Northern Oblasts

Kyiv

The capital authorities will consider a petition from citizens with a call to direct more funds from Kyiv’s 2024 budget to support the military. The corresponding initiative received 6 thousand signatures.

In Kyiv, cardiac surgeons removed a metal fragment from the heart of a 33-year-old soldier, which he “caught” during hostilities in Donetsk Oblast. For the operation, the heart had to be stopped, and the fragment was removed thanks to a special magnet.

Kyiv Oblast 

On October 31, a commission inspection of construction took place in Brovary raion. It is about the restoration of two educational institutions with the funds of the Fund for the Elimination of the Consequences of Armed Aggression. The commission inspected the renovation of the school in the village of Ploske and the “Dzhereltse” kindergarten in Brovary.

In Dmytrivka, two four-story buildings are being restored with the funds of the Fund for the Liquidation of the Consequences of Armed Aggression. They suffered a lot during the active hostilities and occupation of the Oblast. Currently, damaged building elements are being dismantled.

The event “Cyber Security: Challenges and Countermeasures” was held in Bucha raion. The goal is to draw attention to the urgent problems of cyber security and protection against cyber threats for the bodies of executive power and local self-government.

Zhytomyr Oblast

In the Zhytomyr Oblast, 32 medical institutions opened their doors to 93 internally displaced medical workers. These are 41 doctors, 31 representatives of secondary medical personnel, 8 junior medical personnel and 13 technical workers.

Jimmy, a citizen of the United States of America, has been walking from Poland to Kyiv for 75 days, carrying a 25-kilogram cross on his shoulders. The man started his journey on September 3. On October 30, the man reached Zhytomyr.

Chernihiv Oblast

On October 30, the russians shelled the border of the Chernihiv Oblast nine times. Border guards recorded 73 explosions. Novgorod-Siversk, Semenivka, Snovsk and Horodnyanka communities came under fire.

Soldiers of the Chernihiv border detachment, who distinguished themselves in the battles for Avdiyivka, received badges and weapons.

Investigative journalists of “Slidstvo.Info” identified the russian military who shot 23-year-old Ukrainian soldier Vadym Nazarov in the courtyard of a church in Lukashivka in March 2022. This was done by the russian Danil Koblik, and other occupiers who may be related to him were also identified.

The first 16 houses in the village of Yagidne of the Ivanivka community in Chernihiv Oblast will be rebuilt for 21 million hryvnias. Roughly, the work should start in November.

The UNESCO mission started its work in Chernihiv on October 30. Experts will assess the damage to the city’s cultural heritage sites as a result of russian missile strikes.

Sumy Oblast 

Yesterday, russian soldiers carried out 16 shelling of the Sumy Oblast. 103 explosions were recorded. The communities of Krasnopillia, Bilopillia, Putivl, Seredyna-Buda and Shalygyne were under fire from the territory of the russian federation. Two private houses, a dispensary and an elevator were damaged.

Eastern Oblasts 

Kharkiv Oblast 

At night, the russians shelled the border town of Vovchansk twice. An enterprise and a car were damaged, a house and a garage were destroyed. As a result of the night shelling, the roof of the two-story administrative building of the local enterprise was on fire. Also on this day, rescuers extinguished a fire in Kupyansk, where cars caught fire after shelling.

Late in the evening, the russians hit Borova in the Izyum Oblast with the Smerch anti-aircraft missile system. Also, during the day, russians attacked the settlements of the Kupyansk community.

During the day, Stogniyi, Petropavlivka, Senkove, and Pershotravneve in Kharkiv Oblast were hit by airstrikes.

In Velyka Komyshuvakha, a 60-year-old man blew himself up on an unknown object in his own yard. He was hospitalized with injuries.

A resident of Druzhkivka, who spied on the Ukrainian military and recorded the consequences of shelling for the FSS, was sentenced to 12 years in prison for cooperating with russian special services operating in the Kharkiv and Donetsk Oblasts.

The owner of a beauty salon in Izyum was taken into custody. She is suspected of secretly collecting data during cosmetology procedures and conversations with clients about the movement of the Armed Forces and military equipment.

Donetsk Oblast

Yesterday, the russian military hit 18 settlements in the region 20 times and damaged 40 civilian objects, the Oblast police reported.

On October 30, 1 resident of Donetsk Oblast was injured by shelling.

Since February 24, 2022, the russian military has killed 1,756 civilians of Donetsk Oblast and injured 4,277 more. The number of victims in Mariupol and Volnovakha is currently unknown.

Since the beginning of the full-scale russian invasion of Ukraine, more than 400,000 people have been filtered on the occupied territories of Donetsk Oblast.

The russian occupiers are recruiting prisoners from the temporarily occupied territories of Donbas, who were convicted before the start of the war in 2014. If they refuse, they are threatened with worse treatment in prisons.

Kramatorsk and Kramatorsk raion

Five houses were destroyed in Markovo, Kostyantynivka community, as a result of shelling by the enemy last day.

In the Lysychansk direction, 2 houses were damaged in Pereizny of Zvanivska hromada and 1 in Siversk.

Improvements are being made on Yasnohirka in Kramatorsk: bridges over the Bilyanka River have been repaired and put in order with the fencing.

The Humanitarian Headquarters of the Kramatorsk City Council is starting registration for the XI stage of issuing humanitarian aid to residents of the city in the form of food kits for long-term storage at the points of the Humanitarian Headquarters of the Kramatorsk City Council.

Pokrovsk and Pokrovsk raion

A house was damaged in the Donetsk direction in Karlivka of the Novogrodivka community. In the Kurakhove community, Kurakhove and Hostre were fired upon.

At least 28 buildings were destroyed as a result of a rocket attack on Selidovo. Today, around 5:00 a.m., the russians fired 3 Iskander missiles at the city, targeting the private sector. Also, 2 enterprises, 3 cars and a power line were damaged. Fortunately, there were no casualties.

Bakhmut and Bakhmut raion

The russian military became active near Bakhmut. In this direction, 9 battles took place during the day.

In the Horlivka direction, 1 person was injured in Zaliznoi of the Toretsk community. Also, 4 private houses and an administrative building in the North were damaged in the community; 1 house in New York. In the Chasiv Yar community, 6 houses were destroyed.

Volnovakha and Volnovakha raion

In the Volnovakha direction, Vuhledar was attacked by artillery, “Grads”, tanks, LNG and strikes by kamikaze drones. A house and outbuildings were damaged in Novoukrainets. 8 houses were damaged in Novoocheretuvata of Komarske community.

A criminal case has been opened for the murder of nine people in occupied Volnovakha. According to the investigators, the armed men demanded that the family vacate the house for the residence of one of the units of the russian army. After the refusal, the russian military shot dead 9 sleeping members of the family, including two children.

Mariupol

Mariupol is studying European expertise for rebuilding the city after de-occupation. The World Network of Port Cities and the French city of Le Havre, which was destroyed and revived, will help with this. Such a preliminary agreement was reached during the working visit of the mayor of Mariupol to France.

Luhansk Oblast 

87 civilians are being held captive by the russian occupiers in the temporarily occupied territories of Luhansk Oblast, four of them were freed. Almost 2,000 citizens of the region are listed as missing.

The occupiers in Kreminna, in the Luhansk Oblast, checked documents and searched homes, farm buildings and even cellars of local residents. Several Ukrainian special purpose intelligence groups searched in this way.

Southern Oblasts 

Mykolayiv Oblast

On the night of October 31, a russian drone of the “Shahed-136/131” type was shot down in Mykolayiv Oblast. The russian military also struck the water area and the town of Ochakiv and in the direction of the village of Solonchaky of the Kutsurub community. Two people were injured.

Zaporizhzhia Oblast 

Last day, russian military personnel struck the Zaporizhzhia Oblast with all types of weapons: 148 strikes were recorded on 27 settlements. 13 reports were received about the destruction of residential buildings and infrastructure facilities. Civilians were not injured.

A car and a garage burned as a result of russian shelling in Hulyaipole. There are no casualties or injuries.

In Zaporizhzhia, a monument to russian poet Alexander Pushkin was dismantled from Vernadskyi Maidan (formerly Pushkin Square).

Odesa Oblast 

President Zelensky held a Stavka, at which, in particular, the security of Odesa Oblast was discussed. They considered the issues of protecting people, energy facilities, port infrastructure, strengthening the regional air defense system and the work of the “grain corridor”.

During the full-scale invasion of the Black Sea coast, up to 70 naval bombs were dropped, and the russian army additionally dropped about a hundred bombs into the Black Sea over the past month.

Kherson Oblast

Over the past day, the russian army shelled the Kherson Oblast 98 times. It released 38 guided aerial bombs on populated areas of Berislavske and Kherson Oblast. Administrative buildings, a food industry enterprise and a library were damaged. One person died, 16 were injured.

Yesterday evening, russian troops shelled Veletenske in the Kherson Oblast, a man was injured. An elementary school was also targeted in Kizomys.

In the morning, russian troops shelled Kherson. In the suburbs, on the highway in the direction of the village of Naddnipryanskyi, a car was hit and caught fire. After the fire was extinguished, the body of the deceased was found in it.

The russian army shelled the Central district of Kherson. Warehouses were destroyed, about 10 cars were damaged. One person was injured and was hospitalized.

Russian troops attacked Veletenske of the Bilozerka community in the Kherson Oblast. A woman who was in the yard of the house was injured. She was given medical assistance.

Under fire, the police took six adults, four children and two elderly people out of Berislav. Children from dangerous areas of Kherson and the suburbs are being evacuated to sanatoriums in Ivano-Frankivsk.

In the Kherson Oblast, 496 children under the age of 18 received the status of victims as a result of hostilities and armed conflicts. These are those who were injured, suffered a contusion or mutilation, suffered physical, sexual or psychological violence, were illegally held captive, were kidnapped or illegally taken out of Ukraine.

Central Oblasts

Dnipropetrovsk Oblast

At night on October 31, russian troops attacked the Marhanets community and Nikopol in Dnipropetrovsk Oblast. As a result of the attack, a kitchen and an outbuilding caught fire. The fire was extinguished by emergency workers. 8 private houses, 4 solar panels, a car, and power lines were damaged. No one was killed or injured.

In Kryvyi Rih region, air defense forces destroyed a russian army drone.   

127 thousand pine trees were planted in three branches of forestry enterprises in Dnipropetrovsk Oblast in memory of fallen soldiers. The new forest covers an area of almost 19 thousand hectares.

Kirovohrad Oblast

On October 31, the family of Serhii Batiashov, who died in the war with russia, was presented with the Order of Bohdan Khmelnytskyi, III degree, in Svitlovodsk city community, Oleksandriya Raion. The soldier was a deputy commander of the Tornado volunteer battalion and a veteran of the russian-Ukrainian war. He was killed in December 2022 during an assault on enemy positions in the Bakhmut sector.

Starting November 1, the curfew time in Kirovohrad region will change. From now on, it will be in effect from 11 p.m. to 5 a.m.

Vinnytsia Oblast

An emergency situation has been declared in Vinnytsia Oblast due to the hepatitis A outbreak. As of today, 143 people with confirmed hepatitis A, including 25 children, are being treated in hospital in Vinnytsia Oblast. In Vinnytsia Oblast, anti-epidemic measures are being stepped up.   

Volunteers of the Vinnytsia eco-shuttle have collected, sorted and recycled 20 tons of waste over 4 years. The money raised from recycling is now being used to help the army by buying and repairing vehicles and helping hospitals.

Western Oblasts

Volyn Oblast

In Lutsk, the action “Drones instead of pavement” was held near the city council. Participants chanted: “Money for the Armed Forces”.

This week, the reconstructed dormitory of Lutsk National University will start to accommodate IDPs. The building is designed for about 180 people. The reconstruction lasted from December 2022 and cost almost one and a half million euros.

Lviv Oblast

In Lviv, a military artist sells his paintings about the war to help the army. Lviv resident Yevhen Ravskyi put up for auction 29 of his watercolors from the series of paintings about the war “Landscapes”. The money from the sale will be used to help the 103rd separate territorial defense brigade of the Armed Forces of Ukraine, in which he serves.

A raccoon was brought to the Home of Rescued Animals in Lviv. The animal was rescued by an Armed Forces serviceman Kostyantyn near Kostyantynivka, Donetsk Oblast. The raccoon was named in honor of the city and the defender.

Khmelnytskyi Oblast

Enemy attack drones attacked Khmelnytskyi Oblast. Air defense was successful. There were no casualties and no damage.

A mental health and rehabilitation center for active, wounded, and demobilized military personnel will be opened near the village of Holovchyntsi. It is planned to be set up by the end of 2024 in the former recreation camp of the Khmelnytskyi plant “Ukrelektroaparat”.

Kamianets-Podilskyi

Kamianets-Podilskyi engineers, thanks to the “Come Back Alive” volunteer foundation, have replenished their fleet with 20 brand new pickup trucks with full supplies and equipment for sappers.

Chernivtsi Oblast 

Andrii Kalichyn, a resident of the village of Ispas, Vyzhnytsia Raion, was awarded the President of Ukraine Volodymyr Zelenskyi’s decoration “For the Defense of Ukraine”. Viktor Bodnariuk from the Sokyrianska community was awarded the Golden Cross badge by Commander-in-Chief of the Armed Forces of Ukraine Valeriy Zaluzhnyi. Bukovyna resident Oleksiy Arbuzov was posthumously awarded the Order “For Courage” of the III degree.

Residents of the Rukshyn community purchased a MAVIC 3 for their countryman Serhiy Shumsky. To buy the quadcopter, people raised almost 132 thousand hryvnias.

Residents of the village of Kobolchyn purchased a vehicle for the needs of the Armed Forces of Ukraine. The vehicle was handed over to a Ukrainian soldier who came home on vacation.

Ivano-Frankivsk Oblast

In Kolomyia, Ivano-Frankivsk Oblast, a memorial plaque was unveiled to the fallen warrior, scout of the 10th separate mountain assault brigade “Edelweiss” Andriy Senyuk. 

Ternopil Oblast

Thirty camouflage nets for Ukrainian defenders were delivered to the front line by students of the History Department of Ternopil Pedagogical University. They wove them together with volunteers who come to the faculty during classes.

Zakarpattia Oblast

A delegation from the Austrian state of Burgenland, headed by the head of the federal government, Hans Peter Doskozil, is on a working visit to Zakarpattia. The goal is to rehabilitate and restore Ukrainian defenders in Austria. Hans Peter Doskozil promised to raise the issue of participation in the project of the Regional Rehabilitation Center “4.5.0. Recovery center Transkarpathia”. The Austrian partners also handed over special vehicles to the Zakarpattia rescuers.  

A representative of the Italian Association for Culture and Sports in Hungary and Central Europe, Giovanni Colosimo, and the mayor of the Hungarian city of Záhony, Laszlo Gelmechi, visited Uzhhorod to establish cooperation.

Volunteer schoolchildren from Uzhhorod Lyceum No. 3 earned 9055 hryvnias for the pumpkins. For the second year in a row, they have been donating their autumnal arrangements from the exhibition to the fair of the Movement to Support Zakarpattia’s Military. In total, the volunteers raised UAH 125,000 at the weekend charity fair, which will be used to purchase a car for the Armed Forces.
