Northern Oblasts

Kyiv

The Forum of regional coordination centers brought together more than 100 participants from all regions of the country and from abroad. The participants included heads of civilian support coordination centers, international organizations, representatives of oblast administrations, NGOs, and volunteer organizations. The goal is to unify the algorithms of the centers’ work in the regions and to determine the priorities for 2024 to support the civilian population.

An awareness-raising campaign with safety trainings was held in the capital. The visitors gained knowledge and skills useful in wartime. The training was conducted by rescuers, doctors, psychologists, dog handlers, and volunteers.

Psychological training for wives of military personnel will be held in Kyiv. The participants will learn how to improve their emotional state, build resilience, and master the skills to effectively cope with stress and anxiety.

Kyiv Oblast

An official of one of the Kyiv district state administrations was taken into custody. She managed ex-prime minister Mykola Azarov’s social networks with provocative materials, and also prepared the texts of his public speeches for russian and belarusian mass media even after the invasion.

In Brovary, reconstruction of the kindergarten, which was hit by a helicopter of the Ministry of Internal Affairs in January, has begun. The preschool building is designed for 270 children. The renovation will be carried out in compliance with fire safety requirements and with due regard for inclusiveness.

Students of Lyceum No. 9 in Bucha organized a charity fair at which 194,000 were collected. The funds were transferred for the purchase of charging stations and other necessary equipment for one of the units of the Special Operations Forces of the Armed Forces of Ukraine.

Zhytomyr Oblast

In the Korosten community, 10 drones were purchased with local budget funds and handed over to the 115th Brigade.

Residents of Zhytomyr submitted 122 applications for compensation for the housing that was damaged or destroyed as a result of the armed aggression of the russian federation. Most applications totaling more than 34.5 million hryvnias have already been processed. 

In the new heating season, Zhytomyr will be 100 percent provided with alternative types of electricity.

Chernihiv Oblast

On October 12, russians shelled the border areas of the Semenivka community. Border guards recorded 18 explosions, resulting probably from firing tube artillery and mortars in the direction of the villages of Leonivka, Tymonovychi, and Bleshnia. In the village of Leonivka, two houses burned down as a result of the shelling, and outbuildings were also damaged.

Sumy Oblast

On October 12, the russian military shelled the Sumy Oblast 6 times. Five border communities came under fire. Apartments, households, an administrative building, a kindergarten, and a forestry were damaged.

This morning, the Russian military shelled the Yunakivka community.

Eastern oblasts

Kharkiv Oblast

In the Kupiansk Raion, Ukrainian defenders repelled four attacks by the russian troops near Synkivka and eight attacks near Ivanivka. Vovchansk and Dvorichna came under fire.

A 39-year-old resident of Rubizhne in the Vovchansk community hit an unknown explosive device in his yard. The man was hospitalized with a mine blast injury to his forearm and shoulder.

In Yavirske, Izium Raion, the director of a farming enterprise hit an anti-personnel mine. The man was hospitalized. The next day, a gasoline tanker ran into an explosive device near Yavirske, killing the driver.

One third of the 59 people killed in the attack on the village of Hroza were identified through DNA testing. More than 300 such examinations were conducted.

Water pumping stations in Kharkiv are 80% equipped with alternative power sources in the event of occurrence of blackouts. By the end of October, generators will be installed at all nine main stations in the city.

Donetsk Oblast

On October 12, the russian troops destroyed more than 50 civilian facilities in the Donetsk Oblast. They shelled 12 settlements.

The shelling by the russian army killed three people yesterday and injured eight other residents of the oblast.

Since February 24, 2022, the russians have killed 1,738 civilians of the Donetsk Oblast, and wounded another 4,233 people. The number of victims in Mariupol and Volnovakha is still unknown.

Kramatorsk and Kramatorsk Raion

In Kostiantynivka, seven high-rise buildings, an administrative building, and a heating main were damaged by the russian army shelling over the past day.

In the Lysychansk sector, two houses and a non-residential building were damaged in Siversk. Also, Lyman, Torske, Zarichne, and Yampil were bombarded in the Lyman community.

Pokrovsk and Pokrovsk Raion

In the Donetsk sector, the Kurakhove community was subjected to numerous attacks: 1 person was killed and 1 wounded in Hirnyk, and private houses were damaged in Kurakhove. Two people were wounded in Halytsynivka of the Novohrodivka community, and two more in Avdiivka. A house and a cultural institution were damaged in Novoselivka Persha in the Ocheretyne community.

As of the morning of October 13, two people remain trapped under the rubble of a destroyed building in Avdiivka. Due to the massive shelling by the russian army, it is impossible to carry out rescue operations.

The morning in Pokrovsk began with hostile shelling. The russians hit the center of the city with two Iskander missiles, killing 1 person, wounding 13, and damaging 2 buildings.

Russian troops are pressing on Avdiivka from several directions, trying to break through the Ukrainian military’s defense for the fourth day in a row, and continue to shell the positions of the Defense Forces and the city itself with all available weapons and aircraft. The Ukrainian defenders continue to hold the line, the situation is difficult but under control.

Bakhmut and Bakhmut Raion

One person died in Rozdolivka, the Soledar community. In the Toretsk community, the power line was damaged as a result of shelling by the russian army during the past day.

Volnovakha and Volnovakha Raion

1 person died and 3 were injured in the Volnovakha direction in Bohatyr, the Velyka Novosilka community. 20 houses and 2 administrative buildings were damaged.

Luhansk Oblast

Yesterday, the enemy hit the Luhansk Oblast with artillery. The settlement of Nevske was hit by KAB-500 aerial bombs. Two explosions were recorded there. Nevske and Bilohorivka also suffered from enemy artillery and mortar attacks.

All 15 Centers for the provision of administrative services of the Luhansk Oblast, which are currently working in other regions of Ukraine, will accept applications from residents of the oblast for compensation for destroyed housing under the eVidnovlennia [Recovery] program.

Southern Oblasts

Mykolaiv Oblast

Last night and on the morning of October 13, russian troops shelled the Mykolaiv, Voznesensk and Bashtanka raions of the Mykolaiv Oblast. As a result of hits and falling debris, houses were damaged and fires started.

In Snihurivka, the Mykolaiv Oblast, five wells were launched in three micro-districts, which will provide them with high-quality water. The projects were helped to be financed by community partners from the “Renaissance Morning” charitable foundation.

Zaporizhzhia Oblast

Last day, russian military personnel hit 150 targets in 22 settlements. A 62-year-old woman was injured as a result of shelling in Huliaipole. 21 reports were received about the destruction of residential buildings and infrastructure facilities.

A fire broke out in the Zaporizhzhia Raion as a result of russian shelling: two residential buildings, three commercial buildings, and a car were on fire.

Special operations forces blew up a railway track and a train in occupied Melitopol, which supplied the russian army with ammunition and fuel.

Despite the pressure from the russians, 812 workers of the Zaporizhzhia NPP did not sign contracts with Rosatom. 2600 workers signed such contracts.

IAEA experts gained access to the roof of the second reactor unit of the Zaporizhzhia NPP and did not find any mines or explosives there.

Odesa Oblast

In Odesa, a man was detained who joined an international organization in the city to gather information about the positions of the military in the region. The man cooperated with the russians back in 2014.

A tender for the purchase of FPV drones for UAH 33 million was announced in Odesa. They plan to buy 15 sets, each of which should contain 100 drones. Last month, the city council announced that they had allocated over UAH 100 million for the purchase of drones and monoculars for the military.

Kherson Oblast

Last day, the russian army hit the Kherson Oblast 100 times with various types of weapons. They fired 553 shells, hitting the buildings of an educational institution and a medical institution. Two people died, six were injured, including a child.

In Beryslav, the Kherson Oblast, the russian army used a drone to attack a car in which a couple was traveling. The woman died, the man is in serious condition. Also, a 79-year-old woman was sent to the hospital in a moderate condition. Another resident received injuries to his arms, legs, head, back and acu barotrauma.

In Kherson, as a result of russian shelling, the collectors that connect the main sewage pumping station with the city’s sewage treatment plants were damaged.

In Kherson, the police evacuated a woman and her 13-year-old son from the Korabel microdistrict. The family left home for the second time. They left for the first time after the start of the russian invasion and returned in June, when the water went off after russian troops blew up the Kakhovka HPP.

The Kherson Oblast authorities have expanded the list of settlements for mandatory evacuation of families with children. It included Stanislav, Shyroka Balka and Oleksandrivka. Evacuation and accommodation are free.

Central Oblasts

Dnipropetrovsk Oblast

On the night of October 13, the russian military fired a dozen or so shells into Nikopol and the Marganets community. A private house and an outbuilding were damaged. Survey of territories continues. There were no dead or injured. In the morning, an explosion also rang out in the Kryvyi Rih Raion.

Two rescuers were injured during repeated shelling of Nikopol on October 13. They were admitted to the hospital. The rescuers extinguished the fire at the temporary stop, which occurred as a result of the previous artillery shelling. A minibus caught fire there. During the liquidation of the fire, the russian military hit the city again. The fire-rescue vehicle was damaged.

32 shopping centers in Dnipro were checked due to reports of landmines. The objects were examined, no explosive objects were found.

Kirovohrad Oblast

In the village of Oleksandrivka, the Kropyvnytskyi Raion, 6 memorial plaques were installed in memory of fallen soldiers. Plaques were placed on the building of the local lyceum No. 1, the graduates of which were killed: Dmytro Pasternyk, Roman Kraplyna, Vasyl Pokhyl, Anatolii Kasapenko, Yupii Kulynych, Oleh Shvets.

In the Kirovohrad Oblast, a 22-year-old woman received a life sentence for passing data on Ukrainian defense enterprises to the russian federation. This is the first such sentence pronounced in the Kirovohrad Oblast for a crime against the foundations of national security. During the cooperation with the russians, the woman received almost UAH 150 thousand for the work performed.

An entrepreneur from the Odesa Oblast, Serhii Khamkhodera, moved the factory to the Kirovohrad Oblast last summer to save it from shelling by the russian army. Medicinal herbs, chestnuts, vegetables and fruits are dried and processed there.

In Kropyvnytskyi, the employees of the Ministry of Internal Affairs will be trained in integrity. The “Education of Virtue” training center has become operational at the Donetsk State University of Internal Affairs.

One of the tasks of the center is to change the attitude of law enforcement officers to the perception of corruption.

Cherkasy Oblast

Yevhenii Grendysh, a resident of the village of Verbovets of the Katerynopillia community, was awarded for his service in the Armed Forces of Ukraine for the second time. The man was awarded the Golden Cross by the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhnyi. Previously, the soldier was awarded with the badge “For service and valor” of the III degree.

A coordination center for civilian population support was created in Cherkasy. The council includes representatives of all structural divisions of the city council, the Employment Center, the Red Cross Society and other institutions. The goal is to support and coordinate the provision of assistance to displaced persons, war veterans, persons with disabilities as a result of war and others.

Poltava Oblast

The new version of the “Poltava Resistance” program was approved in the Poltava community. The deputies of the city council voted for it. Its financing is UAH 22 million. Expenses were foreseen, in particular, for the purchase of equipment for the military.

Vinnytsia Oblast

In Vinnytsia, during a meeting of the executive committee of the city council, deputies considered and approved a decision on a moratorium on the public use of russian-language cultural products on the territory of the community.

Hippotherapy for the wives and children of the fallen defenders was arranged in the village of Dorozhne in the Vinnytsia Oblast. They rode horses, fed them and talked to each other. The classes were held as part of the “Touch of an Angel” project. 22 participants came to the first class.

Western oblasts

Rivne Oblast

The Oblast Military Administration instructed mobile operators in the Rivne Oblast to stock up on fuel in case of a blackout.

Volyn Oblast

In the town of Rozhyshche in Volyn, children and teenagers staged an action in support of the military, which is currently defending the town of Avdiivka in the Donetsk Oblast. The youth hung a banner with the name of the city where heavy fighting is currently taking place. 

Lviv Oblast

Participants of the car rally came to Lviv to support the captured defenders of Mariupol. About 60 relatives and close defenders of the city took part. They held posters and photos, reminding that many defenders of Mariupol are still in captivity. 

Khmelnytsky Oblast

Khmelnytskyi is 98% ready for the heating season. In the Oblast, 112 main and 56 additional emergency brigades were created, which will respond in case of possible emergency situations.

Chernivtsi Oblast

Andriy Bozhyk from Klishkivtsi was awarded the honorary badge “Steel Cross” by the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny.

At the beginning of the full-scale invasion, Mykola G. Shevchuk from Bukovyna transferred his long-term savings – 100,000 hryvnias and 10,000 dollars – to the Armed Forces. President Volodymyr Zelenskyy awarded him with the III degree Order of Merit for his clear civic stance, sacrifice, dedication to Ukraine and loyalty to the Ukrainian people.

Another car from the Sokyriany community went to help the Ukrainian soldiers. The Ssang Yong Rexton vehicle was purchased with the funds collected by the employees of the Sokyriany City Council, Starosty districts of the community, communal enterprises and institutions. The car will be delivered to one of the special purpose units of the Armed Forces of Ukraine.

Ivano-Frankivsk Oblast

In Kalush of the Ivano-Frankivsk Oblast, the sister of fallen soldier Taras Pukish, Lesia Kondratenko, was presented with the medal “For military service to Ukraine”.

In the village of Sloboda of the Burshtyn community, a memorial plaque was opened to the fallen soldier Oleg Verbovy. It was installed on the facade of the lyceum where the soldier studied.

Ternopil Oblast

A commemorative plaque to the military serviceman Yaroslav Prokopyshyn was installed on the facade of the gymnasium in Ripyntsi of the Buchach community. The 28-year-old soldier died in June 2023 while performing a combat mission.

In Ternopil, in the Park of the National Revival, schoolchildren planted the “Alley of the Invincibles”. 65 students from one of the local schools joined the action. A total of 30 trees were planted, half of which were purchased by the military.

Zakarpattia Oblast

Ambassador Extraordinary and Plenipotentiary of Hungary to Ukraine Antal Heizer is in Zakarpattia on a working visit. The head of the Uzhhorod Oblast Military Administration informed him about the current security situation, interaction with representatives of the Hungarian community, joint regional development projects, assistance to defenders and displaced persons. He also thanked the Hungarian people for the humanitarian support of Ukrainians.

The Zakarpattia Center for Training the Population for National Resistance has begun recruiting trainees for the second training course. There they conduct classes in fire and tactical, special physical training, tactical medicine, communication training, military topography and engineering training. Applications are accepted until October 27.
