Northern oblasts
Kyiv
Kyiv withstood another night attack by Shahed drones. Air defense forces destroyed 12 unmanned aerial vehicles in the capital’s airspace. The falling wreckage of one of them started a fire in a non-residential building in the Svyatoshynskyi district. The fire was extinguished; there were no casualties.
“Kyivteploenergo” received a year’s worth of industrial salt for chemical water treatment. About 6,200 tons of industrial salt were provided to the utility by USAID. This salt is used to purify water from the Dnipro and Desenka rivers, and Lake Tiahle. This water is then used by Kyiv’s heating companies to produce heat transfer fluid. Previously, industrial salt came from the city of Soledar. But due to hostilities, they no longer have access to it.
A free mobile phone charging point has appeared in the Natalka Park in Obolon, Kyiv. The device was provided by the Odesa-based company Smart Trek. It is designed to charge more than 20 gadgets simultaneously.
Kyiv Oblast
Several drones of the Shahed type were destroyed in the Kyiv Oblast this night.
On March 28, 2022, Irpin was liberated from russian occupation. Stands with portraits and biographies of the fallen defenders were set up in the central square of Irpin, and a documentary about the city’s defense was shown on the big screen.
Three modern charging stations were given to the Bucha community. The portable GOAL ZERO Yeti 500X power supply units were received by the Bucha City Council as part of the United Nations Development Program in Ukraine with the financial assistance from the Government of Japan. They will help charge mobile devices and other appliances, as well as stay in touch even in the absence of electricity.
The Kharkiv company “NP RICOM” has developed an information and calculation complex for the water supply and drainage networks in Irpin. It had been ordered even before the full-scale war started. This requires a large inventory and digitization of 123 km of water supply and 97 km of sewage networks. From now on, utilities will be able to remotely assess the situation, for example, with regard to water pressure, identify defects or accidents and quickly eliminate them, etc.
Despite russia’s full-scale war against Ukraine, athletes of the Kyiv Oblast are holding the sports front. In January-February 2023, they won 306 awards in Olympic, non-Olympic and Paralympic sports. These include 124 gold, 92 silver, and 90 bronze medals.
Zhytomyr Oblast
In Zhytomyr Oblast, another scheme of illegal travel abroad of conscripts under the guise of volunteer drivers was uncovered. The scheme was organized by a 39-year-old resident of Zhytomyr, regarding whom another case is pending in court – a few years ago, he was suspected of manufacturing and selling documents with forged holographic elements.
Pupils of the Zhytomyr School of Young Paratroopers staged a demonstration performance to show their peers how to negotiate the obstacle course. The open class was held on the sports ground of Zhytomyr Lyceum No. 1.
Volunteers from the humanitarian hub “Zhytomyr” delivered a batch of Ukrainian-made Valkyrie drones to the military. Another batch is being prepared for shipment.
More than five thousand cans of stew with porridge and meat were prepared and sent to the front lines of the Armed Forces of Ukraine by the team of one of the Zhytomyr lyceums.
Chernihiv Oblast
On March 28, at around 00:30, servicemen of the Defense Forces of the Siversk Raion eliminated an enemy Shahed unmanned aerial vehicle near one of the settlements of the Chernihiv Oblast.
On March 27, russian troops fired mortars and anti-tank guided missiles at the Semenivka community in the Chernihiv Oblast. The military recorded two hits near the village of Zoria. There were no reports of casualties among the local population or damage to civilian infrastructure.
The 3rd Microdistrict street in Nizhyn was renamed in honor of the Hero of Ukraine Oleksandr Matsiyevskyi, who was shot by russians after saying “Glory to Ukraine!”
The National Bank of Ukraine issued a commemorative medal “City of Heroes – Chernihiv”. The obverse of the medal depicts a stylized map of the city with lines by poet Lina Kostenko and a composition of the Savior-Transfiguration Cathedral and the Piatnytska Church. The reverse depicts the Saints Borys and Hlib Cathedral and St. Catherine’s Church, as well as Chernihiv cannons.
Sumy Oblast
The russian military carried out an air strike on Bilopillia with a guided aerial bomb. An outbuilding caught fire, and two private houses, a low-pressure street gas pipeline, and a two-story apartment building were damaged. One person was injured.
In the morning, russian troops shelled the border area of the Sumy Oblast, namely the village of Chernatske. 20 hits were recorded, probably from tube artillery. The infrastructure of the village was damaged, including the cultural center and a children’s playground, as well as 5 private houses.
President Zelenskyy visited Okhtyrka in the Sumy Oblast on the anniversary of the city’s defense and presented the Hero City award. He also presented state awards to participants in the defense of Okhtyrka. On the same day, he took part in the event on the occasion of the anniversary of the liberation of Trostianets.
Eastern oblasts
Kharkiv Oblast
In the afternoon of March 28, russians shelled Bohodukhiv. According to preliminary information, they launched two S-300 missiles.
Several private houses suffered damage to their roofs and windows as a result of the missile attack. A kindergarten was also partially damaged. A 73-year-old man was hospitalized with concussion.
During the day, the Russian military fired at Huryiv Kozachok from helicopters, and shelled Pershotravneve with mortars. Residential buildings and outbuildings were damaged.
As a result of the shelling of Vovchansk throughout the day, outbuildings on the territory of 16 private houses were damaged.
In the Zolochiv community, one third of the housing stock — about 1,700 houses — was damaged and destroyed as a result of russian shelling. Restoration of the damaged buildings will cost billions of hryvnias.
In the Kharkiv Oblast, before the Easter holidays, a decision was made to ban visiting cemeteries in the territories that were occupied and where hostilities were taking place. The reason for this is high mine danger.
Oblenergo restored power supply to seven villages in the Velykyi Burluk and Dvorichna communities, some of which are located no more than eight kilometers from the front line.
Almost a thousand cats and dogs, most of which were evacuated from Donbas, are currently being cared for in the shelters of the Kharkiv “Animal Rescue”. Animals are brought from front-line towns and villages.
Donetsk Oblast
The enemy is concentrating its main efforts on conducting offensive actions in the Lyman, Bakhmut, Avdiivka and Mariinka directions. The fiercest battles are going on for Bakhmut, Avdiivka and Mariinka.
Shelling was recorded in the areas of Orikhovo-Vasylivka, Bohdanivka, Ivanivske and Ozarianivka settlements. The enemy also fired at Vasiukivka, Hryhorivka, Minkivka, Orikhovo-Vasylivka, Novomarkove, Bakhmut, Predtechyne, Kurdiumivka, Ozarianivka, Druzhba and Mayorsk.
On March 27, russians took the lives of two residents of Sloviansk. Another 33 people were injured in the oblast.
Since February 24, 2022, the russians have killed 1,434 civilians of the Donetsk Oblast, and wounded another 3,298. It is still impossible to establish the number of victims in Mariupol and Volnovakha.
Kramatorsk and Kramatorsk Raion
The day before, the russians launched a missile attack on Sloviansk, killing 2 civilians and wounding another 28. Administrative and office buildings were destroyed, 5 high-rise buildings and 7 private houses were damaged. Kramatorsk was hit by a rocket late in the evening. A kindergarten, a school and an enterprise building were damaged. There were no casualties.
As a result of another shelling by the russian military, two people were injured and 2 houses were damaged in Kostiantynivka.
In the Lysychansk direction, 2 kamikaze drones hit Zarichne. There were no casualties.
The regional coordinator of the AUI “Active Community” in Kramatorsk helped a volunteer deliver a valuable icon, which was kept in the cathedral in Serhiivka, to a safer place. Thanks to cooperation with the management of the railway station, the valuable cargo was delivered to Odesa.
Pokrovsk and Pokrovsk Raion
In the Avdiivka and Mariinka directions, the enemy conducted unsuccessful offensives in the direction of the settlements of Stepove, Avdiivka, Severne, Pervomaiske, Nevelske and Mariinka. The russians used non-lethal aerosol “tear gas” grenades in the areas of Novokalynove, Lastochkyne, Pervomaiske and Maryiinka settlements. The enemy shelled more than 10 settlements of the Donetsk Oblast. Among them are Novokalynove, Krasnohorivka, Stepove, Avdiivka, Tonenke, Severne, Pervomaiske, Nevelske, Mariinka and Novomykhailivka.
Kurakhove came under artillery fire 7 times, the building of a state enterprise was damaged.
Bakhmut and Bakhmut Raion
Bakhmut is under constant fire. At least 1 person is known to be injured.
Explosions rang out in Toretsk and Chasovyi Yar communities. In the Soledar community, the settlements of Minkivka, Orihovo-Vasylivka, Fedorivka and Rozdolivka were under fire.
Mariupol
Yesterday, the car of the illegal “police” chief was blown up in occupied Mariupol. Mykhailo Moskvin was responsible for organizing filtering measures that led to numerous arrests of the city’s civilian population. After blowing up the car, the occupant is in a serious condition in the hospital.
Behind Mariupol, in the Berdiansk direction, the russian occupiers set up “dragon’s teeth” (concrete protective structures). So the “deep rear” turns into a defensive line. The invaders are preparing for a counteroffensive of the Armed Forces of Ukraine.
The mayor of Mariupol handed over the drones to the 56th separate motorized infantry brigade of Mariupol, which defended the city from the russian invaders. Currently, the brigade is in the points of intense combat operations. In particular, protecting Bakhmut.
Luhansk Oblast
In the Luhansk Oblast, the military shot down a russian unmanned aerial vehicle. This is the 10th enemy drone neutralized by border guards in a week.
Three women from the Luhansk Oblast are suspected of holding and organizing an illegal pseudo-referendum in September 2022 in the Starobilsk Raion and Alchevsk. According to the investigation, they compiled lists of “voters”, issued “ballots” and counted votes during the “expression of will” in the temporarily occupied territories.
Mykolaiv Oblast
On March 28, the National Bank of Ukraine issued a commemorative medal dedicated to Mykolaiv. The medal is made of nickel silver, an alloy of copper, nickel and zinc. The obverse side features the inscription “Ukraine” and the stylized map of the city. On the background of the map are depicted the seaport, the building of the Mykolaiv Shipbuilding Museum, and lines from Lina Kostenko’s historical novel “Berestechko”. On the reverse side of the coin is written “Mykolaiv – the city of heroes”. The letter “Ї” is replaced here by the admiralty spire. In the background is depicted the building of the Mykolaiv Oblast Council destroyed by russian shelling.
Zaporizhzhia Oblast
During the past 24 hours, the russian military shelled 14 settlements in the Zaporizhzhia Oblast.
The ex-president of JSC “Motor Sich” Vyacheslav Bohuslaev was informed of a new suspicion. In the course of the investigation, it was established that in April 2022, when the Ukrainian military applied for the paid transfer of helicopters for use, Vyacheslav Bohuslaev gave instructions to the company’s employees to hide the documents for the helicopters so that the pilots could not fly without special forms. He also ordered the equipment to be dismantled: to remove the blades from the helicopters and hide them.
In Berdiansk, the water from the Dnipro River has almost disappeared. The townspeople are supplied with technical water from the Berda River, unsuitable for domestic use.
Odesa Oblast
A memorial to the servicemen of the 11th brigade named after Mykhailo Hrushevskyi of the National Guard of Ukraine, who died while performing combat and special tasks, was installed in Odesa.
Since the beginning of the “Offensive Guard” recruiting campaign, 1,700 people from the Odesa Oblast have applied for the assault units.
In Odesa, a tree fell on a woman due to strong gusts of wind. She suffered multiple fractures and was taken to the hospital in critical condition. In total, the storm brought down 14 trees and three large branches in the city. In addition, 28 settlements of the oblast were cut off.
Kherson Oblast
Yesterday, the russian military carried out 15 strikes on the territory of the Kherson Territorial Community. Sadove, Antonivka, Molodizhne, Kherson micro-districts: HBK, Korabel, Tavriysky and summer cottages on the coast and islands came under fire. At night, the russian army attacked Kherson and Antonivka four times. One person is injured.

At night, the russian military shelled the production premises of “Ukrposhta”. The employees were not injured.
Around four o’clock in the morning, russian troops shelled a hospital in the Dnipro Raion of Kherson with rocket fire. There were at least five explosions. The blast wave knocked out almost all the windows in the main building on one side. There are no casualties or injuries.
On the left bank of the Kherson Oblast, the russian military is looking for former participants of the anti-terrorist operation and their relatives. They conducted raids in the villages of Skadovsk and Kakhovska raions. The occupying authority needs it to report on the fight against the underground.
On the left bank of the Kherson Oblast, the Defense Forces destroyed eight units of russian equipment. In particular, three artillery installations, an unmanned aerial vehicle, four cars, including two with ammunition.
The rescuers of the Kherson Oblast received a medical aid vehicle from the “True Ukrainians” charitable foundation. The special vehicle is equipped to provide medical assistance to emergency services specialists in case of injury.
Central oblasts
Dnipropetrovsk Oblast
At night, the russians bombarded the city of Dnipro with kamikaze drones, two of them were shot down, one hit the enterprise. The fire spread over 4,000 square meters, a hangar with vegetables and fruits and some equipment was destroyed. The fire was extinguished for several hours.
In the evening, the russian army attacked Nikopol and two settlements of the Marganets community with an unmanned aerial vehicle and a kamikaze drone. In Nikopol, a 51-year-old man was wounded by shelling. The police took him to a medical facility. The educational institution was destroyed. The facade, walls and windows were damaged. A private house, a fence, and farm buildings were damaged in the Marganets community.
On March 27, the President of Ukraine Volodymyr Zelensky visited the meeting of the Headquarters of the Commander-in-Chief in Dnipro. The head of state also found out about the situation in the Nikopol Raion, the consequences of the enemy’s terrorist attacks on Nikopol, Marganets and other settlements in the Oblast.
More than 30 families from Mariupol will be provided with social housing in Dnipro.
Nikopol donated five generators for the needs of defenders fighting on the front lines. They were purchased at the expense of the city budget.
Artist and volunteer from Dnipro Serhii Burbelo organized a raffle of his painting “The Moving Ship” to raise money for a car for the soldiers. In total, it needed about 120 thousand hryvnias
Kirovohrad Oblast
The staff of the Mukhin Kropyvnytskyi Specialized Medical College purchased military equipment for almost 50,000 hryvnias for their graduate who stood up for the defense of Ukraine.
Employees of the executive apparatus of the Kirovohrad Regional Council bought four sets of hearing protection systems for air defense crews working in the Oblast. The equipment has already been handed over to the military.
Poltava Oblast
More than 150 soldiers rest on the Alley of Heroes near Poltava. The cemetery in Zaturyne has a separate sector of ceremonial burials for servicemen who died in battle. The Poltava community wants to build a memorial here, 9.2 million hryvnias are needed to implement the plan.
The Poltava Children’s Art School opened an exhibition of the works of Sviatoslav Pashynskyi, a teacher who died in the war, and his students. They did it for the anniversary of his death.
Western oblasts
Khmelnytskyi Oblast
Kamianets-Podilskyi
In the spring and summer period, 13 Points of Invincibility will operate in the Kamianets Raion.
The public organization “Kamianets-Podilskyi. Town Hall” organized the distribution of clothes and shoes for children and adults. More than 100 families of immigrants, low-income families and families with many children, who live in the Kamianets Raion, were able to choose the things they needed for the spring season.
Rivne Oblast
The fourth batch of cars from Ukrainians living in Canada has already arrived in the Rivne Oblast. Also, humanitarian aid includes 20 tires, shoes, clothes, respirator masks, towels, wheelchairs, walkers, etc. In recent months, eight crossovers have arrived from Toronto. Three more arrived today. The donated cars will be used by servicemen who are in hot spots. Medical equipment will be transferred to health care facilities in the Rivne Oblast, as well as to the military in the East.
In the Dubno Raion, in the Bokiima community, a quadcopter was purchased for one of the units that defends the eastern borders of Ukraine. Employees of educational and cultural institutions collected money for the equipment. Residents of the surrounding villages joined the action. Today, the quadcopter has already been handed over to the military. A charity fair was organized in the Sestriatyn gymnasium of the Radyvyliv community. The raised funds were directed to the purchase of equipment for a countryman who defends Ukraine. In the Demydivka community, local residents gave the military a thermal imager, camouflage nets and tools necessary for repairing equipment and arranging dugouts.
Chernivtsi Oblast
Pyrotechnicians from Bukovyna returned from the Donetsk Oblast, where they carried out work on humanitarian demining of territories. For their professionalism, courage and dedication, the head of the Main Department of the State Emergency Service of Ukraine in the Chernivtsi Oblast, Serhii Mykhailiuk, presented them with awards.
During 2022, more than 100 business representatives moved to the Chernivtsi Oblast, including 93 enterprises under the relocation program, of which 92 remain in the oblast today.
Volunteers of the Vanchykivtsi community went to the de-occupied Kherson Oblast. They delivered food for the soldiers, and also distributed food, warm clothes and hygiene products to local residents.
As part of the “The Global Business Coalition for Education” initiative, nineteen schools in Bukovyna received 137 laptops.
Zakarpattia Oblast
47 local and relocated enterprises of Zakarpattia applied for a mini-grant within the project “Local employment partnership in the Zakarpattia Oblast”.
Aid in the form of quadcopters, ammunition for the military, special equipment, tires and spare parts for cars has been delivered to the front line. The day before, it was delivered and handed over by the head ofZakarpattia customs to several units in the Donetsk Oblast, including many customs officers.
Medical and psychological assistance for forcibly displaced people is provided on a permanent basis at the humanitarian aid center “Owl’s Nest” in Uzhhorod. The project is implemented by the Ukrainian-Slovak organization STEP-IN with the support of Japan.
