Northern oblasts
Kyiv
The State Bureau of Investigation has completed a pre-trial investigation into six Berkut officers who shot at activists on February 20, 2014, on Instytutska Street in Kyiv. The government passed a resolution to reorganize the National Aviation University. A new innovative department has been launched at the Kyiv Oblast Center for Rehabilitation Medicine. More than 600 servicemen will be able to undergo free rehabilitation there every year. It was created with the highest barrier-free standards in mind.
Kyiv Oblast
More than 13,000 facilities damaged by the hostilities have already been restored in the Kyiv Oblast. This includes the restoration of high-rise buildings, private houses, medical facilities, schools, kindergartens, etc. In total, more than 28,000 objects were destroyed or damaged.
In Makariv, they started rebuilding a part of a 5-storey building where the entranceway was completely burnt out during the hostilities. Builders are preparing the site for a new foundation.
An “Inclusive Vocational Education Network” will be created in the Kyiv Oblast. The project will organize retraining courses for war veterans. The network will involve 8 educational institutions. One in each of the following cities – Boryspil, Vasylkiv, Ukrainica, Brovary, Borodianka, Katiuzhanka, and two in Bila Tserkva.
A social canteen has started working in Irpin. Every day it is planned to prepare free lunches for almost half a thousand people from vulnerable categories of the population. To get the meals one has to have a voucher that can be obtained at the Department of Labor and Social Security of the City Council, said the first deputy mayor Kravchuk.
Zhytomyr Oblast
The Berdychiv community allocated more than 70 million hryvnias from the local budget for the Armed Forces, territorial defense and other formations of the Defense and Security Forces of Ukraine.
A charity race with obstacles called the Wild Race has started in Zhytomyr. All participation fees will be donated to the Armed Forces of Ukraine. The competition will last several laps: from 5 to 10 kilometers. About 600 athletes and amateurs have registered to participate.
Chernihiv Oblast
On October 13, russian troops shelled four border communities of the Chernihiv Oblast. The Horodnia, Semenivka, Novhorod-Siversk, and Snovsk communities came under fire.
More than 200 international governmental and non-governmental organizations are helping communities in the Chernihiv Oblast prepare for the heating season. This includes technical equipment, providing critical infrastructure with alternative power sources, etc.
The first automatic door opening system for shelters was installed in Nizhyn, Chernihiv Oblast, to operate in the absence of electricity and communication. If the system proves to be convenient for the residents of the neighborhood, it will be gradually implemented in the rest of the shelters.
Sumy Oblast
During the day, the russian army shelled the border areas of the Sumy Oblast 22 times. A total of 237 explosions were recorded. An apartment building, a truck, and the administrative building of one of the enterprises were damaged.
At night, the russian military shelled the Krasnopillia community with a mortar. 10 explosions were recorded.
Eastern oblasts
Kharkiv Oblast
Ukrainian troops repelled 12 russian attacks near Synkivka, Ivanivka, and Kyslivka in the Kupiansk sector. Nine settlements in the Kharkiv Oblast also came under mortar and artillery fire.
Russian troops are advancing in the Kupiansk sector. Heavy fighting is taking place there. The goal of the russian occupiers is to defeat the Ukrainian Armed Forces grouping, surround Kupiansk and reach the border of the Oskil River.
At 7 a.m., russian troops shelled Kupiansk-Vuzlovyi, setting a 5-story residential building on fire. No one was injured.
In Lozova, two houses damaged by russian missile strikes in the spring of 2022 are being restored. Almost 10 million hryvnias were allocated from the state budget for the reconstruction.
Donetsk Oblast
In total, during the day, the russian army fired at civilians 25 times and shelled 8 towns and villages of the Donetsk Oblast.
On October 13, 22 people were wounded in the shelling by the russian army in the Donetsk Oblast.
Since February 24, 2022, the Russians have killed 1,738 civilians of the Donetsk Oblast, and wounded another 4,255 people. The number of victims in Mariupol and Volnovakha is still unknown.
In the Donetsk Oblast, international organizations are buying wood and briquettes for vulnerable groups of the population. The district heating system is 100% ready, and some of the boiler houses are equipped with generators. However, during power outages, interruptions are expected in the operation of boiler houses.
Kramatorsk and Kramatorsk Raion
In the Lysychansk direction, during the past day, Siversk, as well as Torske and Zarichne of the Lyman community came under enemy fire.
In the central part of the village of Yasnohirka, work on the equipment of a mobile protective structure has been completed.
Pokrovsk and Pokrovsk Raion
For the fifth day, shooting battles and mass shelling around Avdiivka did not abate. The russians are attacking crowds of people, because of this they have suspended the delivery of humanitarian aid.
A man born in 1959 died in Avdiivka after an airstrike by the russian army. The body is under rubble, it is currently impossible to get it due to constant shelling.
The day before in the morning, the russians hit Pokrovsk with Iskander missiles. 22 people were injured, two administrative buildings and two residential high-rise buildings were damaged. Dachenske was also affected in the Pokrovsk community. A farm was damaged.
An infrastructure facility was damaged in the Kurakhove community. Seven houses were destroyed in Novoselivka of the First Ocheretyn community.
Bakhmut and Bakhmut Raion
In the Toretsk community, seven houses were damaged: six in New York and one in Toretsk. A high-rise building and an industrial building were destroyed in the Chasiv Yar community.
Volnovakha and Volnovakha Raion
In the Volnovakha direction, Vuhledar and Bohoyavlenka were fired. There are no casualties.
Mariupol
An entire quarter in the center of Mariupol is being renovated for the resettlement of citizens of the russian federation. All Mariupol residents of the quarter were evacuated or were evicted or died. russian occupiers are blocking entry to Mariupol from EU countries.
Luhansk Oblast
russian troops, after their losses and recovery, advance near Makiivka in the Luhansk Oblast. Heavy fighting continues there.
The russian occupiers declared that the Luhansk Oblast’s energy system was 90% ready by the start of winter. In fact, tens of thousands of people are still not connected to the power grid.
Southern oblasts
Mykolaiv Oblast
On October 13, as well as on the night of October 14, russian troops shelled the city of Ochakiv and its water area with mortars and artillery. The settlement of the Kutsurub community was also under fire. There are no injured or dead.
As part of the activities of the Regional Office of International Cooperation, four communities of the Mykolaiv Oblast received new dump trucks with a capacity of 15 tons. They were purchased by the United Nations Office for Project Services (UNOPS) at the expense of the Embassy of the Kingdom of Denmark in Ukraine. This is a good reinforcement in the work on eliminating the consequences of enemy aggression.
Zaporizhzhia Oblast
The occupiers struck 152 attacks on 22 towns and villages of the Zaporizhzhia Oblast yesterday. 13 reports were received about the destruction of residential buildings and infrastructure facilities. No casualties.
In the Zaporizhzhia direction, soldiers of the State Border Service shot down two aircraft of the russian military with the help of anti-drone guns, and destroyed the other five.
In Zaporizhzhia, an anti-radiation shelter with a total area of 103 square meters was equipped in the city center. The storage room is designed for almost 100 people.
Odesa Oblast
President Zelenskyi met with the Prime Minister of the Netherlands Mark Rutte in Odesa. They visited the seaport where a missile hit on September 25, discussed the strengthening of Ukrainian air defense systems, the security of the export corridor in the Black Sea. They also visited wounded Ukrainian soldiers in a hospital in Odesa. The head of state presented awards to the military.
A sea mine was brought to the coast of Odesa. It was discovered at a distance of about a kilometer from the shore. The mine was destroyed by controlled detonation.
Kherson Oblast
Over the past day, the russian army shelled the Kherson Oblast 117 times, firing 574 shells at civilian infrastructure. One person died, five were injured.
At night, russian troops shelled Inzhenerne with artillery and attacked Kherson with mortars. A fire broke out in the garage cooperative. Due to repeated blows, the rescuers had to put out the fire several times.
Around 6:00 a.m., the russian army struck Beryslav. A private house was hit, a 60-year-old woman was buried under the rubble, she died.
Since the morning, russian troops have struck the suburbs of Kherson several times. There is destruction, there have been fires. There was no information about the dead and wounded.
russian troops attacked Kherson again in the afternoon. They targeted the area of one of the markets. Previously, there were no casualties.
Central oblasts
Dnipropetrovsk Oblast
More than 500 bales of hay and straw burned as a result of the fire that occurred due to the shelling of the Nikopol Raion of the Dnipropetrovsk Oblast in the afternoon of October 13. The fire broke out in one of the villages of the Marganets community. An agricultural company was also destroyed in another village. In addition, seven private homes, two farm buildings, cars and power lines were damaged. Russian troops also attacked the Myrove community. There were no casualties or injuries as a result of the attacks.
Ten people with disabilities are being evacuated from Dnipro to a shelter in western Ukraine. The aid program is organized by the “Vostok SOS” charitable foundation and the Center for Social Adaptation of People with Disabilities. They bring people from Kherson, Zaporizhzhia and Donetsk oblasts. In the shelter, they are helped to restore their documents and are provided with basic necessities.
40.5 thousand hryvnias were collected by schoolchildren from Dnipro to help the Armed Forces of Ukraine. The children organized a fair where they drew pictures, made handicrafts and sold sweets. 250 students of one of the city’s lyceums took part in the event.
Kirovohrad Oblast
In Kropyvnytskyi, in the Church of the Assumption of the Most Holy Theotokos of the Orthodox Church of Ukraine, the 13th regional holiday of spiritual singing “I pray for you, Ukraine” took place. 14 secular and popular vocal-hop collectives of the Kirovohrad Oblast performed in the framework of the event. The public organization “Families for the Protection of Soldiers of the 34th Battalion of the 57th Brigade” placed on the stands in front of the church the portraits of 80 soldiers who are in captivity or are considered missing, and 19 photos of the fallen defenders.
Cherkasy Oblast
The first sports and health camp in Ukraine for women with amputations is operating in Cherkasy Oblast. There, participants can not only learn to play football on crutches, but also undergo psychological support training. The organizers invited motivational lecturers and international coaches to participate in the camp shift. The camp is free for participants, their recovery is sponsored by benefactors.
A family of beekeepers from the Luhansk Oblast moved their family business – an apiary – to the Cherkasy Oblast. In 2014, despite the shelling, it was possible to save 30 bee families and hives. Thanks to grant programs for the development of beekeeping, the family business was continued in a new location.
Poltava Oblast
A new defense program worth UAH 22 million was approved in Poltava. This is UAH 200 thousand more than in the previous edition. Procurement for the military in the Poltava community will take place transparently, focusing on the needs of the military.
Poltava was visited by the participants of the “Sports Ambassadors” project, which is implemented by the public organization “Return Alive!” In one of the hospitals, they shared their own experience of rehabilitation with wounded fighters and presented inclusive simulators for practicing adaptive sports. The project is implemented with the support of the US Embassy in Ukraine and the Public Organization “Games of the Invincible. Ukraine”.
Vinnytsia Oblast
Trench candles for defenders are made by students of Vinnytsia Vocational College of Food Technologies. Such trench candles burn for up to five hours. In total, more than half a thousand trench candles were made at the college in a few weeks.
According to the Vinnytsia center for the study of genealogy “Prashchur” [“Ancestor”], since the beginning of the full-scale russian invasion, the interest of Ukrainians in researching their own genealogy has doubled.
Western Oblasts
Rivne Oblast
The first industrial ecopark appeared in the Rivne Oblast. “HEMPY UA” with an area of almost 43 hectares is located on the territory of the Pryvilne Village Council, the Dubno Raion. There will be new facilities in the fields of secondary resource processing, food production, textile light industry, construction, furniture materials, etc.
Volyn Oblast
In Lutsk, more than 50 people took part in the action in support of the captured defenders of Mariupol. Relatives and friends of prisoners who joined the All-Ukrainian rally “Freedom to the defenders of Mariupol” gathered on the Theatralnyi Maidan. This is the fifth city where an action in support of Ukrainian prisoners of war is taking place.
In the Uhryniv and Horodyshche communities, the collection of vegetables and homemade food for patients of the Volyn infectious disease hospital was organized. In total, people collected 4 tons of vegetables to help the medical facility.
Lviv Oblast
For the sixth time, a rally was held in Lviv against budget expenditures that are not critical. Under the slogan “First drones, then stadiums”, the participants demanded the cancellation of procurement tenders, which they believe are inappropriate in wartime. Khmelnytskyi Oblast
More than 40 residents of Khmelnytskyi gathered for the weekly action “Bring the Heroes Home”. With placards and flags in their hands, they gathered in the center of the city and marched peacefully through the city.
A 48-year-old woman from Khmelnytskyi who was accused of high treason, supporting and justifying russian armed aggression against Ukraine was sentenced to 15 years in prison with confiscation of property. Since the beginning of the full-scale war, the woman established contact with a representative of the FSB (russian federal security service) through one of the social networks. The accused received money for providing information.
Ivano-Frankivsk Oblast
In the village of Zelene, the Verkhovyna Raion, a memorial plaque was opened to fallen military serviceman Ivan Martyshchuk. The memorial plaque was installed on the facade of the lyceum where the fighter studied.
In Nadvirna, Ivano-Frankivsk region, local residents voted to terminate the activities of the religious community of the Holy Great Martyr George the Victorious of the Ukrainian orthodox church of the moscow patriarchate. This decision was supported by 49 residents of Nadvirna during public hearings.
Ternopil Oblast
The video clip “Spirit of the unconquered region” is being filmed in the Ternopil Oblast. It recreates three stages of Ukrainian history: the Cossack era – the liberation of female captives from Tatar captivity, the battle of the rebels with the NKVD (people’s commissariat of internal affairs of the ussr), and the battle of the Armed Forces of Ukraine with russian troops.
Zakarpattia Oblast
Zakarpattia Customs reports that the Government has improved the border crossing procedure for truck and bus drivers making long trips. Now carriers will be able to register trucks with up to two drivers, buses with up to three drivers for one departure.
