The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

Northern Oblasts
Kyiv Oblast
There is an increase in electricity consumption in the Kyiv Oblast. In connection with this, temporary blackouts were forced to start in the region from 9:20.
About 3,000 infrastructure objects have already been rebuilt in Kyiv Oblast.
French documentary filmmaker Philippe Azoulet came to Irpin today to collect materials for his upcoming film about russia’s war crimes on the territory of Ukraine.
The Irpin Reconstruction Fund continued the series of video stories about the private houses of the townspeople destroyed by the occupiers. This time it is about the residence of the Zhukovsky family on Davydchuk St., 30-V.
The body of a man who died during the occupation was found in the forest near the Mykhailivska-Rubezhivka village of the Irpin community. Local residents came across the remains and reported it to the community police officer. The body lay next to shell casings.
Zhytomyr Oblast
Today in Zhytomyr, the relatives of the fallen servicemen were presented with orders awarded by the president.
More than two thousand sets of warm clothes for displaced children, who currently live in Zhytomyr Oblast, came from the international children’s charity fund UNICEF.
Roman Shifruk, a graduate of the Zhytomyr Polytechnic, died fighting the russians.
Chernihiv Oblast
At 5 am today, russian troops shelled the border of Chernihiv Oblast in the area of the village of Gai. The border guards recorded 10 arrivals from barrel artillery.
In the afternoon, they shelled the territory in the area of Mykolaivka. 16 mortar hits were recorded.
Sumy Oblast
After 5 am, the russians released 5 mines in the Znob-Novgorodske community. There were no injuries or damage. In Sumy, they said goodbye to the fallen soldier Maksym Ushakov.
Eastern Oblasts
Kharkiv Oblast
At around 8 am today, the enemy launched a rocket attack on Kharkiv. Hits were recorded at an object of industrial infrastructure in the Kyiv district of the city. All emergency services are on site. Previously, 6 people were injured. Information about the destruction and victims is being clarified.
Last day, the russian occupiers shelled the cities of Kupyansk and Vovchansk, as well as the settlements of Kupyansk, Chuguyiv, Kharkiv and Bogodukhiv Raions. During the day, a 30-year-old man was hospitalized with an injury in Bogodukhiv Raion. A 56-year-old woman and a 58-year-old man were hospitalized in the Kupyansk Raion. Also, a 55-year-old man who was injured the day before sought medical help in Kupyansk.
The restoration of electricity supply to the communities of Kharkiv Oblast continues.
Power engineers returned electricity to the village of Chkalovske, as well as to the villages of Artemivka and Novy Burluk of the Chuguyiv Raion. About 5,500 consumers have flourished there again.
Demining of the liberated territories continues. During the day, pyrotechnics of the State Emergency Service defused 657 explosive objects.
Donetsk Oblast
In the Avdiivka direction, the enemy attacked with tanks, mortars, barrel and jet artillery, in the areas of Vodyane, Mar’inka, Novomykhailivka, Pervomaiske and Semenivka settlements.
In the Horlivka Raion, the communities of Bakhmut, Toretsk and Svitlodar are affected.
In Toretsk, a house and a company were damaged, but there were no casualties. It was also loud at the Mayorsk station in the Svitlodar community.
In the Lysychansk direction, the russians actively shelled Torske and Zarichne in the Lymansk community. At least 1 person died, 1 more was injured.
Law enforcement officers discovered the bodies of 9 civilians killed by the russians during the occupation: 7 in Novoselivka and 2 in Lyman.
Currently, it is impossible to establish the exact number of victims in Mariupol and Volnovakha.
Kramatorsk
In Sloviansk, Vadym Lyakh, the head of the military administration, drew the attention of residents to the fact that despite the resumption of gas supply, it is not yet time to return to the city – the enemy is only 50 kilometers from Bakhmut.
Gas supply is gradually being restored in the private sector.
From today the suburban train to Sloviansk has been restored.
A feeding station for animals that lost their homes has been set up in Kramatorsk. In the morning dogs were standing in line to eat.
Pokrovsk and Pokrovsk Raion
The Selydove, Maryinka, and Avdiivka communities were under fire in the east and the center of Pokrovsk raion. There were no casualties, but there were destructions.
In the Selydove community, Ukrainsk was damaged – russians hit the area of high-rise buildings. In the Marinka community, shelling was recorded in Katerynivka, power lines were destroyed. Avdiivka came under shelling in the morning: the outskirts of Avdiivka Coke and Chemical Works and the gardening partnership were damaged.
With the support of the French, the wards of the territorial center were provided with convection heaters.
To create comfortable conditions during the winter, the donors donated 405 electric fireplaces to the Pokrovsk community, which are already being used by the wards of the territorial center.
Bakhmut
As a result of a strike on the private sector, 2 people were killed and 1 was wounded in Bakhmut. 7 houses were damaged.
Mariupol
The occupiers are going to approve a new coat of arms for Mariupol. This is the coat of arms of Zhdanov (Mariupol) under the USSR.
Pushilin, the so-called head of the “donetsk people’s republic”, signed an order to start the heating season. It is already the second day since people should receive a heat supply. However, Mariupol residents, on the contrary, are starting to freeze in houses with broken windows and damaged roofs.
The occupants continue to demolish houses in the city. This time they destroyed buildings in the Shidnyi district. The goal is to hide the evidence of their crimes.
Luhansk Oblast
In occupied Rubizhne, the “city council”, appointed by the rashists, is holding meetings on the occupation of empty apartments in more or less surviving high-rise buildings.
In villages near Svatove and Kreminna, russians have evicted all residents and deployed the russian military there. Most russian military materiel is concentrated near Svatove and Troitske.
Southern Oblasts
Zaporizhzhia Oblast
In Zaporizhzhia oblast over the past day, occupants shelled civilian infrastructure near the inhabited localities of Komyshuvakha, Shcherbaky, Orikhiv, Stepove, Mali Shcherbaky, Novodanilivka, Olhivske, Bilohiria, Novoandriivka, Chervone, Dorozhnianka, Malynivka, Mala Tokmachka, Poltavka, Zaliznychne, Huliaipole, and Tavriiske.
In the morning the enemy attacked Zaporizhzhia with S300 missiles. There were 6 explosions in different parts of the city. One of the enemy shells hit the territory of a school in one of the districts of Zaporizhzhia. The roof of the school was damaged and the windows were blown out.
As a result of the attack, the gas network in the apartment building was damaged, there was a fire, and a wall was destroyed. Specialized services started working at the scene promptly. The State Emergency Service of Ukraine officers ensured the safety of emergency works to disconnect the gas supply, which was carried out by gas service employees. In addition, rescuers inspected the house and evacuated 8 residents.
There were also hits to infrastructure objects and open areas.
As a result of the shelling, four officers of the Patrol Police Department were injured while on duty. The law enforcement officers received shrapnel wounds and were hospitalized in medical institutions in the city. Also, one civilian was injured. Nobody was killed.
After the missile attack, residents found parts of explosive items of ordnance in the city. Particularly in the other place, the pyrotechnics of the State Emergency Service found a warhead from the S-300 antiaircraft missile system in the yard of a residential building and seized it for further destruction.
The residents of the temporarily occupied Melitopol report increased terror by the russian invaders. Particularly, abductions and illegal detentions of residents are becoming more frequent. In addition, there are complaints about the work of schools: they are “guarded” by the armed military, mostly Chechens. In the morning after the start of classes, they lock the schools, not letting parents into the building. At the end of the “school” day, after additional checks, they let the students go outside.
Kherson Oblast
The occupation authorities of Kherson oblast issued an order to prepare for evacuation for the so-called “banking institutions”. They also prepared evacuation lists of the imported russian medical workers and teachers.
Over the past 24 hours, the russian military has launched 3 missile and 24 air strikes, carrying out more than 30 rounds of anti-aircraft fire. Areas of more than 15 settlements were affected, including Nova Kamianka and Mala Seideminukha in the Kherson Oblast.
The “Yellow Ribbon” [Zhovta Strichka] movement calls on Kherson residents to boycott all instructions, decrees, and recommendations of the occupation authorities. Activists of the movement continue their resistance, paint graffiti, hang ribbons near the Kherson Administration, and stick pro-Ukrainian leaflets.
Mykolayiv Oblast
Yesterday morning, the enemy shelled the city from the S-300 anti-aircraft rocket system. Hits were recorded in the former car market and in open areas.
Yesterday, the infrastructure of the Mishkovo-Pohorilove community was damaged as a result of enemy rocket fire. There are no casualties.
In the morning, the enemy attacked the coast of the Kutsurub community with anti-aircraft guns. There were no damages or injuries.
Enemy shelling of the territory and nearby settlements of the Berezneguvate community continues.
Yesterday, the village of Shiroke community was subjected to enemy shelling. The shot was in the yard of a residential building. As a result, outbuildings were damaged.
Odesa Oblast
In the Berezivka Raion of the Odesa Oblast, they said goodbye to the soldier Andriy Zabaidulin, who died while performing a combat mission in the Kherson Oblast.
Central Oblasts
Kirovohrad Oblast
Currently, everything is under control in the communities of Kirovohrad Oblast.
Today, as part of the mandatory evacuation of the population, 62 migrants from Donetsk Oblast were welcomed. More than fifty were accepted by the Tyshkivka community.
Residents of the Znamyansk metropolitan community bought and donated a car for the needs of the Armed Forces of Ukraine. In total, the residents of the community collected 121 thousand hryvnias. This is the third car that the community has sent to defenders. The car was fully loaded with products and necessary tools, which were reported by the soldiers.
Poltava Oblast
In Poltava, 17 new all-terrain vehicles were purchased and handed over to the regional police. They were purchased with the funds of the Oblast and communities.
Instead of the banned trolleybuses in Kremenchuk, communal buses were launched on the main routes. As previously reported Oleh Lednik, the head of the Kremenchuk Military Administration signed an order banning the movement of trolleybuses in Kremenchuk. In order for people to get to work on time, all available public buses were launched on the main routes.
Residents of Poltava are invited to the literary evening of the famous Ukrainian writer Andrii Bondary. The meeting will take place on Tuesday, the 25th of October, at 18:00 in the Small Assembly Hall of the Poltava Pedagogical University. The event will be moderated by translator and literary critic Bohdan Storokha, who will talk with the author about his current activities and creativity.
Western Oblasts
Rivne Oblast
Almost 200 trench candles were made by the students of the Velikoomelyansk Lyceum in the Rivne Raion together with volunteers. Products and letters of support and thanks have already been handed over for our servicemen. More than fifty trench candles were made by the cultural workers of the Tumen Starostyn district in the Sarny Raion. Candles are made for the military and schoolchildren of the Mizoch starosta community in the Rivne Raion. The work was carried out on three fronts: in the Mizoch Lyceum, a special school and a church.
In Rivne, trolleybuses are returning to their usual schedule. As reported by Vitaliy Koval, the head of Oblast Military Administration, the day before, thanks to the savings of enterprises and residents, the Oblast managed to reduce energy consumption by 8.5% compared to the previous day.
The money collected at the educational fair has already been spent as intended. At the end of September, the educational community, parents and students of the Rivne community jointly raised 845,000 hryvnias. With the proceeds, a mobile bathhouse was sent to the city of Kupyansk, which was assembled by the employees of the Rivne Center for Vocational and Technical Education of Service and Design.
Khmelnytsk Oblast
Kamianets-Podilskyi
More than 140 backpacks were received today by children who, together with their relatives, moved to the city from the regions of hostilities. Backpacks filled with sweets, hygiene items, stationery, flashlights, blankets, and postcards were given to them by Ukrainian and American child scouts from the Chicago youth organization Help Heroes Of Ukraine. This is a charitable fund that was created by Ukrainians in the first days of the full-scale invasion of russia. They regularly send humanitarian aid home, and bulletproof vests, helmets, optical devices, military equipment, cars, and drones to the front.
Chernivtsi Oblast
Bukovyna conducted the last journey of a soldier who defended Ukraine from the russian invaders: they said goodbye to chief sergeant Oleksandr Serebryanskyi in the city of Sokyryani.
The department of the pyrotechnic works group of the Main Department of the State Emergency Service of Ukraine in the Chernivtsi Oblast has been working in the de-occupied territories of the Donetsk
Oblast for about a month. First, pyrotechnicians carried out humanitarian demining in the city of Slovyansk, where they inspected power lines and highways for two weeks.
