Northern oblasts

Kyiv

Schools in Kyiv may switch to distance learning. The morbidity rate among the children in the capital has increased by more than 50% compared to the previous week.

Kyiv was the leader in the birth rate last year. In 2023, almost 20 thousand little Ukrainians were born in the capital. A total of 187,387 children were born in Ukraine that year.

Kyiv Oblast

Military exercises are scheduled to take place in the Bucha community from February 1 to 3. The exercises will be held day and night, so it may be quite noisy in the community and the neighborhood.

19 families of internally displaced persons who lost their homes due to the russian aggression have new housing from now on. In the village of Mykhailivka-Rubezhivka, the Irpin City Council, the charitable foundation “Housing for IDPs”, and the Polish company “Dom Development” have reconstructed an old dormitory.

In Bucha, two 5-story buildings that were ruined as a result of the russian invasion are being restored. Damaged roofs, windows and balconies have been replaced. The facades are currently being insulated.

Zhytomyr Oblast

In Zhytomyr, the police and bomb squads are again checking reports of mining in all the city’s lyceums.

Chernihiv Oblast

Russians shelled four border communities of the Chernihiv Oblast with mortars, tube artillery, and MLRS.

In Chernihiv, the wife of a fallen soldier, Raisa Tykhomyrova, donated a drone to the military. She bought it at her own expense for the 119th Detached Territorial Defense Brigade from the Chernihiv Oblast, where her husband Oleksiy had served.

Sumy Oblast

On January 31, the russian army shelled the Sumy Oblast 43 times. A total of 216 explosions were recorded. 10 communities came under fire.

At night, the russian army fired 5 times targeting the Sumy Oblast, with 29 explosions recorded.

Eastern oblasts

Kharkiv Oblast

On January 31, late in the evening, the russian military attacked the village of Velykyi Burluk. Two unguided aerial bombs hit the hospital. With the help of the police and the State Emergency Service, 38 people were evacuated from the hospital, including 33 patients, two of whom were bedridden. Four people were provided with first aid on the spot. Bombing damaged the building’s facade, windows, and roof.

Around midnight, the russian army shelled Novoosynove in the Kupiansk Raion with artillery, setting a 50-square-meter outbuilding on fire.

Two Shahed drones used by russia to attack Kharkiv on the evening of January 31 hit the territory of an out-of-service oil depot. In 2022, the russians had already targeted it.

In total, about 20 settlements in the Kharkiv Oblast came under russian artillery and mortar fire on January 31.

The air defense forces shot down two of the four drones that attacked Kharkiv in the evening of January 31.

In the Kupiansk sector, Ukrainian forces repelled six russian attacks near Synkivka.

11 residents of the Kharkiv Oblast were returned to Ukraine from russian captivity during the January 31 exchange. On February 1, the oblast administration reported that three more soldiers had been exchanged.

Donetsk Oblast

On January 31, the russian army attacked 11 settlements in the Donetsk Oblast with guided bombs, missiles, Uragan and Grad MLRS, artillery, and tanks. The bombardment damaged an outpatient clinic, an administrative building, a post office, a boiler house, a bus, and a power line.

On January 31, Ukrainian troops repelled 45 russian attacks in the Lyman, Bakhmut, Avdiivka, Shakhtarsk, and Maryinka sectors.

Kramatorsk and Kramatorsk Raion

A woman from Kramatorsk was served a notice of suspicion for leaking intelligence to the occupiers about the location and movement of the Ukrainian troops near Bakhmut. She also communicated with the head of the so-called people’s council of the “DPR”.

Pokrovsk and Pokrovsk Raion

In the Donetsk Oblast, one woman was killed in Tsukuryne yesterday as a result of russian shelling.

At about 1 a.m. on February 1, the russian military shelled Myrnograd in the Donetsk Oblast and aimed at the “point of invincibility”. There are no injured or dead. The russian army probably used the S-300.

On February 1, the russian army shelled the city of Hirnyk in the Donetsk Oblast. There are no casualties or injuries. An educational institution was destroyed, 12 high-rise buildings were damaged.

Bakhmut and Bakhmut Raion

The occupiers dropped a KAB-500 guided aerial bomb on Toretsk. Two civilians were injured. Six apartment buildings, a dispensary, and a boiler house were destroyed.

Southern oblasts

Mykolaiv Oblast

On January 31, russian troops attacked the Mykolaiv Oblast with ballistics. According to preliminary data, Iskander-M and S-300 missiles were used in the Oblast. The infrastructure object and the power supply network were damaged. More than 400 consumers remained without electricity. Restoration work continues.

Four people were blown up by a landmine near the village of Yevhenivka in the Snihurivka community.

Zaporizhzhia Oblast

Rashists attacked 27 settlements of the Zaporizhzhia Oblast. 169 strikes were recorded.

25 reports were received about the destruction of residential buildings and infrastructure facilities. No casualties. 

Among those who returned from Russian captivity yesterday, January 31, there were three residents of Berdiansk.

Odesa Oblast

Danylo Bozhko, defender of “Azovstal” from Kilia, returned from Russian captivity. The soldier was a prisoner of war for almost 20 months.

The deputy mayor of Odesa held an online meeting with representatives of the sister city of Yokohama (Japan) and the Japanese technological corporation “JFE Engineering”. The parties discussed further cooperation, in particular, the restoration of civil infrastructure that was damaged as a result of russian aggression. Previously, Odesa received 33 portable water purification systems as humanitarian aid with the assistance of the sister city of Yokohama and the JFE Engineering corporation.

Kherson Oblast

During the day, the russian military shelled the Kherson Oblast 41 times.

In Kherson, the russian army destroyed a residential building at night. Two residents were buried under the rubble. The rescuers freed the people. Also, after hits at other addresses, the administration building and another house caught fire. As a result of nighttime russian shelling, Kherson is partially without electricity. The movement of trolleybuses in the city is currently impossible. Emergency crews are working to restore power networks.

On the night of January 31, russian aircraft struck a village in the Mylove community of the Kherson Oblast. Four guided aerial bombs were dropped on the settlement. Educational institution and houses are damaged. A Spouse was injured, people were hospitalized. They were diagnosed with explosive injuries, contusions and shrapnel injuries. 

The army of the russian federation attacked the ambulance brigade from a drone in the Beryslav Raion of the Kherson Oblast. A car is damaged. The doctors were not injured.

Yesterday, in the Kherson Oblast, the air defense forces of the “Southern” air command destroyed the “Merlin-VR” reconnaissance drone and two “Lancet” kamikaze drones of the russian army.

Central oblasts

Dnipropetrovsk Oblast

On the night of February 1, russian troops attacked the Nikopol Raion twice. A dozen artillery shells were aimed at the villages of the Myrove community. There are no casualties or injuries.

14 military personnel from the Dnipropetrovsk Oblast returned to Ukraine from Russian captivity. Seven of those dismissed are from the Kryvyi Rih Raion.

Kirovohrad Oblast

Among those who were freed from russian captivity on January 31 there are six fighters from the Kirovohrad Oblast.

There is now a police station on Stara Balashivka. This is a microdistrict with more than 6,000 residents. A police officer will ensure order in the territory entrusted to him.

Cherkasy Oblast

As part of yesterday’s exchange, five military personnel from Cherkasy returned from Russian captivity. The defenders have been in enemy captivity since 2022. One of them was still considered missing.

Poltava Oblast

Two servicemen from the Poltava Oblast were returned from russian captivity.

Two residents of the Poltava Raion glorified the servicemen of the russian federation in a social network. The indictment against one participant has already been sent to court.

Vinnytsia Oblast

Four FPV drones from students of the Maryanivka school in Vinnytsia Oblast were sent to the Soledar direction to the soldiers of the 10th mountain assault brigade. More than 39 thousand hryvnias were collected by several dozen schoolchildren with carols and donations in three villages of the community.

Western Oblasts

Rivne Oblast

Among those released are three military men from the Rivne Oblast — lieutenant Andrii Kolosinskyi, senior soldier Serhii Taziev, junior sergeant Serhii Oliynyk.

In the Rivne Oblast, energy workers are installing safe nests for storks.

Volyn Oblast

During the discharge from the maternity ward in Volodymyr, the military met the widow of Serhiy Tsyba, who died in the summer of 2023, and his newborn son. The boy was named Mykola, the name was chosen by his military serviceman father during his lifetime.

Lviv Oblast

Among the released 207 servicemen from russian captivity are six residents of Lviv Oblast. All military personnel have been in captivity since the spring of 2022.

Chernivtsi Oblast

Three residents of Bukovyna were released from russian captivity. After rehabilitation, they will return home.

Ivano-Frankivsk Oblast

During the exchange of prisoners on January 31, 2024, another military man from Ivano-Frankivsk Oblast, Vasyl Shevernyuk, returned from russian captivity.

Since January 29, local educational institutions in the Ivano-Frankivsk community have been “mining” almost every day. Due to a wave of anonymous reports on January 31, some schools went remote until Monday. On February 5, educators together with the police are planning to hold a meeting to decide how to counteract the current situation.

Zakarpattia Oblast

As part of the big exchange, a Transcarpathian, a serviceman of the 101st Brigade of the Territorial Defense of Zakarpattia, Yuriy Tsoligan from Svalyava, returned from captivity. Border guard Andrii Kolyadenko from Vynogradiv was also released. He served in the Mukachevo border detachment and heroically defended “Azovstal” together with other comrades.

In 2023, the Department of Social Policy of the Uzhhorod City Council implemented 14 targeted city programs, including those aimed at supporting military personnel and their families. Yes, 2 million 895 thousand hryvnias were paid in material aid to 4 defenders who have special merits for the Motherland, and 156 with disabilities or injuries.

Psychological support for victims of emergency situations should be high-quality and accessible. Psychologists of the State Emergency Service, the National Guard, and the police will help people recover from what happened at the scene. Providing such support, in particular, provides for the project of the Ministry of Internal Affairs of Ukraine “Algorithm of response in emergency situations”. Coordination of efforts and further communication in this direction were discussed in the Oblast government.

Civil servants and employees of local self-government bodies from all over Zakarpattia master the basics of cyber hygiene and media literacy at a practical seminar from CRDF Global. The two-day training with the support of the US State Department and the Oblast military administration started in Uzhhorod Oblast.
