Northern oblasts
Kyiv
Administrator of the United States Agency for International Development (USAID) Samantha Power arrived in Kyiv. This was reported on Twitter by US Ambassador to Ukraine Bridget Brink, who met Samantha Power at the Kyiv railway station.
An important project is being implemented in Kyiv – the installation of autonomous solar power plants for the uninterrupted power supply of hospitals. The project to install solar power plants will provide uninterrupted power supply to 3 medical institutions at the moment: one of the city’s clinical hospitals, a maternity hospital, and a perinatal center.
Kyiv Oblast
American philanthropist Mitzi Perdue visited Irpin. She visited the restored Irpin police station, which she saw for the first time immediately after the de-occupation of the city. She also donated five modern boats to the river police of the Kyiv Oblast.
Zhytomyr Oblast
In the Zviahel Raion of the Zhytomyr Oblast, they will develop medicine in remote communities: mobile medical teams and mobile pharmacies are planned to be launched. They also plan to implement a project to transport patients with limited mobility to the hospital. Two communities have already been selected to participate in the program.

At night and in the morning, the russian military shelled the border areas of the Sumy Oblast 9 times. A total of 63 explosions were recorded. The Bilopillia, Velyka Pysarivka, Esman, Druzhba, and Khotyn communities came under fire from the territory of russia.
In the afternoon of July 17, russians shelled the center of Bilopillia. The russian military bombarded the town with artillery. At least 10 people were wounded. Two people were reported dead.
Eastern oblasts
Kharkiv Oblast
Last night, the enemy shelled Kharkiv twice with S-300 missiles. One of the missiles exploded in the air over the territory of the russian federation, 4 hits were recorded in the city on the territory of an enterprise in the Osnovianskyi district. Unfortunately, a civilian was killed. Three men were wounded and hospitalized, their condition is moderate. A 56-year-old civilian received medical aid on the spot.
This morning the enemy shelled Vovchansk, Chuhuiv Raion. According to preliminary information, a 60-year-old man was wounded and hospitalized. Emergency services are working on the spot.
Over the past day, the enemy fired mortars and artillery at the border and frontline settlements of the Bohodukhiv, Kharkiv, Chuhuiv, and Kupiansk raions of the oblast.
In the village of Blahodativka, Kupiansk Raion, a private house, outbuildings and a car were damaged as a result of enemy mortar shelling.
In the village of Odnorobivka, Bohodukhiv Raion, 5 private houses were damaged as a result of hostile mortar shelling.
In the Nemyshlianskyi district of Kharkiv, two civilian men, aged 21 and 22, tried to disassemble an unidentified explosive device. As a result of the explosion, both were injured and hospitalized. Doctors assess their condition as moderate.
Donetsk Oblast
Over the past day, the russian army shelled 10 towns and villages of the Donetsk Oblast. 54 civilian facilities were damaged.
On July 16, four people were wounded in the Donetsk Oblast as a result of shelling by the russian army.
Since February 24, 2022, the russians have killed 1,613 civilians of the Donetsk Oblast, and wounded another 3,851 people. The number of victims in Mariupol and Volnovakha is currently unknown.
Pokrovsk and Pokrovsk Raion
In the Donetsk sector, 8 houses were damaged in the Kurakhove community, and Maryinka and Krasnohorivka were shelled throughout the day.
Kramatorsk and Kramatorsk Raion
At night, the russians launched a rocket attack on Kramatorsk. Two people are wounded , residential buildings and the territory of the enterprise are damaged.
Tonight, the russian occupiers attacked Kostiantynivka with four S-300 missiles. Six houses, a school and an enterprise were damaged. One person was injured and five houses were damaged in Pleshchiivka of the Illinivka community.
In the Lysychansk direction, three houses were damaged in Yampol of the Lyman community, one in Siversk and one in Zvanivka.
In Kramatorsk, a local man was detained. Under the influence, he talked about the location of the Armed Forces in pro-russian chat rooms. He faces up to 8 years in prison. The man also informed the FSB about the consequences of the attack on the pizzeria on June 27. The russian special service was most interested in information on the number of dead and injured people and data on whether there were military personnel among them.
Bakhmut and Bakhmut Raion
In the direction of Horlivka, the russians dropped two aerial bombs on New York, one of them destroyed a five-story building. A total of six buildings, an administrative building and an infrastructure facility were damaged in the community. Three houses were damaged in the Chasiv Yar community.
During the past week, the defense forces advanced every day in the direction of Bakhmut and liberated seven square kilometers. In total, more than 30 square kilometers around Bakhmut have already been freed.
The russian army withdraws reserves near Bakhmut in order to maintain its positions. During the day in this direction, russian soldiers fired at the positions of the Defense Forces more than 1,150 times, and 15 battles took place.
Volnovakha and Volnovakha Raion
In the Volnovakha direction, Vuhledar and Prechystivka came under fire, and in the Komar community, the village of Shevchenko came under fire too. In the morning, the russians shelled Velyka Novosilka using Grad MLRS.

Mykolaiv Oblast
Yesterday, July 16, enemy artillery strikes were carried out in the water area of the Ochakiv community. There are no casualties.
Also yesterday, the enemy carried out artillery fire on the settlement of the Kutsurub community. As a result, dry grass caught fire, which was quickly extinguished. There are no casualties.
Tonight, July 17, the enemy launched artillery strikes on the town of Ochakiv in the Ochakiv community. There are no casualties.
In Mykolaiv, the Pervomaisk, Voznesensk and Bashtanska raions, the day and night passed relatively calmly.
Zaporizhzhia Oblast
During the past day, July 16, the russian military shelled 16 settlements in the Zaporizhzhia Oblast. There were no casualties or injuries. 18 reports of the destruction of residential buildings, commercial buildings and infrastructure facilities were recorded.
In the Zaporizhzhia Oblast, on the night of July 17, air defense forces destroyed a russian drone of the “Shahed-136” type.
Last week, the Defense Forces of Ukraine liberated 10.9 square kilometers in the Melitopol and Berdiansk areas. In total, since the beginning of the offensive in the south, Ukrainian defenders advanced 9.25 km and liberated 179.5 square kilometers.
In the Zaporizhzhia Oblast, it is forbidden to visit the forest, to enter it by means of transport, except for official and military ones. This summer’s martial law ban is accompanied by a fire hazard restriction.
As of today, in the villages of Kushuhum and Balabyne of the Zaporizhzhia Oblast, due to the russians undermining the Kakhovka HPP, entire islands of land have formed on the site of the once deep-water Kushugum River. In some places, the water continues to recede, but the riverbed has partially settled.
Odesa Oblast
In Odesa, two objects similar to shells were washed up on one of the beaches of the Peresypsky District. Explosive experts and investigators were immediately called to the scene.
A militant of the russian “self-defense of Crimea” was detained in Odessa. In 2014 he captured administrative buildings on the peninsula. The man also patrolled the streets, stood at checkpoints and guarded pro-kremlin rallies organized by representatives of the russian special services at the time.
Kherson Oblast
During July 16, the russian army shelled the Kherson Oblast 89 times. It fired 40 shells over Kherson. A car market, an infrastructure enterprise, and a farm were damaged. One person died, nine, including two children.
A resident of the Kherson Oblast will be tried for collaborationism. In September 2022, he recorded a video message in which he called on people to come to a pseudo-referendum and vote for the region’s accession to the russian federation. He faces up to 10 years in prison.
In the Kherson Oblast, the existence of historical landscapes and archeological monuments in the coastal areas of the Dnipro is under threat. After the russian military blew up the Kakhovka HPP, the sights on the low left bank of the Dnipro were damaged more than on the right.
Central Oblasts
Dnipropetrovsk Oblast
On the night of July 17, the Armed Forces of Ukraine shot down two Shahed drones, which the russian army used to attack the Dnipropetrovsk Oblast.
4.5 thousand residents of the Hrechani Pody community, the Dnipropetrovsk Oblast, now have quality water supply. A new sewage treatment plant was installed there. Its cost is more than half a million hryvnias. Similar stations are planned to be launched in other communities that were also deprived of water supply after the destruction of the Kakhovka HPP.
Completion of works to restore water supply in Nikopol is complicated by shelling.
The project “Summer School of Guides “History Around Us” is being implemented in Kamianske. It is designed to help IDPs integrate into a new community by studying the history, traditions and culture of the region.
Kirovohrad Oblast
Builders from the Kirovohrad Oblast are rebuilding the de-occupied town of Mala Oleksandrivka, which is under the care of the Kirovohrad Oblast. Work has begun on the restoration of damaged private houses on Molodizhna Street. There, the roof is being covered and the windows are being replaced. The slate that was damaged by debris will be partially replaced.
Servicemen of the 121st separate brigade of the Territorial Defense of the Kirovohrad Oblast shelter the pets at combat positions. During the shelling, defenders hide animals in shelters, and sometimes the animals themselves sense danger and warn the military.
Poltava Oblast
For the third week, Poltava doctors are working in the Kherson Oblast. There was a rotation of two emergency teams, a pediatrician and a surgeon. A chemotherapist, who was needed by one of the medical institutions, also arrived. Two mobile dispensaries worked in seven settlements of the Kherson Oblast. The teams conducted preventive examinations of more than 100 people, including children.
Mykola Kharchenko with the call sign “September” died in the spring of 2023. He comes from Mykhailyky, the Poltava Oblast, and was brought up in a boarding school. He had his last combat mission in the Luhansk Oblast. His sister is collecting signatures about his posthumous awarding of the Order and title of Hero of Ukraine.
It is planned to monitor the movement of internally displaced persons from the Poltava Oblast by their SIM cards. Many people plan to return to their native settlements in the liberated territories by the end of the summer in order to start their children’s education. In order to simplify the accounting system, IDPs are recommended to inform the Department of Social Protection of the population about their departure.

Kamianets-Podilskyi
According to the results of the official delegation’s trip to Germany, to the city of Esslingen am Neckar, preliminary agreements were reached: in the field of medicine (transfer of medical equipment and furniture, possibility of internship of Ukrainian doctors in Germany); education (rest for children of the community, assistance in the implementation of the project of psychological rehabilitation for children); in the field of housing and communal services (transfer of special equipment for utility workers and rescue workers, internship programs). The burgomaster of Esslingen, Matthias Klopfer, noted that Germany will support Ukraine both during the war and during the reconstruction of the country after its end.
Children of the military and children from vulnerable categories from Kamianets were on vacation in Poland in the city of Sanok for seven days. The holiday was organized at the expense of the city budget and the sister city. In August, a trip for children from vulnerable categories is planned to Tarnowo Podgórne (Poland) and to Ukmergė (Lithuania).

Zakarpattia Oblast
Military training classes were held for employees of communal institutions and organizations of Uzhhorod as part of the preparation of citizens for civil resistance. Basic knowledge was shared by representatives of the A7080 military unit and instructors.
Public organizations can receive up to $ 10,000 for the implementation of projects to improve the integration of displaced people into communities. The international organization IREX announced the grant competition within the framework of the “Union for Action” program. Public organizations working in Uzhhorod and Mukachevo are invited to participate in the selection.
