The head of the British Foreign Ministry, James Cleverley, arrived in Kyiv on Thursday and held talks with the President of Ukraine, Volodymyr Zelensky. The Minister of Foreign Affairs announced that Great Britain will send 24 ambulances to Ukraine during the visit to the country. Britain will also provide 11 emergency vehicles, including six armored ones. It will provide £50 million to help rebuild infrastructure, such as schools and shelters, which has been destroyed since the beginning of the war.

At its meeting on the 24th of November, the Kyiv City Council decided to allocate 215 million hryvnias for the reconstruction of cities and towns in Ukraine that suffered significant destruction as a result of full-scale russian aggression. It is about providing financial assistance to two communities of Kyiv Oblast, 4 communities of Chernihiv region and the city of Chernihiv, as well as Kherson.

The Security Service of Ukraine detained a russian agent in Kyiv who had come from Crimea to prepare sabotage. The intruder was carrying out the task of the russian special service to collect intelligence on the locations and routes of the movement of the Defense Forces in the capital region.

Kyiv Oblast

Zhytomyr Oblast

Chernihiv Oblast

Mayor Nizhyn met with Emmanuel Macron. Together with the mayors of Ukrainian cities, they talked about community support in the face of russian terror, alternative power generation systems, as well as military support for Ukraine. Kyiv will help Chernihiv Oblast in reconstruction. The most in need of funds for reconstruction due to shelling by russian troops are the communities of Horodnya, Korop, Novgorod-Siverskyi, Semenivka and the city of Chernihiv. Thus, subsidies in the amount of 2 million hryvnias will be given to Novgorod-Siversk and Horodnyacity-territorial communities, while Korop and Semenivska communities will receive 500,000 hryvnias each. Chernihiv will receive UAH 100 million from the capital.

Two trucks with powerful generators arrived in Chernihiv today from the Danish company ROCKWOOL. This is already the second batch of help from her. Another shipment of tents and generators is planned for the end of the year.

In the event of a power outage in Chernihiv Oblast, the police will announce an aerial alarm through loudspeakers.

On the 24th wNovember, Chernihiv Oblast saw three soldiers — Mykola Derevyanka, Oleksandr Volikov, and Oleksandr Maksimenko — on their last journey. All three died in Donetsk Oblast.

Yesterday, rescuers from Volyn taught the citizens of Chernihiv how to provide pre-medical and first aid, as well as what to do if they found an explosive object and how to act if they heard a warning signal about a radiation threat.

“Battle for Chernihiv” is a three-part documentary, the heroes of which are only military personnel. This is a look at the events of February-March 2022 of both professional soldiers and volunteers, both recruit soldiers and generals and colonels. At the moment, this is the most complete history of the defense of Chernihiv, based on the memories of direct participants in those events.

Sumy Oblast 

Yesterday, the russians opened fire on three communities of Sumy Oblast with mortars and artillery. Shots were fired in Seredina-Buda, Nova Sloboda and Shalygine communities. The enemy fired mortars at the Nova Sloboda community, there were 6 hits. A residential building was damaged by shelling. 18 artillery hits were recorded in Shalygine community. There was no destruction. In the Seredina-Buda community, the russian military shelled the border with mortars. Scored 10 hits, no damage. At night, the russians repeated the shelling of the Seredina-Buda community. First, artillery was fired, 5 explosions were recorded. A 5-story building was damaged by shelling. The second time at night they fired mortars, 6 hits, without destruction.

Eastern Oblast

Kharkiv Oblast 

The occupiers continue to shell settlements in the Kupyansk, Kharkiv, and Chuguyiv raions with artillery

They hit Vovchansk with artillery, and a residential building was damaged. A 66-year-old man was hospitalized with an injury.

At night and in the morning, the russians struck Kupyansk with S-300 missiles. There are hits on the territory of a kindergarten and a medical institution. Previously, there were no casualties.

In Vovchansk, a 69-year-old man was blown up by a mine, hospitalized with shrapnel wounds.

In the evening, the occupiers fired S-300 missiles at the Chuguyiv raion. Two blows were inflicted on a non-residential building, there is destruction, there was no fire. Previously, there were no casualties.

All Kharkiv consumers already have electricity.

About 100,000 consumers remain partially without electricity in the Oblast: some residents of Izyum, Kupyansk, Borivsk communities, as well as some of Zmiivka, Balakliya, and Shevchenkove communities. The energy experts plan to heal them during the day. The recovery process continues, schedules have been introduced for the region and Kharkiv with a possible increase in the time of shutdowns to stabilize the system.

Donetsk Oblast

Yesterday, the russians struck Slovyansk with an S-300. Fortunately, without casualties or major destruction.

Since the 24th of February, the russians have killed 1,223 civilians of Donetsk Oblast, wounded another 2,634. The number of victims in Mariupol and Volnovakha is currently unknown.

Pokrovsk and Pokrovsk Raion

The day before, in the east of the Pokrovsk Raion, the russians launched an airstrike from helicopters on the residential quarter in Avdiivka.

Now the situation in the Pokrovsk community is under the full control of the Ukrainian military administration. During the past day, there were no fires or emergency events in the territory of the community. Emergency situations were not recorded, there were no destructions and damages. The facts regarding the victims have not been recorded either.

Humanitarian aid (flour, rice and oil) was distributed to residents of the Myrnograd community (Pokrovsk Raion) today.

Humanitarian aid from the “ADRA Ukraine” Foundation and the World Food Program (WFP) continues to flow to the Pokrovsk community. 4,000 loaves of bread will be distributed to residents of the villages of Hryshyne, Lysivka, Pishchane, and Pershe Travnya. Such work will be carried out by the county headmen and inspectors of the coordination committee of population self-organization in cooperation with the municipal institution “Agency for Community Development”.

Kramatorsk and Kramatorsk Raion

In the Lysychansk direction, 2 houses were destroyed in Drobyshevo. Torske and Zarichne (Lyman community) and the outskirts of Siversk were also shelled. Information about the victims was not received.

The russians hit Kramatorsk again. The explosion rang out not far from the hospital town. High-rise buildings and medical infrastructure were damaged. There have been no reports of casualties yet.

There are power outages in Kramatorsk. Some districts have been without electricity for more than a day. There is no central heating in the city. Problems with water supply persist.

Bakhmut and Bakhmut Raion

In the Bakhmut and Avdiivka directions, the enemy is concentrating its main efforts on conducting offensive operations. Areas of the settlements of Andriivka, Verkhnyokamyanske, Bakhmut, Bakhmutske, Avdiivka, Krasnohorivka, Mariinka, Nevelske and Pervomaiske in Donetsk Oblast were shelled from tanks and various caliber artillery.

In the Horlivka direction, one person was injured in Bakhmut. The outskirts of Soledar, Toretsk and Svitlodar communities were also shelled – without casualties.

Mariupol

From today, according to pushilin’s decree, all apartments of evacueted Mariupol residents are subject to resettlement of Mariupol residents who were left without housing, civilian and military occupiers. The legal property rights of Ukrainians have been distorted by russian state looting, as it was expected.

The multi-apartment buildings of Mariupol are actually all unfit for living. This was stated by the head of the Donetsk Oblast Military Administration, Pavlo Kyrylenko.

In occupied Mariupol, Ukrainian trolleybuses were put on the routes. These trolleybuses were purchased by the Ukrainian Mariupol with the support of the European Bank for Reconstruction and Development. This is how the occupiers show that life has “improved” in the city. 

Luhansk Oblast

The de-occupied villages of Luhansk Oblast suffer from the russian fire. The occupiers hit them with multiple launch rocket systems of the “Grad”, “Uragan” and “Tornado” types.

Most of the houses in the liberated villages of the oblast have been destroyed. Evacuation continues.

Southern Oblasts

Zaporizhzhia Oblast 

On the night of November 24-25, the russian military launched a rocket attack on the suburbs of Zaporizhzhia. This time the rockets hit near the hospital. Fortunately, no one was hurt. The building was damaged, the windows were broken.

In the morning, at 7:15 a.m., the enemy launched another attack on the outskirts of Zaporizhzhia, hitting a service station with two S300 missiles. Fortunately, there were no casualties: 15 workers were just preparing to start work and miraculously escaped.

In occupied Energodar and Henichesk, the Ukrainian partisan movement “Yellow Ribbon” continues to resist.

Kherson Oblast 

Russian occupying troops shelled 13 settlements in Kherson and 10 others in Beryslav Raions. Two people died, two more were injured. This was reported by the head of the oblast military administration Yaroslav Yanushevich.

On the morning of November 24, the russian military shelled Tavriyskyi microdistrict in Kherson. It is known that residential buildings were hit.

During the retreat from the right bank of the Kherson Oblast, the russian soldiers took with them several heads of communities who refused to cooperate with occupiers. This is reported by the Ministry of Internal Affairs of Ukraine.

During the day of November 24, the russian army shelled the Kherson Oblast 49 times, Kherson Oblast Military Administration reports. As result, 10 residents were killed, and another 54 people were injured.

In Kherson, residential quarters of the Tavriyskyi and Zhytloselishe micro districts, private and apartment buildings, a shipbuilding plant, a building on the school territory, and gas pipes were under artillery fire. The russian military also shelled the settlements of Zelenivka, Chornobaivka, Stepanivka and Beryslav.

Russian troops are using all available weapons to shell Kherson and other settlements in the oblast. Multiple launch rocket systems, missile systems and mortars are involved. The invaders also fire from tank weapons.

Red Cross volunteers help collect lists of people to receive financial aid from the UN and the Red Cross in Kherson. To do this, they cooperate with the heads of condominiums and quarters. Each member of the family should receive assistance.

100 patients of the Kherson oblast psychiatric care facility were evacuated from Kherson to Odesa.

Skadovsk

In the temporarily occupied Skadovsk, explosions were heard.

Local residents have already learned to distinguish the type of weapon from which the russian soldiers fire. The video shows where Kherson residents hide from shells and rockets and how they took care of their safety.

Mykolaiv Oblast 

At night, the enemy attacked the port water area and the settlement of Ochakiv community with multiple launch rocket systems. As a result, one person received a concussion. Residential buildings, including a multi-story one, were damaged.

In Mykolaiv, Pervomaisk, Voznesensk and Bashtanska raions, the day and night passed relatively calmly.

Almost the entire oblast already has electricity.

Odesa Oblast

The situation is currently under control. In order to reduce electricity consumption, the city’s electric transport suspends its work.

In Odesa, law enforcement officers have set up “Points of Invincibility” in territorial police units and police stations.

Central Oblasts

Dnipropetrovsk Oblast

On the night of November 25, the russians shelled Marganets and Nikopol communities with multiple launch rocket systems “Grad” and heavy artillery. More than 70 shells were fired.

In Kryvyi Rih, on the morning of November 25, all critical infrastructure was connected. Almost 95% of the city has electricity supply. 80% of boiler houses have been started, and 100% of water pumping stations have been connected.

Kirovohrad Oblast

The rescue service of the Kirovohrad Oblast deployed 17 mobile Points of Invincibility (Nezlamnosti) for the population. Stationary Points of Invincibility are also organized in each fire and rescue unit. In the tents, employees of the Department of Emergency Situations in the oblast conduct information and explanatory work for citizens on fire and man-made safety, teach actions when explosive objects are detected during an air alert. As of 07:00 a.m., 1,536 people have visited the fixed and mobile Invincibility Tents of the fire and rescue service since the beginning of the activities of the Indestructibility Points.

Military servicemen of the Oleksandria Raion Territorial Center of Recruitment and Social Support, as well as subordinate departments, joined the “Army of Drones” project and purchased three new Autel drones. They will allow Ukrainian soldiers to conduct aerial reconnaissance more effectively and adjust artillery fire.

Poltava Oblast

In the 2nd Hospital of Poltava, five people had surgery done during the power outage, which lasted for about a day due to missile fire, on November 23-24. The equipment was powered by three generators.

Today, paint inscriptions appeared on the monument to the russian poet Alexander Pushkin. As Oleksandr Mamai, the head of the Poltava City Council, announced after the session on November 25, the inscriptions on the monument will be washed away. After the end of the war, the building will be dismantled.

Vinnytsia Oblast

Eight trucks of humanitarian aid were sent from Vinnytsia to the residents of de-occupied Kherson. A significant part of the cargo consists of construction materials for the restoration of damaged buildings. Kherson residents were sent building materials, potbelly stoves, office equipment, food, medicines, hygiene products, and warm things.

Vinnytsia, which became a friend -city for Balaklia as part of the “Together” (“Razom”) project, allocated UAH 10 million for the de-occupied city in the Kharkiv Oblast. The funds will be directed to the restoration of housing and communal facilities, the social sphere of the city and the preparation of the community for the heating season.

In case of a power outage in Vinnytsia, police car patrols will announce an “air alarm” through loudspeakers.

A humanitarian cargo with tents and necessary equipment for heating stations arrived in Vinnytsia from Karlsruhe.

Khilnyk and Khmilnyk Raion

Points of Invincibility have appeared in Khmelnyk, which will work around the clock. People will be able to warm up, drink tea or coffee, charge their phone, and if necessary, stay there for a certain time.

Individual protective equipment for doctors and medical equipment was received by the Khmelnytskyi Rehabilitation Hospital.

The Kalynivka City Council of the Khmilnyt Raion handed over another gift to Ukrainian defenders. This time it is again canned meat and fish, herrings, cereals, lard, sweets, cookies, honey, cornbread, hygiene products, trench candles and power banks .

Khmelnytskyi Oblast

Kamianets- Podilskyi

The mayor Mykhailo Positko addressed the citizens that the situation in Kamianka as a result of enemy attacks is not a blackout, but a long-term emergency power outage with no heat, water, or communication for about ten hours. However, hospitals were provided with light thanks to generators. Points of invincibility have been deployed.

An online meeting between the mayor and the head of Lebanon (Latvia) took place. The friendly city community supports Ukraine.

There will be created a working group of municipal inspectors, who will check the expediency of external lighting in catering establishments, etc.

In case of such a long-term blackout, internal learning in schools will be reduced.

The coordinators of the AUI “Active Community” handed over baby food to the “Rozmai” humanitarian center, which collects the cargo for the people of Kherson.

Western oblasts

Ivano -Frankivsk Oblast

In Kalush of the Ivano-Frankivsk Oblast a woman who justified russian aggression on the Internet was informed of suspicion. The illegal activities of the woman were documented by cyber police officers together with regional police officers. The impersonator created an account on the banned russian Odnoklassniki network. She distributed disinformation posts in which she supported the occupiers and threatened the soldiers of the Armed Forces. The detainee was informed of the suspicion under part 1, 2 of Art. 436-1 and part 2, 3 of Art. 436-2 of the Criminal Code of Ukraine. The investigators also submitted a petition to the court to choose a preventive measure in the form of detention.

Rivne Oblast

On November 20, Serhii Biziuk from Ostroh was killed near Bakhmut in the Donetsk Oblast.

“Points of Invincibility” are opening in the Rivne Oblast. They have a generator for uninterrupted power supply. They are equipped with heating systems. There are other “goods of civilization” to ensure the comfort of visitors. Some of them are at the final stage of arrangement and will be available to people in the near future. Also, the list of addresses is being updated and added.

Classes in Rivne schools will resume from Monday. We are talking not only about institutions of general secondary education, but also kindergartens. Educational institutions will work in their usual mode. According to what form of education they chose – full-time or mixed. If there is no light in the school, the lessons will continue during daylight hours.

Yesterday on November 24, the AUI “Active Community of Rivne” team held a meeting of the “Active Community” Club. During the meeting they talked on the topic “How the Rivne community changed after the full-scale invasion.” Eight participants took part, most of them were young people. The participants noted what has changed in the Rivne community. It is the increased level of cohesion and unification, specifically in the context of volunteering, mutual help and the arrangement of heating points in the absence of electricity and heat.

Chernivtsi Oblast

Bukovyna saw off the Hero, who gave his life defending Ukraine’s independence, on his last journey. They said goodbye to Chief Sergeant Ivan Droniak in the city of Vashkivtsi.

More than 60 tons of humanitarian aid was sent from Bukovyna to the Kherson Oblast. Particularly it includes food, drinking water, toilet paper and hygiene products. Entrepreneurs of the oblast, volunteers, heads of communities and philanthropists joined the collection of aid.

“Points of Invincibility” in Bukovina are already accepting visitors. Here you can charge your gadgets, go on the Internet, warm up drink hot tea or receive first aid.

Employees of the Hertsaiv city council together with the mayor visited the East of Ukraine. This time they took two vehicles for compatriots defending Ukraine in the ranks of the Armed Forces. In particular, the military unit in Avdiivka, in which Lieutenant Veniamin Rusu from Hertsaiv serves, received a gift from local benefactors. It’s a Volkswagen Passat car. Another car, a Volkswagen T4 truck, was delivered to Mykhailo Kylar from Molnytsia and his comrades-in-arms in Sloviansk.

Zakarpattia Oblast

In Uzhgorod, during a meeting with the military, schoolchildren handed over letters for defenders to the front line.

Zakarpattia teachers will be taught to use augmented reality glasses for lessons as part of the project “Virtual reality unites the Carpathians: interactive school laboratories”. The Zakarpattia Institute of Postgraduate Education will be given sets of augmented reality glasses with software for the needs of teachers and students.
