particular, a defibrillator. In a week, they hope, the “ambulance” will already be in the war zone and will save lives.
Kamianets-Podilskyi
Today, the community spent the last journey of the fallen Hero – the commander of the engineering and sapper platoon, senior lieutenant Maksym Derbushev. Bright memory!
Families of displaced persons with children, internally displaced persons with disabilities, people of retirement age from among forced displaced persons received humanitarian aid today at Vidrodzhennya Square, which was received as a result of the cooperation of the city council and the “World Central Kitchen” charitable foundation.
As part of the GIZ business support program “EU4Business: competitiveness and internationalization of SMEs”, in which the Kamianets community participates, the city council’s economy department received 5 printers for the implementation of planned activities. This, in particular, is free comprehensive consulting support for businesses, including relocated ones. To date, assistance has been provided to 40 enterprises. Work continues.

Photos will be published from the moment they are received on the official Facebook page of the Kamianets-Podilskyi City Council (https://www.facebook.com/kpmrada). Voting for the best photo and its caption will begin on August 10 at 10:00 a.m. on the same page and will continue until 10:00 a.m. on August 23. The end of voting will be notified additionally. The winners will be the three contest works that will gain the greatest number of likes in a separately published album.
Chernivtsi Oblast
Currently, there are no active military operations in the territory of Chernivtsi Oblast.
Yury Poznachuk, a resident of the Verenchansk community, donated his car for the needs of the Armed Forces of Ukraine. Before the transfer, he and his son repaired and painted the car dark green.
Volodymyr Sadyk, a craftsman from Storozhynets, together with his friends, sent 17 buggies to the front. They travel in Kharkiv region, Kherson region, Mykolaiv region, Luhansk region. The production of all-terrain vehicles does not stop and the craftsmen have many orders from the military.
A minibus donated by residents of Marshyntsi for the Armed Forces took more than 200 people from the semi-encirclement to Siverodonetsk.
Zakarpattia Oblast
The “Tysa” and “Luzhanka” checkpoints in Zakarpattia Oblast will be expanded to allow the export of Ukrainian grain. Hungary, in its turn, will also take appropriate steps towards the meeting and help in the adjustment of the export process of our grain.
The total volume of humanitarian goods imported into Ukraine through the customs posts of the Transcarpathian Customs since the beginning of the war is almost 90,000 tons, including more than 2,840 vehicles.
At the children’s charity fair in Uzhgorod, more than 10,000 hryvnias were collected to support the Armed Forces of Ukraine. At the fair, children sold their handicrafts, patriotic bracelets and sweets baked together with their parents.
