Northern oblasts

Kyiv

The new UK Secretary of State for Defense, Grant Shapps, arrived in Kyiv and met with President of Ukraine Volodymyr Zelenskyy, who thanked the high-ranking guest for his country’s powerful financial, defense, and humanitarian support for Ukraine. 

NATO Secretary General Jens Stoltenberg also arrived in Kyiv on an unannounced visit.

An exhibition entitled “In Steel Thunderstorms” with photographs taken in the Bakhmut sector at the height of hostilities opened at the Kyiv City History Museum.

Kyiv Oblast

The German Federal Prosecutor’s Office is investigating a possible war crime by the russian military in Hostomel, during which a German was wounded. His car came under russian shelling. After being wounded, the firefighter ended up in a hospital in Borodianka, which was occupied by russians a few hours later. Ukrainian services have already identified five russians involved in the shelling. They are being tried in absentia in the Irpin city court. 

In Mykhailivka-Rubezhivka, housing for displaced people continues to be actively built. The facade work has already been completely finished, hydraulic tests of the water supply and heating system have been carried out, the installation of the sewerage system has continued, switches and electrical panels have been installed, the plinth has been prepared for concreting, and tiling of the plinth has begun. They have also installed railings, metal staircases, as well as ventilation and fire protection of air ducts, finished the blind area around the building, and installed doors in the control room.

Zhytomyr Oblast

The city of Zhytomyr plans to purchase a thousand FPV drones for the military at the expense of the city budget.

A charity auction in Zhytomyr will raise money for the military on the Day of Defenders of Ukraine. The lots include themed souvenirs, paintings, and art installations. The goal is to raise one million hryvnias to purchase kamikaze drones for the military.

The photo exhibition “Incredible” was opened in Zhytomyr. It tells the story of female border guards who have remained loyal to their oath of enlistment and defend Ukraine on an equal footing with men.

Chernihiv Oblast

During the day of September 27, the russian military shelled the border areas of the Chernihiv Oblast. The Novhorod-Siversk and Semenivka communities came under fire.

In the village of Ivanivka, 10 kilometers off Chernihiv, the school cafeteria, which was destroyed during the hostilities, is being rebuilt. Currently, work has begun to dismantle the damaged structures. The area of the premises and layout will be changed.

Sumy Oblast

During the day of September 27, the russian army carried out 36 shelling attacks on the Sumy Oblast. 228 explosions were recorded. The communities of Krasnopillia, Bilopillia, Yunakivka, Mykolaivka, Khotyn, Velyka Pysarivka, Esman, and Seredyna-Buda were under fire.

At night and in the morning, the russian army opened fire on the territory of the Sumy Oblast five times. A total of 38 explosions were recorded. 

The Svesa, Esman, and Velyka Pysarivka communities came under fire.

Eastern oblasts

Kharkiv Oblast

Over the past day, the settlements in еру Kharkiv, Bohodukhiv, Chuhuiv, Kupiansk, and Izium raions came under hostile fire. 

As a result of artillery shelling of the town of Vovchansk, Chuhuiv Raion, the buildings of a civilian enterprise were damaged.

The enemy attacked the village of Cherneshchyna, Izium Raion, with a guided aerial bomb. It hit an open area, causing no casualties.

The enemy attacked the village of Kruhlyakivka, Kupiansk Raion, with a Grom E-1 missile, damaging an infrastructure facility.

The shelling of the village of Mala Shapkivka in the Kupiansk Raion damaged a gas pipeline and an outbuilding, and caused a fire in an open area. 

No casualties among the civilian population were reported over the day.

Mine clearance is ongoing. Over the past day, pyrotechnicians of the State Emergency Service surveyed more than 3.1 hectares of territory and defused 118 explosive devices.

Donetsk Oblast

On September 26, 13 towns and villages in the Donetsk Oblast came under fire from the russian army. 47 houses were damaged.

One person was killed in Kalynivka and 5 others were wounded in the Donetsk Oblast as a result of shelling.

In total, since the beginning of the full-scale war, the russians have killed 1,723 civilians of the Donetsk Oblast, and wounded another 4,178 people. The number of casualties in Mariupol and Volnovakha is currently unknown.

Kramatorsk and Kramatorsk Raion

Yesterday, as a result of shelling, a house in Torske of the Lyman community was damaged. In Zvanivka, four houses and a farm were destroyed. In Siversk two houses and a non-residential structure were also destroyed.

Yesterday, Kostiantynivka was hit by a KAB-500 aerial bomb. One person was injured, 27 private houses, two power lines and a gas pipeline were damaged.

Today, at dawn, the russian army dropped a half-ton aerial bomb on Kostiantynivka for the second time. Private houses were damaged. No casualties have been reported yet.

During the day, for the third time in the last two days, the russian occupiers attacked Kostiantynivka, three people were injured.

Pokrovsk and Pokrovsk Raion

On the Donetsk side, the russians shelled the Kurakhove community seven times. Kurakhove, Hostre and Stepanivka are affected.

This afternoon, russian troops hit the territory of the Avdiivka Coke Plant with two missiles. There was a fire at the enterprise. The remains of naphthalene are burning.

Bakhmut and Bakhmut Raion 

Yesterday, the russian army dropped an aerial bomb on Toretsk, four people were injured, eight houses were damaged; one more house was destroyed in New York.

In Kalynivka of the Chasiv Yar community, one person died, three houses were damaged.

Volnovakha and Volnovakha Raion

In the Volnovakha direction, Vugledar, Novoukrayinka and Prechistivka came under fire. There are no casualties.

Luhansk Oblast

The enemy is striking from planes along the entire contact line. Both the Svatove and Kreminna communities are under attack. Yesterday, the occupiers bypassed only Bilohorivka. But they beat Novoselivske, Nadia, Novoehorivka, Nevske, Novoliubivka. Thus, two KAB-500 aerial bombs exploded in the Novoliubivka area. The extent of destruction is being clarified. On the outskirts of Nevske, dry grass caught fire as a result of four shots from the Smerch rocket system.

Southern oblasts

Mykolaiv Oblast

During the day of September 27 and the night of September 28, 22 enemy air targets were destroyed by the forces and means of air defense in the Mykolaiv Oblast: two reconnaissance UAVs of the “Orlan” type and 20 attack UAVs of the “Shahed 131/136” type.

On the evening of September 27, the city of Mykolaiv was hit by a missile. The hit took place at an infrastructure object on the outskirts of the city. As a result, dry grass caught fire, which was promptly extinguished. There are no casualties.

On the evening of September 27, in the Sukhyi Yelanets community, the power supply line was damaged as a result of the falling debris of an enemy UAV shot down by air defense forces. There are no casualties.

On the night of September 28, in the Stepove community, as a result of falling debris from an enemy UAV shot down by air defense forces, an economic building was damaged. There are no casualties.

This morning, September 28, enemy artillery shelling was recorded in the water area of ​​the Ochakove community. There are no casualties.

Zaporizhzhia Oblast

148 times the army of the russian federation shelled the cities and villages of the Zaporizhzhia Oblast in the past day. Orikhove, Robotyne and Novodanylivka survived four airstrikes. The enemy attacked more than 10 front-line towns and villages with MLRS, drones and artillery. 

A 23-year-old resident of Novoyakovlivka was injured as a result of shelling from a russian anti-aircraft missile the previous day.

Since the beginning of the full-scale invasion, the russians have kidnapped 30 representatives of Ukrainian local self-government and authorities in the Zaporizhzhia Oblast.

The IAEA reported in a report to the international organization Greenpeace that it cannot control safety at the temporarily seized Zaporizhzhia NPP.

Odessa Oblast

At night, the russian army again attacked the Odesa oblast with attack drones. Air defense forces destroyed three “Shahed-136/131” kamikaze drones over the Oblast. There were no injuries, as well as hits and destruction. Only a few insignificant foci of ignition of dry grass due to falling fragments of downed drones were recorded.

Kherson Oblast

During September 27, the russian army shelled the Kherson Oblast 109 times. It fired more than 600 shells on its territory. There is a hit in the territory of the plant and a critical infrastructure object in Kherson. Two people died, one was injured.

During the past day, the russian aviation dropped 17 guided aerial bombs on populated areas of the Beryslav Raion. Burhunka, Olhivka, and Mykolaivka were bombed. Several private houses were destroyed.

In the morning, the russian military attacked Antonivka near Kherson. Three people were injured in varying degrees of severity.

Also, in the morning, russian troops shelled Zolota Balka, the Beryslav Raion. They hit the central part of the village; half a dozen hits were recorded. There were no casualties or injuries.

As a result of shelling by russian troops in the Kherson Oblast, 14 fires broke out in a day – in residential buildings, on the territory of a factory and a critical infrastructure facility. All fires were extinguished.

Central Oblasts

Dnipropetrovsk Oblast

On the night of September 28, the russian army shelled the Myrove community of the Nikopol Raion with artillery. There were no damage, no casualties or injuries.

On the night of September 28, the Air Defense Forces shot down one russian drone over the Dnipropetrovsk Oblast.

Kirovohrad Oblast

That night, the Air Defense Forces shot down 11 “Shahed” drones over the Kirovohrad Oblast. There was a hit. Previously, there were no casualties, injuries or damage to civil infrastructure. All relevant services are working at the scene.

The Kirovohrad Oblast continues to participate in the large-scale “Side by Side” project. The second round starts, which includes 320 objects in the Kherson Oblast affected by the explosion of the Kakhovka HPP.

Poltava Oblast

A memorial plaque was opened in the Poltava Oblast in memory of Yevhenii Brakh “Mali”. The hero studied at the Seleshchyna Gymnasium, from now on they will hold annual shooting tournaments in honor of Yevhenii Brakh and will open the sports hall that the defender dreamed of.

After February 24, 2022, the number of families who have the status of family members who died for Ukraine increased in the Poltava Oblast. Currently, it is known that 1,770 people in the oblast have received this status.

Sviatoslav Stehnii, a 14-year-old athlete from Poltava with hearing impairment, won numerous karate competitions. The boy gave his awards to the Armed Forces of Ukraine. The public organization “Vidchui” [ukr. “Feel”] thanked him for the donation and found benefactors who provided the boy with free modern devices.

Cherkasy Oblast

That night in Cherkasy there was increased danger due to the attacks of the occupiers. Namely, there was a threat of enemy use of attack drones. The Air Defense Forces was working in the region.

About 500 internally displaced people received housing in Cherkasy. More than 220 of them live in a temporary shelter. Another 260 are in dormitories.

In the Cherkasy Oblast, five more “Safety Classes” were put into operation. Employees of the State Emergency Service and members of the Wives of Young Firefighters movement took part in the opening. Children were taught life safety.

Vasyl Heletko, an artist from the Zvenihorod community, painted 58 graphic portraits of soldiers of the “Azov” Regiment. 41 of them will be presented at the exhibition in the Cherkasy Oblast Museum of Local History.

Vinnytsia Oblast

The fired casings were turned into flower vases by residents of the village of Novozhyvotiv from the Orativ community. They were handed over to the compatriots by military personnel.

Western Oblasts

Lviv Oblast

In Lviv, expenditures for the support of the Armed Forces of Ukraine were increased by UAH 250 million. This decision was made by city deputies during the session on September 28. The money will be spent on the purchase of drones, cars and on subsidies for military units. The total amount of support for military personnel and their families this year under all city programs is UAH 2.1 million.

Khmelnytskyi Oblast

In Khmelnytskyi, investigators of the Security Service of Ukraine exposed an employee of a state enterprise for anti-Ukrainian propaganda. Computer equipment and mobile terminals were seized from the suspect’s apartment, which, according to the pre-trial investigation, he used to distribute anti-Ukrainian content.

Chernivtsi Oblast

Emergency trees will become an alternative source of heating. Such a decision was taken at the executive committee. Stocks of raw materials will be used in the event of an emergency to heat common areas.

The Strategy for the Development of the Chernivtsi Oblast until 2027 defines tourism as one of the strategic areas of economic development of the region. This was discussed at a meeting with the participation of oblast authorities and representatives of the tourism industry from Hungary, Slovakia and Romania. The goal of the project is to show guests the history and culture of Bukovyna, to introduce them to the tourist gems of the Chernivtsi Oblast. 

Ivano-Frankivsk

Eight militants from the so-called “Luhansk/Donetsk people’s republics” will be tried in Ivano-Frankivsk. The Armed Forces of Ukraine captured them during combat clashes in Lyman and the Lysychan Raion, as well as during the liberation of the right-bank part of the Kherson Oblast.

Zakarpattia Oblast

A memorial to the victims of the Holocaust in the Zakarpattia Oblast was unveiled on Yevhen Fentsyk Square in Uzhhorod. It will become a symbol of memory of Jewish women, men and children who died at the hands of the Nazis during the Second World War.

About 120 pupils of Uzhhorod Lyceum “Leader” took part in classes with National Guardsmen. These are children of the tenth and eleventh grades. Schoolchildren were told about the types of mines, weapons and equipment, and were also taught how to apply tourniquets.

In Uzhhorod, the international project “Expansion of high-tech opportunities for institutions of higher education” is being implemented, in which the Uzhhorod National University participates on behalf of Ukraine. The goal is to strengthen the innovative and entrepreneurial potential of higher education in the field of Beyond 5G technologies through the introduction of advanced technological solutions, relevant educational programs and the development of partnerships with other higher education institutions and local businesses.
