Yesterday, representatives of the embassies of Great Britain, Canada, Sweden, Switzerland and the USA came to Irpin to decide on the objects that they will help rebuild. All of them are donors of the Partnership for a Strong Ukraine (RFRU) fund, with which Irpin has already signed a memorandum of cooperation.
Irpin city mayor Oleksandr Markushyn presented five employees of the Buchansk procurement and social support center with medals “For services to the city of Irpin”.
During the occupation, more than 500 russian soldiers lived in the Katyuzhan Defense Lyceum. They mutilated all the educational premises of the lyceum, looted equipment, and the school grounds were dug up and filled with armored vehicles. Now, large-scale works on the restoration of the facility are in the final stage: the shelter is being renovated, the interior of the premises and lighting are being renovated.
Residents of Ivankov saved 14 paintings by Maria Prymachenko from the burning museum, which was fired upon by the russians. In Zhytomyr, a local resident who sold propaganda literature in the shop of a common-law wife will be tried. The investigation established that the 43-year-old resident of Zhytomyr during February-July of this year distributed literature banned in Ukraine, which promotes the commission of terrorist acts and the elimination of Ukraine’s independence. He faces a fine (from 17 to 68 thousand hryvnias) or arrest for a term of up to six months, or restriction of freedom for a term of up to three years.
In Zhytomyr, a charity auction “Zigry Kotika AFU” is being held to raise UAH 100,000 for a thermal vehicle. As of September 20, 56,000 hryvnias have already been collected and transferred by people and companies.

The Semenivska community also came under enemy fire around 16:00. The russian military fired five shots from barrel artillery.
Today, near the village of Podlisne of the Kyptiv community, rescuers neutralized ammunition by detonation.
Chernihiv received funds from sister cities — Memmingen in Germany and Hradec Kralove in the Czech Republic. Almost 152,000 euros came from the city of Memmingen, and 11,976 euros came from the city of Hradec Kralove. This money will be used to restore windows in preschool educational institution No. 14.
Three organizations – the Chernihiv City Council and two international humanitarian missions – took on the task of restoring the high-rise building on Bohuna Street, which was bombed by the russians on March 3.

Also at noon, the russians released 26 mines in the village of Yzdetske of the Velikopysarov community. One woman was injured, 7 houses were damaged and 6 cars were broken. After 16:00, shelling of the Myropol community began. The property of civilians was damaged, chickens were killed by debris in one of the yards.
Eastern Oblasts
Kharkiv Oblast
Yesterday, the enemy shelled Kupyansk and Kupyansk Raion. 3 people were injured, including 2 children – a boy and a girl, 7 years old. Doctors assess their condition as moderate.
2 people – a 67-year-old woman and a 52-year-old man – were blown up by a mine in the Chuguiv Raion. Both were hospitalized with injuries.
Yesterday afternoon, the enemy launched a rocket attack on the village of Pecheniga, Chuguyiv Raion. The rocket hit the ground near the dam of the Pecheneg reservoir.
Donetsk Oblast
In Toretsk, during one of the shellings, the russians damaged a 2-story building, a shop and other buildings – 2 people died, 5 were injured.
And at night, the rescuers of the State Emergency Service rescued 19 people, including two children, from the 9-story building in Toretsk, which had been destroyed by the enemy. The russians hit a residential building with a rocket in the evening. The floor slabs from the 9th to the 7th floors collapsed from the impact in one of the entrances. Significant human casualties were avoided, as the vast majority of the building’s residents evacuated: 10 of the 53 apartments remained occupied. One person was injured.
On September 22, the russian military killed 7 civilians of Donetsk Oblast: 3 in Bakhmut, 2 in Toretsk, 1 in Chasovoy Yar, and 1 in Klishchiivka. Another 17 people were injured. It is still impossible to establish the exact number of victims in Mariupol and Volnovas.
Kramatorsk and Kramatorsk Oblast
In the Kramatorsk direction, the enemy shelled Mayaki, Mykolaivka, Dibrova, Kryva Luka, Pryshyb and Siversk.
In Slovyansk, a S-300 air defense missile hit the yard of a private house, and there were no casualties. Several buildings were destroyed.
Yesterday, seven residents of Kramatorsk returned home from the war zone in the Liman district. In search of a safe place in February-March 2022, they went to the area of tourist bases. As a result, they spent half a year under occupation. Ukrainian defenders from the police regiment “Dnipro-1” regained control over the territories previously captured by the russians and evacuated civilians.
The support center for displaced persons “Nash Kramatorsk” in Dnipro was visited by the head of the Kramatorsk City Military Administration Oleksandr Honcharenko, the deputy head of the Donetsk Oblast State Administration Yuliya Kostyunina and the first deputy head of the Kramatorsk State Administration Viktoriya Nabokova. It became a shelter for the largest number of forced migrants from Kramatorsk.The government representatives talked with the visitors, discussed the possibilities of further cooperation, and also assured that the number of such hubs in Ukraine will increase.
Pokrovsk and Pokrovsk Oblast
At night and in the morning, the russians continued to fire in the Donetsk and Horlivka directions.
In the Kurakhivska community, the village of Gostre came under fire – 1 person was injured. Periodic shelling of Maryinka, Krasnohorivka, Georgiivka, and Novomykhailivka was observed in the Marinsk community, and there were no casualties.
Also, the day before, the russians destroyed the dispensary in Orlivka of the Ocheretyn community – it was a new, modern facility that was opened last year.
In Avdiivka, during the night, isolated flights were observed in the old and central part of the city, without casualties.
The Donetsk Oblast’s prosecutor’s office informed a resident of the Pokrovsk Raion about the suspicion of spreading information about the movement, movement and location of the Armed Forces of Ukraine and other military formations. The sanction of the article provides for punishment in the form of deprivation of liberty for a term of five to eight years.
In Myrnograd, privileged categories of the population received humanitarian aid. 300 food kits were issued in the “Social Office” of the “Molodizhny” microdistrict to persons with disabilities of the 1st and 2nd groups and persons with disabilities since childhood.
Volnovaha
According to the reports of local residents of the occupied villages of the Volnovaha raion, as for today, the situation remains unsettled. People are killed and injured due to periodic shelling. It is still impossible to establish the exact number of victims.
The fuel problem remains relevant. Long queues of cars are observed near gas stations. Most of the settlements in the Volnovaha raion are deprived of electricity and mobile communications. There is still no gas.
Preparations for the “referendum” continue in the occupied villages. The russian military does not allow the male population of conscription age who tries to leave for the territory controlled by Ukraine.
Bakhmut
Throughout the previous day, the russians fired at the Bakhmut community – Bakhmut, Zaitsevo, and Klishchiivka. During this time, 4 civilians were killed on the territory of the community, and 1 other person was injured. A bridge was destroyed, a bakery, 10 private houses and 1 high-rise building were damaged.
That night, the russians also destroyed an art school in Chasiv Yar, Bakhmut raion. The library was seriously damaged. This building was completely renovated just recently, so all the efforts made by the russians were completely destroyed. Fortunately, the building was empty at the time of the shelling – no one was injured.
The night passed loudly in the Svitlodar community, but no information about the victims has been received yet.
The “Active Community” team organizes and conducts excursions to the Cherkasy Regional Museum of Local History within the project “Integration of IDPs into Cherkasy City Community”. Thus, immigrants learn new things about the city in which they found temporary shelter, find like-minded people, communicate, which facilitates the process of adaptation to the new region.
Mariupol
The occupiers are holding a pseudo-referendum in Mariupol. In order to intimidate the residents and obtain the desired result, military equipment was brought to the city and a house-to-house search was started. At the same time, they come to the apartments with weapons. They also started stopping people right in the middle of the streets to force them to put the “correct” mark. After all, the occupiers can force Mariupol residents to take part in this event only by intimidation. The mark is placed under the close supervision of people with weapons.
Polling stations are located in shops and cafes. There are no usual amenities such as booths inherent in the election process.
Mariupol residents are preparing for the heating season right now. The remains of wood from the rubble are disassembled for firewood.
Luhansk Oblast
In Starobilsk, Luhansk Oblast, the occupiers forbade locals to leave the city during the “referendum”. The occupiers are creating armed groups to go around homes and force people to participate in the “referendum”. Preparations are also being made for the filming by propaganda media of stories about the so-called “active participation of local residents in voting”.
“Voting” started today at “organized places in the suburbs”. In other words – they fill out some pieces of paper in kitchens, in apartments and yards. If the door to the apartment is not opened, they threaten to break it. When a person ticks “NO” in the “ballot” – it is recorded in the “notebook”.
Southern Oblasts
Zaporizhzhia Oblast
Yesterday, September 22, late in the evening, Zaporizhzhia was again hit by missile strike: the russian invaders fired about 10 shells into the city. As a result of the shelling, the object of civil infrastructure was destroyed, residential buildings and about 50 cars around were damaged.
Windows were broken in apartment buildings, and roofs were damaged in the private sector. It is known about three victims, they are in the hospital with minor injuries.
Also, one of the rockets hit a building near the city in the Zaporizhzhia raion. There are no casualties.
During the past day, the russian military conducted shelling in the area of 11 settlements of the Oblast. The police received 74 reports about the destruction of civil infrastructure objects.
On September 23, in the temporarily occupied Energodar, representatives of the occupying “authorities” began holding a pseudo-referendum. This was reported by the head of affairs of the executive committee of the Energodar City Council, Yana Dabizha. The russian invaders set up “polling” stations in eight locations. Some of the members of the election commission, which participated in the Ukrainian elections, went to cooperate with them. At the same time, a sociological survey conducted by the Center for Sociological Research of the Melitopol State Pedagogical Institute named after Bohdan Khmelnytskyi, showed that 87% of residents of Energodar are against the exit of Zaporizhzhia Oblast from Ukraine.
Kherson Oblast
The Air Force of the Southern Command struck air defenses and concentrations of russian forces seven times. Rocket and artillery units kept the city under fire control through the Kakhovka HPP and hit the command posts in the Henichesk and Kakhovka raions. As a result, the Armed Forces destroyed two command posts of russian troops in Kherson.
From September 23 to 27, the occupiers are holding a pseudo-referendum in the Kherson Oblast. Three “polling stations” were opened in Skadovsk for the so-called “referendum”. Everyone who works at occupied enterprises and organizations is driven to them. Also, “commission members” with armed soldiers walk around the city, villages of the community and invite people to vote.
The russians forbade military liable men to leave the occupied territories of the Kherson region. Officially, it is for the time of the “referendum”, but the population is waiting for the occupation authorities to announce mobilization. Lists of 8,000 “volunteers” have already been formed in Kherson Oblast.
In Kherson, the occupiers strengthened the administrative and police regime. The russian soldiers inspect houses and exerts psychological pressure on local residents. In Kherson, Nova Kakhovka, and Skadovsk raions, russian military personnel captured 12 people. They broke into apartments with searches, accused the owners of a pro-Ukrainian position and refusal to support the “new government”. The location of the abductees is unknown.
Russians held a “Youth Forum” under the slogan “We are together with russia” in Gola Prystan. Middle and high school students were invited to participate in it. The russian federation encourages local youth, most of whom do not show interest in russian ideology, to participate in “military-patriotic education” activities.
Mykolayiv Oblast
At night around 00:35 there were explosions in Mykolaiv. The office building of the industrial infrastructure facility was hit. Private houses, water supply and electricity networks were also damaged. Detailed information is being clarified.
Yesterday morning, as a result of enemy shelling of the village of Ukrainka, a residential building caught fire. There are no casualties.
Also yesterday, the russians shelled the coastal strip of the Kutsurub community from the “Smerch” MLRS. There are no casualties.
The Berezneguvate community remains under constant fire. During the past day, the enemy shelled the outskirts of the village of Novoukrayinka and the village of Murakhivka. The village of Vysunsk was also shelled by the russians. As a result, infrastructure facilities, private houses, three trade facilities and a gas pipeline were damaged, followed by ignition.
Enemy shelling of settlements in the Shiroke community continues. Yesterday at 11:00 a.m., 1:00 p.m. and 3:00 p.m. the russians shelled the village of Shiroke. A residential building, non-residential outbuildings and agricultural machinery were damaged. Also at 23:00, the village of Chervona Dolyna came under fire from the russians. Hits were recorded in open areas.
Odesa Oblast
Odesa was attacked by kamikaze drones from the sea. Two drones destroyed the administration building in the port area, rescue services are fighting the fire. One civilian was killed.
One “Shahid-136” was shot down over the sea by air defense forces.
The honorary award of the Odesa mayor “Labour glory” was presented to the staff of the city Zoo on the occasion of its 100th anniversary. Director Ihor Belyakov was awarded the “For services to the city” award. During the celebrations, the mayor of Odesa, Gennadiy Trukhanov, announced the large-scale reconstruction of the elephant enclosure, which will start in the near future.
Central Oblasts
Dnipro Oblast
In the morning, the enemy shelled the Nikopol raion with “Grad” MLRS and tube artillery. Marganets and Nikopol were set on fire. An elderly woman and a man died in Marganets. Previously, another 9 people were injured. Rescuers got three of them out from under the rubble. A private residential building and a gas pipe caught fire in the city. More than 20 private residential buildings were damaged, another 1 was completely destroyed. 2 high-rise buildings were mutilated. Cars and power lines were destroyed. 2,200 families were left without electricity.
In Nikopol, 28 residential buildings, a gas pipeline, power lines and a garage were mutilated due to the attack of the russian occupation army. 1 person died. Russian shells also hit two hospitals, a school, a football field, a local history museum, administrative buildings, several shops and a market.
There was a fire on a two-story building because of the enemy’s loitering munition attack in Kryvyi Rih.
In the Synelnykove raion, russians destroyed a grain warehouse at an agricultural enterprise. One woman is wounded.
Volunteers have purchased a bus abroad they have mended and re-equipped it.
Fundraising for the purchase of the anti-drone rifle “ANTIDORON-6” has come to an end. Thanks to all the caring Poltava citizens, the required cost of 500,000 hryvnias was raised.
Another batch of humanitarian aid was sent to the liberated territories of Kharkiv Oblast from Poltava Oblast. 50 tons of products: 20 tons of water, 20 tons of pasta, and 10 tons of sugar were handed over by three trucks. Mattresses were also sent. The cargo is being gathered for the Kharkiv Regional State Administration. Food and other items will be delivered to places where help is needed the most. 50 tons of food, as well as hygiene products, were sent a week ago.
In the city center of Poltava, the destroyed military technology of russians was shown. Ukrainian soldiers burned it up during the “Hadyatskie Safari”, at that time almost 300 units of equipment went to the north of the Poltava oblast. The exposition will last until September 25. Western oblasts
Rivne Oblast
An internally displaced couple from Donetsk oblast teaches children robotics and programming in Rivne oblast. After the relocation, they already managed to win several grants, organize a series of master classes for more than a thousand schoolchildren, and also prepared already experienced students for international competitions that were held in Hungary. These students were the only ones to represent Ukraine and took second place.
An exhibition of photo works ‘Azovstal. The light will win’ by Dmytro Kozatskii with the call sign ‘Orest’ was opened in Rivne Institute of Postgraduate Education. It is not a premiere of his works, the exhibition was already held in other cities in Ukraine as well as in Cyprus. The photos were taken when Dmytro was besieged in Azovstal in Mariupol. He was held in captivity since May 20.
On the initiative of the Rivne Department of Education together with the educational institutions of the community, a city-wide fair was held. There the souvenirs, goodies, and self-made items were being sold to raise funds for the needs of the Armed Forces of Ukraine. The aim was to raise funds for the purchase of drones and equipment for a portable bathhouse. The teachers, parents, and children were taking part in the fair. In total, UAH 845,331 was raised.
Khmelnytsk Oblast
Today, the title of Honorary Citizen of the Khmelnytsk Community was honored to the ninety-four Heroes of the Russian-Ukrainian War. All Ukrainian heroes were honored posthumously. This decision was passed unanimously by the deputies of the Khmelnytsk City Council at a special session.
The struggle for the release of POWs continues. Today, the residents of Khmelnytsk and guests of the city once again have taken part in the “Bring the Heroes Home” campaign. The organizers invite citizens to join this campaign every Friday at 12 o’clock in the morning.
The crossover “Kia Sorento” was purchased for the Ukrainian defenders of one of the military units of the Khmelnytsk oblast. That has become possible thanks to the attempts of the regional military administration, the Shepetivka territorial community, and a local entrepreneur. From now on, Ukrainian combatants will be able to transport the ammunition, equipment, and other necessary items, and most importantly – they will become even more mobile and will easily overcome obstacles while performing front-line tasks.
The staff and administration of the Khmelnytsk Regional Hospital raised funds for the purchase of a Mercedes Sprinter car, which was immediately repainted, and sent for a technical inspection. Today, the car was handed over to the Armed Forces of Ukraine. Besides that, night vision devices, food, disinfectants, medicines, personal protective equipment, water, and other things were purchased for the Ukrainian army.
Chernivtsi Oblast
92,277 internally displaced people are officially registered in Chernivtsi oblast. However, there are about 76,000 IDPs who actually live in the communities of Chernivtsi oblast. This is because not all Ukrainians who returned home removed themselves from the register of IDPs.
In the communities of Chernivtsi raion, a cargo with humanitarian aid was gathered for the residents of the cities of Izyum and Balaklia, which were recently liberated from russian’s invasion. Also, canned foods and cereals were donated by the Swedish-Ukrainian Angelholm clinic.
The residents of the Khotyn community received humanitarian aid from the international organization “Doctors Without Borders”: benefactors have handed over medicines and personal hygiene products.
Zakarpattia oblast
548 internally displaced children study in the schools of the Mukachevo community. 36 children of which study in private institutions and institutions of general secondary education. In addition, 257 children from the number of internally displaced ones attend kindergartens in the Mukachevo community. This year, for the first time, more than 1,200 first-graders,118 children of which are immigrants., went to the schools.
The “VidNOVA:UA” project was launched in Uzhhorod. Within the terms of this project, its objective is to create or restore youth centers where anyone can spend their leisure time usefully. Today, this project is already being implemented in several oblasts of the country, and recent renovation work in one of these centers has also started in Uzhorod.
In the Uzhhorod City Council, the introductory public meeting on the development of the Uzhhorod Sustainable Urban Mobility Plan was held today. This is a strategic document that should help the city become more convenient and safe for people. The tender for the development of the Plan for Uzhgorod was won by the Urban Consulting LLC team. The international project is designed for 30 months, the total budget is more than 518 thousand euros. In addition to the development of the city development plan itself, it is planned to install video surveillance cameras, information stands, covered bicycle parking, reconstruction of pedestrian crossings with the use of tactile paving surfaces, etc.
