Northern oblasts

Kyiv Oblast

In the afternoon, several explosions thundered in the capital, russian troops again carried out a massive missile attack on Ukraine. As a result of the missile attack on Kyiv, three people were killed.

Among them is a 17-year-old girl. 11 Kyiv residents were wounded, 10 of them were hospitalized in the capital’s medical institutions.

Mayor Vitaly Klitschko reported that 31 Russian missiles were launched at the capital, 21 of them were shot down.

There is no light in some districts of Kyiv. Energy experts report emergency power outages. Due to the shelling, water supply has been suspended throughout Kyiv. “Kyivvodokanal” specialists are working to restore it. A hit to one of the infrastructure facilities of the capital was recorded.

The Kyiv subway operates in a limited mode, as a large number of people use it as a shelter.

Kyiv Oblast

In the Kyiv Oblast, in Vyshhorod, a missile hit a high-rise building, as well as a private sector in Chabany. There are several hits on critical infrastructure facilities. As a result of the missile attack in the oblast, more than 20 people were injured, and one person was killed.

Due to the attack, the entire Kyiv Oblast is completely de-energized. Partially there is no heating and water supply.

“Points of Invincibility” are being deployed in the oblast, where there is heat, communication and alternative power supply. The address of the nearest point can be found on the websites of district councils and local self-government bodies, as well as on the website.

Zhytomyr Oblast

As a result of a large-scale missile attack by russian troops on the Ukrainian infrastructure facilities, the Zhytomyr Oblast was also left without electricity.

In Zhytomyr, they said goodbye to 48-year-old Volodymyr Severenchuk, a soldier of the 95th detached air assault brigade. He saved the lives of his brothers in arms, protecting those around him from mines by covering them with his own body. He was seriously wounded, then underwent treatment in a military hospital, and died on November 19.

Chernihiv Oblast

The Chernihiv Oblast is completely cut off from power supply as a result of russian missile attacks on the energy infrastructure of Ukraine. 

The French city of Reims will be a partner of Chernihiv. The on future cooperation between Chernihiv and Reims was signed by Oleksandr Lomako, secretary of the Chernihiv City Council.

Sumy Oblast

In the afternoon of November 23, emergency power outages were introduced in the Sumy Oblast. The emergency shutdowns are caused by shelling of critical infrastructure of Ukraine.

The Center for Mental Health and Psychosocial Support was opened in Sumy. Its purpose is to help people who need psychological counseling as a result of the war.

The Zarichnyi district court issued an indictment against a woman accused of justifying and recognizing as legitimate the armed aggression of the russian federation against Ukraine. She distributed relevant materials in the Odnoklassniki network. However, the court released her from serving the sentence, setting a probationary period of 1 year.

Eastern oblast

Kharkiv Oblast

In the districts of Kharkiv and the oblast, the power was cut off. In particular, there is no electricity in different districts of Kharkiv, as well as in Valky, Nova Vodolaha, and the Chuhuiv Raion.

The metro in Kharkiv has suspended its work. Passengers of the Kharkiv metro were evacuated from the underground. Kharkiv Mayor Ihor Terekhov said that “First of all, all electric transport has been stopped, the metro has stopped working, we have evacuated people, we have completed the evacuation of people from the metro trains. Everyone now has the opportunity to get to their destinations by bus.”

The Security Service of Ukraine detained a possible spotter of the massive missile attack on military and energy facilities in Kharkiv and the oblast. The man “guided” russian missiles at the military and strategically important facilities in the Kharkiv Oblast. He photographed the facilities and marked them on online maps. He transmitted the obtained data through a “liaison” – a “DPR” militant.

Donetsk Oblast

In the Donetsk Oblast, in a de-occupied village, a priest of the Ukrainian Orthodox Church (UOC) of the Moscow Patriarchate called for cooperation with the occupiers and organized the election of a pseudo-chairman. He faces up to 10 years in prison.

On November 22, the russians killed one civilian in the Donetsk Oblast – in Bakhmut. Eight more people in the oblast were wounded.

Since February 24, russian missiles have killed 1,221 civilians in the Donetsk Oblast and wounded another 2,628. The number of victims in Mariupol and Volnovakha is currently unknown.

Pokrovsk and Pokrovsk Raion

In the east of the Pokrovsk Raion 4 houses in Kurakhivka of the Kurakhivka community and 1 house in Oleksandropil of the Maryinka community were damaged as a result of shelling. Maryinka, the village of Kostiantynivka and the outskirts of the Ocheretyne community were also under fire. In Avdiivka, the night passed relatively quietly: sporadic hits in the old part of the city, without casualties.

Dmytro Osipov, a student of secondary school No. 9 of the Pokrovsk City Council, created the “HOLOSCHOOL” software and hardware complex – a holographic multimedia teacher’s assistant, and received the “silver” award at the International Invention Show. In October, the “International Warsaw Inventions Show 2022” took place in Warsaw; this is one of the largest exhibitions of inventions in Europe, which is held annually in Warsaw.

Kramatorsk and Kramatorsk Raion

The details of yesterday’s attack on the city’s industrial zone have been published. One of the bombs fell near the volunteer center that provides temporary housing for abandoned animals. The dogs were not injured, but the enclosures were almost completely destroyed, and household buildings were damaged.

In the afternoon, russians struck near the Kramatorsk-Sloviansk highway. No casualties have been reported yet.

In the Lysychansk sector, shelling thundered in Torske and Zarichne of the Lyman community and on the outskirts of Siversk. There were no casualties.

Kramatorsk plunged into darkness. Due to the lack of power supply, the filtering station temporarily stopped working, and water supply interruptions began. There is a great threat to providing the population with heat.

The coordinator of the “Active Community” in Kramatorsk arranged hospitalization of a colleague who is currently unable to move on his own. Medical volunteers from the “BazaUA” organization helped with special transport.

Bakhmut and Bakhmut raion

1 person died in the Horlivka direction and 6 were injured in Bakhmut. In the city, 2 high-rise buildings and 1 administrative building were damaged. Isolated shelling was recorded near Rozdolivka, Yakovlivka, and Bakhmutske in the Soledar community and on the outskirts of the Toretsk and Chasiv Yar communities.

Bakhmut remains one of the hottest spots on the front. Volunteers help local residents to evacuate from the front-line city. Those who decided to leave the city gather near the evacuation bus to the sound of explosions.

Mariupol

The councilor of the mayor of Mariupol published a video showing how “Azovstal” looks now. The road, which was completely repaired on the eve of russia’s full-scale invasion of Ukraine, was destroyed by the russians. “Ruins. Funnels from explosions. Burnt russian equipment. A destroyed bridge. Slowed traffic. Most of the metallurgists are under occupation without a chance for qualified work”, – said the mayor’s councilor.

Luhansk Oblast

In the Luhansk Oblast, the occupiers mobilized almost all men under the age of 60 from the village of Khmelnytskyi in a day. The situation is the same in nine villages of Dovzhansk raion. This was announced by the head of the Luhansk Oblast Military Administration, Serhii Gaidai.

Near Bilogorivka, the russians are unsuccessfully trying to break through the defense of the Armed Forces. Constantly throwing new units into the offensive. A lot of people were gathered there, both newly mobilized and prisoners. “In that direction, from Bilogorivka and to Bakhmut, approximately 2,000 prisoners were thrown into the offensive”, – said Serhii Gaidai. He noted that there are already visible signs in the Luhansk Oblast that the Russians are transferring forces from the Kherson Oblast. Among them are professional soldiers.

The Starobilsk mural, which the russian occupiers destroyed in Luhansk Oblast, has now received a new life in Uzhhorod. It was painted on the facade of the Zakarpattia Oblast Universal Scientific Library named after F. Potushnyak.

Southern Oblasts

Zaporizhzhia Oblast

On the night of November 23, the russian military shelled the maternity ward in Vilniansk. As a result of this missile strike, a boy who was born two days ago died. The mother in labor, who was rescued from the rubble, is in a state of shock, she was sent home. The doctor with burns was hospitalized in Zaporizhzhia. 

Due to a decrease in frequency in the energy system of Ukraine, power supply to the Zaporizhzhia NPP was stopped. The station went into full blackout mode. All diesel generators are working.

As a result of enemy attacks on the afternoon of November 23, electricity supply to the energy infrastructure of Ukraine in all districts of Zaporizhzhia disappeared. There is also a partial lack of water supply. There are interruptions in communication. There are no traffic lights in the city. Restoration work is being carried out, lighting has already appeared in isolated areas.

 

Kherson Oblast 

During four days of shelling by russian troops in Kherson, from November 20 to 23, shells hit 45 places, 7 people died, one of them today.

The head of the Kherson Oblast Military Administration, Yaroslav Yanushevich, said that a 13-year-old boy was killed in the Kherson Oblast on November 22, who was driving with his father in a car from the church, where they were hiding from shelling.

Today, the russian military took aim at a garage cooperative in the Dniprovskiy district, causing three garages to catch fire. A projectile also hit the school in Sklotara, where the roof and some windows of the school were damaged. The russian occupiers also shelled the Kherson suburb of Antonivka. A person who was hiding in the basement of the house died there.

For more than two weeks, the people of Kherson survive without electricity, water, heating, and in some places even gas.

23 brigades are working to restore electricity supply in the liberated Kherson Oblast. Work is being carried out in 4 directions at once.

Mykolaiv Oblast 

In the Mykolaiv Oblast, due to shelling on November 23, the automatic frequency unloading of the power grid (ACR) was triggered. Frequent discharge helps prevent an accident in the power system.

At 2:36 p.m. due to a decrease in frequency in the network, the power units of the Pivdennoukrainsk NPP were disconnected. As of 4:00 p.m., the staff of the Pivdennoukrainsk NPP is working on connecting the power units of the nuclear plant to the power system.

 The national nuclear power generating company “Energoatom” reports that the emergency protection has worked, as a result of which all power units were automatically disconnected. Currently, they work in project mode, without generation into the power system. The radiation background at the NPP sites and adjacent territories has not changed, all indicators are normal.

 

Central Oblasts

Dnipro Oblast

Russian occupation troops continue to terrorize the civilians of Nikopol raion. At night, almost 60 shells were fired at one of the communities in the raion.

The enemy was hitting with “Grad” and heavy artillery in the Marganets community of the Nikopol raion. There were no casualties.

During the nine months of the full-scale war, the russian army destroyed 30 private houses and damaged 543 buildings, including 59 high-rise buildings, in the Kryvyi Rih raion. Before the onset of cold weather, partially damaged houses were repaired – the windows were covered with film or other temporary material.

Since the beginning of the full-scale invasion of the Dnipro Oblast, almost 250,000 hryvnias of housing allowance have been paid to the displaced persons. Payments are calculated monthly. In general, the state has allocated almost five billion hryvnias to help displaced persons living in Dnipro Oblast. In order to receive payments, you need to have a migrant certificate and write an application for assistance. This can be done at the nearest administrative service center or village council. Or using the “Dia” application. People with disabilities and children are paid three thousand hryvnias a month, others – two.

Residents of Shyroke and Zelenodolsk communities of Kryvyi Rih raion will be provided with firewood for heating. For the Shyroke community – 3 thousand cubic meters, and for the Zelenodolsk community – almost 15.3 thousand cubic meters for the number of households specified in the list. In total, about one and a half thousand people living in houses with stove heating will receive firewood for heating.

In Dnipro, a list of places where you can buy a Christmas tree has been approved. According to the decision of the executive committee, there will be 124 points of sale of holiday trees. 

Kirovohrad Oblast

There is no electricity supply in the Kirovohrad Oblast due to russian missile fire. Trolleybuses do not run in the oblast center. The head of the oblast military administration, Andriy Rajkovich, called for water reserves.

In Kropyvnytskyi, heating points are being set up in case of a blackout. There will be a total of 13 of them in the territory of the oblast center, ten of which will be placed in schools.

In the Kirovohrad region, 50 tons of humanitarian aid were collected for the Kherson Oblast. Help was collected by communities of the oblast. Residents of the Novomyrhorod community brought vegetables, cereals, pasta, and flour.

Poltava Oblast

Up to ten missiles were shot down over the Kremenchuk Raion. No one was killed or injured as a result of shelling on November 23 in the Poltava Oblast.

There is no electricity in the Poltava, Myrhorod, Kremenchuk and Lubny raions of the Poltava Oblast.

In Poltava, due to the lack of electricity, they began to come to “points of invincibility”. They have baby food, hygiene products for children, folding beds, biscuits, hot drinks and water, as well as medicines. You can also charge your devices and warm up on the spot. There are only two places like that in the city. 

The Deputies Corps decided to allocate funds to the Kherson and Mykolaiv Oblast. Ten million UAH will be transferred to each of them from the oblast budget. The Kherson Oblast needs the purchase of building materials for the repair of damaged objects. The Mykolaiv Oblast needs the purchase of utility machinery and equipment.

A monument to Hrigoriy Skovoroda is planned to be erected in the park near the School of Arts in Poltava for his 300th birthday. The corresponding decision was supported by the deputies at the land commission. It should be approved at the next session of the city council. At the beginning of November, the authorities held a closed competition for the best model of the monument to Hryhoriy Skovoroda. Then, 5 models of the Kharkiv sculptor were exhibited in the center of Poltava. A bronze figure of a philosopher will be created according to one of them.

In the Center of Culture and Leisure, the awarding ceremony of the winners of the children’s drawing competition “City of my Victory” took place within the framework of the charity project “I draw for the sake of peace”. The best drawings of the children of internally displaced persons will be printed in the calendar. All the proceeds from its sale will go to walkie-talkies and a drone for our defenders.

A pre-New Year’s poll is underway among the Poltava residents regarding the installation of the city’s main Christmas tree. So far, more than 40,000 people have already expressed their opinion. 23% are in favor of installation, the other 77% are against.

Khmelnytskyi Oblast

Power units of KhNPP are disconnected from the power system. These are the consequences of today’s missile attack on infrastructure facilities in Ukraine.

According to the Khmelnytskyi mayor, the city has been cut off. Objects of critical infrastructure and the Chernelivka water intake as well. Partly Khmelnytsky remains without water.

Work is underway to start most of the boiler rooms in autonomous mode using cogeneration units and generators. As a result of missile strikes on infrastructure facilities, power grids are turned off and there is no voltage in most communities of the oblast, except Bilohiria, Teofipol, Polonne, and Volochysk.

Kamianets-Podilskyi

Kamianets-Podilskyi is partially without electricity. Emergency shutdown schedules are not in effect.

8 “points of invincibility” were deployed in Kamianets-Podilskyi. Such points have worked all over the country to support people. In these places lighting is provided. It is possible to charge the phone, you can rest and drink hot tea. The points work for free and around the clock.

Western oblasts

Lviv Oblast

The Oblast suffered two missile strikes from the enemy on the electrical substation. The Yavoriv, Lviv and Chervonohrad raions are currently without electricity.

Lviv is completely without electricity. There may be interruptions with water supply. The Lviv Mayor Andriy Sadovy added that trams and trolleybuses do not run in the city. Due to the lack of electricity, the supply of heating and water has been temporarily suspended.

Rivne Oblast

All power units of the Rivne NPP were automatically shut down due to a decrease in frequency in the energy system of Ukraine. This was reported in Energoatom. The situation is similar at the Pivdennoukrainsk and Khmelnytskyi NPPs. The facilities’ emergency protection was activated. All indicators and the radiation background are normal, and the work of nuclear plants will resume as soon as the power system is normalized.

In Rivne there is no electricity supply and communication problems. Due to the lack of electricity, the work of all boiler houses in the oblast center has been stopped.

5 “points of invincibility” were deployed in the Rivne Oblast.

The SSU (Secret Service of Ukraine) found pro-Russian literature during yesterday’s inspections of religious buildings of the UOC MP (Ukrainian Orthodox Church Moscow Patriarchate) in the Rivne Oblast. These findings will be sent for examination.

Zakarpattia Oblast

Monuments of the Soviet and Nazi regimes will be dismantled on the Hill of Glory in Uzhhorod. This decision was made today at a meeting of the executive committee of the Uzhhorod City Council. 

About 140 “points of invincibility” have been set up in Zakarpattia.

Potushniak Zakarpattia Oblast Universal Scientific Library was held a literary evening – a presentation of the poetry collection “Contents of a Man’s Pocket” by the Ukrainian writer, poet, prose writer, journalist, translator Oleg Kotsarev. During the full-scale invasion, he and his family moved to Uzhhorod from Bucha, where he had lived for the past 5 years.
