Northern oblasts

Kyiv

U.S. Secretary of the Treasury Janet Yellen arrived in Kyiv. The visit aims to demonstrate the US support for Ukraine in its fight against the russian aggression.

The Mariupol theater will present a performance in Kyiv titled: “The Life of the Displaced”. The performance will take place on March 3, at 18.30, at the Lesya Ukrainka National Academic Drama Theater. The stage production was created by the Mariupol theater of the original play “Concepcion” based on the memoirs of Mariupol residents.

Kyiv Oblast

In the Kyiv Oblast, more than 10,600 buildings and facilities have been partially or fully restored. 6,775 facilities have been fully restored, and more than 3,900 facilities have been partially restored but they are still functioning. These include housing, educational, social and healthcare facilities. All the building and facilities were restored at the expense of the funds allocated from the reserve fund of the state and local budgets, with the assistance of international partners, organizations and foundations.

In Irpin, the old market, which was partially destroyed during the fighting in the city, may be transformed into Freedom Square, with a park, a fountain, bike paths, recreation areas, a skate zone, and a shopping center. On February 24, a team of architects led by Maryna Danyltseva won the architectural competition for the construction of the square. The jury of the competition, among other advantages, noted that this project is in line with modern design trends and is the most realistic to implement.

In Irpin, memorial plaques will be installed to every citizen who died defending their city. The corresponding decision was made today at a meeting of the Executive Committee.

The Irpin Reconstruction Summit together with the Irpin City Council invite active community members and specialists from different parts of Ukraine to join the creation of the master plan and updating of the Irpin City Territorial Community Development Strategy for 2022-2023. The organizers plan to select 100 people, from among those who wish to participate, who will be distributed among 10 specialized committees. Preference will be given to specialists in the fields of architecture, urbanism, power engineering, energy efficiency, housing and utility services, transport, climate, education, and sports. Zhytomyr Oblast

Zhytomyr philanthropists donated three vehicles to the 95th Brigade – money for such vehicles is raised during concerts featuring young actors and People’s Artist of Ukraine Nina Matviyenko.

The Zhytomyr Charitable Foundation “Bank of Good” received 35 new multifunctional beds from German benefactors for the hospital where military personnel are undergoing rehabilitation.

President of Ukraine Volodymyr Zelenskyy awarded four volunteers from the Zhytomyr Raion with the “For the Defense of Ukraine” medal for their significant contribution to the development of the volunteer movement, strengthening the defense and security of the state, and active charitable and humanitarian activities. Leonid Sakhanovych, Dmytro Bohaychuk, Vitaliy Sinkov and Pavlo Tsymbalyuk received the awards.

Chernihiv Oblast

On February 28, russian troops shelled the Snovsk community in the Chernihiv Oblast with a mortar. The military reported 11 mortar hits in the area of the village of Yeline.

Also on February 28, russians shelled the Semenivka community with artillery, in particular, the village of Tymonovychi. Five hits were recorded.

On February 28, the third modular bridge, supplied by France, was installed in the Chernihiv Oblast. In total, the French company Matière has manufactured three bridges (68, 34.2 and 23 meters long) for the Chernihiv Oblast. All of them are individually designed for each location.

On February 28, the ban on turning on street lights and restricting the operation of electric transport was lifted in the Chernihiv Oblast. The street lights and electric transport will operate in accordance with the curfew, which lasts from 11 p.m. to 4 a.m., and subject to sufficient power supply limits.

In the Ichnya Raion, two families, whose housing was destroyed by russians, received modular homes for permanent residence.

Sumy Oblast

On the night of February 27-28, russians shelled the Seredyna-Buda, Khotyn, and Esman communities. A total of 36 hits were recorded.

In the morning, two enemy hits were recorded near the border settlement of Hirky in the Sumy Oblast.

In the afternoon, the border guards recorded a hit, probably from a mortar, in the area of the village of Bachivsk in the Sumy Oblast.

Eastern oblasts

Kharkiv Oblast

The occupiers continue to shell civilians and the infrastructure of the border settlements of the Kharkiv, Kupiansk, and Chuhuiv raions of the Kharkiv Oblast.

This morning, russians shelled Kupiansk. Residential buildings were destroyed and a kindergarten building was damaged. The city recreation park also came under shelling. A 63-year-old civilian man was killed.

Yesterday, as a result of shelling of the village of Vovchanski Khutory in the Chuhuiv Raion, 8 residential buildings and outbuildings were damaged. There were no casualties.

The mine risk remains high in the oblast. This morning, in the village of Volokhiv Yar, Chuhuiv Raion, a 60-year-old man hit a miniature anti-personnel “butterfly” mine on his land plot. He was hospitalized with a shrapnel wound.

Donetsk Oblast

The russian federation focuses its main efforts on conducting offensive actions in the Kupiansk, Lyman, Bakhmut, Avdiivka and Shakhtar directions.

On February 27, one person was killed and nine others were injured in the shelling of the russian army in the Donetsk Oblast.

Since the beginning of the full-scale russian invasion of Ukraine in the Donetsk Oblast, 1,388 people have died, 3,105 people have been injured. It is impossible to establish the exact number of dead and wounded in Volnovakha and Mariupol.

Pokrovsk and Pokrovsk Raion

Four private houses and a stadium were damaged in the city of Myrnograd in the Pokrovsk Raion, after being shelled by the russians at night on February 27, using S-300 missiles. The consequences of the night shelling are documented. 

At night, there was shelling of the Pokrovsk community outside the residential sector of the Shevchenko station. The slate roofs of private houses in the village were damaged by shrapnel from the projectile. Fortunately, there were no casualties.

In the east of the Pokrovsk Raion, the russian army shelled the cities of Avdiivka, Kurakhove, Krasnohorivka, the village of Kurakhivka, the villages of Netaylove, and Karlivka. The enemy struck with aircraft, S-300 missiles, Grad multiple rocket launchers, artillery, and mortars.

40 children with teachers of the Myrnograd community of the Pokrovsk Raion were sent for social rehabilitation in the city of Kamianets-Podilskyi of the Khmelnytskyi Oblast. The “Children of War” project is implemented within the framework of the memorandum of cooperation between the Charitable Organization “Charitable Fund “SOS Headquarters of Civil Defense” and the Myrnograd City Council.

Bakhmut and Bakhmut Raion

In the Bakhmut direction, the Defense Forces repelled enemy attacks in the areas of Vasiukivka, Orihovo-Vasylivka, Berkhivka, Yagidne and Bakhmut settlements of the Donetsk Oblast. Zaliznianske, Dubovo-Vasylivka, Berkhivka, Bakhmut, Ivanovske, Stupochki, Kostiantynivka, Klishchiivka, Zalizne, Ozarianivka, Mayorsk, Pivdenne and New York came under enemy fire.

The enemy continues to attack the positions of our troops in the Avdiivka and Shakhtar directions, and has carried out several unsuccessful offensives in the direction of Kamianka, Krasnohorivka, and Marinka of the Donetsk Oblast. He carried out artillery and mortar shelling of the areas of the settlements of Avdiivka, Lastochkine, Netaylove, Vodiane, Pervomaiske, Krasnohorivka, Nevelske, Marinka, Bohoyavlenka, Novomykhailivka, Velyka Novosilka, Neskuchne, and Vugledar.

On February 27, russian troops shelled the residential quarters of Kostiantynivka twice with rocket artillery. Three people were injured. Residential buildings were damaged.

Kramatorsk and Kramatorsk Raion

On the night of February 28, russian troops shelled Sviatohirsk with the S-300 missiles. They hit the building of the State Emergency Service. Oleksandr Tsurkan, junior sergeant of the civil protection service, was killed, and four more rescuers were injured. The rescue building and cars for demining the territories were damaged by shelling. 

Serhiy Nizhny Kyiv School of Public Administration has determined the winners of the “Statesman of the Year” award. The best public figures of the year were awarded in several categories. The mayor of Kramatorsk, Oleksandr Honcharenko, was recognized as the best mayor of the year.

Luhansk Oblast

The occupiers tried to break through the Ukrainian defenses near Kuzemivka and Novoselivske in the Svatove direction.

The residents of Sievierodonetsk, who remained in the city after the occupation, are now outraged by the prices of food products. There are only two large stores operating there, but in none of them the prices of goods do not correspond to the level of capabilities of the residents. Money is mostly available only to employees-collaborators and recipients of benefits and pensions. However, everything that can be eaten without getting poisoned costs twice as much as the average for the captured Oblast.

The Luhansk Oblast has accumulated about two billion hryvnias of budget money. They will be used to restore life in the Oblast after de-occupation and to build housing for displaced persons. Many different countries will be involved in the restoration of the Luhansk Oblast. There are already certain agreements.

Southern oblasts

Zaporizhzhia Oblast

On February 27, in the southern part of the temporarily occupied city of Pology in the Zaporizhzhia Oblast, the Armed Forces of the Ukraine carried out strikes on the places where the russians were deployed. Currently, the number of liquidated occupiers is being specified.

In Zaporizhzhia, the Security Service of Ukraine exposed anti-Ukrainian activities of a military pensioner who spread Kremlin narratives, denied war crimes by russians and justified a full-scale invasion of Ukraine by russian troops.

Mykolaiv Oblast

Yesterday and this morning, the enemy struck with anti-aircraft guns and other types of artillery on the water area of ​​the Ochakiv community and the coast of the Kutsurub community. There are no casualties.

In Mykolaiv, the Pervomaisk, Voznesensk and Bashtanska raions, the day and night passed relatively calmly.

Odessa Oblast

The number of russian ships in the Black Sea has increased to 17. Among them there are five missile carriers with a total salvo of about 32 Kalibr missiles.

Electricity was restored to all residents of Odesa and the Odesa Raion. DTEK reported: electricity may not be available only in the event of a local accident.

Kherson Oblast

During the day, the russian army shelled Mylivka, Novooleksandrivka, Tiahynska and Beryslav territorial communities in the Kherson Oblast. Residential buildings and farm buildings were damaged. There are no casualties or injuries.

Today, as of 5:00 p.m., the russian army shelled the Kherson community more than 20 times. Two men died in Komyshany and in Kherson. A 72-year-old man was also injured during the shelling of the Korabel microdistrict. 

During the day, four fires broke out in Kherson and its suburbs as a result of shelling by the russian federation. During the extinguishing in the village of Dniprovske of the Bilozerka community, russian troops struck repeatedly. There are no casualties or injuries. 

A local resident was blown up by a russian mine near the village of Davidiv Brid while he was cutting firewood in a forest strip. The man was injured and is now in the hospital.

In the Kherson Oblast, the occupation so-called “executive minister of labor and social policy of the military-civilian administration” and “deputy minister of finance of the Kherson region” were suspected of collaborationism.

Both women are hiding on the left bank of the Dnieper. For what they have done, they face up to 10 years in prison with confiscation of property.

The rescuers of the Kherson Oblast received five generators from the organization ACTED Ukraine. They will ensure uninterrupted operation of units in the event of damage to infrastructure facilities as a result of shelling. The generators will be distributed among the fire and rescue units of the Kherson garrison.

Central Oblasts

Dnipropetrovsk Oblast

The invaders shelled Nikopol and Marganets with heavy artillery. Enemy shells partially destroyed more than 15 private houses, farm buildings and premises of the hotel complex. Also, 2 cars were damaged.

In Nikopol, where about 100,000 people used to live, since the beginning of the full-scale war, up to 40,000 residents have remained. The rest were forced to become displaced persons.

In the Marganets community, 4 private houses were destroyed, a car and farm buildings were damaged.

Petro Kapitonov, a 33-year-old Ukrainian soldier from the Vakulove community, died while defending Ukraine. He had a wife, daughter and mother. 46-year-old Oleksandr Kolbun from Pokrovske died near Kreminna in Luhansk Oblast. 29-year-old Dmytro Bozhenets from Zhovty Vody died near Bakhmut. The fighter had a wife, parents and brother. Also in Luhansk Oblast, 33-year-old Vasyl Kasatkin from Trudoliubivka died in battle. Eternal glory to the Heroes.

In Dnipro, a banner was hung on a house destroyed by a russian missile on Peremohy Street. It has a QR code that leads to the website with the petition. Its authors call for the exclusion of russia from the UN Security Council.

The Minister of Defense of Ukraine, Oleksii Reznikov, arrived in Dnipro for a visit. He presented awards to 55 residents of Dnipropetrovsk Oblast: doctors, nurses, rescuers, engineers and drivers.

The head of the Dnipropetrovsk Oblast Military Administration, Serhii Lysak, met online with the President of the Normandy Region of the French Republic, Hervé Morin. They talked about life during the war and agreed on a future personal meeting. Its purpose is to get acquainted with French companies that are interested in the reconstruction of the oblast.

Dnipro concluded a twinning agreement with the American city of Amarillo in the state of Texas, USA. This is another agreement on cooperation and support, which was signed after the full-scale russian invasion of Ukraine. The Mayor of Dnipro, Borys Filatov, thanked the residents of Amarillo, who collected and sent aid to Ukrainian hospitals and soldiers all these months, and also justified the need for this friendship for their municipality.

In Kryvyi Rih, about 70 craftswomen tied 15 thousand scraps measuring 10 by 10 cm. They plan to sew them into a record-breaking plaid to draw attention to the problem of prematurely born children. The “Plaid of a Thousand Hearts” campaign was launched back in January 2022. The organizers planned to set the record in 3 months, but due to a full-scale invasion, they paused for several months. Currently, volunteers are knitting socks for the front line, they have already handed over 700 pairs.

Kirovohrad Oblast

Yurii Horyslavets, a defender from the city of Oleksandria, Kirovohrad Oblast, died in russian captivity. The fighter was in russian captivity in the Luhansk Oblast. He died in February at the age of 53. The soldier had a mother and a daughter.

On February 28, in Oleksandria, the heads of the city and district authorities presented state awards to the families of soldiers who died in the war. According to the Decree of the President of Ukraine, the orders “For Courage” of III degree were posthumously awarded to: soldiers Yevgenii Smoliakov, Daniil Solonin, combat medic of the marines Maksym Tsymbal. In Kirovohrad Oblast, it was forbidden to hand over and accept military equipment for scrap. The relevant decision was made by the oblast defense council. Damaged military equipment can pose a risk to human health and the environment if not stored and disposed of safely.

Western Oblasts

Khmelnytskyi Oblast

Today, the Kamianets-Podilskyi community held a solemn farewell to Pavel Shevchuk, a 52-year-old resident of Kamianets. The soldier died in battle on February 23 near Bilohorivka in Donetsk Oblast.

The Kamianets-Podilskyi community will receive a grant of UAH 1.8 million to support small and medium-sized enterprises. The plans include seminars, trainings for business, promotion of its products, etc. In total, 20 out of 45 Ukrainian communities passed the competitive selection, including a city from Khmelnytskyi Oblast. The grant is financed by the European Union together with the German government as part of the international cooperation program “EU4Business: competitiveness and internationalization of SMEs”. The Entrepreneurship Development Fund became a partner in conducting the competition.

Chernivtsi Oblast

Bukovyna held a farewell ceremony for the soldier Vasyl Katan, he was buried in the village of Zadubrivka.

Major of the Armed Forces of Ukraine from the Rukshyn community Oleksandr Bilivskyi received the Order of Bohdan Khmelnytskyi of III degree. The soldier was awarded for personal courage and self-sacrifice, shown in the defense of the state sovereignty and territorial integrity of Ukraine, loyalty to the military oath.

Photographs, belongings of the dead, a book of the lived stories of fallen soldiers, rocket fragments and Ukrainian flags from the front – all this can be seen in the newly created Museum of Memory of the Events of the russian-Ukrainian War, which was opened in Sokyriany.

Social institutions of Bukovyna continue to receive humanitarian aid from benefactors: the Chernivtsi geriatric boarding house received another shipment from the NGO “Right to Protection” (folding beds, pillows, blankets, loudspeakers, etc).

International humanitarian organization “Save the Children” opened a community center “Friendly space for children and youth” in dormitory No. 6 of Yurii Fedkovich Chernivtsi National University, where children are provided with psychosocial support.

Rivne Oblast

The Berezne community paid the last respects to the fallen soldier, sapper of the mechanized battalion, Roman Huryn. The soldier had parents, a wife and two minor sons. Eternal glory to the Hero.

As of February 27, the number of internally displaced people in Rivne Oblast is 56,708. In December 2022, there were 37,515 IDPs living in the oblast.

Zakarpattia Oblast

In Uzhgorod, more than 700 pancakes were baked and distributed to the military by volunteers of the public organization “Volunteers of Zakarpattia”. They did it for the all-Ukrainian campaign “Thanksgiving Pancakes”, which was held on February 25. In total, volunteers from all over Ukraine baked 100,392 pancakes. 

Six female workers from the Kostiantynivska bakery in Donetsk Oblast moved to Uzhgorod after the full-scale invasion began. Here, women work in a bakery-café at the hub of the “Caritas” charitable foundation of the Mukachevo Greek-Catholic Diocese.
