The “Active Community” initiative was launched by activists of the “Republika” Institute after the Euromaidan (2014), which focused on the activation and involvement of Ukrainians in the decision-making process. The goal for 2025: to activate and involve at least 1% of citizens in making decisions and promoting reforms in Ukraine on a systematic basis for the well-being of Ukrainian communities. Today we work in 30 communities in Ukraine.

The enemy is trying to hold the temporarily captured territories, concentrates efforts on restraining the actions of the Defense Forces in certain directions, while at the same time not stopping offensive operations in the Bakhmut and Avdiivka directions.
The enemy continues shelling units of the Defense Forces along the contact line, carries out fortification equipment of the lines in separate directions and conducts aerial reconnaissance. Strikes critical infrastructure and civilian homes, violating international humanitarian law, laws and customs of war.
During the current day, the enemy launched 3 missile and 1 air strikes, carried out more than 30 MLRS attacks from rocket salvo systems.
Areas of more than 15 settlements were hit by enemy attacks. Among them are Kupyansk in the Kharkiv oblast and Berezneguvate and Ochakiv in the Mykolaiv oblast.
The situation in the Volyn and Polissya directions has not changed significantly. The republic of belarus continues to support the armed aggression of the russian federation against Ukraine. The russian federation continues the transfer of individual units to the territory of the republic of belarus. The threat of missile strikes and the use of attack UAVs from the territory and airspace of this country remains.
The enemy shelled in other directions:
in the Slobozhansk direction – from tanks, mortars, barrel and jet artillery, in the areas of Veterynarne, Dvorichna, Starytsa, Strilecha and Chuhunivka settlements of the Kharkiv oblast;
in the Kupyansk and Lyman directions – from artillery of various types, in the areas of the settlements of Kislivka and Olhivka in the Kharkiv oblast, Hrekivka and Nevske in the Luhansk oblast, and Zarichne in Donetsk oblast;
in the Bakhmut direction – from tanks, mortars, barrel and rocket artillery, in the areas of Andriivka, Bakhmut, Mayorsk, Nevske, Opytne, Siversk and Soledar settlements of the Donetsk oblast;
in the Avdiivka direction – from tanks, mortars, barrel and jet artillery in the areas of Avdiivka, Vodyane, Nevelske, Krasnohorivka, Maryinka, Oleksandropil settlements of the Donetsk oblast;
on the Novopavlivskyi and Zaporizhzhia directions, the enemy inflicted fire damage in the areas of Bohoyavlenka, Vremivka, Vuhledar, Novopil and Prechistivka settlements of the Donetsk oblast and Zaliznychne, Malynivka, Novodanilivka, Olhivske, Charivne and Chervone settlements of the Zaporizhzhia oblast.
Areas of about 20 settlements along the contact line were affected by fire in the South Buzka direction.
The occupation authorities of the temporarily occupied territory of the Kherson region are trying to create conditions unsuitable for the local civilian population in the controlled territory. Thus, in Nova Kakhovka, since October 29 of this year, access to the Internet has been turned off and, through loudspeakers, they are spreading information about the need to leave the region within 48 hours due to the threat of allegedly missile strikes by the Armed Forces of Ukraine.
Medical personnel of local hospitals and operational services of the city are subject to priority so-called “evacuation”. In addition, the occupation authorities issued a decree obliging entrepreneurs to sell off all food products and close shops and markets from November 1, 2022.
According to available information, the enemy is taking preparatory measures to withdraw artillery units from the right-bank part of the Kherson region, with their subsequent possible transfer to other directions.
During the day, the aviation of the Defense Forces struck the enemy 5 times: 1 – on the area of concentration of weapons and military equipment, 2 – on platoon strongholds, as well as 2 – on the positions of the enemy’s air defense complexes.
Units of missile troops and artillery hit one control point of the кussian occupiers during the current day.
Northern oblasts
Kyiv Oblast
Today, a new modular town was opened in the Kyiv Oblast – in the city of Vasylkiv. It will house internally displaced persons from different regions of Ukraine, as well as the residents of the city who lost their homes during the full-scale invasion. 352 people, including adults, children, and the elderly, will be provided with housing.
Bohuslav
The Bohuslav volunteer headquarters sent another care package to the Ukrainian defenders in the Avdiivka sector, including combat boots, military clothing, cigarettes, etc. The money for all this was collected through the joint efforts of Bohuslav residents. Also, during the last charity cultural and educational “Pumpkin Fest in Kaidash Family”, which took place in Semyhory in early October, Ukrainians donated almost 130 thousand hryvnias.
Women’s, men’s and children’s clothes and shoes can be taken free of charge at the point that started its work in Bohuslav. It was created by the volunteer initiative “Tykha Havan” (Safe Haven) and the Bohuslav volunteer headquarters. Anyone who needs it can apply for help. You can also bring your own belongings, thus helping people in difficult situations.
The story of a mother and a daughter, a wife, a sister, a bride, a volunteer – each has her own story and each is connected with the war. The power of a woman, the power of the country, the power of unity, emotions that are hard to convey in words – all this is the subject of the documentary performance, which is being prepared by the team of the AUI “Active Community” in Bohuslav. Rehearsals are in the homestretch. Soon Bohuslav residents will be able to see a new stage production.
Zhytomyr Oblast
During the charity auction “Keep the AFU soldiers warm” held in Zhytomyr, instead of the expected hundred thousand hryvnias, one hundred and fifteen thousand hryvnias were raised to purchase thermal clothing for the defenders of Ukraine.
Weekly artistic meetings were launched in Zhytomyr, where they talk exclusively about Ukrainian composers of the past and present and perform Ukrainian classical music. They also raise funds for the needs of the military. Such events introduce and deepen knowledge about the music of Ukrainian composers of different times, including those who originally came from the Zhytomyr Oblast.
Chernihiv Oblast
Today, in the Chernihiv Oblast, the military recorded 21 shell hits, presumably from 122-mim tube artillery. The shelling was conducted in the direction of the settlement of Halahanivka in the Semenivka community.
Sumy Oblast
Yesterday, russians fired a mortar at the Bilopillia community. A russian UAV dropped a munition on the territory of the Krasnopillia community. Artillery shelling was also recorded. The Myropillia community was shelled twice with mortars. There were no destructions or casualties among the local population.
Eastern oblasts
Kharkiv Oblast
Over the past day, the enemy shelled Kupiansk, settlements of the Vovchansk community of the Chuhuiv Raion, as well as villages and towns of the Chuhuiv, Kharkiv and Kupiansk raions of the oblast.
A civilian industrial facility was damaged in Kupiansk as a result of shelling, and a massive fire broke out. Rescuers are working at the scene; the fire has been contained. A 58-year-old resident of the Kupiansk Raion was hospitalized with injuries.
Mine clearance continues in the de-occupied territories of the oblast. Pyrotechnicians of the State Emergency Service defused 267 explosive devices during the day.
Donetsk Oblast
On October 29, it became known about 5 civilians of the Donetsk Oblast killed by the russians: in Antonivka, Pervomaiske, Druzhba, Klishchiivka, and Yelizavetivka.
Besides, law enforcement officers found the bodies of 5 civilians who died during the occupation: two in Korovyi Yar, two in Sviatohirsk, and one in Lyman. Another 8 people were wounded yesterday.
Since the beginning of the full-scale invasion of the russian federation into Ukraine, the Donetsk Oblast has lost 1,125 civilians, and another 2,499 people have been wounded.
It is still impossible to establish the exact number of those killed and wounded in Mariupol and Volnovakha.
Kramatorsk
At night and in the morning, the russians shelled the areas of the front line from Mariinka to Lyman.
In the middle of the night, the enemy launched a rocket attack on Druzhkivka, hitting the territory of the school and private houses. Fortunately, there were no casualties.
2 houses were damaged in Lyman. Mass shelling of Torske and Zarichne (Lyman community) also continues – the amount of damage is being determined.
Life is gradually returning to Kramatorsk. Buses on routes №10 and №31 have been restored, which will allow residents of remote areas to get to the central part of the city.
Residents of Kramatorsk continue to receive humanitarian aid. This became possible thanks to the cooperation of the Humanitarian Headquarters of the Kramatorsk City Council with the Donetsk Oblast and Kramatorsk Raion Military Administrations, with the support of numerous international and state funds, public organizations and volunteers. From November 1, new applications from those who need help will be accepted.
Pokrovsk and Pokrovsk Oblast
In the Donetsk direction, the Mariinka, Ocheretyne and Avdiivka communities came under fire from the russian military.
In the Mariinka community, it was loud in the settlements of Mariinska, Krasnohorivka, Novomykhailivka and Katerynivka.
In Avdiivka, there were single hits in the old and central part of the city. In the Ocheretyne community, one person was wounded in Pervomaiske. The village of Krasnohorivka was also attacked.
Employees of the Avdiivka city military administration of Pokrovsk Raion and members of the voluntary formation of the Avdiivka Territorial Defense continued to provide humanitarian aid to the residents of the Avdiivka community. Food kits from the World Food Program were distributed to people.
Bakhmut
In the Bakhmut direction, the russian military fired on the areas of the settlments of Andriivka, Bakhmut, Bakhmutske, Bilohorivka, Vesele, Zvanivka, Siversk, Zelenopillia, Soledar, Odradivka, Opytne, New York, Vasyiukivka, Serebrianka and Yakovlivka.
Toretsk, Bakhmut and Soledar communities came under fire. In Toretsk, the russians damaged 2 houses, there were no casualties. In Bakhmut, as a result of numerous shelling, 2 people were wounded, 4 high-rise buildings, 4 private houses and an administrative building were damaged. In the Soledar community, shelling of Vasiukivka, Rozdolivka, Paraskoviivka, and Bakhmutske was recorded – without casualties. Siversk suffered from artillery fire and airstrikes at night.
Serebrianka and Dronivka also came under fire. Information about the victims and destruction is being clarified.
The coordinators of the AUI “Active Community” Lilia Dudnyk and Olha Galushko organized an evening of music therapy in Chernihiv. As part of the “VilnoHub” [“FreelyHub”] project, they gathered volunteers to teach them how to create a mood for themselves and relieve emotional tension. Almost two dozen musical instruments helped them in this.
Luhansk Oblast
Yesterday, the occupiers in Luhansk Oblast blew up another bridge in order to hinder the advance of the Armed Forces of Ukraine.
The route between Svatove and Kreminna is under fire control of the Armed Forces of Ukraine. From now on, the russians cannot quickly receive reinforcements and new ammunition in these areas of the front.
Southern Oblasts
Zaporizhzhia Oblast
Over the past 24 hours, law enforcement officers have recorded 43 reports of destruction of civil infrastructure in Zaporizhzhia, Polohy and Vasylivka raions as a result of russian shelling. It is known about two injured people.
In the village of Velyka Znamianka, the invaders continue to occupy the houses of local residents in order to settle russian personnel there.
It is also reported that there was a power outage in Energodar as a result of shelling.
Kherson Oblast
The russian military is shelling the liberated territory of the Kherson Oblast from the left bank of the Dnieper river. Heavy artillery and multiple launch rocket systems hit the populated areas of the Novooleksandrivka community (Beryslav Raion). As a result of the shelling, 3 people were injured, private houses were damaged.
In Nova Kakhovka (Kherson Oblast), the russian military is spreading information through loudspeakers about the need to leave the region within 48 hours due to the alleged threat of missile strikes by the Armed Forces of Ukraine. The medical staff of local hospitals and operational services of the city are subject to the so-called “evacuation” as a priority, reported the General Staff of the Armed Forces of Ukraine.
About a hundred russian guardsmen from Grozny arrived in the village of Kalanchak (Kherson Oblast). In the settlements located near Kherson, russian troops are setting up defensive positions.
The police of the Kherson Oblast created a bot to collect photo and video evidence about the crimes of the russian military in the occupied territories. Here @Warcrimes_Police_KhS_UA_bot people can send photos or videos taken with smartphones, surveillance cameras, video recorders or other devices. The police are counting on the help of local residents, but advise to send materials only if the person is not in danger.
Mykolaiv Oblast
Yesterday, as a result of enemy shelling in the Mishkovo-Pohorilovo community, the building of an agricultural enterprise was damaged.
As a result of shelling by the russians, three residential buildings and a car were damaged in the Halytsynove community.
During the day, the enemy attacked Ochakove community twice. Yesterday, the invaders hit the territory of the aqua zone, and today, as a result of the shelling, residential buildings and garages were damaged.
Yesterday and this morning, the Shevchenkove community suffered enemy artillery strikes.
Yesterday and today, shelling continued on the settlements of the Berezneguvate community, which are located on the dividing line. Fortunately, there were no casualties in all of the above incidents.
The Shyroke community also came under enemy fire. As a result, one residential building was destroyed, and two houses were damaged. Hits outside the settlement on roads and agricultural lands were also recorded.
Odesa Oblast
In the Yuzhne community in the Odesa region, a fire broke out at night on the territory of a recreation center. There was a building and a car on fire . Firefighters needed more than an hour to extinguish it. There were no injured or killed.
In Odesa, rescuers destroyed ten ammunition from the Second World War: nine artillery shells and one mortar mine.

Central oblasts
Kirovohrad Oblast
In Kropyvnytskyi, 20 snow removal machines and more than 900 tons of anti-icing mixture were prepared for winter. So, the roads will be cleaned of snow by eight sandblasters, three snow-plunger cleaners and nine sweeping and cleaning tractors. The enterprise produced 628 tons of screening and 335 tons of salt.
The coordinator of the AUI “Active Community” in Kropyvnytskyi spent the weekend at the St. Nicholas the Wonderworker Humanitarian Center. This time, Anatoliy Stoian helped volunteers distribute food kits and warm things to citizens.
Poltava Oblast
In the Poltava Oblast, they said goodbye to four Heroes. Volodymyr Hora from the Kremenchuk Raion, Viacheslav Kholod from the village of Petro-Davydivka, Yuriy Tymoshenko from the village of Kolosivka, and Maksym Novoseletsky died in the fighting.
A guy, who was taking pictures of objects in Poltava and sending them to the russians, was arrested . During the inspection, the guards found coordinates and photos of infrastructure facilities in Poltava and the Oblast in his mobile phone. He sent them via Messenger to foreign, in particular, russian numbers.
Another 500 units of winter clothing, purchased with the funds of the Oblast budget, were handed over to the 116th brigade of territorial forces from the Poltava Oblast. Next up is a new batch of 1,150 sets of winter uniforms, in particular, peacoats, fleece jackets, winter hats and uniforms.
Volunteers handed over three cars to Ukrainian soldiers today. There are wo vans and one ambulance. The last one was purchased by the French and sent to Ukraine. The car is equipped properly and it is provided with medicines and wheelchairs and motor pumps. Two other cars for defenders were purchased by entrepreneurs.
Hospitals of the Poltava Oblast received equipment worth over 22 million UAH. They bought it thanks to the United24 fundraising platform. During five months, various medical equipment was purchased. Doctors already use it in their work.
The regional organization of the Red Cross Society of Ukraine and the Samsung company handed over 6 expensive freezers for medical institutions of the Oblast. In addition, 25 washing machines and 51 microwave ovens were given for places of mass residence of displaced persons.
The installation of the Internet in the shelters of the Poltava Oblast continues. Last week, routers for school shelters were handed over, this week routers and switches were provided for storage facilities in institutions of higher education and vocational technical education.
Western oblasts
Rivne Oblast
In the city of Dubno, they said goodbye to Oleksandr Koziura. The defender of Ukraine died in the Kherson Oblast while performing official duties for demining the de-occupied territory.
In Pryvilne, in the Dubno Raion, the youth center for internally displaced persons held a master class on baking honey gingerbread and decorating it brightly. Zakarpattia Oblast
More than 9,000 books in russian were removed from the funds of the Zakarpattia Universal Scientific Library. Written-off books are handed over for waste paper, and new Ukrainian editions are bought with the money received.
In Uzhhorod, the regional scientific library conducts therapeutic and anti-stress activities. It is about art therapy “Embroidering emotions”. Those who wish can display their emotions on the canvas with a cross. This art therapy took place within the framework of the TATOhub project.
