About us: The Active Community initiative was launched by the activists of the Institute Respublica after the Euromaidan (2014), which focused on activating and involving Ukrainians in the decision-making process. The goal for 2025 is to activate and involve at least 1% of the citizens in decision-making and promoting reforms in Ukraine on a systematic basis for the well-being of the Ukrainian communities. Today we work in the 30 communities of Ukraine.
Brief information on the situation in Ukraine:
The russian federation continues its armed aggression against our country. Russian invaders are trying to hold the temporarily seized territories, focusing their efforts on deterring the actions of the Ukrainian Defense Forces, carrying out engineering the defense line, continuing to conduct offensive actions in certain areas, and conducting aerial reconnaissance. In order to replenish the losses of its units, the enemy is moving personnel and military equipment to the combat areas.
During the day, the enemy made about 15 attacks from multiple rocket launchers on the positions of Ukrainian troops and inhabited localities.
In the Volyn and Polissya directions the situation remains without significant changes, no signs of the enemy’s offensive groups formation were detected.
The Republic of Belarus continues to support the armed aggression of the Russian Federation against Ukraine, providing Russia with infrastructure, territory and airspace. There is still a threat of missile and air strikes by the enemy, including the use of strike UAVs from the territory and airspace of the Republic of Belarus.
In the Siversk’s direction, the russian troops fired from multiple rocket launchers near the inhabited locality of Kustyno in Sumy oblast.
In the Slobozhansk’s direction, in the border areas of Belgorod oblast, the enemy continues to keep a group of troops for demonstration actions. The invaders periodically shell the positions of Ukrainian troops, as well as the inhabited localities of Kharkiv oblast near the state border of Ukraine.
In the Kupiansk and Lyman directions, the enemy is defending and firing from tanks, mortars and cannon artillery, in particular, in the inhabited localities of Kyslivka, Krokhmalne, Berestove in Kharkiv oblast, as well as Makiivka and Bilohorivka in Luhansk oblast.
In the Bakhmut and Avdiivka sectors, the enemy is focusing its main efforts on conducting offensive actions. The russian troops fired from tanks and artillery of various types at the areas of Bakhmutske, Bakhmut, Klishchiyivka, Zelenopillia, Avdiivka, Vodiane, Pervomaiske, and Nevelske.
In the Novopavlivske and Zaporizhzhia directions, the enemy fired at the positions of the Ukrainian Defense Forces from tanks and the entire range of artillery. About 10 inhabitted localties were damaged by the enemy’s artillery fire, particularly, Orikhiv in Zaporizhzhia oblast.
In the Kryvyi Rih and Kherson directions, the enemy is conducting positional defense, improving fortification equipment and logistics support of сontact detachments, does not stop shelling the positions of the Ukrainian troops and inhabited localities on the right bank of the Dnipro river. The russian troops used cannon and rocket artillery to shell the towns of Maryivka in Dnipropetrovska oblast, as well as Tokarivka, Antonivka, Dniprovske in Kherson oblast and the city of Kherson.
The training of forcibly conscripted people from the territory of the temporarily occupied region to the ranks of the russian invading troops continues in the city of Yenakiyeve in Donetsk oblast. As a peculiarity, the so-called instructors are accommodated in the premises of the local Polytechnic College, where students study at the same time.
In order to build up Russian force, certain units from the territory of the Chechen Republic and from the private military company “Wagner” were moved to the temporarily occupied city of Debaltseve in Donetsk oblast.
In addition, regrouping of some invaders’ units was detected in the area of Molochansk in Zaporizhzhia oblast. According to available information, some positions were liberated and some checkpoints were removed.
The aviation of the Ukrainian Defense Forces conducted 2 strikes on the areas of concentration of the enemy’s personnel and military materiel during the current day.
Northern Oblasts
Kyiv
The Security Service of Ukraine together with the National Police and the National Guard conducts counterintelligence (security) measures to counter subversive activities of the russian special services in Ukraine on the territory of the Holy Dormition Kyiv-Pechersk Lavra in Kyiv.
A plaque dedicated to the charity organization founder of World Central Kitchen Jose Andres appeared on the Alley of Courage in Kyiv.
Kyiv Oblast
Another russian missile warhead was found in Kyiv oblast at the site of the projectile’s hit. The enemy’s projectile will be destroyed. The State Emergency Service does not specify where exactly the parts of the russian invaders’ missile were found. However, the department showed what this explosive find looks like.
In Irpin, the city authorities met with a representative of the Brussels City Hall Marie-France Bott, and French documentary filmmaker Frederic Laffont. The issues of assistance to Irpin healthcare and participation of Irpin citizens in the filming of a documentary about the war in Ukraine were discussed.
Yesterday, on the Day of Dignity and Freedom, the campaign “Let’s Light a Candle of Memory” was held in Irpin. The representatives of the city authorities – the Mayor of Irpin Oleksandr Markushyn, his deputy Yulia Ustych, deputies of the city council, and heads of its structural units gathered near the Memorial Cross in the city center. They laid flowers to the cross and lit lamps.
The heating points are starting to work in Kyiv oblast. There are warm clothes and blankets, food, water supplies, and first aid kits. The stations are equipped with generators, heat will be provided by stoves, electric heaters, or heater fans. At the stations, people can connect to Wi-Fi and recharge their phones. At some locations, there are play areas for children, and volunteers can join in weaving camouflage nets and making trench candles.
Zhytomyr Oblast
Another scheme of illegal trafficking of men of conscription age abroad was revealed in Zhytomyr oblast. The organizers of the scheme are citizens of Zhytomyr who forged documents on men’s unfitness for duty. Currently, one of the organizers has been detained.
The artists from Zhytomyr created a mural in Kupiansk in Kharkiv oblast. The logos of Zhytomyr and Kupiansk were painted by Zhytomyr citizens during a trip to the liberated city together with volunteers.
In Zhytomyr, two sisters with their children started sewing balaclavas for the military from the first days of the full-scale war. They have sewn almost 40 thousand balaclavas since February. The sisters hand over all their items to volunteers who are already delivering them to the Ukrainian military.
Chernihiv Oblast
On the morning of November 22, the russian troops shelled the Semenivka community. They fired from the cannon artillery. The frontier guards recorded 17 explosions.
In Chernihiv oblast, a russian serviceman who shot a car with a family in the village of Krupychpole in Pryluky district, at the end of February, will be tried. According to the investigation, on February 26, 2022, russian servicemen, moving in the center of the village of Krupychpole noticed a civilian car stopped, giving way to the enemy’s military equipment. There was a married couple, their daughter, and their son-in-law in the car.
The accused together with other soldiers immediately opened fire at the car and its passengers. Then, believing that all four people were killed, the russian servicemen left the scene of the crime.
As a result of the shelling, the elder woman died, and other family members received injuries of varying degrees.
The investigation identified the serviceman and obtained sufficient evidence of his involvement in the alleged crime.
The man is accused of violating the laws and customs of war, combined with premeditated murder committed by a group of people (Part 1 of Art. 28, Part 2 of Art. 438 of the Criminal Code of Ukraine).
Sumy Oblast
Yesterday, the russians shelled Glukhiv, Seredyno-Buda, Khotin, and Znob-Novhorodske communities. In particular, in the Seredyno-Buda community, the House of Culture and homes of local residents were damaged. In the Khotin community, 5 homes of civilians and a gas pipeline were damaged. The Znob-Novgorodske community was shelled by artillery, and the Glukhiv community – by small arms fire. There were no consequences.
At night from November 21 to 22, the russians shelled Znob-Novgorodske community three times and Esman community once.
Eastern Oblasts
Kharkiv Oblast
The russians continue to fire from artillery and multiple launch rocket systems on settlements in the frontline areas of Kharkiv Oblast.
After 5 p.m., the occupiers began shelling Vovchansk with multiple launch rocket systems. As a result of hitting the residential sector, 2 people were hospitalized with injuries. They are a 57-year-old woman and a 60-year-old man. The condition of the injured is moderate.
Around 9 p.m., the russians hit Chuhuiv with rockets. A two-story private house was damaged, a garage, outbuildings, and several cars were destroyed. Fortunately, there were no casualties.
Mine danger remains high. A 50-year-old man was blown up by a mine in the village of Pryshyb (Izyum Raion).
During the day, pyrotechnicians eliminated 122 explosive objects in the oblast.
Donetsk Oblast
On November 21, the russians killed 4 civilians in Donetsk Oblast: in Bakhmut, Georgiivka, Kurakhove and Petrivka. Another 4 people were injured.
In total, since the beginning of russia’s full-scale war against Ukraine, 1,220 civilians have been killed by enemy missiles of the Donetsk Oblast, and another 2,620 people have been injured.
It is still impossible to establish the exact number of victims in Mariupol and Volnovakha.
Kramatorsk and Kramatorsk Raion
The russian army launched four missile strikes at an infrastructure facility in Kramatorsk. According to preliminary information, there were no dead or injured civilians.
In Kramatorsk and Kostyantynivka, specialists began to connect multi-story residential buildings to the gas supply. First, high-rise buildings without centralized heat supply will be connected.
The Cardiac Surgery Center of the Donetsk Oblast is starting to work in Kramatorsk. From December, it will be possible to consult a cardiologist and a vascular surgeon. It is also planned to resume operations.
Residents of Kramatorsk who have hearing impairment will receive a total of 30 hearing aids. 167 thousand hryvnias were allocated for this from the city budget. Thus, the beneficiaries who are registered as needing hearing aids and remain in Kramatorsk will be provided with the necessary equipment.
Since the beginning of the week, the coordinators of the AUI “Active Community” in Kramatorsk have been providing assistance to locals who found themselves in a difficult situation, but were among those who cannot apply for help from the city’s humanitarian headquarters. In total, activists distributed about 6 tons of humanitarian aid.
Pokrovsk and Pokrovsk Raion
In the east of Pokrovsk Raion, Avdiivka was the most affected. At night there were isolated hits, and in the morning there was massive artillery shelling of the city center. The enemy launched seven fire attacks on Avdiivka. According to preliminary information, there were no casualties.
Russian troops attacked the village of Georgiivka (Mariinka community) from the multiple launch rocket systems “Grad”, killing a person.
The settlements of Kurakhove, Ocheretyne and Karlivka were also affected.
In Pokrovsk, it is planned to rename the city’s central square and remove the T-34 tank from the memorial to fallen soviet soldiers.
Until recently, Svitlana Lukianova cooked in her own kitchen in Pokrovsk. Because of the war, she and her husband Mykola were evacuated to Chernivtsi. Despite her disability, the woman works on the culinary front. She cooks not only for her husband, but also for Ukrainian defenders serving at the front. Recently, a woman from Pokrovsk prepared about 200 pies and sold them at the fair. She transferred the proceeds from the sale for the needs of the Armed Forces of Ukraine.
Bakhmut and Bakhmut Raion
In the Bakhmut and Avdiivka directions, the enemy is concentrating its efforts on conducting offensive operations. Russian troops carried out tanks and various types of artillery shelling of objects in the areas of 17 settlements. Among them are Andriivka, Soledar, Bakhmut, Bakhmutske, Mayorsk, Opytne, Yakovlivka, Vesele and Vodiane.
Also, russian troops shelled Chasiv Yar and Toretsk. Several houses were damaged.
Mariupol
Yesterday, the Mayor of Mariupol, Vadym Boichenko, together with the Ambassador of Ukraine to Poland, Vasyl Zvarych, commemorated the Heroes of the Heavenly Hundred in Warsaw. They laid flowers at the memorial plaque of the Heroes of the Revolution of Dignity.
The occupiers continue to destroy the housing of Mariupol residents. More than 50,000 apartments are subject to destruction.
Luhansk Oblast
Those mobilized by the russians in the Luhansk Oblast are dressed in uniforms taken from dead or wounded soldiers – in the pockets they find personal belongings of the previous owners. At the same time, the equipment that arrives in the occupied territories can be purchased at local markets.
Southern Oblasts
Zaporizhzhia Oblast
In the town of Orihiv in ZaporizhzhiaOblast, the russian troops shelled a humanitarian aid delivery point. A social worker was killed, and two more women were injured.
Kherson Oblast
On November 22, as of 3:30 p.m., the russian invaders hit 12 places in Kherson. Three people died. In the evening, explosions rang out again. The details are not yet known.
In the Kherson Oblast, during the day of November 21, explosives technicians of the National Police examined 9 hectares of territory, removed 8 explosive objects and destroyed 12 others. In total, as of today, pyrotechnicians of the State Emergency Service have examined more than 26 hectares of territory and neutralized 141 explosive objects.
In Kherson, a man was detained and informed of suspicion for participating in the organization of an pseudo-referendum on the temporarily occupied territory. The collaborator went around the residents of the village of Tekstylne, handing them fake “ballots” for illegal voting.
The former head of the department of “Northern Correctional Colony №90” was also detained. The ex-official voluntarily assumed a leadership position in the occupation “Department of the Penitentiary Service for the Kherson Oblast”. He was informed of suspicion of treason.
In the village of Zahradivka in the Kherson Oblast, the bridge over the Ingulets river was restored. The bridge connects the Kochubeivka community with the Dnipropetrovsk Oblast. People can get to Kryvyi Rih by this road.
A mobile radio transmitter, which broadcasts the first channel of Ukrainian Radio on 100.6 FM, has been operational in Kherson, the State Special Communications Service reports.
Mykolaiv Oblast
Over the past day, no enemy shelling was recorded on the territory of the Mykolaiv Oblast.
Yesterday, the heads of foreign diplomatic missions of 20 countries arrived in Mykolaiv on a working visit. The foreign guests inspected the damaged buildings of the P. Mohyla Black Sea National University, the Mykolaiv Gymnasium No. 2, the Mykolaiv Academic Drama Theater, the Mykolaiv Oblast Military Administration, residential buildings, a museum and other infrastructure objects that were damaged by russian shelling. In addition, based on the results of the working visit, a meeting was held regarding the current situation in Mykolaiv and the Oblast. The issues of population needs, electricity and water supply, restoration of damaged and destroyed infrastructure were considered there.
As of November 21, in the de-occupied Snihurivka, work is ongoing to identify and dispose of explosives left behind by the russian military. Several bodies of tortured local residents were found. Water supply has already been restored in the city, electricity is in the process.
Odesa Oblast
According to the order of NEC Ukrenergo, emergency power outages will be held in Odesa again. They will not be massive, as the need to balance the power system is only 10% more power than the schedule.

Vinnytsia Oblast
Khmilnyk Raion
The Kalynivka city community of the Khmilnyk Raion handed over another aid to the Ukrainian military. This time these are power banks, warm clothes, socks, hygiene products and first aid kits.
And aid to the Ukrainian defenders continues.
Residents of Koziatyn of the Khmilnyk Raion are active in the rear. The other day, winter camouflage nets were handed over to the front and funds are being collected for sewing clothes for the wounded.
Poltava Oblast
Military Serhiy Skrybchenko from the village of Khomutets died while defending Ukraine from the rashists. As a result of the enemy attack, the senior sergeant was wounded. For 6 days, the soldier fought for his life in a medical facility, but on November 19, Serhiy Skrybchenko’s heart stopped.
Serhiy Ulianko, the chief of the logistical support platoon from the village of Khvoshchivka, died during artillery shelling in the Kharkiv Oblast. The Hero was 43 years old.
Two more soldiers from Poltava Oblast died in the war: 32-year-old Oleg Potakuyev was mobilized in July. At the front, the soldier was a gunner-paramedic. He died in October during a combat mission in the Donetsk Oblast. They will say goodbye to the defender tomorrow in the village of Nova Znamianka. 45-year-old Volodymyr Sydorenko died on November 16 in the Donetsk Oblast near Velyka Novosilka. The soldier had the rank of senior soldier. He came from Koshmanivka. The soldier had his wife, a daughter and a mother.
Zelensky presented the head of the community with the Order for Courage for defending the Poltava Oblast from the invaders. Reserve Major General Mykola Shablii leads the community, which became the only one where the russian army entered. The Velyka Budyshcha community and the Armed Forces forced the enemy to hide in the forests. At that time, about 20 units of enemy equipment were handed in to the Ukrainian army: 6 units were at the gas station in Vepryk, a new self-propelled artillery unit was in Bobryk, and a TOR (tactical anti-aircraft missile system) was in Vepryk.
Pilot Vadim Voroshylov from the Poltava Oblast, a major with the call sign “Karaya” destroyed 5 Iranian drones and had to eject in the Vinnytsia Oblast in October due to damage to the aircraft. He gave his parachute from the K36-DN ejection seat, which saved his life, to the museum staff.
A landfill near Poltava has been burning for the second day. The fire broke out at the Poltava city landfill in Makuhivka. The fire destroyed garbage in an area of 120 square meters.
Representatives of the United Nations Refugee Agency (UNHCR) handed over 70 laptops to the social protection authorities of the Poltava Oblast. Today there was a meeting with the representative of this organization in Ukraine, Karolina Lindholm Billing, and the Agency team. Laptops are very necessary for social security workers, because they are responsible for processing the status of internally displaced persons, necessary documents, payments and a lot of other paperwork.

Kamianets-Podilskyi
The mayor of Kamianets-Podilskyi instructed the responsible units to process information about the availability of generators in stores, markets, and banking institutions that will be able to work and provide services to citizens in case of a blackout for several days.
The Council of the Public Asset of Kamianets-Podilskyi called on the people of Kamianets to help the residents of Kherson. Public organizations, the mayor, residents of Kamianets, educators, deputies, employees of the executive committee, and communal enterprises responded. The first shipment of aid from the people of Kamianets to the people of Kherson has been collected and has already set off.
The coordinators of the AUI “Active Community” in Kamianets-Podilskyi, Galyna Boyko and Slavko Poliatynchuk, also joined the charity work. They handed over medicines (30 tablets of paracetamol) for the people of Kherson through the volunteer center of the Raion cultural center “Rozmai”.
Western oblasts
Rivne Oblasdt
The Rivne Oblast took over the de-occupied Bilozerska and Stanislav territories, where more than 60 tons of humanitarian aid was taken. In order to provide the population of the Kherson Oblast with everything necessary as soon as possible, each region forms humanitarian aid. The first cargoes from the Rivne Oblast were already delivered the day before.
White camouflage nets for military personnel are made at the Myrohoshcha Psychoneurological Boarding School. Not only employees, but also wards of the institution are involved in weaving every day.
Chernivtsi Oblast
Bukovyna said goodbye to her warrior. Soldier Viktor Dagli was taken to the village of Orshivtsi on his last journey. Eternal glory to the Hero.
In the Chernivtsi Oblast, almost 19 million hryvnias were used for territorial defense needs. Another 4.5 million hryvnias were earmarked for the purchase of winter uniforms for military personnel.
Mykola Shevchuk, a pensioner from Bukovyna, who transferred 100,000 hryvnias and 10,000 dollars to the needs of the Armed Forces in March, was awarded the Order of Merit of the 3rd degree. This is stated in the decree of the President of Ukraine No. 795/2022.
The Sokyriany hospital received a humanitarian shipment from benefactors from Germany. The “Humanitäre Hilfe Korbach” organization handed over another batch of beds, mattresses, furniture, medical supplies, clothes, etc. The equipment is arranged in such a way as to facilitate and speed up the rehabilitation of a person recovering from injuries or operations as much as possible.
In Chernivtsi, students and parents at Lyceum No. 19 bought a car for the Armed Forces of Ukraine. Funds were collected during the month, in particular, a school charity fair was held. In total, they accumulated approximately one hundred thousand hryvnias. The rest of the funds were added by benefactors.
Zakarpattia Oblast
The Coordination Council for Internally Displaced Persons will operate in Uzhhorod. It is created to ensure and protect the rights of internally displaced persons and promote their integration into the urban territorial community.
“Blankets for Ukraine” were transferred from Spain to the Mukachevo hospital. Spanishes knit blankets with their own hands and hand them over to Ukrainians. Some were sent to a local health care facility.
An exhibition dedicated to Mariupol was opened in the dungeon of the Uzhgorod castle. It was named “Mariupol. Where are you?”. The exhibition includes photos of children killed by the russian federation in the city of Maria. Visitors can see photos of Mariupol before and after the russian shelling, as well as the work of Yevgeny Sosnovsky, who photographed in the blockaded city.
