Northern oblasts
Kyiv
Kyiv Mayor Vitaliy Klitschko visited the training ground of one of the military units of the National Guard of Ukraine in the Kyiv Oblast. It was this brigade that defended the airfield in Hostomel starting February 24, 2022, and also defended Rubizhne and Severodonetsk in the Luhansk Oblast. On the occasion of the Day of the National Guard of Ukraine, the mayor presented the soldiers with state awards – 14 orders “For Courage”, Class 3, and awards of the Mayor of Kyiv – 149 medals “Honor. Glory. State”.
Due to the deteriorating weather conditions in the capital, emergency power outages were introduced in the Shevchenkivskyi, Solomianskyi, Sviatoshynskyi, Holosiivskyi, Pecherskyi, Podilskyi, Darnytskyi, and Dniprovskyi districts of the city. The Kyiv-Svyatoshynskyi power center suffered the most damage. Metropolitan services are dealing with the consequences of bad weather in Kyiv. The “Kyivavtodor” municipal corporation deployed 167 vehicles to clear the roads of snow and ice. Over the past 24 hours, rescuers have gone out 6 times to eliminate the effects of bad weather. They freed 4 cars from fallen trees and cleared 2 roadways.
Representatives of the Ukrainian Orthodox Church of the Moscow Patriarchate, which is to leave the territory of the Kyiv-Pechersk Lavra on March 29, filed a lawsuit against the “Kyiv-Pechersk Lavra” National Reserve to invalidate the unilateral withdrawal from the contract. Meanwhile, believers gathered on the territory of the monastery for the last divine service.
Kyiv Oblast
On March 29, celebrations were held in Irpin to mark the anniversary of the liberation of the city from russian invaders. The rally-concert was dedicated to honoring the victims.
DTEK informed about power outages in the Kyiv Oblast due to power grid accidents. Currently, about 60 settlements affected by bad weather are de-energized. More than 30,000 customers are left without electricity.
The Hostomel Primary Healthcare Center has received new equipment for its outpatient clinics. This became possible thanks to the support of the international humanitarian organization Doctors of the World (Médecins du Monde). Hematology and urine analyzers will be used in the outpatient clinics in Horenka and Hostomel.
Zhytomyr Oblast
On March 28-29, rescuers from the Zhytomyr Oblast freed 46 vehicles with 93 people in them from snowdrifts.
In the Zhytomyr Oblast, the work of “Points of Invincibility” is suspended. Thus, 151 out of more than 500 points remain available, but with limited working hours.
The Zhytomyr Oblast received charging stations from the Embassy of Japan in Ukraine. These 19 charging stations will serve the Zhytomyr, Zviahel, Baranivka, Korosten, and Radomyshl city councils.
Chernihiv Oblast
SBU officers detained a minor resident of the Chernihiv Oblast who is suspected of organizing a group that sent fake bomb threats in Kyiv and other regions of Ukraine. The detainee had contacts with a representative of the russian special service, who contacted the teenager via messenger and gave him tasks.
The Swiss-Ukrainian Decide project is being launched in the Chernihiv Oblast. This project will provide four communities in the Chernihiv Oblast with one million hryvnias each. The community budget for schools is the first initiative to be implemented as part of the cooperation. Already next week, they plan to start project writing trainings in the schools of the partner communities.
Andriy Lisovyi from Chernihiv initiated the project “Ukrainians Who Make Their Own State”. He dedicated it to the residents of the village of Avdiivka, Chernihiv Oblast. The artist couple from the capital painted 30 portraits of villagers and seven landscapes of Avdiivka. The paintings were presented at the Tarnovskyi Historical Museum.
Sumy Oblast
Throughout the day, the russian military shelled a number of communities in the Sumy Oblast: Esman, Bilopillia, Znob-Novhorodske, and Yunakivka.
The families of the four fallen heroes from Sumy were presented with the “Honorary Citizen of Sumy” certificate. The documents were received by relatives of Oleksandr Kulyk, Heorhiy Tsedik, Yevhen Stepanenko, and Oleksandr Beliavskyi.
Residents of three communities in the Sumy Oblast can receive greenhouse kits from the International Committee of the Red Cross. It is tentatively planned to provide 150 greenhouse kits. The mandatory criteria for selection to receive the kits are: the loss of employment by family members after February 24, 2022, and the amount of income per family member does not exceed the minimum wage.
The United Nations Children’s Fund, UNICEF Ukraine, has donated 4,500 blankets and 1,200 sets of children’s clothing to the Sumy Oblast. They will be distributed to orphans, those who find themselves in difficult life circumstances, little residents of communities that are under shelling, and other children.
Eastern oblasts
Kharkiv Oblast
Russian occupiers unsuccessfully tried to attack Berestove and Krokhmalne in the Kharkiv Oblast. At least 22 settlements came under fire.
Three women were hospitalized after the village of Podoly in the Kurylivka community was shelled by russians. One of the wounded is in serious condition.
In Barvinkove, Izium Raion, a car hit an anti-tank mine on a dirt road: two people were killed and another two wounded.
Power engineers restored electricity supply in Shchurivka, Izium Raion. The work could start only after sappers neutralized a minefield: the occupiers had left 30 anti-tank and anti-personnel explosive devices under the power line.
Since March 1, mobile teams have been working in the Kharkiv Oblast to provide psychological and social assistance to residents of the oblast. They travel to communities based on the requests received from the social services centers. During this month, the teams made about 30 such trips.
Donetsk Oblast
The enemy is concentrating its main efforts on conducting offensive actions in the Lyman, Bakhmut, Avdiivka and Mariinka directions. Bilohorivka, Bakhmut, Avdiivka, Mariinka and their surroundings remain at the epicenter of hostilities.
Thanks to professional and coordinated actions, during the past day units of the Armed Forces of Ukraine repelled 57 enemy attacks in the above-mentioned directions.
In total, the кussians wounded 5 residents of the Donetsk Oblast in one day.
Since February 24, 2022, the russians have killed 1,436 civilians in the Donetsk Oblast, and wounded another 3,302. The number of victims in Mariupol and Volnovakha is currently unknown.
Kramatorsk and Kramatorsk Raion
1 house was damaged in Kostiantynivka. No casualties have been reported.
In the Lysychansk direction, isolated shelling took place in the Siversk community. There were no casualties.
A Temporary Medical Center was opened on the territory of Kramatorsk Secondary School No. 20. It will be staffed by medical workers from the city outpatient clinic No. 4 of the Center for Family Medicine No. 1. Outpatient reception of patients will be conducted there by a therapist, general practitioner (family doctor) and nurses.
Pokrovsk and Pokrovsk Raion
In the Kurakhove community, a house was damaged in the village of Vovchenka, and the outskirts of Kurakhove came under fire.
Isolated shelling of Avdiivka and Mariinka communities was recorded: in the settlements of Mariinka, Krasnohorivka and Novomykhailivka.
Representatives of the UNFPA Country Office in Ukraine visited Pokrovsk. As part of the implementation of the UN program for the restoration and building of peace “Cities and communities free from domestic violence”, a day center for socio-psychological assistance to the affected persons is operating in Pokrovsk. The visitors discussed work under martial law, the need for specialists, assistance to internally displaced persons, and the creation of new consultation points.
The NGO “Internally Displaced Persons of Ukraine” and the humanitarian hub “Yednannia” [“Unity”] of the Pokrovsk military administration provided humanitarian support to the students of the Donetsk Medical University, who currently live in Kropyvnytskyi.
Bakhmut and Bakhmut Raion
Three people were wounded in Bakhmut and two – in Chasiv Yar. In the Soledar community, the settlements of Minkivka and Orihovo-Vasylivka were under fire. The outskirts of Toretsk community were shelled.
Volnovakha and Volnovakha Raion
In the Volnovakha direction, Vuhledar and nearby villages were shelled. There were no casualties.
Luhansk Oblast
The enemy continues to use the medical facilities in the temporarily occupied territories of the Luhansk Oblast for their own purposes. The local hospital of Bilovodsk has also been converted into a military hospital with 200 beds. Occupants with minor injuries are currently being treated at this medical facility. At the same time, all civilians were discharged.
Over the past day, the aviation of the Armed Forces of Ukraine carried out 5 strikes on the areas of concentration of personnel and military equipment of the occupiers in the Luhansk Oblast. Also, Ukrainian soldiers shot down enemy unmanned aerial vehicles “Orlan-10” and “ZALA”.
Units of missile forces and artillery hit the command post, 6 areas of concentration of enemy manpower, weapons and military equipment, an anti-aircraft missile complex, and an ammunition depot.
The policemen delivered another batch of humanitarian aid to the liberated villages of the Luhansk Oblast – to the residents of Nevske, Makiivka, Hrekivka and Novoliubivka villages (Krasnorichenske community, Svatove Raion). In particular, fresh bread was distributed to people. This was made possible by the efforts of community representatives and the oblast police.
Southern Oblasts
Mykolaiv Oblast
Since the morning, residents of Mykolaiv have been coming to the destroyed oblast council building to honor the memory of those killed when a cruise missile hit the building on March 29, 2022. People bring flowers and lamps. A year ago, 37 people died here.
In Mykolaiv, as of March 29, the program “Renovate a House” from the State Energy Efficiency Fund is being implemented. One of the high-rise buildings damaged as a result of shelling by russian troops will be restored with 100% coverage of the payment of works and materials.
Since May 2022, the Mykolaiv geriatric boarding house has been designated as a facility that accepts people whose homes were destroyed as a result of russian shelling. As of March 29, 2023, 44 IDPs, mainly from the Kherson and Mykolaiv oblasts, live here.
Zaporizhzhia Oblast
During the past day, March 28, the russian military shelled civilian infrastructure in the area of 13 settlements in the Zaporizhzhia Oblast.
Today, March 29, a series of explosions rang out in the temporarily occupied Melitopol. In some areas of the city and surrounding settlements, power supply has disappeared. Details are being clarified.
In the temporarily occupied territories of the Zaporizhzhia Oblast, russians are preparing for the so-called “elections”: they have registered branches of russian parties, created an “election commission”.
Director General of the International Atomic Energy Agency (IAEA) Rafael Grossi arrived at the Zaporizhzhia NPP. He plans to see how the situation at the NPP has changed, to talk with the nuclear engineers who operate it, and also to act as a guarantor of the rotation of members of the Agency’s permanent mission working at the Zaporizhzhia NPP from September 2022.
Odesa Oblast
The Security Service of Ukraine reported the suspicion to the ex-deputy head of the State Emergency Service Department in the Odesa Oblast, Oleksandr Korotayev, who, according to the investigation, joined the russian military and incited people in the Kherson Oblast to join the battalion and fight against Ukraine.
Due to bad weather, 16 settlements in the Odesa Oblast remain without electricity. During the day, 137 transformer substations and 9 overhead lines were repaired in the region.
A heart transplant was performed for the first time in Odesa. The operation took place in Odesa City Hospital No. 10. A 43-year-old man who was waiting for a transplant received a donor heart.
Kherson Oblast
During March 28, the russian military shelled the territory of the Kherson community 16 times. 95 shells were fired. Lesions were recorded in Kherson, Antonivka and Zelenivka.
Also, four communities of the Beryslav Raion came under enemy fire. In particular, Beryslav, Mykhailivka, Chervonyi Maiak and Tiahynka. Private houses and farm buildings were damaged. There are no dead or injured.

Central oblasts
Dnipropetrovsk Oblast
In the Kryvyi Rih Raion of the Dnipropetrovsk Oblast, demining of fields has been ongoing since the beginning of March. During this time, sappers surveyed about 1,700 hectares. The territories most contaminated with explosive objects are in the Shyroke and Zelenodolsk communities.
The first social housing for Mariupol residents will appear in Dnipro. Soon, 35 families from Mariupol will move into the renovated hostel. Their list was approved by the Executive Committee of the Mariupol City Council. In addition, Dnipro is already working on new projects that will provide social housing to more than 300 Mariupol families.
Kirovohrad Oblast
Since the beginning of the war, more than 40 criminal proceedings have been registered in the Kirovohrad Oblast for evasion of military service. Some of the indictments are currently under consideration in the courts, some of them have already been sentenced.
The fifth “Kropyvnytskyi readings” took place in Kropyvnytskyi. It is a project in which participants read the plays of Mark Kropyvnytskyi in roles. For the first time, the event took place in the local drama theater named after the Corypheus.
The charity concert program “Creative volunteers. We are one year old.” A year ago, talented young townspeople united to raise money for the needs of the Armed Forces. 17 children’s creative groups and more than 400 talented children will take part in the concert program.
Western oblasts
Rivne Oblast
Employees of the Rivne Nuclear Power Plant continue to deduct at least 3% of their salaries for the Armed Forces every month. In February, more than 3 million hryvnias were collected. Drones, thermal imagers, walkie-talkies and cars were purchased. And with the March money, more than 2.8 million hryvnias, 15 thermal imagers and a quadcopter were purchased. Volunteers have already delivered everything to the front line for the 61st battalion of the 104th territorial defense brigade of the Armed Forces of the Rivne Oblast.
Employees of Rivneoblenergo install metal structures for storks; they serve as a basis for nests, so that the birds’ homes do not sag on the power grid.
Chernivtsi Oblast
The best guards soldiers were honored on the occasion of the 9th anniversary of the creation of the National Guard of Ukraine. The head of the Chernivtsi garrison, Colonel Ihor Sorokopud, congratulated the servicemen on the holiday, thanked them for their service and presented certificates.

In Chernivtsi, the relocated enterprise from Kharkiv produces electronics for beekeepers. Zakarpattia Oblast
235 employers in Zakarpattia will receive compensation for labor costs of employing internally displaced persons. They have hired 569 immigrants.
The Department of Urban Infrastructure of the Uzhhorod City Council has announced the acceptance of applications for receiving compensation for housing and communal services for March from persons who accommodated displaced persons free of charge.
A race will be held in Uzhgorod in support of the 128th Zakarpattia Brigade. The goal of the event is to attract as many people as possible to active movement and sports. Funds collected for participation in the event will be used to support the 128th Zakarpattia Brigade.
