Kyiv

At today’s meeting, the Kyiv City Council renamed more than 40 streets, alleys and squares, which names are associated with russia and the soviet past.

The apartment building in Kyiv on Lobanovskyi Avenue, which was hit by a cruise missile in the first days of the full-scale invasion of russia, was first partially dismantled, and then a new monolith was made. Windows are being installed now.

Kyiv Oblast

During the day, sappers will carry out planned work on the destruction of explosive objects in the Bucha and Vyshhorod districts today.

Yesterday afternoon, the russian occupiers once again shelled the border areas of the Chernihiv Oblast. The Horodnia community came under fire. 30 hits, probably from a mortar, were recorded in the Senkivka Raion.

Yesterday evening, the russians shelled the territory of the Novhorod-Siverskyi community. The fire was opened from a 120 mm mortar. Three enemy mines exploded on the territory of the community.

Law enforcement officers, together with the Security Service of Ukraine employees and border guards, discovered two stashes of russian ammunition in a non-residential building in one of the villages of the Koriukivka Raion. According to the report, it contained 1,860 7.62 mm and 390 5.45 mm cartridges, four electric detonators, 300 grams of TNT, an RGD-5 hand grenade, three black smoke bombs and five flares.

Today in the Koriukivka Raion they said goodbye to senior soldier Petro Letuta, who died in the Donetsk Oblast.

Sumy Oblast

Yesterday, the russians shelled the village of Boyaro-Lezhachi in the Nova Sloboda community of the Konotop Raion. According to preliminary information, 17 mines were shelled in the village.

Today, in the village of Sosnivka in the Shalyhyne community of the Shostka Raion, explosives technicians worked on the destruction of ammunition.

Eastern oblasts

Kharkiv Oblast

Over the past 24 hours, russian troops have continued shelling the populated areas of the Kharkiv Oblast, which are located close to the demarcation line and the border with the russian federation.

In particular, the settlements of Vilkhuvatka, Vovchansk, Okhrimivka and Staritsa of the Chuhuiv and Kupiansk raions were shelled from the territory of the russian federation. In addition, the occupiers shelled the areas of the Druzheliubivka and Petro-Ivanivka settlements in the Izium and Kupiansk raions with tanks, mortars, barrel and rocket artillery.

So far, specialists of JSC “Kharkivgaz” have restored gas supply to 95% of Kupiansk families living in private houses, and to more than 50% of consumers in the multi-apartment sector.

Demining continues in the liberated territories of the Kharkiv Oblast. Over the past day, the pyrotechnic units of the State Emergency Service have neutralized 247 explosive objects.

Donetsk Oblast

Last day, the russian military shelled 12 settlements in the Donetsk Oblast: Avdiivka, Bakhmut, Chasiv Yar, Zalizne, Toretsk, Kurakhove, Pivnichne, Velyka Novosilka, Bakhmutske, Zoria, Berdychi, Karlivka. At the same time, russian troops destroyed and damaged 20 civilian objects.

On October 27, four people were killed in the Donetsk Oblast by shelling from the russian occupiers. Three in Bakhmut and one person in Sviatohirsk. Another 9 civilians were injured yesterday.

Since the beginning of the full-scale invasion of the russian federation into Ukraine, 1,112 people have died in the Donetsk Oblast, and 2,483 people have been injured. It is still impossible to calculate the number of victims in Mariupol and Volnovakha.

Rescuers helped deliver more than 150 tons of humanitarian aid for the population of the Donetsk Oblast. Humanitarian aid was unloaded in the settlements of Pokrovsk, Kramatorsk, Myrnohrad, Selydove, Bakhmut, Chasiv Yar, Kurakhove, Lyman and Novoselivka Persha. 

Kramatorsk

Law enforcement officers discovered the bodies of 5 civilians who died during the occupation in the village of Shandryholovo.

In de-occupied Sviatohirsk and Lyman, they are working on restoring the electricity supply. By November 10, the liberated settlements will have electricity. 

In the Sloviansk community, residents of the private sector are provided with solid fuel for the heating season. Five million hryvnias were allocated from the local budget for firewood for the people. 

Ukrzaliznytsia launches the Kramatorsk-Odesa train. It will run through the city of Dnipro. This will give the residents of the Donetsk Oblast the opportunity to leave for the southern regions before winter.

Bakhmut

In the Bakhmut direction, the enemy fired from tanks and artillery of various calibers near the settlements of Bakhmut, Bakhmutske, Verkhnyokamianske, Opytne, Rozdolivka, Soledar, Mayorsk and Yakovlivka.

Volunteer Arkadii Petrosian calls on Ukrainians to support the petition to grant Bakhmut the title of “Hero city”. According to the initiator of the petition, the city has been on the front line for a long time and resists the pressure of the enemy in all possible and impossible ways, undergoing daily destruction. And Bakhmut employees of the State Emergency Service, military, and communal workers who support life in the city are heroes.

Mariupol

In the center of Mariupol, next to the Drama Theater, in the square in front of the destroyed building, the occupiers are replacing the pavement tiles, which are almost undamaged.

Luhansk Oblast

In Luhansk Oblast, the occupiers lived in the locals’ houses for 2 months, and then robbed them. During the past day, the police of Luhansk Oblast responded to 29 reports from citizens. Among them, there was a message from a resident of Lysychansk that her apartment was damaged as a result of shelling by the russian occupation forces. According to this fact, criminal proceedings have been opened under Art. 438 of the Criminal Code of Ukraine “Violation of laws and customs of war”.

Four reports of looting were also registered. In the cities of Popasna, Severodonetsk and Bilokurakyne, unknown persons stole property and household appliances from citizens’ homes. In Lysychansk, russian occupiers stole property from an apartment. There were also two reports that russian invaders lived in the applicants’ houses in Popasna for two months in 2022 and committed property theft. According to these facts, criminal proceedings have been opened under Art. 438 of the Criminal Code of Ukraine “Violation of laws and customs of war”.

Southern Oblasts

Zaporizhzhia Oblast

Over the past day, on October 27, the occupiers shelled the civilian infrastructure of Zaporizhzhia and 19 settlements in the Zaporizhzhia Oblast. A man was killed and two women were injured as a result of russian shelling in Polohy and Vasylivka raions. There were 23 reports of the destruction of civil infrastructure facilities.

Serhii Matveev, military volunteer, assistant of the department of hospital surgery of the Zaporizhzhia State Medical University, candidate of medical sciences, cardiac surgeon of the Zaporizhzhia Oblast Clinical Hospital, died at the front.

Director General of the IAEA, Rafael Grossi, said that more russian than Ukrainian specialists currently work at the Zaporizhzhia NPP, so important decisions regarding the nuclear plant must be approved in moscow.

Kherson Oblast

During the day of October 27, russian troops launched 15 air strikes and one missile strike, carried out more than 40 attacks from multiple launch rocket systems. The settlements of Bilohirka, Nova Kamianka, and Novohredneve of the Kherson Oblast were affected by this.

In the Kherson Oblast, during the occupation of the village of Biliaivka, the russian military killed a local resident. They also looted private houses and kidnapped people in Vysokopillia. The police opened criminal proceedings.

In the temporarily occupied territory of the Kherson Oblast, the occupation authorities intensified the work of medical institutions. Additional beds were deployed due to the large number of wounded russian soldiers.

Starting tomorrow, the russian military will close the Kherson Oblast Clinical Hospital. Employees were ordered to take away all personal belongings.

The Armed Forces of Ukraine destroyed two ammunition depots of the russian troops and a hangar with military equipment in the Beryslav Raion of the Kherson Oblast.

The Prosecutor’s Office announced suspicion of collaborative activity against a man who voluntarily agreed to manage the fake “tax service of the Kherson Oblast”.

A collaborator from Kherson, Kateryna Gubareva, who is a fake “deputy head of the Kherson military-civilian administration” got into a car accident in the occupied Crimea. Her car was badly crushed, currently it is not known in what condition the collaborator herself is.

In the village of Novovorontsovka, the service center of the Pension Fund of Ukraine resumed work. Residents of the community received transfers and pension payments, including those accrued for past periods.

The cadets of the Kherson Maritime Academy collected almost 100,000 hryvnias to help the Armed Forces. These funds were used to purchase drones, tablets, a laptop and a phone.

Mykolaiv Oblast

At night, Mykolaiv came under enemy fire from the S-300 anti-aircraft missile system. As a result of the rocket attack, a three-story administrative building was destroyed and a multi-story new building located nearby was damaged. The bakery was also damaged. One person was slightly injured.

Yesterday, the enemy hit the water zone in the Ochakiv community. There were no casualties.

Yesterday, shelling was heard in the vicinity of the Ingulka community. There were no injuries or damage.

Enemy shelling of the territory and settlements of the Berezneguvate community continues.

Odesa Oblast

Sergeant Andrii Dranychnykov from the Odesa Oblast was killed during the counteroffensive in the Kherson Oblast. The soldier was 40 years old. Near Nova Kamianka (Beryslav Raion, Kherson Oblast), the Hero received life-threatening injuries.

Today, 50,799 internally displaced persons are registered in Odesa. In recent weeks, an average of up to 1,000 people have registered daily. Therefore, the main issue that concerns the IDPs is housing. The mayor of Odesa held a meeting with local hoteliers and talked about the mechanism and terms of receiving compensation. The mayor also informed them about the city’s work with IDPs.

15 female European fallow deer were brought to the Tarutyne Steppe in Odesa in order to have offspring in the summer.

Central oblasts

Dnipropetrovsk Oblast

Throughout the night, russian troops shelled three communities: Nikopol, Marhanets, and Chervonohryhorivka with Grad MLRS and heavy artillery. A dozen high-rise buildings and private houses were damaged in Nikopol. Power lines were broken. In the Chervonohryhorivka community, summer houses and power grids were mutilated. Almost 1,000 families are left without electricity.

45-year-old Oleksandr Kolesnikov from Zhovti Vody, 35-year-old Mykola Arliyevskyi and 53-year-old Vadym Minaliuk, both from the Kamianske Raion, and 46-year-old Vitaliy Yatsenko from Pavlohrad were killed at the front, defending Ukraine. Eternal glory to the Heroes!

In Dnipro and Vinnytsia Oblast the property of enterprises owned by citizens of the russian federation was seized. The value of the property is 60 million hryvnias.

The Dnipro City Council purchased almost 200 more radio stations and repeaters with special boxes and uninterruptible power supplies for the military. Also, more than a hundred units of laptops, tablets and desktop computers were bought at the request of the soldiers. Generators, air conditioners and some furniture will be taken from the warehouses by the army when it is convenient for them.

Anton and Artem, travelers from Dnipro and Kharkiv, respectively, set out on a journey to raise money for the Armed Forces of Ukraine. They are going to walk 1,300 km. The route started from Berlin. Then they will go to Prague, Vienna, Bratislava, and Warsaw. They are carrying a huge flag from Ukraine, for a donation you can leave your signature on it. The guys have already raised 25 thousand hryvnias.

More than 2,300 IDPs, including more than 500 children, were registered in the Pereshchepyne community. They came mainly from Kharkiv, Donetsk and Luhansk oblasts. Temporary shelters are being prepared for those who have moved from the “hot spots”. Local residents provide household appliances and materials for repairs. They also host IDPs at home and help them with food products.

In the Lychkove community of the Novomoskovsk Raion, almost 60 IDP families were provided with housing in houses that were previously empty. Some shared their parents’ house; the other owners left the village long ago. Currently, there are more than 320 IDPs in the Lychkove community.

A dormitory for housing for IDPs from Mariupol is being reconstructed in Dnipro. The total cost of reconstruction is 36 million hryvnias. Funds from international donors will be attracted for the repair works.

A “social restaurant” has started operating in Dnipro, where IDPs from the occupied oblasts or regions where hostilities are taking place are fed. One and a half thousand people can have lunch there every day. The cost of one meal is 50 hryvnias. To start the project, benefactors raised about 12 million hryvnias.

In Dnipro, 60 public transport buses damaged by russian attacks have been repaired. They have already gone on the routes. Another 30 buses are to be repaired. And another 6 large buses were donated to the city by businesses.

Kirovohrad Oblast

During September and October, explosive experts from the Kirovohrad Oblast demined the area of over 27 hectares and more than 23 km of roads in the de-occupied territory in the Kharkiv Oblast. Police officers returned to the Kirovohrad Oblast after working as part of the combined detachment of the National Police.

The Executive Office of the Kirovohrad Oblast Council purchased a modern coagulometer for the Regional Center of Family Planning and Human Reproduction, as well as basic necessities and clothes for wounded soldiers being treated in the Kirovohrad Oblast.

Taekwondo fighters Vladyslav Dushyn, Artur Skoromnyi and Yehor Kleshchin from Kropyvnytskyi won gold and silver medals at the World Taekwondo GTF Cup. The competitions were held in the Georgian city of Tbilisi.

Poltava Oblast

Soldiers Andriy Lohvynenko, Yaroslav Kapko, Serhiy Byba and Yevhen Brakh from the Poltava Oblast fell while defending Ukraine against russian troops. The life of Junior Sergeant Andriy Lohvynenko was cut short on October 8 near the city of Bakhmut, Donetsk Oblast. The warrior was 42 years old. He lived in Kremenchuk. 35-year-old senior soldier Yaroslav Kapko from Reshetylivka was killed on October 14 as a result of mortar shelling near the village of Kurdiumivka, Donetsk Oblast. On the same day, private Serhiy Byba was killed in the Donetsk Oblast. The warrior lived in the village of Bilyky. Soldier Yevhen Brakh from the village of Seleshchyna of the Mashivka community was killed on September 21. The circumstances and place of his death are unknown. The soldier was 26 years old.

A street in honor of the outstanding Ukrainian hero from the Poltava Oblast appeared in Kremenchuk. As part of decolonization, Ivan Sechenov Street was renamed to Ivan Piddubnyi.

As part of the implementation of the “Program for the Development and Support of Municipal Enterprises in the Healthcare Industry”, the city council purchased modern expensive equipment: 12 endoscopic diagnostic systems, 2 arthroscopic and 2 laparoscopic racks for modern minimally invasive surgical interventions, 10 ultrasound machines, and 7 X-ray systems and a mammography machine. This equipment will make it possible to expand the range of examinations and speed up the obtaining of their results.

Kateryna Kovalchuk won a gold medal at the 24th Deaflympic Summer Bowling Games. The Games are ongoing in Malaysia. This girl from Poltava became the winner in the “Threes” competition among women with hearing impairments.

Western oblasts

Rivne Oblast

Today, Rivne said goodbye to 50-year-old Senior Lieutenant Oleh Ustynov. Mortar shelling near the village of Bilohorivka in the Donetsk Oblast ended his life. 

In the Rivne Oblast, internally displaced persons will be checked at the address of their residence. This is done in order to understand whether to continue social benefits to such people. Control over compliance with the law is carried out by the territorial bodies of the National Social Service. If IDPs are not at home, the person must come to the social welfare office at the place of registration and undergo identification within 10 days. During the same period, they must confirm their place of residence. Otherwise, the accruals will be suspended. If the address has been changed, it is necessary to apply to contact the social security authorities or the Center for providing administrative services.

The schedule of lessons will be changed in the Rivne Oblast to avoid overloading the power grids. The head of the Rivne Oblast Military Administration instructed to resume face-to-face education in the schools of the oblast on Monday, October 31. This also applies to vocational and higher education institutions. But the final decision on whether to start offline learning is made by the principals. Classes will be scheduled from 10 a.m. to 3 p.m. to avoid overloading the power grids.

Khmelnytskyi Oblast

Kamianets-Podilskyi

Today, the community said goodbye to one of their fellow citizen Oleksiy Kryvitskyi – the Hero, who sacrificed his life for the integrity of the country. He was buried on the Alley of Fame.

The coordinators of “Active Community” Vyacheslav Poliatynchuk and Halyna Boyko held a regional debate tournament between schoolchildren of Kamianets-Podilskyi. Students learned to argue their position on the example of current socially important topics. The winners of the tournament will take part in the all-Ukrainian event.

Zakarpattia Oblast

Transcarpathia is entering the difficult heating season of 2022-2023. The measures planned to be taken before its start have been taken in the region. 1,051 out of 1,141 boiler houses are operating, that is 93.5%, which provide heat to 1,215 out of 1,304 social sphere facilities (92.4%). As of today, 57 out of 64 territorial communities of the oblast have adopted orders to start the heating season.

The European hub for firefighting and aviation support will be opened in Uzhhorod. The relevant memorandum was signed today by representatives of the State Emergencies Service and the oblast authorities. The city, due to its geographical location, has become a very convenient place for the deployment of emergency rescue service planes and helicopters. Therefore, they decided to establish a European hub for firefighting and aviation support of civil defense here.

Transcarpathians are urged to become donors. The oblast blood transfusion station needs blood of all types. Therefore, Uzhgorod residents and Transcarpathians in general are urged to join the nationwide campaign “Your blood can fight. Become a donor”, which was initiated by the Ministry of Health of Ukraine.
