About us: The “Active Community” initiative was launched by activists of the “Respublika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025 is to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities of Ukraine.

Ukraine in brief:

The enemy does not stop shelling the positions of our troops and settlements near the contact line. During the day, the russian occupiers carried out 2 air strikes, 3 missile strikes and launched more than 13 attacks from rocket salvo systems. A rocket attack was made against a civil infrastructure object in the city of Zaporizhzhia.

The situation in the Volyn and Polissya directions has not changed significantly.

The enemy shelled in other directions:

in the Slobozhansky direction – from artillery of various types, in the areas of the settlements of Strilecha, Hlyboke, Morokhovets, Ternova, Staritsa, Vovchansk, Bilyi Kolodyaz, Bochkove, Mala Vovcha and Komisarove;

on the Kupyansk and Lyman directions – from artillery of various calibers, in the areas of the settlements of Kislivka, Berestov, Novoselivske, Stelmakhivka, Andriivka, Grekivka, Makiivka, Nevske, and Terny;

in the Bakhmut direction – from tanks and the entire range of artillery, in the areas of the settlements of Spirne, Yakovlivka, Soledar, Bakhmutske, Bakhmut, Opytne, Zelenopillia, Kurdyumivka and Ozaryanivka;

in the Avdiivka direction – from tanks, mortars, barrel and jet artillery, in the areas of Kamianka, Avdiivka, Pervomaisky, Nevelsky and Maryinka;

in the Novopavlivka direction – from artillery of various types, in the areas of the settlements of Vugledar, Bogoyavlenka, Prechistivka Zolota Niva;

in the Zaporizhzhia direction – from mortars, barrel and jet artillery, in the areas of settlements of Novopil, Temyrivka, Olhivske, Malynivka, Gulyaipole, Dorozhnyanka, Zaliznychne, Biloghirya and Shcherbaki.

In the Kherson direction, the settlements of Nikopol and Chervonogrihorivka of the Dnipropetrovsk Oblast were directly affected by the fire of barrel and jet artillery.

russian occupation forces continue to suffer losses on the territory of Ukraine. Thus, as a result of fire damage to the area of ​​the enemy’s concentration on the 15th of November, in the settlement of Denezhnikovo, Luhansk Oblast, the enemy’s losses amounted to about 50 people killed and wounded. The liquidation of 8 occupiers and wounding of 16 armed persons on the 9th of November in the area of ​​the city of Amvrosiivka, Donetsk Oblast, was also confirmed.

As a result of the actions of the Defense Forces, a railway bridge was damaged in the area of ​​Chernihivka, Zaporizhzhia Oblast. This makes it impossible to use the building in the interests of the russian occupiers.

A successful fire attack on the location of enemy personnel on the 15th of November in the areas of Skadovsk, Novomykolaivka and Nova Mayachka settlements was confirmed. Information on the number of casualties of the invaders is being clarified.

In Melitopol, the broadcast of russian TV channels has been disabled. There are also significant problems with water supply in the city.

Aviation of the Defense Forces of Ukraine struck the enemy 2 times during the day. 2 enemy’s anti-aircraft missile systems were hit.

During the day, soldiers of the missile troops and artillery struck 2 control points, 3 areas of concentration of manpower, weapons and military equipment, and 2 ammunition warehouses of the russian invaders.

Northern Oblasts

Kyiv

In Kyiv, as a result of a massive attack on the 15th of November, 2 residential buildings were damaged. An elderly woman died in one of them. The entrance of the five-story building was badly damaged. Residents were evicted. Currently, the commission is assessing the extent of the damage in order to begin the restoration of housing as soon as possible. 

The situation with energy supply in the capital is complicated. Russian troops hit many energy facilities in Ukraine on the 15th of November, so there is a shortage of electricity in Kyiv. There will be hourly and emergency blackouts. The capital’s critical infrastructure facilities are equipped with generators and fuel. Despite the difficulties in the energy sector, there is heat in the homes of Kyiv residents, Kyiv Mayor Vitaliy Klychko said.

Kyiv received the “World Smart City Award Special Recognition” award for the “Kyiv Digital” city application. The award ceremony took place at the Smart City Expo congress in Barcelona. This is the largest annual global event where experience and achievements in creating “smart” cities are discussed and the best innovative cities and projects are celebrated. 

Kyiv Oblast

As a result of the massive russian attack on the 15th of November, three russian missiles hit critical infrastructure facilities and residential buildings in the Kyiv Oblast. At least five rockets were shot down by air defense forces. One person died, three were injured. Obukhiv, Fastiv and Bila Tserkva raions were affected by the rocket attack.

An enemy rocket killed a resident of the village of Plesetske as a result of yesterday’s rocket fire by the occupiers. During the air attack, a 69-year-old woman was at the cemetery, honoring the memory of her husband and died due to a fatal wound from the fragments of a rocket.

Debris of another downed rocket was found in the forest area. Fortunately, there were no damages or injuries. The police officers inspect the scene and record the consequences of the rocket attack on the occupiers. Photo – 

After a massive attack on the energy infrastructure in the Kyiv Oblast, emergency shutdowns are applied. Throughout the night, electricians and all necessary services worked to eliminate the consequences of the shelling. Around 3:00 a.m., 20,000 subscribers in the Buchansky District were restored. Another 34,000 subscribers recovered within a few hours. Work continues.

Zhytomyr Oblast

On the 15th of November, the armed forces of the russia launched several rocket attacks on critical infrastructure facilities in Zhytomyr and Korosten communities. As a result of war crimes, equipment was damaged, power was cut off in populated areas of the region. The police started an investigation into the facts of rocket attacks on energy facilities in Zhytomyr and Korosten raions.

In Zhytomyr, they are recovering from enemy rocket fire and awaiting the arrival of powerful generators. Yesterday, a 150 kW generator was brought to the third rise, Raion Electric Network connected it, so the plans are to supply water to the higher floors. The batch of generators is undergoing customs clearance. Currently, 28 boiler houses do not work, they do not have power. Generators for them have already been ordered.

In the Zhytomyr Oblast, a fraudster was exposed – a resident of Chudniv raion. During the war, he defrauded people under the guise of providing transportation services from temporarily occupied territories to those controlled by Ukraine.

Chernihiv Oblast

Today, the soldier Kirill Prokhorov, who died in battle in Donetsk Oblast, was buried in Ripky. A fighter born in 1998 while performing a combat mission as part of the 25th Separate Sicheslav Airborne Brigade near the settlement of Terna in Donetsk Oblast was injured, which turned out to be incompatible with life.

According to JSC “Chernihivoblenergo” and Chernihiv Oblast Military Administration, on the 16th of November, the city and the region will be disconnected from the electricity supply in an emergency order. The reason is the tense situation in Ukraine’s energy system, which is in a critical state.

Sumy Oblast

On the 16th of November, National Electric Company “Ukrenergo” received an order regarding the simultaneous introduction of two rounds of hourly shutdown schedules in the Sumy Oblast. Emergency shutdowns continue in full. The duration of outages is unpredictable. Power outages will continue until the order of National Electric Company “Ukrenergo” is revoked.

In Sumy, due to emergency works, on the 17th of November at 9:00 a.m., the operation of the Pryshyb water intake will be stopped, reported the Municipal Enterprise “Miskwodokanal”.

Eastern Oblasts

Kharkiv Oblast

On November 15, the russian occupiers attacked ten settlements in the Kharkiv Oblast. Russian troops hit a private yard in the Vovchansk community and a critical infrastructure facility in Zmiiv community.

Power engineers have restored electricity to 800,000 consumers in Kharkiv and the Kharkiv Oblast, who were deprived of electricity as a result of the russian missile attack on November 15. Without electricity — part of the Izyum and Bogodukhiv raions and about 3.5 thousand subscribers in Kharkiv.

The executive committee of the city council approved the draft budget of Kharkiv for 2023 – it will be presented at the session on November 17. Forecasted revenues will amount to 16.1 billion hryvnias. Spending — 15 billion hryvnias.

Izyum, Balakliya, Velykyi Burluk, Vovchansk, Lyptsi: by November 21, Kharkiv Oblast plans to restore 5 more bus routes to the de-occupied territories.

In honor of “Azov”, the 92nd brigade, Mariupol, Saltivka: 18 streets with russian names were renamed in the Lyubotyn community.

Donetsk Oblast

On November 15, the russians killed 1 civilian in Donetsk Oblast — in Bakhmut.

In addition, law enforcement officers discovered the bodies of 3 killed by the russians during the occupation: 2 in Sviatohirsk and 1 in Shchurove.

Another 7 people in Oblast were injured.

Since February 24, the russians have killed 1,212 civilians of Donetsk Oblast, wounded another 2,600.

Currently, it is impossible to establish the exact number of victims in Mariupol and Volnovakha.

Pokrovsk and Pokrovsk raion

The night passed relatively quietly, but the enemy continued to shell. There were airstrikes over the old part of Avdiivka, as well as periodic shelling of the outskirts of Mariinka community – without casualties.

During the day, the occupiers carried out missile strikes in the east of the Pokrovsk raion. The affected settlements are the city of Avdiivka, the villages of Lastochkine, Karlivka.

Civil facilities were destroyed and damaged, including residential buildings, a coke-chemical plant, an administrative building, a garage, and cars.

A new batch of products for the population has arrived in Pokrovsk raion from the Office of the President.

The Pokrovsk perinatal center received a ventilator for newborns from the Red Cross.

Young athletes from Pokrovsk won the mixed martial arts tournament in Dnipro in honor of the Armed Forces of Ukraine.

Bakhmut and Bakhmut raion

In the direction of Bakhmut, the enemy again fired from tanks and the entire spectrum of artillery in the areas of Soledar, Andriivka, Bakhmut, Bakhmutske, Kurdyumivka, Ozaryanivka, Zelenopillia, Yakovlivka, New York and Opytne.

In Horlivka direction, it was loud at the Mayorsk station of the Svitlodar community. In addition, isolated shelling was recorded near Rozdolivka, Yakovlivka, and Bakhmutske in Soledar community and on the outskirts of Toretsk community. There was no information about the victims.

Mariupol

In Mariupol, more and more inscriptions are appearing on the fences and walls of the surviving buildings, as well as on the asphalt, with the demand to meet the vital needs of the citizens. In the same way, people report the lack of heat, gas and electricity. 

A tank driver of the russian army was sentenced to 12 years in prison. He fired at civilians in Mariupol. The court sentenced a militant of a terrorist organization nicknamed “Phil” to 12 years in prison for shelling apartment buildings in Mariupol. The investigation established that the operator-gunner of the T72 tank fired at least 20 shots at the houses of civilians. The occupier was captured at the end of April near the village of Rivnopil in the Donetsk Oblast. 

Luhansk Oblast

The Ministry of Defense of Ukraine officially confirmed the liberation of the village of Makiivka in the Luhansk Oblast.

Armed Forces has success in the Svatove and Kreminna areas. Ukraine controls about five percent of the territory of Luhansk Oblast, said the head of the Luhansk OMA, Serhii Gaidai.

 

Southern Oblasts

Zaporizhzhia Oblast 

Over the past 24 hours, on November 15, the russian military shelled civilian infrastructure in the area of ​​18 settlements in the Zaporizhzhia Oblast. 15 reports were received about the destruction of houses or apartments of citizens and infrastructure facilities.

On the night of November 16, 2022, the occupying forces launched a missile strike on the territory of one of Zaporizhzhia’s industrial facilities. As a result of shelling, the production building of the enterprise was damaged.

Around five o’clock in the morning, the russians struck the village of Zaporizhzhya raion. As a result of the attack, a local restaurant was destroyed. One rocket fell near the Zaporizhzhia-Orikhiv road, as a result of which it was completely buried. The path has already been cleared

Kherson Oblast

Another torture chamber of russian soldiers was discovered in Kherson. In it, the russians interrogated and brutally tortured the people of Kherson for their pro-Ukrainian position.

During stabilization measures in Kherson, the Security Service of Ukraine discovered lists of FSB agents who cooperated with the russian military during the occupation of the city. The documents contain self-written “obligations” of agents about confidential cooperation, agency study cases, reports on the results of tasks and “search protocols” in the homes of Kherson residents.

In the Kherson Oblast, 2,500 explosive items have already been found by units of the State Emergency Service. The total number of such items is about 5 thousand. Demining works are ongoing in the de-occupied territory. Mine density in the Oblast significantly exceeds the de-occupied territories of Kharkiv Oblast.

Kherson rescuers received four sets of “Starlink” high-speed satellite Internet for operational needs. Another 210 Starlink terminals will be delivered to Kherson. The Red Cross Society allocates an additional 100 million hryvnias to help residents of the de-occupied Kherson Oblast.

A United Nations humanitarian convoy delivered aid to Kherson. In particular, food, water, hygiene products, building materials, bedding and solar lights for more than 6,000 residents of the city. 

Mykolaiv volunteers from the 4UA International Center delivered humanitarian aid in two cars to the de-occupied Chornobayivka in the Kherson Oblast. Food, clothing, household chemicals, as well as medicines and animal feed are among the imported products.

Mykolaiv Oblast 

On November 16, the burial ceremony of lieutenant colonel Volodymyr Sokurenko took place in Mykolaiv. A sapper died during demining in the Kherson Oblast.

Work on the restoration of water supply to the city of Mykolaiv in various directions is ongoing. The pumping equipment is restored, the water pipe itself is repaired, and the power supply to the water intake station is restored. 

Odesa Oblast

An official delegation of members of the UK House of Commons Defence Committee visited Odesa.

The delegation met with the Mayor of Odesa. Members of the Committee expressed their support for the inclusion of the historic centre of Odesa in the UNESCO World Heritage List, and thanked for the support of Liverpool, which will host Eurovision 2023. The Mayor of Odesa presented the Euro-Atlantic Office project aimed at promoting peace and security and improving the economic and cultural life of the Black Sea region. In Bilhorod-Dnistrovskyi, Odesa oblast, russian-language pedestal at the entrance to the city was replaced. 

At the Odesa customs 36 refrigerators of frozen Belarusian meat were found. After quality control, it is planned to be transferred to the Armed Forces of Ukraine. 

On November 16, a ship with 27 thousand tons of humanitarian grain for Ethiopia left the seaport “Odesa” for the first time. 

Central Oblasts 

Dnipropetrovsk Oblast

Yesterday evening and today the russian army massively attacked Dnipropetrovsk oblast. The strike cut off power supply to several mines in Kryvyi Rih. 566 miners were stuck underground and it took 4 hours to get them out.

The enemy also hit the Marhanetska community of Nikopol raion. A 53-year-old man was wounded there. Several detached houses and outbuildings were damaged. A power line was broken. Enemy shells also damaged the power grid in Synelnykivske raion. A pumping station was cut off.

A house caught fire in Nikopol. In the town 10 detached houses and 4 outbuildings were damaged. 2 passenger cars were damaged. Power lines and gas pipeline were damaged.

The military from the “East” air command shot down three missiles over the oblast.

The emergency power cuts began in Dnipropetrovsk oblast. In each turn about 300 thousand subscribers in the region are without electricity supply. It is turned off for 3-4 hours due to heavy load on the power system.

In Dnipro, Pushkin Avenue was renamed into Lesia Ukrainka Avenue, and six more streets and a square received new names.

In the Shyroke community, the crossing destroyed in September due to the missile shelling of Kryvyi Rih waterworks by the russian troops was restored. Equipment and people for the restoration on a voluntary basis were provided by one of the mining and processing plants. The new bridge is used by almost 1000 residents of Shyroke.  

Poltava Oblast

Air defense forces shot down one missile in Myrhorod raion, Poltava oblast. Another one hit an infrastructure facility in Kremenchuk raion. There were no casualties. The rescuers are eliminating the fire. Currently, part of Poltava oblast is without electricity supply. 9-year-old Kremenchuk girl cut her hair to help the Armed Forces. The girl gave the received 4700 UAH to buy a thermal imager for the military.

Renaming of streets in Poltava has been unblocked after almost 2 months of suspension. A new meeting of the committee on this issue will be held on November 17. Also on November 22, it is planned to officially launch the process of voting for new street names in the Poltava community on the electronic platform. There are 47 streets and alleys with 91 proposed names for discussion.

Khmelnytskyi Oblast

As a result of missile strikes on Khmelnytskyi oblast, an energy infrastructure facility was damaged. In this regard, the regional center is partially cut of electricity supply, water supply is suspended. Also, due to the overload of the power system, the northern part of the region is completely cut off. The power engineers are working to eliminate the consequences of the attack.

As a result of falling rocket fragments two civilians were injured and were hospitalized. Their health condition is satisfactory.

Kamianets-Podilskyi

After yesterday’s missile strike on Khmelnytsky oblast, some houses in Kamyanets-Podilsky were cut off from electricity supply.

The charitable foundation “SOS: Civil Defense Headquarters” and the “Children of War” project received humanitarian aid from Sweden. Previously, the charitable foundation signed memorandums of cooperation with several educational institutions of Kamyanets-Podilsky.

As of today, humanitarian aid has been provided to internally displaced students who are currently studying at the Ogienko University and IDPs living in the dormitory of the Kamyanets-Podilsky College of Culture and Arts. They were provided with mattresses, pillows, warm blankets and rugs, as well as bed linen, towels and sets of dishes.

The regional coordinator of the “Active Community” in Kamianets-Podilskyi Slavko Poliatynchuk joined the volunteer breakfast from the head of the Regional Military Administration Serhiy Gamaliy. In total, the city was represented at the event by members of three volunteer organizations.

In addition, Slawko Poliatynchuk took part in the opening of the exhibition “Kamianets Notes and Wings of “Shchedryk”, dedicated to the 100th anniversary of the premiere of “Shchedryk” in the United States and the 145th anniversary of M.Leontovych.

Lviv Oblast

During yesterday’s massive attack on Ukraine 13 enemy missiles flew to Lviv oblast. It was a missile attack from long-range aircraft from the eastern direction. Most of them were shot down by air defense. But three energy infrastructure facilities were critically damaged. After the attack, about 700 thousand subscribers of Lviv oblast were left without power supply. One person is in hospital, in a stable serious condition.

The roofs of three residential buildings were damaged, windows in two residential buildings were broken, one garage was destroyed.

The power engineers were working throughout the night. As of now, electricity and water supply in Lviv oblast have been fully restored.

During yesterday’s attack of the enemy in Drohobych raion near one of the villages of the Medenytsia community the fragments of an enemy missile fell. Fortunately, there were no destructions and no casualties. 

Western Oblasts

Ivano-Frankivsk Oblast

On November 15, a massive missile attack by the russian federation the power supply was cut in Ivano-Frankivsk, but in the evening it was restored almost throughout the entire community. The next morning “Prykarpattyaoblenergo” distributed hourly and emergency schedules of power outages. They also warned about possible problems with heat and water supply.

Rivne Oblast

Yesterday, November 15, more than 90 thousand subscribers were left without electricity supply due to a missile attack on the energy infrastructure facility in Rivne. The shelling also affected some mobile and Internet signal transmission stations. It is about 10% of 900 stations in Rivne oblast. The signal is being restored. It was the 15th missile attack on Rivne oblast since the beginning of the full-scale invasion of the russian troops in Ukraine.

The head of Rivne Regional Military Administration Vitaliy Koval visited the zero point of the border with Belarus. Together with the military leadership he checked the situation, worked out the areas that need to be reinforced with fortifications. Every day, works to strengthen the territory are being carried out near the border. The arrangement is carried out in several ways of protection. These are anti-tank ditches and mine zones. The works on fence installation are currently underway.

The deputies propose to provide kindergartens and lyceums in Rivne with generators. It is a total of 21 educational institutions in different districts of the city. They want to provide generators for shelters in kindergartens and secondary schools to make them autonomous. By the way, the shelters of 14 lyceums and 7 kindergartens can simultaneously accommodate almost 40 thousand people.  

10 trucks of potatoes were sent from Rokytne raion to the liberated territory of Kherson oblast. The vegetables were collected by the residents of the community. And in addition, 6 more buses with food, a car with bread, as well as building materials.  

Chernivtsi Oblast

A serviceman of the military unit A7187, soldier Iosyp Yanovskyi, who passed away prematurely, was laid to rest in Bukovyna.

The premises of a geriatric boarding house were renovated in Chernivtsi. With the financial support of the International Organization for Migration, the bathroom and canteen were overhauled. Since the beginning of the full-scale invasion, about a hundred people have been evacuated to the institution from other oblasts of Ukraine. In total, there are 187 wards here, 81 of them are IDPs.
