Northern Oblasts

Kyiv

On December 14, 5 air alarms with a total duration of almost 5 hours sounded in Kyiv. The enemy launched several “Kinzhal” aeroballistic missiles, in particular, in the direction of Kyiv. One of the missiles was shot down by air defense. No one was hurt by the falling debris.

In Kyiv, during the air raid on December 14, a security guard did not let two children into the school shelter because they were with a dog. The prosecutor’s office has started a pre-trial investigation due to leaving teenagers in danger.

The Kyiv City Council approved the capital’s budget for 2024. Revenues are planned in the amount of more than 72.6 billion UAH, expenditures – more than 85.3 billion. UAH 1 billion is provided for the assistance of the Armed Forces.

Kyiv Oblast

In the Vyshgorod raion, the third on-site meeting of the “Transparency and Accountability” group was held. The procurements of communities of the Vyshgorod raion, regarding which signals were received from public organizations and residents, the terms and quality of reconstruction, the quality of project and estimate documentation, and the payment of contract works were considered.

Gymnasium No. 1 was fully operational in the Hostomel community in the village of Ozera. During the hostilities in the Kyiv Oblast, the gymnasium building was destroyed. The premises of the preschool department were destroyed by 75%. Restoration took place at the expense of the local budget and the funds of public organizations and foundations.

Chernihiv Oblast

The russian army continues to shell the border areas of Chernihiv Oblast. The Snovske and Semenivka communities came under fire.

All mobilized recruits from Chernihiv will be paid a one-time payment of 20,000 hryvnias, and family members of the fallen defenders will be compensated with 500 hryvnias for utility services every month. Such a decision was made at a meeting of the executive committee of the Chernihiv City Council.

Rescuers freed 117 cars from the snow in Chernihiv Oblast during bad weather.

Sumy Oblast

During the day of December 14, the russian military shelled the territory of Sumy Oblast 19 times, 82 explosions were recorded. 8 communities of the region were shelled.

Over the past day, rescuers from the Sumy Oblast helped free 18 cars from snowdrifts, including an ambulance, a minibus, and a shuttle bus. They saved 40 people, including 15 children.

As a result of bad weather, power was cut off in 16 settlements (about a thousand consumers) of Sumy Oblast.

Eastern Oblasts

Kharkiv Oblast

During the day, about 20 settlements were hit by artillery and mortar strikes in the Kharkiv Oblast. As a result of shelling, private houses, a kindergarten, and farm buildings were damaged.

Sinkivka was hit by an airstrike. The Armed Forces repulsed 15 attacks of russia in a day next to it.

The Kyiv district of Kharkiv was attacked by russia at night – investigators discovered the wreckage of an S-300 missile. A shop, garages, outbuildings and a private car were damaged.

At night, russia struck Pyatikhatki in Kharkiv, creating a hole 4 meters deep and 7 by 7.5 meters in size. A power line pole, a car and outbuildings were damaged.

The russian army fired 10 times on six populated areas of Donetsk Oblast during December 14. Previously, there were no injured. 

During December 14, russian troops attacked more than 70 times in the Lyman, Maryinka, Bakhmut, and Avdiyivka directions. At the same time, the russian army did not storm the Shakhtarske direction.

Since February 24, 2022, the russians have killed 1,790 civilians of Donetsk Oblast, and wounded another 4,337. The number of victims in Mariupol and Volnovakha is currently unknown.

91 settlements of the region and 89 thousand families remained without electricity in Donetsk Oblast. Freezing rain and strong wind caused icing of power grids and broken wires.

Kramatorsk and Kramatorsk raion

Verkhnyokamianske and Pereizne were fired upon in the Lysychansk direction in the Zvaniv community. There are three streets in the affected area in Siversk. Torske and Zarichne were fired upon in the Lymansk community.

Pokrovsk and Pokrovsk raion

On the Donetsk side, Kurakhove was shelled three times: a high-rise building, a private sector and a market were damaged. Krasnohorivka, Novomykhailivka, Kostyantynivka and Pobyeda were shelled in the Maryinka community. Isolated shelling of Avdiyivka was recorded.

Bakhmut and Bakhmut Raion

In the Horlivka sector, russians dropped two guided aerial bombs on Toretsk, damaging 10 houses, 7 administrative buildings and 2 infrastructure facilities. In the Chasiv Yar community, 2 multi-storey buildings, 2 private houses, and 2 industrial buildings were damaged.

Mariupol

Two explosions occurred in Mariupol at night. The first one hit a so-called concrete plant, and the second one hit the location of military equipment and part of air defense systems.

The court sentenced an ophthalmologist from Mariupol to life imprisonment in absentia. According to the prosecutor’s office, during the occupation of the city, the woman “handed over” to the occupiers seriously wounded Ukrainian soldiers who were in the hospital and were taken prisoner.

Luhansk Oblast

The so-called deputies of the ” luhansk people’s republic” adopted a pseudo-law allowing state mines to be sold without bidding. Thus, anyone can buy a mine. Coal mining enterprises have not been developed during the occupation.

Southern Oblasts

Mykolaiv Oblast

At night on December 15, eight russian Shahed-131/136 drones were shot down in Mykolaiv Oblast. The russian military also attacked the city of Ochakiv and the waters of the Ochakiv community.

Zaporizhzhia Oblast

Over the past day, the enemy made 87 attacks on 18 localities in Zaporizhzhia Oblast. There were 3 reports of residential buildings being destroyed.

In the Zaporizhzhia sector, the Defense Forces repelled nine attacks by the russian army north of Pryiutne, west and northwest of Verbove.

In the temporarily occupied Melitopol, guerrillas blew up a train delivering ammunition and fuel to the russian army.

The soldiers of the separate assault battalion “Skala” who fought in the Zaporizhzhia sector and are now defending the country in the Donetsk sector, received state awards. The awards were presented by the commander of the Tavria operational and strategic group of troops, Oleksandr Tarnavskyi.

20 shelters are being set up in schools in Zaporizhzhia Oblast, 17 of them in the regional center so that children can study offline. For this purpose, UAH 35 million was allocated from the state budget this year, and another 40% was added to this amount from the city budget.

In Zaporizhzhia Oblast, 148 panic buttons were installed in 22 educational institutions. Starting next year, it is planned to increase the presence of police officers responsible for the safety of children.

Odesa Oblast

The buildings of the Odesa Opera House and the Odesa Philharmonic have been added to the International List of Cultural Property under Temporary Enhanced Protection by UNESCO. Earlier, the Struve Observatory and Geodesic Arc, located in the village of Stara Nekrasivka, was added to the list.

Kherson Oblast

Over the past day, the russian military fired 673 shells from mortars, artillery, Grad, tanks, UAVs and aircraft at Kherson Oblast. They hit residential areas of the region’s settlements, enterprises and a grain terminal in Kherson Raion. One person was killed and two were wounded.

Russian troops attacked Kherson at night. A fire broke out in one of the high-rise buildings. Due to the threat of repeated shelling, rescuers had to retreat to a safe place several times and return to extinguish the fire.

Today at four in the morning, russian troops shelled one of Kherson’s markets. Nearly ten commercial premises were damaged, with doors and windows smashed, and no one was injured.

During the daytime shelling of the Kherson community, a russian shell hit a house where two women were staying. They are currently in hospital.

The so-called “first deputy director of the Kherson Railway” will be tried. He helped the russian occupiers restore communication with Crimea. He faces up to 12 years in prison with confiscation of property.

Central Oblasts

Dnipropetrovsk Oblast

The company was damaged as a result of the shelling of Nikopol at night on December 15. The city was shelled with artillery. No one was killed or injured.

Kirovohrad Oblast

A serviceman from Novhorodkivka community, Junior Sergeant Yuriy Biliakov, was awarded the Order “For Courage”, III class. Yuriy Biliakov is a deputy commander of a separate machine gun platoon.

In Kirovohrad Oblast, mobile firing groups equipped with everything necessary to fight russian drones have begun defending the sky. They have weapons, thermal imagers, electronics, communications, searchlights, vehicles, and other essential equipment. These mobile groups were created thanks to close cooperation between communities, businesses, farmers, the military, and volunteers.

In Kropyvnytskyi, the Museum of Art opened a traveling exhibition of patchwork paintings called “Cities of Heroes”. This artwork symbolically united Ukrainian cities that survived the occupation were destroyed by the enemy, were temporarily occupied, and were relatively safe on the rear.

Poltava Oblast

More than 300 families in the Poltava community lost their relatives at the front. At a meeting of the executive committee on December 14, funds were allocated for the burial of eight families of Ukrainian defenders who died in the war. The families will receive 10 thousand hryvnias each. The same assistance will be provided to 17 family members of the fallen.

In the spring, billboards about the fallen soldiers are to be installed in the center of Poltava. The first 10 information boards with their names will be made by December 20. These will be structures with the names of the 20 defenders who died at the front.

As a result of bad weather and wind gusts, 19 settlements in the Hlobyne and Semenivka communities were left without electricity. This is more than 4 thousand subscribers.

International partners continue to help Poltava Oblast. Medicines, consumables, social goods and food products in the amount of about 1.5 million hryvnias were handed over by representatives of the charity fund “AISM Ukraine” to the Oblast psychiatric care institution. Since the beginning of the war, this is already the eighth batch of aid for the hospital.

Vinnytsia Oblast

A mobile bath and laundry complex was sent to the defenders. Vinnytsia gave the fourteenth such a car. The manufactured bath is installed on a car, which is maneuverable and can withstand heavy loads and broken roads.

Western Oblasts

Lviv Oblast

President Volodymyr Zelenskyi, who is visiting Lviv on December 15, honored the memory of the fallen Ukrainian soldiers at the Lychakiv cemetery.

Khmelnytskyi Oblast

Chernivtsi Oblast

Soldier Valery Lychak from the village of Hlyboka was awarded the medal “For Military Service to Ukraine”. Military Oleksandr Tserkovny was awarded the honorary award of the Chernivtsi Oblast Council “For services to Bukovyna”.

Maria Churikova, a nurse at the Chernivtsi Oblast Clinical Hospital, was awarded an award by the National Security and Defense Council of Ukraine.

The book “What Angels Dream About” was presented in Chernivtsi. It is about 25 children who died due to enemy rockets. However, these are not documentary stories of their lives or deaths. Dreams are collected in the publication.

The monument “Fighters for the freedom of Ukraine”, dedicated to the soldiers of the Ukrainian insurgent army, was opened in the village of Dykhtynets of the Putyla community. The author of the monument is the sculptor Volodymyr Sholudko.

Ivano-Frankivsk Oblast

In Ivano-Frankivsk, at a session of the city council, Kostyantyn Bobryk, a serviceman of the 109th Territorial Defense Brigade of the city of Mariupol, was awarded the “For Honor and Victory” award. The soldier was in russian captivity for ten months after leaving Azovstal.

Zakarpattia Oblast

In the Keretsk community in Zakarpattia Oblast, during the session, a local deputy threw grenades into the session hall. As a result of the explosion, 26 deputies and employees of the village council were injured, six of them in serious condition.

Colonel Oleh Shemchuk, the head of the Oblast Directorate of the Territorial Defense Forces “West” is in Zakarpattia on a working trip. During the meeting with the military brigades of territorial defense, issues related to their activities were discussed. Acceptance of documents for candidates for inclusion in the Council on Internally Displaced Persons at the Zakarpattia OMA continues. Forced migrants who are officially registered in the Oblast, as well as representatives of public associations and charitable organizations can become members of the Council.

The set of equipment and office supplies was handed over to the Department of Social Policy of the Uzhgorod City Council by the Charitable Fund “Stabilization Support Services”. The total amount of assistance amounted to 184,800 hryvnias. The assistance was received within the scope of the project “Supporting the capacity of the social protection system of the population regarding the registration of internally displaced persons” with the support of the Office of the United Nations High Commissioner for Refugees.
