Northern oblasts

Kyiv

Two people died in Kyiv due to bad weather with gusty winds. These are men aged 65 and 35. Seven more Kyivites suffered injuries and fractures, five of them were hospitalized. One residential building, three kiosks, and four cars were damaged. Due to gusts of wind, 592 trees fell or were damaged. More than 200 utility workers were involved in the storm response.

The “Threat from the Sky” exhibition was opened in the capital’s War Museum, featuring downed russian strike and reconnaissance drones. Some of the items for the exhibition were provided by Ukrainian military intelligence.

Kyiv Oblast

Strong winds left more than 88,000 families without power in the Kyiv Oblast. Most accidents occurred on power grids in the Obukhiv, Fastiv, and Bucha raions. The weather conditions remain extremely difficult, which delays the pace of restoration work.

The children’s and youth sports school was rebuilt in Makariv. The building was damaged during the full-scale invasion by russian troops. After the overhaul, the roof and windows were replaced, new doors were installed, and a modern gym was set up.

A cleanup marathon has started in the Irpin community. Residents of all districts are invited to join the cleanup. During the month, activists, utilities, and other city services will clean parks, squares, playgrounds, streets, and yards.

Near the Hostomel airport in the Kyiv Oblast, the forest is being gradually renewed. In particular, 4,500 oak and pine saplings have been planted. A significant part of this territory has not yet been checked by bomb squads.

Zhytomyr Oblast

President Zelenskyy thanked the Zhytomyr 95th Detached Airborne Assault Brigade for their faithful service and bravery in defending Ukraine.

Due to the bad weather on the night of October 28, emergency power outages were recorded in the oblast, due to which more than 200,000 consumers of the Zhytomyr Oblast were left without electricity.

Chernihiv Oblast

During the day on October 27, russians shelled two border communities in the Chernihiv Oblast. Border guards recorded 69 explosions in the territories of the Semenivka and Horodnia communities.

In Chernihiv region, as a result of bad weather on October 28, a number of trees were blown down, some roofs, fences and cars were damaged, and one person was hospitalized. As of 4:00 p.m., almost 55,000 consumers remained without electricity.

Sumy Oblast

During the day, the russian army fired 12 times at the border areas of the Sumy Oblast. 70 explosions were recorded.

At night, the russian army carried out four shelling attacks on some settlements in the Sumy Oblast. A total of 17 explosions were recorded. The Seredyna-Buda, Velyka Pysarivka, and Krasnopillia communities came under fire.

Due to strong winds, 11 settlements in the Romny Raion and 6 in the Konotop Raion of the Sumy Oblast were left without electricity.

Eastern oblasts

Kharkiv Oblast

In the coming days, russian troops are preparing for an offensive in the Lyman-Kupiansk sector. On October 27, the russian army did not conduct any assaults, in part due to three days of rain.

The police and volunteers evacuated 17 people from Borova. Among them are seven children, including a mother with three children, the youngest of whom is six months old.

Donetsk Oblast

On October 27, the russian army shelled settlements in the Donetsk Oblast five times with Uragan MLRS and artillery. Four residential buildings and a power line were damaged. No civilians were injured.

Since February 24, 2022, the russians have killed 1,753 civilians of the Donetsk Oblast, and wounded another 4,276 people. The number of victims in Mariupol and Volnovakha is currently unknown.

On October 28, bad weather caused power outages in six settlements of the Donetsk Oblast. Power engineers have already restored electricity supply to 6,400 families in 12 towns of the oblast.

Kramatorsk and Kramatorsk Raion

In the Lysychansk sector, three streets of Siversk were shelled, and 14 shelling attacks on the Lyman community were recorded.

The outskirts of the Kostiantynivka and Soledar communities were shelled.

In the Horlivka sector, a building in Oleksandro-Kalynove of the Illinivka community caught fire.

Pokrovsk and Pokrovsk Raion

Mykolaiv Oblast

During the year, the Mykolaiv Oblast spent 1.2 billion hryvnias on assistance to the Armed Forces of Ukraine. In particular, 30 drones were handed over to the military last week.

Zaporizhzhia Oblast

156 strikes on 21 settlements were made by the enemy in the Zaporizhzhya Oblast. The enemy launched 17 drones at seven settlements, and also shelled Novodarivka, Temyrivka, Mala Tokmachka, and Charivne with rocket launchers. 135 artillery pieces were recorded. Civilians were not injured, but houses were damaged. There were five reports of destruction.

Today, October 28, border guards shot down two Russian FPV drones in the Zaporizhzhia direction.

In the Zaporozhye direction, the russian military tried to restore the lost position northwest of Verbove, but they did not succeed.

Odesa Oblast 

For two months, a picket has been held in Odesa against million-dollar tenders, including the reconstruction of the Kyiv District Court. Today, protesters came to the city council with posters: “I demand all funds for the Armed Forces, repairing goes later”, “Stop inadequate tenders, the Armed Forces first”, “Money for the Armed Forces!”.

More than 30 liters of donated blood were collected during the first week of the “Donate blood – save life” campaign, which is conducted by the Department of Health Protection of the Odesa City Council among the employees of medical facilities in Odesa.

Kherson Oblast

Over the past day, the russian army shelled the Kherson Oblast 90 times. In Beryslav Raion, 15 guided aerial bomb hits were recorded on populated areas. There are destroyed houses, administrative buildings and shops in Kherson. 11 people were injured.

Since yesterday evening, the russian aviation has dropped 24 guided aerial bombs on the Kherson Oblast. It is known about one injured person in Kozatske. Power lines were also damaged due to strikes by the russian army. Khreshchenivka, Shevchenkivka and Petrivka of the Novovorontsovka community remain without power.

Late yesterday, russian troops shelled the center of Kherson. As a result of the rocket attack, more than twenty civilian objects were damaged: 15 private houses, three high-rise buildings, four shops, administrative and banking premises. Seven people were injured.

As a result of the morning shelling of Kherson, one person was injured.

Today, the russian army set fire to Ivanivka in the Kherson Oblast. A man and a woman are injured. They were taken to a medical facility.

russian troops attacked the village of Kozatske in the Kherson Oblast from the air. A 67-year-old local resident was injured.

The enemy attacked the Korabelny District of Kherson. The injured man was hospitalized.

In the temporarily occupied territories of the Kherson Oblast, the occupiers are creating a base of “disloyal” local residents. They check them for the presence of relatives in the territories controlled by Ukraine and whether they maintain contact with them.

Central oblasts

Dnipropetrovsk Oblast

The russian army directed four cruise missiles at the Dnipropetrovsk Oblast on the night of October 28. Three of them were shot down. Another one exploded in the air over the Kryvyi Rih Raion.

At night, the russian army struck the Marganets community of the Nikopol Raion twice. There are no dead or injured.

About 200 people gathered for a protest near the city council in Dnipro. The townspeople are protesting against the allocation of the budget for the improvement of the city. Instead, the protesters call on the authorities to allocate funds to help the army.

Due to bad weather, trees fell in some areas of the Dnipro. As a result, traffic on the roads is complicated.

Kirovohrad Oblast

“Captivity kills. Do not be silent”. A peaceful rally in support of the captured defenders of Mariupol took place on Heroes’ Maidan Square in Kropyvnytskyi.

In Kropyvnytskyi, a car rally was held in support of the missing soldiers. This is how the participants of the car race want to pay public attention to the search for soldiers who disappeared during the war.

On October 28, an action was held in Kropyvnytskyi to direct the funds from financing the needs of the community, which are not of primary importance, to the needs of the Armed Forces. The participants of the action demanded more money allocated to help the army.

The Novomyrhorod city community of the Novoukrainianka Raion transferred the Ford Transit to the forefront. The city council announced a fundraiser for the support of defenders at the beginning of summer among employees of kindergartens, schools, hospitals, the National Medical Center, administration, archives, communal institutions and others.

Gusts of wind 42 settlements of the Kirovohrad Oblast left without electricity. 7,360 families remain without electricity.

As part of the “Green Country” program, 26.2 hectares of new forests have already been planted in the Kirovohrad Oblast, and forests have been restored on an area of ​​4.8 hectares.

  

Cherkasy Oblast

Today, activists gathered again near the Cherkasy City Council demanding more budget funds to support the Armed Forces of Ukraine.

The next batch of specialized cargo vehicles, purchased with the funds of the city budget, which were transferred as financial support to the communal enterprise “Cherkasyteplokomunenerho”, was handed over today for the needs of the Armed Forces of Ukraine.

A competition for embroidered portraits of Shevchenko was announced in the Zvenyhorodka Raion. Participants are encouraged to take photos of portraits of Taras Shevchenko, embroidered with their own hands, and publish them on social networks. On November 10, 2023, on the International Day of Embroiderers, the results will be summed up. The author whose photo gets the most likes will receive a gift from the organizers.

Vinnytsia Oblast

President Volodymyr Zelenskyi awarded the “Golden Star” order posthumously to the family of defender Oleh Trokhkal from Vinnytsia.

In Kalynivka, the Vinnytsia Oblast, a memorial plaque was opened in memory of the fallen soldier of the “Chervona Kalyna” brigade Oleksandr Rybak. It was placed in the building of Lyceum No. 3, where the defender studied.

Rivne Oblast

Lviv Oblast

132 settlements in the Lviv Oblast were left without electricity due to heavy rains and gusts of wind.

Khmelnytskyi Oblast

Due to strong gusts of wind in the Khmelnytskyi Oblast, 445 settlements were left without electricity, that is more than 50 thousand consumers. In addition, gusts of wind knocked down trees and damaged roofs. A tree fell on a 42-year-old man in the Khmelnytskyi Raion. He died. 

Kamianets-Podilskyi

11 communal workers from Kamianets-Podilskyi went to help the city of Slavuta, the Khmelnytskyi region, to eliminate the consequences of shelling.

The second stage of the “Community Police Officer” project took place. According to the results of the interview, 6 police officers were selected to work in the city precincts assigned to them.

A charity chess tournament in memory of Hero Roman Buzynskyi was held in the city. All charitable contributions will be transferred to the family of the fallen Hero.

Chernivtsi Oblast

In the Chernivtsi Oblast Military Administration, the border scouts were presented with certificates of honor and “To the glory of Bukovyna” awards.

In the village of Hrubna, memorial plaques were opened in honor of the fallen soldiers-compatriots Ruslan Kolodii, Serhii Kulakov and Oleksandr Kuteinikov. Memorial plaques were placed on the territory of the headman county.

Chernivtsi City Council allocated UAH 16 million to support the Armed Forces of Ukraine, law enforcement officers and rescuers.

Horse riding, psycho-emotional relief training and a tour of the Chernivtsi National University named after Yury Fedkovich: the regional government organized active leisure for servicemen and their families from the Khotyn, Sokyriany, Novodnistrovsk and Verenchanka communities.

“Pumpkin Festival” – a festival-fair of dishes with pumpkins – was held in Chernivtsi. The event was organized by students and teachers of the Chernivtsi Trade and Economic Institute. With the collected funds, they plan to buy special mine clearance shoes for the military.

Ivano-Frankivsk Oblast

Due to bad weather, 45 transformer substations were disconnected in the Ivano-Frankivsk Oblast, one settlement was completely de-energized, and another 11 were partially de-energized.

Free business training “Start your own business” was held in Ivano-Frankivsk. Its purpose is training for IDPs and locals who want to realize themselves in the entrepreneurial sphere.

Trees will be planted in the Ivano-Frankivsk community to honor the memory of servicemen killed in the russian-Ukrainian war. The action was called “Tree of Memory”.

Ternopil Oblast

In the Ternopil Oblast, in the village of Vorvulyntsi, a memorial plaque was opened to the fallen military serviceman Yurii Bezkorovainyi. A board was installed on the facade of the lyceum.

Ternopil residents picketed the city council for the third time. Relatives of servicemen, volunteers and residents of the city demand that more money be allocated from the community budget to support the army.

Zakarpattia Oblast

Chop City Council purchased and handed over Starlink for military needs. Already today, this device works in one of the divisions of the Armed Forces of Ukraine, which is preparing to defend positions in the Donetsk Oblast.

The Zakarpattia Oblast Center for Training the Population for National Resistance has begun training second-year trainees in all six raions of the oblast. At the first session, there was an introduction to the teams, instructors, the curriculum and the strategy of the Center’s functioning. Ahead are classes on tactics, fire training, tactical medicine, etc.

On the official website of Zakarpattia Oblast Military Administration, the section “Report on corruption” was launched. It contains information on how citizens should act if they become aware of a violation of anti-corruption legislation by employees of the apparatus or structural units of the oblast military administration.
