Northern oblasts
Kyiv
A plaque honoring US businessman and philanthropist Howard Buffett has been installed on Kyiv’s Alley of Courage. The plaque to the benefactor, who helps Ukraine on a permanent basis, was shown by President Zelenskyy.
In Kyiv, a master class was held for the families of defenders of Ukraine on the topic “How to communicate with military personnel in order to support them and preserve good family relations.”
Kyiv Oblast
Today, explosive ordnance was disposed of in the Bucha Raion.
There are 11 residential institutions of social protection, 22 territorial social service centers , and 22 social service centers in the oblast. There are also 5 regional centers for social and psychological rehabilitation of children in difficult life circumstances, which provide comprehensive social, psychological, pedagogical, medical, and legal assistance.
Ukraine’s first factory-kitchen was opened in Bucha after eight months of construction. It will make more than 10,000 meals for children every day. The factory will provide food for schools and kindergartens in three nearby communities.
American vocalist and actress Barbra Streisand donated a reanimobile for the Kyiv Oblast. The car will be sent to Vyshhorod.
Zhytomyr Oblast
The draft budget for 2024 was presented in the Zhytomyr community. Revenues are planned at over UAH 4 billion. 285 million 900 thousand hryvnias are is planned to be allocated to support the Security and Defense Forces.
The students of the AVANTE Ballet School purchased medical equipment for the rehabilitation room at the Medical Rehabilitation and Physiotherapy Department of the Zhytomyr City Children’s Hospital for thirty thousand hryvnias. The money was raised at the eighth Natalia Skorulska International Choreographic Assembly.
A new mural depicting Harry Potter appeared in Zhytomyr. It was created by the artist Anastasia Sladkovska for a private school.
Chernihiv Oblast
During the day of December 18, the russian army shelled the Semenivka community in the Chernihiv Oblast border area.
Sumy Oblast
During the day, the russian army shelled 7 communities in the Sumy Oblast. 60 explosions were recorded.
At night and in the morning, russian servicemen attacked two communities in the oblast. 24 explosions were recorded.
In the Sumy Oblast, 6 settlements (482 consumers) have been de-energized. As a result of hostilities, 57 settlements (1.3 thousand consumers) remain without power supply.
Eastern oblasts
Kharkiv Oblast
More than 20 settlements in the Kharkiv Oblast came under russian artillery and mortar fire over the past day. Private houses were damaged in the shelling.
A 52-year-old man was wounded in yesterday evening’s shelling of Kupiansk. The man was hospitalized in a state of medium severity with blast injury and shrapnel wounds . Also, private houses were damaged as a result of the attack.
A 55-year-old woman was injured as a result of a russian artillery strike on Kupiansk-Vuzlovyi. The shelling also damaged some houses.
Russian offensive continues in the Kupiansk, Lyman and Bakhmut sectors. The russian army is conducting daily assaults in the vicinity of Synkivka. The Armed Forces of Ukraine have to fight in the face of enemy superiority in both weapons and personnel.
In the Kupiansk sector, the Ukrainian troops repelled five russian attacks in the area of Synkivka and east of Petropavlivka.
As a result of the bad weather, 1794 consumers in the oblast remained without electricity.
Donetsk Oblast
Despite the losses in personnel and equipment, the russian army is advancing in the Lyman and Bakhmut sectors. The russian army is making up for its losses with the reserves of assault battalions formed from former prisoners.
On December 18, it became possible to ascertain information about one resident of the Donetsk Oblast, who was killed by russians earlier in Avdiivka.
Since February 24, 2022, the russians have killed 1,792 civilians of the Donetsk Oblast, and wounded another 4,381. The number of victims in Mariupol and Volnovakha is currently unknown.
On December 18, Ukrainian soldiers repelled more than 60 russian attacks in the Lyman, Bakhmut, Avdiivka, and Maryinka sectors.
Kramatorsk and Kramatorsk Raion

Pokrovsk and Pokrovsk Raion
On December 18, the russian military shelled Avdiivka, Kurakhove, and Berdychi with artillery, aviation, and Grad MLRS. Avdiivka withstood four russian attacks. An apartment building was damaged by shelling.
On the Donetsk side, a school in Novoselivka Persha of the Ocheretyn community was damaged, and an industrial zone in Kurakhove was shelled.
The military of the russian federation changed tactics in the Avdiivka direction last week. From now on, they storm less, but use more equipment and a larger number of soldiers.
At night, the police evacuated people from Avdiivka. 1,223 people remain in Avdiivka as of the morning of December 19. Every evacuation is a special operation.
Bakhmut and Bakhmut Raion

Mykolaiv Oblast

Odesa Oblast
In Odesa, a man who worked for the russian special services and wanted to recruit an employee of the Security Service was sentenced to 15 years. A man with the pseudonym “Skif” formed his own network of informants in Odesa, tried to involve representatives of law enforcement agencies so that they would pass on intelligence to the special services of the russian federation.
At the “Starokozache” checkpoint in Odesa, border guards barred a Georgian citizen from entering Ukraine, who turned out to be a supporter of the russian government. During the filtering measures, it became known that the foreigner supports the policy of the aggressor country. In her mobile phone, law enforcement officers found materials supporting the armed forces of the russian federation and discrediting the Ukrainian military.

Kherson Oblast
During the past day, the russian military shelled the Kherson Oblast 79 times. 495 shells were fired from mortars, artillery, Grad MLRS, tanks, UAVs and aviation. russian shells hit the residential quarters of the settlements of the Oblast and a private enterprise in Kherson. One person died.
The russian military dropped explosives from a drone near a store in Beryslav of the Kherson Oblast. A wounded man, he was hospitalized.
russian troops shelled Tiahynka in the Kherson Oblast. A local resident was taken to the hospital with leg and back injuries.
Two people were wounded as a result of russian shelling in the suburbs of Kherson. A man and a woman were hospitalized in a moderate condition.
In the temporarily occupied Henichesk of the Kherson Oblast, in school No. 17, the russian military is holding illegally detained people. They are denied the opportunity to hire a lawyer.
In the settlements of the left bank of the Kherson Oblast, the russian military jams mobile communications during checks on people. They are looking for those who cooperate with the Defense Forces of Ukraine and the Security Service of Ukraine. Zaporizhzhia Oblast
Last day, the occupiers made 84 attacks on 22 towns and villages in the Zaporizhzhia Oblast. Reports of damage to a residential building and an infrastructure facility were received. There were no casualties.
Border guards neutralized five russian FPV drones in the Zaporizhzhia direction, and landed two more.
In the temporarily occupied Melitopol, as a result of an explosion, a policeman who came from Rrussia to work in the occupation police was injured.
The Armed Forces of Ukraine repelled the attacks of the russian military last day. The russian army carried out 5 airstrikes, 70 combat engagements and 631 artillery barrages.
17 attacks by the russian military west of Novopokrovka and Robotyne were repulsed by the Armed Forces of Ukraine in the Zaporizhzhia direction.
Central Oblasts
Dnipropetrovsk Oblast
Around midnight, russian troops hit Nikopol, the Dnipropetrovsk Oblast, with heavy artillery. There were no casualties or injuries.
In Dnipro, reports were received about the mining of state institutions, an educational institution, the building of the Security Service of Ukraine and shopping centers. In total, experts checked more than 800 objects.
Kirovohrad Oblast
21-year-old Yaroslav Komadinskyi, a defender from the Pishchanyi Brid rural community, the Novoukrainka Raion, was awarded the Golden Cross by the Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi. The unit in which the defender serves is located in close proximity to the advanced enemy positions in one of the fiercest places in the south of Ukraine.
On December 19, in Kpopyvnytskyi, during the meeting of the session of the city council, the deputies approved the decision to support the Armed Forces of Ukraine in the next year. Therefore, it was decided to allocate UAH 100 million for the support of the Ukrainian military in 2024. The budget for 2024 was also approved. Revenues of the budget of the territorial community amounted to UAH 3 billion 92.4 million.
Vinnytsia Oblast
Junior sergeant Dmytro Husiev from the Tulchyn community, the Vinnytsia Oblast, was awarded the Order “For Courage” of the III degree.
The parents of fallen defender Davyd Ishchenko from Ladyzhyn want to open a rehabilitation center for wounded defenders in memory of their son.

Khmelnytskyi Oblast

Kamianets-Podilskyi
In accordance with the Programs to support the development of gifted and talented children and the scientific research work of students, in 2023, 31 participants of the competition of the Small Academy of Sciences and 12 winners of the III and IV stages of the All-Ukrainian Student Olympiads were awarded cash prizes from the budget of the Kamianets-Podilskyi community for a total amount of UAH 236,000.
Ivano-Frankivsk Oblast
Yevdokiia and Stepan Mikhalkives, the parents of a soldier of the 10th separate mountain assault brigade “Edelweiss” from the Ivano-Frankivsk Oblast, bought and handed over the drone to his brothers in arms. Their son went missing in October 2022.
Zakarpattia Oblast
After the incident that happened in the premises of the Keretsky village council, the head of the Zakarpattia Oblast Military Administration Viktor Mykyta immediately convened the Oblast Defense Council. It was decided to optimize the work on timely detection and prevention of attempts to illegally import explosive objects, ammunition and weapons into the territory of Zakarpattia; strengthen security measures in educational institutions of the region, install special technical means of protection.
The Zakarpattia Oblast received 450 charging stations and food kits as part of the Hungary-Slovakia-Romania-Ukraine 2014-2020 cross-border cooperation program with the support of the Hungarian Ecumenical Aid Service. Accumulators with a capacity of 500 to 1000 W will allow to alleviate the consequences of potential power outages in government institutions and households.
At the public hearings held the day before in the Uzhhorod City Council, the renaming of 5 of the 8 streets in the city that were put up for consideration was supported. Supported proposals will be prepared for consideration at a session of the Uzhhorod City Council.
