Northern Oblasts

Kyiv

The court announced the sentence to five “Berkut” serviceman in the case of the shooting of protesters on the Maidan. Former deputy commander Oleg Yanishevsky was sentenced to life imprisonment. Pavlo Abroskin and Serhiy Zinchenko – imprisonment for 15 years. Oleksandr Marychenko was found guilty of exceeding official powers. The court sentenced him to imprisonment for 5 years. The court also acquitted former policeman Serhii Tamtura on all charges.

“Ukrzaliznytsia” opened a dog training center in Kyiv. Service dogs will be trained there to strengthen the protection of facilities and the safety of passengers. Currently, 11 belgian shepherd dog are being trained. They will specialize in finding weapons and explosives.

Kyiv Oblast 

Ten groups of 59 sappers of the State Emergency Service and 14 pieces of equipment are working on demining the Kyiv Oblast.

In Bucha, one of the high-rise buildings is installing heating modules for a rooftop boiler room. It was damaged during the occupation. Partial repairs were carried out last year, and now the new equipment will fully provide residents with heat.

Rescuers and law enforcement officers held classes with students of two lyceums in Vyshneve within the framework of the “Mobile Safety Class” project. After the lecture on mine and fire safety, the children practiced the acquired knowledge.

Zhytomyr Oblast

In Zhytomyr Oblast, pyrotechnic units of the State Emergency Service destroyed a modern FAB-500 aerial bomb.

In Zhytomyr, the commission for providing compensation for destroyed and damaged housing as a result of russian shelling processed all 122 applications received under the “eRecovery” program in the “Diya” system.

Chernihiv Oblast

The russians shelled three border communities of Chernihiv Oblast with mortars, tube artillery and fired unguided air missiles from a helicopter. Details are being clarified.

Eastern Oblasts 

Kharkiv Oblast 

In the Kupyansk direction, Ukrainian forces repelled 15 russian attacks in the area of the villages of Synkivka, Ivanivka, and Kyslivka.

This afternoon, the russian federation hit the Industrial district of Kharkiv. After the explosion, there are power outages in the city. As a result of the missile strike, a 67-year-old woman suffered shrapnel injuries and was hospitalized.

Donetsk Oblast 

On October 17, shelling by the russian army in Donetsk Oblast left one person dead and one injured.

Since February 24, 2022, the russians have killed 1,743 civilians of Donetsk Oblast, wounded another 4,262. The number of victims in Mariupol and Volnovakha is currently unknown for sure.

Kramatorsk and Kramatorsk raion 

In the Lyman community, 7 shellings by the russian army were recorded yesterday.

Pokrovsk and Pokrovsk raion

In the Donetsk direction, 1 person died in Netailove of the Ocheretyne community. In the morning, there was a massive shelling of the old part of Avdiyivka – 1 person was injured. In the Maryinka community, the russians launched 4 air-missile strikes on Kostyantynivka and 2 on Paraskoviyivka; under artillery fire from Krasnohorivka and Novomykhailivka.

Bakhmut and Bakhmut raion

3 houses in the Chasiv Yar community were damaged in the Horlivka direction.

Over the yesterday, the enemy shelled Siversk and Serebryanka — a house was damaged. 

Mariupol

The occupiers continue to dismantle the Mariupol Drama Theater. The building, which is an architectural monument of the Donetsk Oblast, is planned to be commissioned by the russians. A new theater is planned to be built in its place.

Shops in temporarily occupied Mariupol sell school supplies with images of separatists of the so-called “DPR” and war criminals.

Woolen blankets, knitted socks and mittens – in total, about one hundred kilograms of warm clothes for defenders were collected in Vinnytsia at the YaMariupol volunteer center. The campaign “Warm Collection for the Armed Forces” was initiated two weeks ago.

Luhansk Oblast

The russian military continues to storm the positions of the Defense Forces in the Luhansk Oblast, during the day the Ukrainian military stopped 9 attacks near the village of Nadiya. The russian Air Force also carried out strikes in the Serebryanka Forestry area and Bilogorivka. About 20 settlements were affected by artillery and mortar shelling.

In the temporarily occupied Lysychansk, the russians started one boiler room for the entire city. But the heating lines to this boiler house are destroyed and it is impossible to supply the coolant to other buildings.

Southern Oblasts 

Mykolaiv Oblast

At night, on October 18, hostile artillery shelling was recorded in the waters of the Kutsurub community. There were no casualties.

Two residents of Snihurivka were convicted in Mykolaiv Oblast. During the occupation, according to the court, they cooperated with the russian occupation authorities. In particular, they held senior positions. 

Zaporizhzhia Oblast

On the night of October 18, russian troops preliminarily launched six attacks on Zaporizhzhia with S-300 missiles. The type of missiles is being established. Two people were killed, three people were injured, and three more may be under the rubble of a high-rise building in the city center.

In the high-rise building hit by the russians, the entrance of the residential building from the 5th to the 3rd floor was destroyed. Rescuers, together with law enforcement officers and volunteers, rescued a man and handed him over to doctors. Another 50 residents of the building were evacuated.

During the debris removal, there was a threat of the building collapsing. To continue the work, a special crane is supporting part of the roof. This is necessary to protect the rescuers and continue the search operations. 

In total, about 30 high-rise buildings, 11 private houses, 2 educational and 2 medical institutions were damaged as a result of the russian massive attack on Zaporizhzhia.

Odesa Oblast 

In Odesa Oblast, 812 “invincibility points” are 97% ready. They are currently addressing all the shortcomings that occurred last year, such as the lack of water coolers, generators, and internet.

Kherson Oblast

Over the past 24 hours, the russian military shelled Kherson Oblast 70 times. There were hits to the building of an educational institution, a railway transport company, the territory of a park, and the embankment in Kherson. Six people were wounded.

In the evening, a shell of the russian army hit the roof of a residential building. Rescuers arrived at the scene and began to extinguish the fire. While extinguishing the fire, the russian military continued to strike the city. The fire and rescue unit was not injured, and the State Emergency Service extinguished the fire. 

Around 1 a.m. on October 18, the russian army dropped six bombs on Novoberyslav, Kherson Oblast. A woman who was wounded in the night shelling died in hospital. 

Around 02:00, the russian army dropped a guided bomb on the temporarily occupied Kakhovka, Kherson Oblast. It fell in the area of the arboretum: a factory building and nearby houses were destroyed. 

Another bomb was dropped in Kherson Oblast in the early morning hours. One of the settlements in Beryslav Raion was also shelled. A 69-year-old woman was wounded there. She was taken to the hospital in serious condition. Doctors are fighting for her life.  

This afternoon, the russian army dropped six guided bombs from three SU-34 fighters on two settlements in the Beryslav Raion of Kherson Oblast. Information about the destruction and casualties is being updated.

Central Oblasts

Dnipropetrovsk Oblast

On the night of October 18, the russian army shelled Nikopol Raion with artillery three times. They hit Nikopol itself, Marhanets and Myrivka communities. The consequences of the attacks are being clarified. No one was killed or injured.

A missile attack on the private sector in Dnipro on the morning of October 18, allegedly by a ballistic missile, wounded three women and one man. Three of them are in hospital in moderate condition. A 31-year-old woman, mother of two children, a 13-year-old and a one-and-a-half-year-old girl, was killed. A private house and an outbuilding, 21 other houses, and 11 outbuildings were damaged. A car and a low-pressure gas pipeline were also damaged. A rescue operation is underway at the site of the missile strike in Dnipropetrovsk Oblast.

A point for receiving citizens’ appeals has been set up at the site. Psychologists are providing assistance to residents. 

Kirovohrad Oblast

In Kropyvnytskyi, a veteran of the russian-Ukrainian war has been growing chrysanthemums in his garden for two years and selling them. In this way, he helps his fellow soldiers who are now defending Ukraine. The flowers are sold by members of the public organization “Together We Are Strong”. The money raised goes to the needs of the soldiers. 

In Kropyvnytskyi, a social wardrobe for IDPs is operating on the territory of the Greek Catholic Church. You can choose clothes on weekdays from 10:00 to 4:00 pm. You need to have a passport and IDP certificate with you.

Cherkasy Oblast

The village of Novopetrivka in Kherson Oblast, home to 540 people, was damaged by the russian military to the tune of more than 27 million. The joint efforts of the Cherkasy city authorities, utilities, charitable organizations, and private companies within the framework of the “Side by Side” project have already managed to restore dozens of houses. Roofs have been repaired, windows and doors replaced.

The region is expanding the network of institutions that will provide rehabilitation services to military personnel. By the end of the year, all cluster and supercluster hospitals in Cherkasy Oblast should have such units with at least 30 beds.

Poltava Oblast 

Dmytro Yudenko from Poltava was posthumously awarded an order. “Demon” defended Ukraine before a full-scale war, and after February 24, 2022, he took up arms for the second time. The warrior took his last battle on May 6

Victims of the enemy attack on Myrhorod will receive financial assistance from the regional budget. It will be recalled that dozens of houses were damaged by rocket debris yesterday. Rescuers found a family – two adults and a ten-year-old child – from under the rubble of the house. All were taken to the hospital in a moderate condition. The family will receive 50,000 hryvnias for treatment under the regional Comprehensive Program.

The new rehabilitation department on the basis of the “Veteran” center in Poltava will start operating next year. A rehabilitation center is planned to be built on the first floor of the therapeutic building, and the second floor will be used as patient wards. The reconstruction will be carried out according to the updated building regulations. To work in the rehabilitation department, a group of specialists who passed the first training were prepared.

Vinnytsia Oblast 

In Vinnytsia, a 39-year-old resident of Bakhmut, Donetsk Oblast, was sentenced to fifteen years in prison for treason. The man surrendered Ukrainian positions to the russians.

The construction of a rooftop solar power plant with a total capacity of 100 kW was completed on the basis of the tram depot. 240 panels were installed, which will provide the enterprise with an uninterrupted supply of electricity.

Western Oblasts 

Volyn Oblast 

In Volyn, after the reconstruction, two border outposts were opened, which are part of the command posts of the Volyn detachment. Units of these outposts are closely guarding the 35-kilometer border with Belarus. 

Khmelnytskyi Oblast 

Kamianets-Podilskyi

Ten servicemen of one of the military units stationed in Kamianech region received state awards. These are soldiers who took part in the defense of Kyiv, performed tasks in the Donetsk, Zaporizhzhia, Kherson directions, and also took part in the anti-terrorist operation since 2014.

At the 34th extraordinary session of the city council, deputies allocated UAH 11 million for drones for the Ukrainian military. For this, they redistributed UAH 57 million from the 2023 city budget.

The SOS Civil Defense Headquarters Charitable Foundation is creating a Leisure Center for children and adults. Girls from the Women’s Club for displaced people in Kamianets-Podilskyi and other volunteers cleaned the new premises. It used to be a night club, but now it is a creative space for Kamian residents.

Chernivtsi Oblast 

UAH 224,000 in material aid to Bukovyna residents and internally displaced persons who need treatment or find themselves in difficult life circumstances has been allocated within the framework of the regional integrated program of social support for certain categories of citizens “Turbota”.

Medicines, warm things, food and a drone for our defenders, who are on the front lines, were handed over by volunteers of the Vanchykovtsi community. Everything necessary for the trip was collected by local residents.

Volunteers from Chernivtsi handed over half a ton of animal feed to the Bakhmut raion. The money for its purchase was collected during a charity pet-friendly fair.

The photo exhibition “Hope. Human destinies during the war”. More than 40 raw photos from Borodyanka, Bucha, Kherson, Chernihiv, Bakhmut and other cities were presented by Romanian journalists who have been filming reports in Ukraine since the beginning of the full-scale invasion.

Ivano-Frankivsk Oblast 

In Ivano-Frankivsk, on the facade of Lyceum No. 20, commemorative plaques were opened to fallen soldiers Serhiy Moroz and Ruslan Berezhny. Both servicemen studied at this school.

In the Ivano-Frankivsk Oblast, it is planned to increase the number of rehabilitation places in medical institutions – up to 600 beds in total. All rehabilitation services are free of charge and fully covered by the National Health Service of Ukraine.

Residents of Ivano-Frankivsk Oblast are urged to donate blood for the Ukrainian military. There is a need for groups with negative Rh.

Zakarpattia Oblast 

Since the beginning of russia’s full-scale invasion of Ukraine, as of October 2023, 231,000 permits to travel abroad have been issued through the “Path” system. The largest number of exit permits were issued in Zakarpattia and Volyn Oblasts.

33 women completed the first course at the Zakarpattia Oblast Center for Training the Population for National Resistance.

A military-patriotic camp “Zakarpattia Wolf” was held in the Kolochava community in the format of training for the Day of the Creation of the Ukrainian Insurgent Army. It was attended by about 70 children, about 20 military personnel of the Armed Forces of Ukraine and participants in hostilities, who shared their experiences.
