The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

Northern Oblasts

Kyiv

The residents of Kyiv make boxes with necessary things for people and animals that may get stuck in an elevator during blackouts in their residential complexes. 

Kyiv Oblast

Last week Irpin was visited by the team of the Japanese Broadcasting Corporation NHK World Japan. The NHK World Japan film crew talked to the First Deputy Mayor of Irpin, Andriy Kravchuk, about the state of readiness of the Irpin community for the heating season. In addition, the representatives of the Japanese corporation, together with the head of the “Teplopostach” Oleksandr Kostiuk, have inspected the largest boiler house in the city, where they have already installed window blocks and glazed part of the windows broken during the hostilities.

Scheduled works on mine clearance of territories continue in Kyiv oblast. Today, the elimination of explosive units was carried out in Boryspil raion.

Zhytomyr Oblast

The express course Shchodenna Ukrainska (Every day Ukrainian Language) for internally displaced persons starts in Zhytomyr on November 7. The Department of Culture of Zhytomyr City Council sponsors it. The course will consist of 8 thematic lessons and will be held offline in the House of Ukrainian Culture.

The central stadium “Polissia” in Zhytomyr will receive additional funding for reconstruction. The Department of Regional Development of the Zhytomyr Regional Military Administration, as a client, has allocated UAH 40 million from the regional budget for the implementation of the plan.

Sumy Oblast

Yesterday, the russian military shelled the Krasnopillia and Znob-Novgorod communities in Sumy oblast. At noon, the russian military fired 36 times from cannon artillery on the territory of the Krasnopillia community. In the evening, they fired mortars at the Znob-Novgorod community. 

In Sumy oblast, they said goodbye to the soldier Anton Kolodyazhnyi who died in Donetsk oblast.

Eastern Oblasts 

Kharkiv Oblast

The night in Kharkiv passed without russian attacks. During the day, the occupants shelled with artillery the inhabited localities of Kharkiv oblast bordering the contact line, in particular, Kupiansk and Chuguev raions. 

After 9 p.m. occupants struck Kupiansk, a residential building was destroyed. There were no casualties or injuries.

During the day, doctors hospitalized a 50-year-old woman who suffered as a result of shelling in Kivsharivka, in Kupiansk raion. The patient is in serious condition. 

Pyrotechnic units of the State Emergency Service continue to demine the territory. During the day, 563 explosive devices were neutralized.

Donetsk Oblast

In Horlivka’s direction, 1 person was killed and 2 were wounded in Bakhmut. A detached house and a multi-story building were damaged in the town. In the Toretsk community, 4 houses were destroyed in Kurdyumivka, a house was damaged and cattle were killed in Nelipivka. In the Soledar community, there was sporadic shelling near Yakovlivka, Bakhmutske, and Rozdolivka, where a hangar was damaged.

On October 31 it became known about three civilians were killed by russians in Donetsk oblast – two in Bakhmut and one in Kurakhove. In addition, law enforcement officers found the body of one civilian killed during the occupation – in Rubtsi. Another 3 people were wounded yesterday.

Since February 24 Russians killed 1134 civilians in Donetsk oblast and wounded 2503 more. The number of victims in Mariupol and Volnovakha is currently unknown.

Kramatorsk

Restless night in Kramatorsk – occupants shelled another industrial enterprise of the city. There were 14 missiles in total. No casualties, but there is destruction. 

Free evacuation of Kramatorsk residents to Ternopil oblast starts on November 2. To go to a safe region and save one’s family from constant shelling, one needs to fill out an application via phone at +380505448692 (in Kramatorsk) or +380988903318 (for all the communities in Donetsk oblast). One gets to the meeting point, from where there will be a free transfer to the evacuation train in Pokrovsk and to stay in Ternopil oblast. 

The first full-fledged branch of Oschadbank started working in Lyman after its liberation. The Active Community team conducted training on first aid for the residents of Kramatorsk. The Canadian instructor told about the common injuries that can occur in war zones and helped to work out the algorithm of actions in case of injuries. 

Pokrovsk and Pokrovsk raion 

Russians shelled the Donetsk direction over the last day. There were no casualties, but there are destruction. One detached house was destroyed in Kurakhove, there were also hits on the outskirts of Vesely Hai and Trudove.

In Avdiivka there were sporadic hits at night, and in the morning – two massive shelling of the center and the old town. The outskirts of the villages in the Ocheretyne community came under shelling – the power supply line was damaged.

The Pokrovsk community received the humanitarian cargo. This became possible thanks to the partnership of the Pokrovsk City Military Administration and the “Community Development Agency” with the charitable organization “ADRA Ukraine”, which works with the support of the UN World Food Program (WFP). People were provided with assistance in the form of food.

Mariupol 

A photo of Mariupol “strilka” with the arrival of Russian occupiers appeared in the network. A cozy spot, where meetings and the process of laying flowers used to take place, was turned into ruins. 

The occupiers promised to pay off Mariupol residents for the housing loss, and now they are issuing mass refusals. People are receiving replies that they allegedly have “incomplete information.”

Luhansk Oblast

In Luhansk Oblast, the armed forces have already liberated nine settlements. The hottest sections of the front remain the districts of Bilogorivka, as well as Svatovo and Kreminna.

Southern Oblasts

Zaporizhzhia Oblast 

The consequences of rocket fire on the 31st of October were felt by the residents of the village in the Novogupaliv Starosta District of the Vilnius City Territorial Community. More than 10 private houses were damaged by rocket fragments.  

As a result of the explosion that occurred in the temporarily occupied Berdyansk on the 31st of October, the so-called first deputy head of the “city administration for foreign policy and mass communications” Pavlo Ishchuk was injured. He was hospitalized, his condition is considered serious.

In Melitopol, the occupiers have declared a holiday and are trying to take children out of the city. This was reported by the mayor Ivan Fedorov.

Kherson Oblast

In the temporarily occupied Beryslav and Golya Prystan in the Kherson Oblast, medical assistance to local residents was stopped. The russians removed all medical equipment from the city’s hospitals and shut down their operations. Grocery stores and markets are closed, wards are forcibly removed from the geriatric boarding house.

The soldiers of the russia destroyed the stone crosses that were located on the territory of the temple in Oleshki. Such an order was issued by the Gauleiter of the city, Giorgiy Zhuravko. The collaborator clears the territory that belongs to the temple and is located in the city center for some personal purposes. 

In Kherson, russian soldiers steal the most valuable documents of the 18th-19th centuries from the State Archive of the Oblast. Previously, they took out furniture, appliances and equipment, now they are selectively taking individual funds.

Russian occupiers looted the Kherson Art Museum. Before that, all employees of the institution were dismissed, except for trustees. It is unknown what valuables and collections were taken out of the museum, its employees reported.

In the Kherson Oblast, the Security Service of Ukraine declared suspicion against three collaborators. Among them are the “head of the Kherson Seaport of the russia”, which ensured the transportation of military equipment and ammunition of the russia, a former official of Ukrvodshlyakh who joined the “Kherson administration” and the “head” of the village of Myrolyubivka.

“Genichesk is a Ukrainian city”, “I will not take the occupier’s passport, because I am waiting for the Armed Forces!” – leaflets with this meaning continue to be posted by members of the civil resistance movement “Yellow Ribbon”. They once again reminded residents that the russian passport is a trap and called to continue boycotting russian passporting in the temporarily occupied territories of the Kherson Oblast.  

Mykolayiv Oblast

In the morning, the russian invaders launched Kh-101/Kh-555 cruise missiles from the Tu-95/Tu-160 strategic aviation missile-carrying aircraft from the north of the Caspian Sea and from the Volgodonsk Oblast (Rostov raion).The forces and means of anti-aircraft defense of the “South” air command destroyed ten missiles over the Mykolaiv Oblast.

At midnight, the enemy struck Mykolaiv with four missiles from the S-300 anti-aircraft system. As a result, the buildings of educational institutions were partially destroyed, a two-story building was completely destroyed, private houses were damaged, and a fire broke out in a five-story residential building. One person died. In addition, in the medical facility, the blast wave and debris knocked out the OSB-plates, which were used by the construction crews to sew up the windows after the previous shelling.

Yesterday, the enemy attacked the Pervomaysk community. The hit was recorded in an object of industrial infrastructure.

Enemy shelling of the territory and adjacent settlements of the Berezneguvate community, located on the demarcation line, continues. 

Yesterday, the Shiroke community came under enemy fire. As a result, one house was destroyed, one house and a power line were damaged. Also today, shelling was heard outside the community’s settlement, hitting open territory.

Central Oblast 

Dnipropetrovsk Oblast

More than 40,000 families were left without water, more than 10,000 – without electricity. Such are the consequences of russian shelling from “Grad” and heavy artillery on two communities – Nikopol and Marganetsk. 40 russian shells arrived in Nikopol. In the city, 14 high-rise and private buildings, a kindergarten, a pharmacy, a hairdresser, shops and bank premises were mutilated. In the Marganets community, the shelling damaged the power line and cut off the power to the water utility’s pumping station.

In the sky above the regions, air defense forces destroyed 3 Iranian kamikaze drones.

In Dnipro, on the initiative of the city authorities, concrete protective structures are being installed at public transport stops. One structure can accommodate up to 28 people. This will help those who are not heading to shelter to wait out the air raid in a safer place.

In the Zelenodolsk community of Kryvyi Rih, more than 40% of housing and infrastructure were damaged due to shelling by the russia. Local residents and utility workers are repairing the sports complex, kindergartens and houses.

In the city of Novomoskovsk, almost 6,000 displaced persons are registered. Most of them are from the Donetsk, Luhansk, and Kharkiv Oblasts. 200 immigrant children study in the city’s schools. The city government and charitable organizations support the displaced people.

In order to save money, the consumption of street lighting has been reduced by 3 times.

Kropyvnytskyi Oblast 

Fighters from two raions of Kropyvnytskyi Oblast died in the war with the russian federation: Dmytro Horbulich from Svitlovodsk, Denys Shablii from Vlasivka of the Svitlovodsk community, Ruslan Panchenko from Olexandria, Oleksandr Voloshyn from Kropyvnytskyi, Svyatoslav Kirilin and Yevhen Samoilenko. Eternal memory and honor to Heroes!

A room of therapeutic toys appeared in Kropyvnytskyi. Adults and children can visit it. Soft toys add a sense of security, say psychologists. A session with a psychologist lasts 25 minutes for children and an hour for adults. After the session, the visitor takes the toy away. Visiting the therapy room and working with psychologists are free. 

The GTF taekwondo national team of Ukraine, which included three residents of Kropyvnytskyi, won the first team place at the World Cup held in Georgia, Viktor Tikhonenko, president of the GTF International Taekwondo Federation told Syspilnyi channel. Athletes from Kropyvnytskyi won five medals. 

Poltava Oblast

Poltava Oblast was attacked at night by ten “Shahed-136” kamikaze drones. Six of them were shot down, four hit civilian objects. The drones were flying from the occupied territory of the Zaporizhzhia Oblast.

On October 31, the russian occupiers shelled the Svitlovodsk energy facility near Kremenchuk. There are no victims in advance. Currently, the employees of “Poltavaoblenergo” are working on stabilizing the power supply and eliminating the problem on the power grids.  

Five residents of Poltava Oblast died in the fighting while defending Ukraine. In Kobelyaki, Oleksandr Kishka was taken on his last journey. They said goodbye to Serhiy Melnychuk in Kremenchuk. Velyki Sorochyntsi community lost Dmytro Gaiterov. In Poltava, they said goodbye to Dmytro Gaiterov and Vitaly Hrytsaenko with the codename “Gogol”. Bright memory of the Heroes.

Andriy Guzovatyi, a 25-year-old resident of Kremenchuk, returned from russian captivity. We will remind, this weekend during the last prisoner exchange, 52 Ukrainians were released from russian captivity. These are defenders of “Azovstal”, defenders of Mariupol and people who saved lives.

Mine destruction is planned near Kremenchuk. This is an anti-tank mine from the times of past wars, which was discovered the day before in a forest plantation in the village of Pischane. The ammunition of the pyrotechnics of the emergency and rescue squad of the special purpose State Emergency Service of Ukraine in the Poltava Oblast will be destroyed.

The team of “Active Community” of Poltava continues to cooperate with the NGO “Association of Public Advisors of Ukraine”. Today, activists provided assistance to internally displaced persons with children under 5 years of age. Such families were given hygiene products and diapers.

  

Khmelnytskyi Oblast

Fragments of a russian missile, which was shot down on October 31 during a morning air raid alert, fell on a residential building in one of the communities of the Khmelnytskyi raion. The owner of the house is a 74-year-old resident of the village, who entered the house a few minutes before the fall. Fortunately, there were no casualties. Kamianets-Podilskyi

Starting today, the heating season begins in Kamianets-Podilskyi. First of all, heat will be provided to hospitals and preschool educational institutions.

Western Oblasts

 Lviv Oblast

The enemy launched a massive missile attack on Ukraine. Air defense forces shot down three rockets in Lviv Oblast. There were no damages or casualties.

Another 146 people arrived in Lviv on two evacuation trains. 541 people were sent from Lviv Oblast to Przemysl by four trains. 16,417 people left Ukraine through checkpoints in the Lviv Oblast during the day. 19,070 Ukrainians returned.

Drohobych raion received 170 new Chromebooks for each territorial community of the district, so that education in Drohobych raion took place on time and with high quality. The number of students, the number of teaching staff, the number of students per computer, as well as the availability of budget funds for the provision of the law on protected articles for the provision of education in 2022 were taken into account when distributing Chromebooks for the raion by Drohobych RMA.

Rivne Oblast

On October 31, reports were received about the mining of the Rivne Oblast Library, the building of the Rivne Oblast State Administration, and Primary School No. 23. Rescuers evacuated almost 600 people, and explosives technicians and dog experts of the Main Department of the National Police of the Oblast, together with the State Emergency Service and the Security Service of Ukraine, carried out an inspection. Today, November 1st, a report was received about the bombing of the Rivne Lyceum No. 23 and a sportswear store. All reports turned out to be false. 

A man was exposed in Rivne, who was spreading russian propaganda narratives on social networks. During the search of the home of a 50-year-old Ukrainian, the devices he used to distribute anti-Ukrainian materials were seized. Currently, the man has been declared a suspect. He faces five to eight years in prison.

Three SUVs, wheelchairs, medical preparations and underwear arrived in Rivne Oblast thanks to compatriots who now live in Canada. The cars will be delivered to units and will be used by military personnel of the Rivne Oblast.  

Natural juice for the soldiers of the Armed Forces of Ukraine is prepared in the Canonychi community in the Rivne Oblast. This process was organized by eight female members of the village singing group “Charivnytsia”. Through social networks, fellow villagers were called to join. They started work on October 29 and in three days they prepared 200 liters of apple juice. Some of the homemade preparations are also planned to be handed over to the residents of the de-occupied territories. The village council of the Canonychi community will be responsible for sending the prepared juice. 

Rivne Oblast will receive 9,000 sets of warm clothes for displaced children. The humanitarian project to provide clothing for displaced children under the age of 14 is implemented by the Ministry of Reintegration together with the UNICEF Children’s Fund. Zakarpattia Oblast

Public discussions will be held in Uzhhorod. They are devoted to the topic of creating a memorial square on Kapushanska Street. All willing residents are invited to participate.

In Uzhhorod, artist from Kharkiv Serhiy Hrychanok presents the exhibition of paintings “Vorokhtianske riznobarvya [Vorokhta variegated colors]”. Due to a forced move from his native Kharkiv to Lviv, he created his works in Vorokhta. The artist has many years of teaching experience, actively works with children and popularizes their creativity. His students are prize winners at competitions in many countries of the world.
