Kyiv

The Minister of Defense of Estonia came to Kyiv yesterday and handed over a mobile hospital to the Armed Forces of Ukraine.

The President of the European Commission, Ursula von der Leyen, will travel to Kyiv today to meet with Volodymyr Zelenskyi to discuss bringing Ukraine into the European free roaming zone.

Restoration work in the 27-storey building on Chornobylska street in the Svyatoshynskyi district will be completed in 2 months.

Kyiv Oblast

Antonio Vitorino, Director General of the International Organization for Migration (IOM), visited Irpin yesterday. He met with Andriy Kravchuk, the first deputy mayor of Irpin. Negotiations are currently underway regarding the assistance of the International Organization for Migration in the overhaul of the roof of the health resort.

Chilean architect Cristian Alfredo Wittig Grell, who is a consultant for the “Irpin Reconstruction Summit” project, is working with his team on the development of four architectural projects for the reconstruction of Irpin, and is also actively promoting the reconstruction of the city.

Since the beginning of the full-scale war, the Kyiv Oblast has hosted more than 300 thousand internally displaced persons. Some of them found homes in the metropolitan region under the Government’s “Shelter” program.

In the Kyiv Oblast, the bridge over the Zdvyzh River between the settlements of Andriivka and Chervona Hirka has almost been restored.

In Hostomel, a residential high-rise house destroyed by the russians is being rebuilt. By winter, it will have a roof, and the residents of its apartments will return to spend winter in their own homes.

Zhytomyr Oblast

Maxym Sheremet, a soldier from Andrushivka, died heroically in the Donetsk Oblast in the course of offensive (assault) operations.

During the exercises in the north of the Zhytomyr Oblast, they practiced coordinating the actions of all units in the event of a probable enemy attack. With the participation of the head of the Zhytomyr Oblast Military Administration, Vitaliy Bunechko, joint exercises were held with the command of the Volyn operational department, the Defense Forces, and representatives of the Korosten Raion. According to the Regional Military Administration, during the exercises, coordination of the actions of all units in the event of a probable attack by the enemy in the Zhytomyr Oblast was worked out in detail. Evacuation of the population, coordination of defense actions, countering subversive and reconnaissance groups, elimination of the consequences of emergency situations – all this is a far from complete list of tasks that the operational headquarters should deal with in real local conditions.

In the Zhytomyr Oblast, at an improvised checkpoint, children collected over 4,000 hryvnias for the needs of the Armed Forces of Ukraine in 4 days. The Olevsk City Council shared this information.

The coordinator of the AUI “Active Community” has started the preparation of the documentary stage performance, which will take place shortly.

Chernihiv Oblast

During September 13, the russian occupation troops continued to shell the border areas of the Chernihiv Oblast. The Horodnia and Semenivka communities came under fire. The enemy inflicted fire damage using mortars, automatic grenade launchers, and tube artillery. In particular, on the morning of September 13, the enemy shelled the Horodnia community from the russian settlement of Chernozemniy Gorodok with mortars and automatic grenade launchers: more than three dozen explosions thundered. The russians shelled the Semenivka territorial community twice: in the evening of September 13 and in the morning of September 14, using tube barrel artillery and mortars; 10 explosions were recorded.

Two additional modular towns will be set up in the Chernihiv Oblast for residents of the Kyselivka and Novyi Bilous communities, as well as in Novyi Bykiv.

Sumy Oblast

Yesterday, after 3 p.m., the russian military fired mortars at the Znob-Novhorodske community of the Shostka Raion. There were two hits. No casualties or destruction

Soldiers Oleksandr Lopatchenko and Mykola Novokhatskyi, killed in action in the Donetsk Oblast, were buried in Sumy.

Eastern oblasts

Kharkiv Oblast

Over the past day, the enemy shelled the settlements of the Izium, Kupiansk, and Chuhuiv raions. Unfortunately, there are wounded people. One person was hospitalized in the Izium Raion, one in the Kupiansk Raion, and one in the Chuhuiv Raion.

In the Kharkiv Oblast, the operation to de-occupy the oblast is underway. More than 300 settlements, where about 150 thousand people live, have been liberated.

Normal life is gradually returning to the liberated territories. Work on demining and restoration of critical infrastructure continues, people who spent almost half a year under occupation are receiving humanitarian aid.

In the liberated Balaklia, law enforcement officers found a torture chamber that the russian military had set up for local residents. It was arranged in the basement of the police precinct and in the publishing house opposite. In total, during the occupation, the russian invaders held at least 40 people in captivity

After the deoccupation, pensioners of Balaklia receive pensions in the mobile branches of the “Ukrposhta” postal service.

The occupiers who stayed in the Balaklia branch of “Ukrposhta” left behind the toilet paper “The Right Choice”, propaganda newspapers with the note “Russia is here forever!” and dry rations “Friendship of Nations”.

Donetsk Oblast

Every night in the Donetsk Oblast is restless. Last night, the russians opened fire in all areas of the oblast where the front line runs.

Prechystivka came under fire in the Volnovakha Raion: one person was wounded, and one house was damaged.

Since February 24, the russians have killed 844 civilians of the Donetsk Oblast, and wounded another 2,105. The number of victims in Mariupol and Volnovakha is currently unknown.

Kramatorsk

In the Kramatorsk Raion, the russians attacked Kramatorsk and Mykolaivka.

In Kramatorsk, the russians fired again at the private sector at night. There were no casualties, but several houses were damaged.

The modern Enerhetik sports complex was destroyed in Mykolaivka.

Evacuation of the local population to the communities of the Kirovohrad Oblast continues.

The Humanitarian Fund “Everything will be fine” resumes its work after a short break. Humanitarian aid is now being provided for IDPs and lonely elderly people. Gradually, the list of categories of the recipients will expand.

The regional coordinator assisted the elderly with registration for receiving humanitarian aid. This is especially important due to the fact that this category of the population, for the most part, does not use online communication tools.

Pokrovsk and Pokrovsk Raion

The Ukrainian military successfully repelled russian attacks in the east of the Pokrovsk Raion near the settlements of Avdiivka, Bezimenne, and Novohryhorivka, the General Staff of the Armed Forces of Ukraine reports.

On the night of September 13-14, at about 00:20, a missile attack took place in the city of Myrnohrad, Pokrovsk Raion, said Oleksandr Brykalov, Mayor of Myrnohrad. One of the schools came under fire: window blocks and part of the roof were damaged. There is no information about the casualties.

In Avdiivka of the Pokrovsk Raion, another massive artillery shelling in the morning resulted in hitting the old and central parts of the city. Information about victims and damages is being clarified.

At least three residential houses, a shop, an administrative building, and an agricultural enterprise were damaged by shells in the village of Novoselivka Persha of the Ocheretyne community, Pokrovsk Raion.

Police officers are evacuating the living, the wounded and the dead from the Maryinka community of the Pokrovsk Raion. After rescuing an injured woman and evacuating people with limited mobility, the “White Angel” police crew returns to escort a victim of russian shelling on this victim’s final journey. Despite the explosions of shells, the armored service vehicle delivers the coffin with the body to the cemetery. Driving the vehicle is the head of the local police, Artem Shchus.

The village of Hostre in the Kurakhove community of the Pokrovsk Raion came under fire; fortunately, no one was injured, but one two-story house was damaged.

In the Pokrovsk community, the past day passed relatively calmly. Communal workers provide building materials and eliminate the consequences of the destruction of buildings that were damaged as a result of the night shelling of the city on September 10-11.

More than 1,500 food kits were delivered to the Pokrovsk community from the Office of the President of Ukraine. All employees of the city’s critical infrastructure will receive it.

In Pokrovsk, “Doctors Without Borders” conducted a training on providing pre-medical care.

The Red Cross in Pokrovsk issues food kits to socially vulnerable citizens.

After a long break, the Red Cross Society of Ukraine resumed issuing humanitarian aid. Residents of Novotroitske headman county have already received the first batch of food kits. 200 food kits containing canned meat, pasta, oil, and canned corn were given to residents of vulnerable categories of the population: people with disabilities, single pensioners, families with many children, and elderly people aged 60+.

During the meeting with the IDPs, the coordinator of the AUI “Active Community” provided information about the activities of the UN Refugee Agency in Ukraine, which, together with its partners, provided assistance to 2 million people throughout Ukraine. These are legal consultations, psychosocial support, multi-purpose cash assistance, materials for emergency home repairs, clothes, blankets, mattresses.

Bakhmut

In the Bakhmut Raion, Toretsk was shelled in the morning. One house was damaged. There were no casualties.

Over the past day, the russians killed 5 civilians in Donetsk Oblast – in Bakhmut. Another 16 people were injured.

Private trade facilities operate in limited mode.

Mariupol

Mariupol enlisted the support of Canada. Mayor of Mariupol Vadym Boychenko met with Canadian Ambassador to Ukraine Larisa Galadza. She visited the “YaMariupol” [“IamMariupol”] support center for internally displaced people in Kyiv. She was impressed by the indomitability, bravery and resilience of Mariupol people. 

The occupiers tried to erase the symbol of the Mariupol resistance – the Ukrainian letter “Ї” and catch up with the resistance participants. As a result, the russians failed to do this because they blew up a mine. They were hospitalized in Donetsk hospital. 

The wall painting “The Migrant” was damaged by the shelling of the occupiers in Mariupol. It was painted by the Dnipro graffiti artist Valery Lagutenko in 2016. The artist dedicated the work to forced IDPs, for whom Mariupol became a second home.

The Mariupol resistance reminded the occupiers that Mariupol is Ukraine.

Luhansk Oblast

In order to “increase the defense capability”, the russians turned off the mobile Internet in the Luhansk Oblast. As the local operator explains, this is an order of the occupation authorities to ensure defense capability and security. Previously, the invaders did not focus on these issues.

Southern Oblasts

Zaporizhzhia Oblast

Over the past 24 hours, in the Zaporizhzhia Oblast, the russian military fired mortars, tanks, combat vehicles, tube and rocket artillery at the infrastructure in the area of 20 settlements. In addition, the invaders shelled the city of Orihiv with multiple rocket launchers. One house was completely destroyed. Rescuers found a dead 84-year-old woman under its rubble. In total, 25 reports of the destruction of civil infrastructure objects were received in the oblast. Three fires caused by shelling were extinguished in Polohy Raion.

In the temporarily occupied Melitopol, three explosions were heard near the airfield where the russians had set up a military base. Mayor Ivan Fedorov also announced that due to the lack of gas supply, the heating season in Melitopol may not start.

On the night of September 14, a fire broke out in an open area in Zaporizhzhia. More than 50 rescuers extinguished the fire on an area of 1,000 square meters.

As of 5:30 p.m., a series of explosions were heard in Zaporizhzhia. The enemy shelled two missiles at the suburbs of the oblast center. According to preliminary information, there are no victims. “It was these loud sounds of hits that were recently heard in Zaporizhzhia”, – reported the head of the Zaporizhzhia Oblast Military Administration.

Kherson Oblast

At night, the russians shelled the settlements of the Vysokopillya community. There are wounded. Houses, farm buildings, cars and roads were damaged.

The russian occupiers are trying to strengthen their group near the temporarily occupied Kherson with “available reserves”. For this purpose, four battalions of the so-called “kadyrivets” will be redeployed. But currently, these units are significantly understaffed. Most of the personnel are mercenaries from the poorest regions of the russian federation.

In the settlements of Chaplinka community (Kherson Oblast), russian soldiers are stationed in the homes of local residents, sometimes driving the owners out of the house. The occupying authorities of the Kherson Oblast continue to seize the land and agricultural machinery of farmers who did not agree to cooperate. 

In Nova Kakhovka, the occupiers began to massively remove furniture and household appliances from the temporarily abandoned houses of local residents.

Rocket and artillery units of the Armed Forces of Ukraine struck columns of russian equipment, the Kakhovka Bridge and the pontoon crossing near the Antonivskyi Bridge. Concentrations of russian forces and equipment were hit in the area of Gola Prystan and Dudchany, near which an ammunition depot was also destroyed. In the area of Davydov Brid (Kherson Oblast), anti-aircraft missile units of the Armed Forces of Ukraine shot down a russian Su-24M bomber and a Mi-8 helicopter. 

The Armed Forces of Ukraine once again hit the Antonivskyi Bridge, which was used by the russians to secure forces on the right bank of the Dnieper.

Electricity goes out very often in the oblast today. Air alarms sound constantly and explosions are heard. No area is calm anymore, the occupiers keep the locals in fear.

Skadovsk

Today in Skadovsk, about 7 russian planes were spotted flying very low.

Large shops, ATMs and banks are still closed in the city.

People are waiting for liberation, trying to work, although the work is not paid. The occupiers are handing out financial assistance of 10,000 rubles for the elderly.

Activists of the community attended a meeting organized by the occupying “local authorities”, which “carefully” talked about their powers and the “happy future” of the townspeople. They appealed to involve the public in full-scale assistance to pensioners, low-income families and families with many children.

Mykolaiv Oblast 

At approximately 01:10 a.m., Mykolaiv came under russian rocket fire. An educational institution, infrastructure objects and residential buildings were damaged, in particular, there was a hit near the nine- and five-story buildings. 

Also, as a result of hitting the territory of the enterprises, a fire broke out in a production building. A car also caught fire. According to preliminary data, two people were killed, three were injured, and three citizens received outpatient treatment. 

Settlements of the Berezneguvate community, located on the divining line, remain under constant enemy fire. So, at approximately 11:30 a.m. on September 13, russians shelled the village of Chervonyi Yar. At 8:34 p.m., the Berezneguvate station came under enemy fire. Also at 11:50 p.m. russian shelling was recorded on the outskirts of the village of Berezneguvate.

Enemy shelling of the Shyroke community continues. Thus, on September 13, from 10:00 a.m. to 2:00 p.m., shelling was heard mostly outside the community’s settlements. Agricultural buildings were hit. Agricultural buildings were also damaged as a result of russian shelling in the villages of Polyana and Chervona Dolyna. Yesterday, from 6:00 p.m. to 7:30 p.m., the village of Shyroke came under enemy fire. As a result, one residential building was destroyed. There are no casualties.

Odesa Oblast

The day passed peacefully. The situation is under control, but the threat of missile strikes remains.

People are united and active, they volunteer and participate in charity events.

The Alley of Stars in Odesa was replenished with three names: Odesa painter and graphic artist Leonid Pasternak; Odesa writer, playwright, screenwriter, comedy writer Golubenko Georgiy; organizer and head of the Odesa Rock Club, music director of the Team of the Club of Cheerful and Clever “Odesa Gentlemen” Lapeyko Yevhen. As Odesa Mayor Gennadiy Trukhanov commented at the event: “There is a war in Ukraine started by russia. The enemy is destroying cities and killing Ukrainians. We must show that russia cannot take away our traditions, history and memory. Therefore, today we are opening new stars on our Alley to honor the memory of people whose names make Odessa famous throughout the world. People who made Odesa culture a world treasure.”

Central Oblasts

Dnipropetrovsk Oblast

The enemy fired all night at the Nikopol Raion. 75 shells were fired from heavy artillery. A residential building and a garage were on fire in Nikopol. Up to 20 residential buildings, a dozen outbuildings, a car, several gas pipes, and the power grid were damaged. Three thousand families were left without electricity. 

There was no destruction in Marganets today. But as a result of shelling, the pumping station did not work. Therefore, there was no water in Marganets, Tomakivka and Myrove communities.

Kyrovohrad Oblast

There was a threat of a missile attack on Kropyvnytskyi. There was an air alarm. In Kropyvnytskyi, at the Dalekoshidne Cemetery, a farewell ceremony was held for five fallen defenders of Ukraine. So, the townspeople saw soldier Anatoliy Zubnitskyi, junior sergeant Oleksandr Havrylenko, soldier Oleksandr Nikitin, sergeant Dmytro Korolevskiy and junior sergeant Maksym Pastukhov on their last journey.

The Kirovohrad Oblast is increasing the capacities of the humanitarian hub. The region participated in the provision of food aid to the settlements of the Kharkiv Oblast liberated from the occupier. The essentials are sent: flour, cereals, stew, pasta, sugar, condensed milk, cookies. Almost 500 tons have already been delivered. This was announced by the head of the Kirovohrad Oblast Military Administration Andrii Raikovich.

Motorcycles from the 60s and 90s of the last century are being restored by volunteers in the city of Znamianka in the Kirovohrad Oblast, in particular, by Oleksandr Mikhrin, a railway worker by profession. Modernized equipment is transferred to the front. Maneuverable and mobile, they will pass where cars cannot. Currently, the mechanics are preparing to send them to the frontline, because they will drive even in a half-meter layer of snow. The coordinator provided IDPs from Donbas, Melitopol and Mykolaiv with consultations on obtaining documents on the status of IDPs, as well as information on the available resources of employers in the regional center and the surrounding communities.

Poltava Oblast

The state supports homeowners who sheltered displaced persons and became participants in the “Shelter” program. The Poltava Oblast received 16.5 million hryvnias as payments for March-June – 14.6 million hryvnias have already been transferred to the residents of the oblast. Communities are continuing this work, so those who have not received funds yet will soon receive ones. In total, in all communities of the Poltava Oblast, more than 9,000 homeowners have taken part in the “Shelter” program and provided housing to more than 30,000 displaced people

The International Committee of the Red Cross provided the necessary assistance to the Poltava territorial community once again. The organization handed over 1,422 mattresses for internally displaced persons living in communal facilities. In addition, in the near future ICRC will hand over beds, also in the amount of 1422 pieces. Once again, humanitarian kits were issued for internally displaced persons living on the territory of the Poltava urban territorial community in hostels and private households. About 1,000 kits for IDPs were issued during the day yesterday. The kits were issued after prior online registration through the official website of the Poltava City Council.

Staying in line for a humanitarian aid a collaborator from Kytsivka urged to support the russian authorities and received his sentence in the Poltava Oblast. The man told fellow villagers that life would improve with the arrival of the occupiers, and that the Armed Forces of Ukraine were to blame for all the destruction. At the same time, the man did this while waiting for humanitarian aid from Ukraine, because the russian army deprived him of his right to a normal life. The team of the Active Community of Poltava bought and handed over medicine for wounded soldiers who are being treated in the hospital of our city.

Vinnytsia Oblast

Zhmerynka

Today, a countryman Oleg Kozubovskyi, who died tragically near Avdiivka, is going to be brought to the city. The head of the city announced this on his page. The Day of Mourning has been announced in Zhmerynka for tomorrow. Recently news about the death of our soldiers has come to the community increasingly. Last week there were 5 days of mourning in a row. In general, the community is calm, hostilities are not carried out, air alarms are rarely sounded.

Western oblasts

Ivano-Frankivsk Oblast

The situation in Prykarpattia is stable. During today’s day, as of 6:00 p.m., the air-raid alarm went off twice. The mayor of Ivano-Frankivsk announced that he had to buy a plot of land to open a “worthy Alley of Heroes” in the city of Ivano-Frankivsk. Unfortunately, 67 people from Ivano-Frankivsk have already died at the front. One of the enterprises relocated to Prykarpattia, which before the full-scale russian invasion of Ukraine was engaged in sewing car covers, began to “dress up” the military – they sew clothes and ammunition for them.

Rivne Oblast

As of 17:00, two air alarms sounded. 

Employees of the Office of the Security Service of Ukraine in the Rivne Oblast exposed a local resident who was spreading russian propaganda narratives on the Internet and glorifying the introduction of a totalitarian regime in Ukraine. As the investigation established, the specified person, using the banned social network “Vkontakte”, repeatedly spread among his acquaintances and on his personal page the symbols and Soviet slogans banned in Ukraine, which are used by the aggressor state to wage an information war against our country.

Currently, the issue of notifying an attacker of suspicion of committing a crime stipulated in part 1 of Article 436-1 of the Criminal Code of Ukraine (production, distribution of communist and Nazi symbols and propaganda of communist and national socialist (Nazi) totalitarian regimes) is being resolved. The sanction of the article provides for punishment in the form of up to 5 years of imprisonment.

Rescuers from the Rivne Oblast will demine the Kharkiv Oblast. Five pyrotechnicians from the Main Directorate of the State Service for Emergency Situations in the Rivne Oblast were part of the unified detachment of the State Emergency Service that arrived in the Kharkiv Oblast. The rescuers will carry out emergency rescue, recovery work and clearance of explosive devices in the newly liberated areas of the region. The total number of the detachment is 150 personnel and 50 units of equipment.

Since the beginning of the full-scale invasion of russia on the territory of our country, Rivne has been ready to accept enterprises from other regions and help with relocation. Currently, 24 relocated businesses are already operating in the Rivne community. Mostly, these are small and medium-sized enterprises, because it is easier for them to move, it does not cause special difficulties. Relocated clothing and food production companies, a restaurant business and even a kindergarten are already operating in the community, medical services are provided.

Khmelnytska Oblast

Kamianets- Podilskyi

In the afternoon, an air raid alarm went off.

Today, an unusual event took place in the Heroes’ Park of Euromaidan – 189 people set a new Ukrainian record – in the nomination “The largest simultaneous imitation of cardiopulmonary resuscitation”, which took place with the participation of the Red Cross Society.

Since the beginning of the active phase of the war, the Red Cross Society, side by side, together with the leadership of the community, implemented more than one social project – feeding internally displaced persons, opening hygiene centers, visits of mobile medical teams to the villages of the community and educational courses.

Displaced persons from the Donetsk oblast who have recently arrived in our city turned to the coordinators for help. Hygiene products and blankets were delivered to them today.

Chernivetska Oblast

Currently, Bukovyna is calm: businesses and people are working.

The head of the Oblast Military Administration, Ruslan Zapariuk, commented that the Chernivtsi Oblast is preparing for a new wave of forced migrants during the heating season. Approximately 2,500 places have been deployed for people from other regions.

Housing for displaced people is being arranged in the Selyatyn community. In order for people who lost their homes to live in comfort, three buildings of the school boarding house in the village of Halytsivka are being converted for them.

Mykola Kasperskyi from the Chernivtsi oblast ran a restaurant, shops and a hair salon before the full-scale invasion. He closed some of them in March, when he was called up for service. Now he is a company commander. A report about him was filmed on local television

Zakarpattia Oblast

More than 2 million hryvnias of compensation were paid in Mukachevo to homeowners who sheltered displaced persons. 1,290 homeowners have applied for compensation. Aid was paid for the temporary accommodation of internally displaced persons: 449.5 thousand hryvnias from the state fund and about 1.5 million hryvnias from international donors.
