About us: The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Northern oblasts

Kyiv

A free mine safety training will be held in Kyiv, starting July 25. During the week, children and adults can attend it. The course on mine safety was developed by volunteers together with the Kyiv City State Administration, rescuers of the State Emergency Service and K-9 handlers of the National Police. This was reported by the press service of the Kyiv City Council.

The municipality of the city of Luxembourg announced that a new street will be named “Kyiv Boulevard” in honor of the capital of Ukraine, the city of Kyiv. By 2023, viaduct #3 is expected to become the so-called southern gateway to the city of Luxembourg.

Germany’s Federal Minister of the Interior, Nancy Faeser and Federal Minister of Labor and Social Affairs, Hubertus Heil, arrived in Ukraine on a visit. At the beginning of their trip, the politicians wanted to visit the war-ravaged city of Irpin first thing in the morning. Meetings with Ukrainian politicians are also planned.

Kyiv Oblast

From July 25, control and security measures will be enhanced on the territory of the Boryspil Raion of the Kyiv Oblast. This is due to military exercises.

In Irpin, within the framework of the medical project “The Crew of Doctors”, free medical consultations will be provided around the city during the next week. All those wishing will be able to take tests and get advice from doctors. The project is supported by UNICEF Ukraine. In the Telegram channel, the Irpin City Council published a schedule and a list of streets where the ambulance will be located. 

87 million hryvnias will be channeled for the repair work and purchase of construction materials for the reconstruction of those settlements of the Kyiv Oblast that suffered as a result of the russian military aggression. Additional funding is provided for in the approved amendments to the oblast budget for 2022. 

In Bucha, three boys organized a car wash to raise funds for the needs of the Armed Forces of Ukraine. The funds are transferred through the “Diya” application. In just 2 days of their work, the mother of one of the boys transferred 1,000 hryvnias to the UNITED24 platform through Diya. In total, the boys collected 2,500 hryvnias by washing car headlights.

Zhytomyr Oblast

A russian propagandist will be tried in Zhytomyr. The man showed himself from the first days of the large-scale armed invasion of the occupiers into Ukraine, sharply intensifying his pro-russian activities. Thus, the accused shared on his social media page a 2014 video appeal to Putin with calls to immediately send “peacekeeping troops” to the territory of the Kharkiv Oblast, because “they” are already taking power and asking for support.

A resident of the city of Novohrad-Volynskyi, Colonel Vitaliy Huliaiev, the commander of the 28th detached mechanized brigade named after the Knights of the First Winter Campaign, the Armed Forces of Ukraine, was killed in action in the russian-Ukrainian war. Dmytro Strelets from the Andrushivka Raion also died heroically in battles with the enemy.

The coordinator of the AUI “Active Community” was busy establishing contacts with representatives of the authorities regarding internally displaced persons.

Chernihiv Oblast

Around 9 a.m. on July 25, russian troops shelled the border area of the Chernihiv Oblast. In particular, they probably fired from 120 mm mortars on the territory of the Snovsk community. Four explosions were recorded.

Explosive ordnance disposal continues near the village of Shestovytsia.

Staff sergeant Bohdan Nazarenko, a border guard from the Chernihiv Oblast, was awarded the Order of Courage, Class 3, (posthumously). This decree was signed by the President of Ukraine. He was killed by a sniper’s bullet on March 14, 2022, during the defense of Chernihiv. Bohdan Nazarenko did not live just a few weeks to see the birth of his two twin boys.

Sumy Oblast

Last night, July 24, at almost 10 p.m., the russians opened mortar fire on the outskirts of Bilopillia. Four explosions were recorded. There are no casualties or destructions. At 1:30 a.m., the Krasnopillia community was shelled from the Grad MLRS – 20 hits. Information about victims and damage is being clarified.

Last day, the russians hit the territory of the Esman community with multiple launch rocket systems. About 120 explosions were recorded. Russian troops shelled the Okhtyrka community with tube artillery; about one and a half dozen explosions were recorded.

Residents of one of the villages in the Lebedyn Raion found a cluster-type submunition for the Uragan multiple launch rocket system projectile, which was left behind by the russians. The local residents found it in the forest while picking mushrooms. Police bomb squad experts defused explosives at the places of the former deployment of russian troops.

Eastern oblasts

Kharkiv Oblast

On the night of July 25, the russian occupation army fired at civilian facilities in Chuhuiv. Russian shelling destroyed the raion house of culture, where civilians were hiding from shelling in the basement, also the house of officers and the lyceum, where no one was. Residential buildings were also damaged, a number of strikes hit the ground. Some missiles were shot down by the Armed Forces of Ukraine.

During the day, residential sectors were shelled several times in the village of Korobochkyne and the village of Pechenihy. A fire broke out in a wheat field with an area of 1 hectare, outside the populated areas.

Volunteers of the “Peaceful Sky” charitable foundation in Kharkiv prepare up to 8,000 portions of lunch per day. Food is distributed in the districts of Kharkiv, which are most affected by russian shelling.

Donetsk Oblast

Constant shelling along the entire front line continues. The russians are most actively shooting in the Bakhmut Raion: the Bakhmut, Svitlodarsk and Soledar communities are affected. All night explosions were heard in the Svitlodarsk community: the enemy was shooting at the outskirts of the villages there. There was no information about the victims, but private houses in the villages of Kodema and Dachi were damaged. In Soledar, as a result of night and morning shelling, at least one person was killed, three houses were damaged, two garages burned down, and power supply was cut off. The outskirts of the villages of Yakovlivka and Bakhmutske are also under constant fire – there are currently no casualties there. Around midnight, the russians launched another missile attack on Avdiivka. A little later, the city was bombarded with artillery. The shells hit residential areas. Information about the victims and extent of damage is being clarified. Kramatorsk and Kostiantynivka, the cities in the relative rear area, are also under russian shelling. In Kramatorsk, the russians damaged one residential building. There were two rounds of shelling in Kostyantynivka – the shells fell near residential buildings and a cafe. The extent of destruction is being specified. There is no information about the casualties. 

In the Sloviansk sector, the enemy fired at the positions of the units of the Defense Forces using all available fire power near Nortsivka, Bohorodychne, Petrivske, Barvinkove, Kostyantynivka, Nova Dmytrivka, Dolyna, Nova Mykolaivka, Karnaukhivka, Dibrovne, and Chepil. In the Kramatorsk sector, shelling was recorded near Kryva Luka, Platonivka, Siversk, Verkhniokamianske, Zvanivka, Ivano-Daryivka, and Spirne. And airstrikes took place not far from Hryhorivka and Serebrianka. Ukrainian soldiers repulsed the assaults in the directions Berestove – Ivano-Daryivka and Verkhniokamianka – Ivano-Daryivka and forced the invaders to withdraw.

On July 24, the russians wounded 8 civilians of the Donetsk Oblast: 3 in Pavlivka, 1 in Bakhmut, 1 in Halytsynivka, 1 in Novomykolaivka, 1 in Pivdenne, and 1 in Siversk. 

Since the beginning of the russian invasion of Ukraine, as a result of shelling and bombing in the Donetsk Oblast, 639 civilians have been killed and another 1,660 wounded. 

The russia-controlled grouping “DPR” plans to hold a so-called “referendum” on the entire territory of the Donetsk Oblast with the result of 70% of votes in favor of joining russia. This was reported by the journalists of Radio Liberty, who had access to the “Strategy for the preparation and conduct of the referendum on the accession of the DPR to the russian federation”. 

Local residents of Toretsk — a woman and two men — gave the occupiers the coordinates of the deployment of the Armed Forces of Ukraine and the places where shells hit, receiving money for it. This was reported by the press service of the Donetsk Oblast police. It is known that the 29-year-old woman sent geolocations to the chief administrator of the Telegram channel, who lives in the territory of the russian federation. According to the police, this woman was also involved in attacks on schools, shops, and residential buildings.

Kramatorsk

The city was struck with the use of multiple rocket launchers. There were no casualties.

Kramatorsk utility workers work under martial law, eliminate the consequences of enemy attacks on the city’s civilian infrastructure, respond to emergency calls, and maintain networks and communications. There is no gas supply in the city. In case of interruptions with water supply, pick-up is provided upon request. With the support of international partners, the municipal production enterprise “Kramatorsky Vodokanal” has installed dozens of stationary water containers in the city. Sometimes other city enterprises help to fill them.

The situation in the community remains alarming.

Pokrovsk and Pokrovsk Raion

In the Avdiyiv direction of the Pokrovsk Raion, no active actions by the russians were noted. In order to constrain the actions of our troops, the enemy bombarded positions with barrel and rocket artillery and tank weapons along the contact line. Around midnight, the russians launched another rocket attack on Avdiivka, Pokrovsk raion. A little later, the city was bombarded with artillery. Shells flew into residential areas.

The last day in the Pokrovsk community was relatively calm. There are no facts about the victims and the destruction for the past 24 hours.

Bakhmut

In the Bakhmut direction, with the aim of destroying defensive positions, the enemy shelled the areas of the settlements of Berestov, Bilogorivka, Soledar, Bakhmutske, Pokrovske, Yakovlivka, Kurdyumivka, Bakhmut, Vesela Dolyna, Novoluhanske, Zaitseve and Travneve. Enemy UAV flights were noted in the Kramatorsk raion.

At night, the russians dropped an aerial bomb on Bakhmut – no one was injured, but at least 5 houses were damaged. In the morning, the enemy shelled the city with guns – it is known about 1 wounded person.

Mariupol

More than 60% of multi-story buildings in Mariupol were damaged by more than 40% and completely destroyed. These are 1,368 residential buildings in which more than 156,000 residents of Mariupol lived. That’s how many people lost their homes as a result of russia’s military actions. This was reported in the press service of the Mariupol City Council. 

Luhansk Oblast

From three sides, Russian troops tried to reach the border of the Luhansk oblast – they retreated everywhere. Over the last day, the russian army fired three rockets at these settlements, carried out three massive artillery attacks, two long-term mortar attacks, and three times the russians tried to launch a tank offensive. This was announced by the head of the Luhansk Oblast Military Administration, Serhii Gaidai. He also noted that in all these directions the russian military not only did not advance but also lost some of its soldiers. According to him, the russian army is shelling populated areas from fighter jets, opening fire from rocket and barrel artillery, and using drones.

Southern Oblasts

Kherson Oblast

The Armed Forces of Ukraine destroyed the command and observation post of the 785th separate detachment of russian troops and two warehouses with ammunition in the Kherson oblast. During the day of July 24, the missile and artillery units of the Armed Forces of Ukraine carried out about 190 fire missions. As a result, the russian troops lost five tanks, two self-propelled howitzers “Gvozdika”, anti-tank missile complex “Fagot”, three units of armoured vehicles and nine vehicles, 66 russian soldiers died.

In the Kherson Oblast, 44 settlements have been liberated from the Russian military. Some villages were destroyed by them by 99%. Others – by almost 70%. A lot of destroyed infrastructure, kindergartens, damaged electric wires, and no water and gas supply. The russians do not stop shelling and destroying the liberated villages. This was announced by the acting head of the Kherson Oblast Military Administration, Dmytro Butrii, at a briefing at the Ukraine – Ukrinform Media Center.

The Security Service of Ukraine reported that it had identified all the collaborators who joined the occupying Ministry of Internal Affairs of the russian federation in the Kherson oblast. SBU employees conducted operative actions, collected all identifying data on each collaborator, documented criminal activity and established their locations and movement routes.

Mykolayiv Oblast

On the night of July 25th, approximately at 02:40, russian troops shelled Mykolaiv.

Also at night, russian troops began shelling the village of Mishkovo-Pohorilove in the Mykolaiv Raion. According to preliminary information, a seven-year-old child was injured. As a result of the shelling of the village, objects of critical infrastructure, electricity and gas supply were damaged. Residential buildings and vehicles were partially destroyed and damaged. There was also a fire in a two-story residential building.

During the day of July 24 and on the night of July 25, rescuers registered 20 fires in the Mykolayiv oblast. Two of them occurred as a result of being hit by russian munitions and debris from them. In particular, rescuers extinguished fire of dry grass and bushes in the open territory of Mykolaiv. The area of ​​the fire was 4.5 hectares.

Odesa Oblast

The day in the community passed peacefully.

The city authorities report that the situation is currently under control, but the threat of rocket attacks remains.

A match in memory of basketball legends Radov and Fligelman was held in Odesa. The legendary head of the refereeing board of Ukraine, Leon Fligelman, as well as the famous coach, referee and functionary Vitaly Radov left a bright mark in the history of Ukrainian basketball. Odesa city and oblast basketball federations annually hold matches in memory of these personalities.

Today, another mobile medical centre for Ukrainians who were forced to leave their homes due to the war became operational. A new point jointly with the Odesa Center of Primary Health Care No. 16 has been opened in the humanitarian headquarters of the Malinovsky Raion, at the address – Georghiy Gamov Square 3 A. Here, anyone who wants can get a consultation from a family doctor; conclude a declaration; measure blood pressure, and pulse.

People are united and active, engaged in volunteering.

Central Oblasts

Dnipropetrovsk Oblast

The enemy shelled the village of Maryanske with barrel artillery. Marganetska and Myrivska communities of Nikopol raion were shelled with rockets at night. Houses were damaged in the Myrivska community, a 10-year-old girl was injured. Shelling of the Nikopol raion is conducted mostly from the occupied city of Energodar.

Near the Dnipro, 2 rockets landed in the Lyubimivsk community at night. An agricultural enterprise was damaged, and 2 hangars with hay caught fire. The fire covered an area of ​​2,500 m2. The fire was extinguished by 24 rescuers and 6 fire engines.

Yesterday, paratroopers from the Dnipropetrovsk oblast shot down a russian Su-25 aircraft in the neighbouring oblast.

In Dnipro, the land fee and the tax on non-residential real estate were reduced. The new rates will apply from 1 January 2023 during martial law and for another 12 months after it ends.

Every evening in Dnipro at the train station, volunteers meet people with disabilities from the cities that are most heavily shelled by the enemy’s army. Some people are carried out of the train, and some move on a trolley. For those whom no one meets at the station, volunteers put them in cars and take them to a shelter for people with reduced mobility. There are currently 123 people living in the shelter for people with disabilities, the centre is designed for 150 people. The displaced people are fed three times a day, and insulin-dependent people are fed five times a day.

Every day there is an evacuation train from Nikopol to Lviv.

Kirovohrad Oblast

In the region, an air alarm was announced – there was a threat of a missile attack. In general, the situation in the communities is calm and controlled.

Two women in the village of Pancheve, Novoukrainskyi (formerly Novomyrhorodskyi) District, Kirovohrad Oblast, organized a volunteer movement. They have already provided 50 empty houses with the necessary amenities for displaced people and even registered a charity fund. About 250 people came to the village during the full-scale invasion. Most stayed for a few days and moved on, but some remained. About 70 families live here now. About two thousand people live in the village and there are no hostels, but there are many empty houses. Therefore, the girls decided that they could give a roof over the warm corner to those who were forced to leave their own homes.

Smoline, Znamianka,Sokolivske, and Oleksandriia hromadas reported about the fallen Heroes-compatriots in the russian-Ukrainian war. The Smoline hromada reported that Ihor Anatoliyovych Makhno, born in 1976, died while performing combat missions. The Znamianka hromada paid a last tribute to Ihor Vasyliovych Romanenko, a resident of the village of Petrove. The Sokolivske hromada reported that 41-year-old Yevhen Oleksandrovych Chupaidenko died. The Oleksandriia City Council reported that Oleksandr Yarkovy, born in 1981, had died.

Poltava Oblast

Poltava Regional Academic Theaters named after Gogol, Puppet Theater, Symphony Orchestra and Regional Philharmonic Orchestra organize free entertainment for everyone this week.

Viktor is a fighter of the territorial defense brigade of Poltava Oblast. He worked as a driver in Germany, periodically visited his family in Ukraine. Having learned about the beginning of the invasion, he decided to fight with the invaders. Victor is 59 years old, in the unit he is respectfully called Gramps. He is currently serving as a driver of an mechanical-transport company.

14,845 hryvnias were collected at the “Angels of Hope” exhibition in Poltava yesterday. Of these, 4,835 hryvnias are intended to support the 93rd Brigade. In Poltava, public activists held a flash mob near the monument to Peter I. Next to the moscow tsar, they installed a toilet with the inscriptions “Peter shitted here” and “Not at the right time.” Oleh Pustovhar, Regional Representative of the Ukrainian Institute of National Remembrance in Poltava Oblast, explained why it is important to place Peter in a museum.

Today, the Poltava branch of the All-Ukrainian Initiative “Active Community” held the “Evening Family Entertainment” event for families of internally displaced persons and families raising children with disabilities. The event is held in the game room “Giraffe”.

Vinnytsia Oblast

Khmilnyk and Khmilnyk Raion

The past day passed peacefully in the Khmilnyk hromada. Air alarm sirens sounded throughout the day.

The Khmilnyk hromada received assistance from the Office of the High Commissioner for Refugees (UNHCR Ukraine), the United Nations Refugee Agency, an organization dedicated to saving lives, protecting the rights of refugees and internally displaced persons.

Danylo Stetsyuk, a native of Koziatyn, together with Bohdan Pogranichny became the champions of the World Games in Birmingham in sports acrobatics. Yesterday, July 23, they were met on their native land.

The coordinator of the All-Ukrainian Initiative “Active Community” of Khmilnyk and Khmilnyk Raion met with the IDPs of the Donetsk Oblast, discussed the issue of living of internally displaced persons in the winter period.

Western Oblasts

Volyn Oblast

In the sky over Volyn the military destroyed two unmanned aerial vehicles. There was no air alert in Volyn. According to the head of the Volyn regional military administration Yuriy Pogulyaika, the air-defence was activated successfully. The military shot down enemy drones, but the wreckage of one of them fell on private residential buildings. There are victims as a result of falling debris. One person died, several injured are in the hospital. As of 5:30 p.m., there are five injured people, three of whom are children.

Ivano-Frankivsk Oblast

The situation in the region is stable and under control. As of 18.00, there were no air warning signals. In Ivano-Frankivsk the logistics center for the transfer of parcels to relatives or friends at the front continues its work. This week parcels are being directed to Zaporizhzhya and Donetsk region.

Over the weekend many charity events in support of the Armed Forces of Ukraine took place in the community. The community also started a program to support the families of the dead, to whom 100,000 hryvnias are paid, 10,000 hryvnias is received by each wounded soldier, and 500 hryvnias each goes to the children of servicemen as a birthday present till they turn 18 years old.

The coordinator of the All-Ukrainian Initiative “Active Community” provided citizens who were forced to move to Ivano-Frankivsk with information about receiving psychological and humanitarian assistance, and also engaged them in art therapy sessions.

Rivne Oblast

The general situation is relatively calm, as of 16:30 there were no air alarms.

Soldiers of the Armed Forces of Ukraine patrol the border with belarus. Representatives of the security forces patrol and are on duty at checkpoints.

Military personnel from the Rivne region will receive more than 3,000 packages of haemostatic drugs. The American-Ukrainian charitable organization Ukrainian American House donated humanitarian aid in the amount of more than 92,000 dollars. Humanitarian aid was transferred to the Operational Command “West”. A part will go to the battalions guarding the border with belarus. The rest is headed to soldiers on the front line. 

In the Rivne region there is a plan to build housing for displaced people. The head of the Rivne Regional Military Administration, Vitaly Koval, signed a Memorandum of Cooperation with representatives of the Emerald Development Charitable Foundation. The initiative consists in the development of settlements in the Rivne region for the further settlement of people who lost their homes due to the war. 

In the Rivne region a unique map of the region with motanka dolls is being created. This is happening within the framework of the “People’s Amulet” charity project. Each motanka will represent a separate territorial community with its special traits. The original map of the motankas of the Rivne region will be presented on the Independence Day of Ukraine. And then the author’s charm dolls will be available for purchase. The funds will be directed to the needs of the Armed Forces of Ukraine.

Khmelnytskyi Oblast

Kamianets-Podilskyi

The harvest campaign continues in the community. On Friday, agricultural producers of the community harvested 763.56 hectares of rapeseed – 89% of what was sown. 2,387.87 tons of grain were threshed, the average yield was 31.2 t/ha.

Meanwhile, businesses relocated from war zone regions are expanding their services. New jobs are offered and that produces taxes for the budget, thus – strengthens the country and the army. The enterprise from Kharkiv “Sto Pudiv” opened its first branded store in the community.

The result of the charity event “Running for Azovstal” was the collected funds – more than 21 thousand hryvnias, which will be transferred to the families of the defenders of “Azovstal”.

On Sunday the book “Poems about War for Children” by Serhii Bodnar, a local resident, was presented in the city. This unique project was created with children as co-authors, they drew illustrations for the collection, and the book was published with the money of volunteers. During the event 4.200 hryvnias were collected, including funds from the sale of the publication. All raised money will go to the needs of Ukrainian defenders.

The mayor instructed the management companies to re-check the basements of the buildings as for their readiness to be shelters for people.

One of the projects as part of the events “Feel at home!” will be realized in the city. This is a bold idea of internally displaced people from different cities who ended up in Kamianets. With the support of the city government, they plan to gather representatives from each region and recreate the location of their home through singing, dancing, painting, handicrafts, poetry, etc.

The coordinator of the All-Ukrainian Initiative “Active Community” worked in the toponymic commission today. The results of the commission’s work have been submitted for consideration by the deputies of the city council.

Chernivtsi Oblast

Combat medic from Bukovyna, sergeant of the Armed Forces of Ukraine, Boris Griga, was posthumously awarded the Order “For Courage” III degree. The corresponding decree was published on the website of the President of Ukraine.

The Chairman of the Chernivtsi Regional Council, Oleksiy Boyko, signed a memorandum of understanding between the Chernivtsi Regional Council and the US Civilian Research and Development Fund: the parties will work together to prevent and respond to threats in the field of information security and cyber security.

Since the beginning of the full-scale war, 94 enterprises have moved to Chernivtsi region from dangerous regions. They registered 81 vacancies in the region.

The team of All-Ukrainian Initiative “Active Community” of Chernivtsi, in cooperation with the Bukovyna Center of Culture and Art, organized another master class for internally displaced persons who found shelter in the community. This time, the event attracted the attention of 21 participants, who learned more about the history of the development of vytynanka from the folk master of Ukraine, Vasyl Ilyich Bezhenary, learned to create jewelry using this technique, made new acquaintances, and expanded their circle of communication.

Zakarpattia Oblast

120 employers in Zakarpattia will receive compensation for the costs of employing internally displaced persons.

On July 30-31, a team of highly qualified FRIDA Ukraine-Israel Independence Association volunteer doctors will receive resettled patients in Mukachevo.

Cousins from Norway handed over 50 bicycles in Uzhhorod for war-affected Ukrainian cities. Two- and three-wheel models, different in capabilities and purpose, were assembled for Ukraine by Norwegians Nina and Tom.
